2 Location The site is located in the Borough of Havant to the north of Waterlooville in the village of Cowplain. Padnell Grange is located approximately 2 miles west of the Junction 2 via the A3 and is accessed via Padnell Road. The site is surrounded by residential dwellings to the north, south and west, with Waterlooville Golf Course to the east. The site is located within walking distance of existing facilities including bus routes and a primary school. Local shops and services are available in nearby Cowplain. The site is situated approximately 8.9 miles to the north of Portsmouth and approximately 27.8 miles to the east of Southampton. The nearest railway station is in Rowlands Castle approximately 4.4 miles from Cowplain. Looking west across the lawn to the residential house.

3 For Sale A prime residential development opportunity 6.3 acres, formerly a farm house and grounds. The existing buildings located on site include the former residential house, Padnell Grange. To the south of the house there is a series of converted farm buildings that are currently used as offices by The Borrow Foundation (a charity) with the remainder of the buildings being disused farm buildings. The principal vehicular access to the site is currently to the north via Padnell Road through an established residential area. 5 Planning Padnell Grange is allocated for residential development in the Havant Borough Local Plan (July 2014) under policy WA1 as a Waterlooville housing allocation. The site was originally allocated as a proposed housing site in the 2005 version of the Havant Local Plan. That Local Plan process established the site as falling within the defined built up area of Cowplain, being regarded as previously developed land. Following on from the allocation, the landowners and the Borough Council worked together to produce a development brief for the site. The development brief and subsequent pre-application discussions established the potential of the site to accommodate in the order of 84 residential units. Padnell Grange s position as a housing allocation is reaffirmed in the current Local Plan. The Havant Borough Local Plan (Allocations), adopted in July 2014, includes Padnell Grange as a Waterlooville housing allocation, under Policy WA1. The Policy offers an indicative capacity for the site of 84 dwellings. As made clear from Policy WA1, this figure is based on known site characteristics and density considerations. The Local Plan also lists the site under site reference / Policy W126, where the following requirements are set out: Utilise the existing access point onto Padnell Road A heritage statement, of appropriate level of detail is required to support the planning application The design and layout should aim to retain and protect those trees subject to a TPO Investigations into ground quality conditions are required as part of a planning application, and address any matters that arise Provide an Employment and Skills plan to support the planning application Address any potential side effects upon the Hazelton Common SINC Southern Water request connection to the sewerage system at the nearest point of adequate capacity Appropriate easement from existing sewage/waste infrastructure. There are no major constraints that would hinder the development of the site. It is not subject to flood risk, contamination or any prohibitive planning designations such as conservation areas, Areas of Outstanding Natural Beauty or a site of importance for nature conservation.
