4 Planning The development site is located on the eastern edge of South Kilworth, with access directly off North Road. The development area extends to approximately 1.62 ha (4.00 acres), currently comprising a single field of agricultural land. The land is enclosed by well-established mature hedgerows and scattered trees to its boundaries. Granted via Planning Committee at Harborough District Council, the site has the benefit of outline planning permission (ref. 16/00925/OUT) for residential development of 25 dwellings including on-site affordable housing provision, open space and infrastructure (access to be considered). The above planning application was accompanied by an illustrative layout (see adjacent), therefore a reserved matters scheme reflecting similar principles of design should also receive officer support. The granting of permission is subject to a number of planning conditions, which are identified within the decision notice attached within the information pack. A range of technical studies have been undertaken, which are available upon request. Affordable Housing The approved development scheme is subject to a requirement of 40% on-site affordable housing. Harborough District Council confirmed an approved mix as follows: 2 x 2 bedroom bungalow (on a 1 for 2 basis) 4 x 2 bedroom houses 2 x 3 bedroom houses. Section 106 Agreement A Section 106 Agreement has been negotiated and is available upon request.
