NAGAR EDITION Vol. 15, No. 49 June 11-17, 2017 Teams to check buildings for property tax violation Residents and traders who have constructed unauthorised buildings are under the scanner, as the Chennai Corporation has taken the initiative to trace property tax revenue loss. The Corporation has started inspection of buildings in several parts of Chennai including 10,414 buildings in ward 136 in T. Nagar, measuring the structures, compiling data on total built-up area and other town planning parameters. The data will be compared with the database of the Chennai Corporation Revenue Department that collects property tax, trade license and company tax. The data on additional floors or unauthorised construction will be used to estimate the actual revenue loss of property tax, said an official. The civic body has engaged a private firm to take the measurements. The Chennai Corporation will also use GIS mapping of the private buildings, in addition to survey by the teams. Nagar. Man held for bomb hoax threat to hotel Police arrested S. Varunkumar (44), an event organizer, for a bomb hoax threat to a star hotel on TTK Road in Teynampet on June 3. Police identified the culprit with the help of CCTV footage collected from the hotel reception. According to the police, Varunkumar (a resident of Thiruvanmayur), visited the hotel with his three friends for a party. Varun told the police that, as he was not happy with the service, he left a hoax letter near the reception stating bombs have been planted at the 4th floor of the hotel and will go off soon. The letter, retrieved later by one of the staff, created a panic situation. The hotel authorities immediately summoned the police. A bomb disposal squad, after a thorough inspection, suspected the threat to be a hoax. In the meantime, police also verified the CCTV grab and saw a person leaving a piece of paper on the table near the reception and later arrested him. Corporation s special drive to update electoral rolls Based on instructions from the Election Commission (EC), the Chennai Corporation will conduct a special drive to update the electoral rolls on July 9 and 23. The special drive will also be conducted across the state of Tamilnadu by local bodies concerned on the same dates. The EC had directed the State Govt. to conduct a special drive between July 1 and 31 for maximisation of eligible electors and to remove errors in the electoral rolls. Forms for updating or deletion of names from the voter list can be submitted at the Electoral Registration Officer s office or by post. Forms can also be submitted online by visiting the website On July 9 and 23, camps will be held in each polling station where a booth-level officer will distribute and receive forms from applicants. Dead electors names will be removed during the drive. For identification of dead electors, data on registered deaths will be collected from local body authorities and all registered entries will be removed during the special drive. The corporation has appealed to the public to avail of the opportunity. The facility went online a few years ago, but has remained defunct. This move was to increase the ease of business for commercial establishments, for the laying of optic fibre cables, said a senior official. Once the permission for road cutting goes online, it will also benefit the civic body. The Corporation will be able to keep track of where road work is underway. It will also help recover missed revenue, if the charges are not levied as per regulations. With the online system, the Corporation can collect the specified charges, for this process, said an official. The increasing frequency of road cuts made by several service departments such as Tamil Nadu Electricity Board (TNEB), BSNL, Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) and even private communication providers, is a major problem for the Roads department. This also causes inconvenience to the residents. Ramanath G, Secretary of the Lake Area Residents Association, said The road cuts have been made in all the roads in our locality for laying pipelines. But it has been 3 months and there has been no effort by the Corporation to re-lay them. We have complained to the Corporation, but no action has been taken. 4 Page 4 TAMIL CINEMA 75 - A LOOK BACK By RANDOR GUY TAMIL CINEMA AND MUSIC - 56 Ashok Kumar too was a major success, all its songs, written and tuned by Papanasam Sivam, becoming hits. Some of them are Satvaguna bhodhan. Bhoomiyil maanida janmam, Unnai kandu mayangaadha (This song was a dance number with Bhagavathar singing and Kannamba dancing to it. She was no dancer and yet she underwent rigorous training in Bharathanatyam to do this scene. It was shot during one night by the forgotten genius of South Indian Cinema, K. Ramnoth, who was specially requested to shoot this scene. The melodious song, Bhagavathar s rendering of it, Kannamba s dancing, Ramnoth s camera-work and all made the scene the highlight of the film. For many years, more than many husbands sang this song mainly to please their not so good-looking wives! Bhagavathar s next film Sivakavi (1943), featuring T. R. Rajakumari, Serukalathur Sama and Jayalakshmi, was another success and musical feast. Shot in Coimbatore, the film was initially directed by Raja Sandow but, when a misunderstanding arose between him and the producer Coimbatorebased S.M. Sriramulu Naidu, Raja Sandow was replaced by Bomman Irani with Naidu directing him! As usual, many songs, again written and tuned by Papanasam Sivan, became hits. These memorable melodies include Soppana vaazhvil, Kavalayai theerpadhu naattiya kalaiye, Vadhaname chandra bimbamo (one of the immortal melodies of Indian Film Music). Then came the magnum opus Haridas (1944). A Rayal Talkie production directed by Sundar Rao Nadkarni, it was a folk myth tale of a sinner becoming a saint and a devotee of Lord Krishna. The film had 17 songs sung by Bhagavathar, noted singing actress N.C. Vasanthakokilam as Haridas s wife, and T. R. Rajakumari as the vamp Rambha. While Rajakumari as Rambha was sensuous and seductive, the sizzling romantic sequences were considered very bold for the day. Krishna Mukundha Muraare and Annaiyum thandhaiyum, songs by Bhagavathar, became extremely popular. The song Manmadha leelayai, composed in the raga Charukesi, became an an all-time hit and is a favourite of millions to this day. According to Carnatic music critic Subbudu, after the success of Manmadha leelayai, many classical musicians began to sing the raga in their concerts, making it immensely popular. Many film music directors, like G. Ramanathan, also used this raga afterwards. Bhagavathar was the richest actor during his day and lived in princely style. Yet he was a humble person with fine qualities of which many were not aware. For instance, during a concert to be broadcast by All India Radio, Trichy (where his bungalow, MKT Palace, still exists behind the Savanna Hotel in the Cantonment), he took a look at the elderly thambura-player sitting behind him and, before the concert began, asked the studio executive to have him replaced at once. The executive, who knew Bhagavathar well for years, was taken aback by Bhagavathar s unexpected behavior, but he arranged for another thambura-player immediately. Later, over a cup of coffee in the executive s room, Bhagavathar explained his reasons. Many years earlier, when Bhagavathar was not yet a star, he had undergone training in Carnatic music under the thambura-player who, unfortunately, now had to work for AIR to make a living. He was my guru and, years ago when I was a boy, he taught me music and it would be an insult for me to sing with my guru playing the thambura sitting behind me. I did not want to embarrass my teacher inside the studio in the presence of others and that was why I came to you and asked you for a replacement. It was not my ego as you thought but my gurubhakti! Bhagavathar explained. In a chat with this writer during late 1980s T. Sankaran, the great musicologist, narrated this incident to me. While Bhagavathar was sailing along the silvery moon of success, his life was rocked late in 1944 when a muckraking yellow journalist named C. N. Lakshmikantham was murdered and Bhagavathar, along with N. S. Krishnan, was arrested. The murder trial created a sensation and shook the film world. Both Bhagavathar and Krishnan were found guilty. They were thirty months in prison before they made a successful appeal to the Privy Council in London and were later released. However, the damage was done. Bhagavathar s life and career lay in ruins around him and all his attempts to stage a comeback failed miserably. (To be continued) MAMBALAM TIMES: Ashok Nagar - K.K.Nagar Edition Work suspended as debris crashes at site of demolition By Our Staff Reporter The demolition of The Chennai Silks showroom in T. Nagar, which was destroyed in a fire last week, had to be stopped briefly after a large chunk from the top portion of the building crashed on the evening of June 7. No one was injured in the incident. The top portion of the building fell when a jaw-cutter was working its way around. The debris fell in a cloud of smoke and created panic among the workers. Since the fire, the area has been cordoned off and residents evacuated from the nearby buildings, and the shops in the vicinity ordered to remain closed. A police officer said that the debris fell on a hydraulic pipe used by the machine and started a leak. The demolition was stopped for around 40 minutes and workers cleaned and repaired the hydraulic pipe to avoid further accidents due to the leak. Fire and rescue services had said the demolition would be completed in two days. However, the contractor who is engaged in the work said it would take another week before it could be pulled down. As the structure is damaged in the fire that raged for two days, pulling it down can only be done gradually. Fire/demolition affects shops near Chennai Silks As per reports, the total estimated loss for Chennai Silks due to the fire is around Rs. 700 crores. According to Vellayan (President, Tamil Nadu Traders Association), the estimated loss does not include the losses of all the shops/business houses, estimated at more than 100 in the vicinity, that had remained closed for three days after the fire. Some continue to remain closed as the demolition of the ravaged building is in progress. He said that the Traders Association held a meeting with various authorities for the early opening of the shops. Even after opening, the footfalls have been poor as customers have preferred to stay away for safety reasons due to the ongoing demolition of the building, he added. Many of the shop owners in the close vicinity of Chennai Silks have reported that huge pieces of construction debris from the building which is under demolition are falling on their shops. Some owners have retrieved their valuables from the shop and have decided to down the shutters till the demolition is completed. Our shops are getting damaged. Those interested can contact P. Sundaram (Ph: ). June 11-17, 2017 Minor fire in hotel doused A fire was reported in a threestar hotel on North Usman Road at around 6 p.m on June 4. Fire tenders rushed to the spot and doused it within five minutes. According to an official, the fire had started in the boiler exhaust due to presence of oil sediments, but they reached the spot and doused it before it could spread. No one was injured. Minor fires reported in Chennai Silks showroom under demolition Even as the Chennai Silks showroom is being demolished, minor fires are being reported in small pockets. However, in the evening of June 3, as preparations were underway to begin the demolition work, a big fire suddenly erupted in one corner on the 3 rd floor, but was brought under control within an hour. According to fire officials, the reason for the fire was a combination of excessive heat and the inflammable stock-intrade still left behind. But they said that since June 6, no incidents of fire have occurred and the demolition work is in progress. Social media trolls T. Nagar as Thee Nagar The fire that consumed The Chennai Silks building on Usman Road was fodder for online trolls which dubbed T. Nagar as Thee (fire) Nagar. On the ground level as well, there was an immediate impact as the week since the fire incident has seen a much fewer footfalls of shoppers. Ranganathan Street, which is usually abuzz with shoppers, poses an empty look. Even in further away Pondy Bazaar area, business has been lukewarm according to shop staff. A senior member of the local traders association told Mambalam Times that it is a knee-jerk reaction of the public, and normalcy will return in a couple of weeks. The incident has also ignited the anger among the neighbourhood residents who have long been complaining about the lax control over the implementation of safety norms in the commercial complexes. Many took to Whatsapp, Facebook and other such social media sites to vent their anger and express their opinion.

TNRWA to help residents affected by Chennai Silks fire T. Nagar Residents Welfare Association has taken up the cause of helping residents living in the vicinity of Chennai Silks to get due compensation for the health and other travails faced by them due to the major fire and the subsequent demolition of the building. Following the fire accident in Chennai Silks, the residents, particularly those who stay in the nearby streets, have had to encounter numerous problems. A senior member of the Association told Mambalam Times that the residents day-to-day life has virtually come to a standstill. Many have had to leave their homes/apartments for safety reasons and have had to put up with inconvenience. Even after the fire was extinguished, the residents have been unable to return to their homes because of the ongoing demolition of the fire-ravaged building. Because of the emission of thick smoke when the building was on fire, the residents have had to suffer from severe cough, breathing problems, eye irritation and other related ailments. Even if the residents feel that the worst is over, one cannot rule out anything now as the smoke that gets emitted from burning of synthetic material is harmful and can pollute the environment for a long time. The dust allergy arising out of the demolition work is equally serious and could cause various ailments. So, the Association has decided to reach out to the residents who are in distress or have been distressed by the accident. It has requested the residents in general and those affected by the accident, to write to it giving full details of their suffering due to the fire and thereafter and also due to the ongoing demolition work. The Association will consolidate the details and take up the matter with the authorities concerned and even move the court, if necessary, for compensation. Nagar, Protruding rods in pavement pose danger Four threaded rods are protruding 4 inches above the surface on the pavement at the junction of Ranganathan Street and Usman Road, T. Nagar. The rods pose a danger to pedestrians, especially at night. The rods were part of the foundation of a street light post which was demolished and removed long ago. Vehicles coming on Madley Road or on Usman Road from Anna Salai side are diverted via Burkit Road. Amma Theater, Amma Market projects may not take off Two major projects, Amma Theater and Amma Market, announced two years back, are yet to take off. Locations were identified for an Amma Theater in T. Nagar and Amma Market in Ashok Nagar. According to official sources, the reasons were aplenty including administrative delays and the subsequent death of former Chief Minister J. Jayalalithaa, and current ministers losing interest in the projects. It has also been said that the widening deficit caused by many welfare schemes was another reason for the government s plan to shelve the projects. Child Helpline 1098 Page 5 Eye, throat infection ails police, firemen More than 250 policemen and firemen involved in the demolition work of Chennai Silks building have complained of eye and throat infection. While a majority of them were men in khaki, a few workers who were involved in the demolition work also approached health officials with minor injuries. A 15-member medical team from Chennai Corporation has been camping at the site providing immediate medical help. The medical team has been attending to the men in khaki with complaints of minor health issues like infection in the throat and eyes, severe cough and small injuries. Health officials said that it was due to their continuous exposure to the thick black smoke from the fire and dust from the demolition work. Some workers who were close to the building got injuries due to glass pieces that fell from the building, a health official said.

One of the owners stated that if it had acted swiftly, the devastation would have been minimal. While they were worried about the loss due to the fire and the fate of stock-in-trade including clothes and jewellery, they do not seem to be even a wee-bit concerned of the possible loss of lives had the accident taken place during peak hours and the lack of fire safety systems in the establishment which was the cause for the fire. He further stated that the violations were not deliberate which, in itself, is an admission that there were violations. If the violations were not deliberate, how did they extend the floors which the CMDA had demolished earlier? Had the damage been minimal, the owners would have resumed the business after renovating the structure and the authorities would never have thought of demolition, violations notwithstanding. The authorities should be thankful to God for having destroyed the building constructed with gross violations, resulting in its total demolition, which they would never have dared to think of, leave alone acting on these lines. The fire accident must be taken as yet another warning and the authorities must now wake up from their slumber and act with an iron hand against those buildings which have come up in gross violation of safety norms. As per the strictures of the High Court, the Fire Department is supposed to display boards warning the public about the lack of fire safety systems in each of these buildings. Is this being done? Lastly, the public must be wary of shopping in complexes which do not have proper systems so as to safeguard their lives. K. Harihar, T. They use firewood for cooking and the vast public space to park their vehicles which come very often to unload material. The novel is also a psychological thriller and is about an ex-army man convicted of murder, a serial killer and the skill of an investigating woman officer. According to Karthick, the novel is all about a determined woman, two sensational murder cases and how a human mind can surprise and shock us all. He is studying to become a Chartered Accountant. He wrote his first novel, The Ashes of Prey, when he was 16. He has also authored and published three books of short stories titled The 15 days, Whispers from the future and Beyond borders. He is associated with screenplay writing, direction and editing. He has directed short films and skits. Inspector s availability time displayed in police stations A day after Chennai City Police Commissioner A. K. Viswanathan ordered the inspectors to be available at their respective stations at least two to three hours daily to meet complainants, 418 complaints have been received in police stations across the city of which 23 were lodged in neighbourhood police stations.
