The Site is situated within the village of Wooburn Green, approximately 5 miles south east of High Wycombe town centre. Town Lane (A4094) forms a linear boundary to the north; this serving as a main thoroughfare to and from the area. The surrounding area is semi-rural, with the Site being a short distance from the open countryside which forms Green Belt land. The majority of buildings within the area are residential at an average of two storeys in height. To the north of the Site lies an industrial park, with open fields at a further distance. South of the site is further open space and a small forested area. St Pauls CofE Primary School The site benefits from being approximately 1 mile from Bourne End Railway Station, which provides a regular indirect services to London Paddington in approximately 1 hour. The site lies within Wooburn Green, where there are a number of industrial units (B1-B8 uses), a small church, Wooburn Park and St Pauls C of E combined primary school, although the area is predominantly made up of residential properties. 4 Planning and Feasibility The Site covers an area of 0.18 ha and comprises a single three-storey L-shaped residential building and associated car park. The Site is located within close proximity to, but outside of, the Wooburn Town Conservation Area which lies to the West of the site and incorporates the church and extends to the south of the adjacent industrial park. There are no listed buildings or buildings of local importance on the Site. Wycombe District Council have calculated a Five Year Housing Land Supply Calculation (5YHLSC) for the district. In the Strategic Housing Land Availability Assessment (SHLAA) of March 2009 the area of Wooburn/ Bourne End is outlined as being one of the most sustainable settlements in which housing development should take place. The site offers potential to redevelop the whole Site for new build development. This would provide flexibility on the layout of units and the height of buildings across the Site, however development would be subject to the District Design Guide. It is considered that proposals for 2-3 storey buildings to be the most suitable for the Site, given the area s semi-rural location and the character of the residential dwellings within the area of Wooburn. be required for schemes involving the construction of 15 or more dwellings (or of minimum size 0.5ha) in the High Wycombe Urban Area, Marlow and Princes Risborough. The Site itself is not located within an area of flood risk. The SPD further states that it is unlikely that any requirement for planning obligations will arise from developments of less than 10 dwellings or below 500sqm of commercial floorspace. The Planning Obligations SPD also contains reference to the Community Infrastructure Levy (CIL) Charging Schedule. For this site the Council would impose a charge of 150 per m2 of uplift in floorspace for residential developments within Zone B. It is noted that as the Council have adopted their CIL, the level of contributions that can be secured via a S106 are limited, and must be justified against CIL Regulations 122 and 123. A planning brief has been made available in the data room. Lincoln House It is considered that the principle of residential development of the site, either market-led or retirement/assisted living-led, is appropriate and accords with planning policy at all levels.
