Abe Prctr welcmed the cmmittee members, PCC staff and guests. Public Cmment: Kathleen Rwlands, a resident n N. Cmmercial Avenue, shared her cncerns regarding traffic n N. Cmmercial Street. Ms. Rwlands explained that PCC service trucks, shuttle buses and student vehicles all use N. Cmmercial as a thrugh-way fr access t Cascade s nrth parking lt. She further explained that students and residents park n bth sides f this narrw residential street, cnstricting traffic t nearly ne lane. She cited three incidents ver the past year when her family s and neighbr s vehicles sustained damage frm sideswipes. She emphasized that N. Cmmercial is nt adequate t handle the traffic vlume. Ms. Rwlands suggested that a ptential slutin t relieve traffic n N. Cmmercial wuld be t site a parking structure in the nrth lt and use N. Kerby Avenue as an access t the lt. BAC members expressed their appreciatin t Ms. Rwlands and invited her t participate in the meeting discussins.

2 Meeting Gals: Sharif Abdullah, facilitatr, reviewed the gals fr the meeting: Review stakehlder engagement activity and feedback Discuss Guiding Principles Identify prs and cns f mdeling schemes BAC members reviewed and apprved meeting ntes frm the March 31, 2011 meeting. Review f Stakehlder Engagement Activities: Christine Egan prvided an verview f stakehlder engagement activities by reviewing the gals f stakehlder engagement: Understand stakehlder needs Engage a diversity f stakehlders Slicit public input at key decisin pints Christine reviewed the stakehlder engagement prcess fr the Cascade Campus bnd prject: Humbldt Vice Cmmittee, a subcmmittee f the Humbldt Neighbrhd Assciatin, began meeting with PCC District and campus staff every 6 weeks, beginning fall Cascade Campus Strategic Wrking Grup (SWG), made up f PCC Cascade Campus faculty, staff and students, have been meeting regularly with PCC Bnd Design Team t identify campus prgramming needs. Bnd Prject Staff cnducted a Walk-Abut Survey and individual interviews with mre than 70 residents, business wners and representatives frm lcal nn-prfit rganizatins, educatinal facilities and faith-based grups between August and Octber The Bnd Advisry Cmmittee (BAC) was cnvened in Nvember 2010, t cnsider the diverse needs and interests f stakehlders mst affected by the prjected develpment f the Cascade Campus. Mre than 25 peple participated in a campus/cmmunity tur in January 2011, t rient BAC members and ther interested stakehlders. Christine reprted that PCC staff and BAC members reached ut t a brad range f stakehlders thrugh targeted mailings and individual cntacts, inviting interested parties t attend six pen huses hsted April 19, 20 and 21, Mre than 190 peple attended the events at Cffeehuse 5, the Asian Reprter, Nrth Prtland Library, Piedmnt Church f Christ, Campus PSE Building and Campus Quad. Attendees were invited t explre their ideas using an innvative, hands-n, 3-D table-tp mdel. Christine briefly summarized the range f interests raised by participants: Neighbrhd and public safety Cncerns were expressed abut campus security. Sme suggested relcating Public Safety Office t center f campus r the Kanjaya blck t enhance security. Parking Sme wndered if a parking garage is needed ther than fr peak perids, while thers felt a parking garage is necessary and ffered the fllwing suggestins and bservatins: Lcate garage n Killingswrth sme felt this wuld be an advantage fr traffic in the neighbrhd, while thers felt it wuld be an eyesre fr the cmmercial district. 3 Student Center and Library sme felt the Student Center and Library shuld be cmbined and lcated in center f campus; while thers felt current Library needs t be expanded and Student Center mved t Paragn blck. Academic Building needs suthern expsure fr child play area. Garage shuld be lcated clse by fr ease f pick up and drp ff. Telephne Exchange Building sme felt it shuld be preserved because f histrical value, while thers felt it shuld be remved t prvide better freeway access. Street frnts shuld be active and walkable. Mre secure bicycle parking shuld be prvided. Cnsider prviding pedestrian bridges acrss Killingswrth t cnnect campus with cmmercial district. Maintain campus mall and green space. Paragn Club site wuld make a great theatre space. Sharif Abdullah asked the BAC fr their insights n Christine s reprt. Derrick Fxwrth stated that stakehlder cmments validated many f the cncepts that the BAC and SWG have been discussing, such as relcating Public Safety t a mre central place n campus. Guiding Principles: The BAC reviewed the Guiding Principles fr the Cascade Campus Plan (drafted n ) t guide their discussin n develpment ptins. BAC members bserved that all f the guiding principles are imprtant. 6 Optin B-3: Sme members nted that this ptin has a fatal flaw in that it lcates the childcare center n Killingswrth Street, which cmprmises safety. This ptin was unanimusly eliminated. Optin D-1: Cncern was expressed that PCC des nt wn land fr the parking structure in this ptin. Sme members felt that PCC shuld retain the Telephne Exchange Building. This ptin was unanimusly eliminated. Optin A-2: Received the mst favrable cmments. Next Steps: The next BAC meeting will be May 26, 6:00 8:00 pm at the Peninsula Park Cmmunity Center. The BAC will narrw the ptins t 3-6 at this meeting. The final BAC meeting will be June 23, lcatin t be determined. THA will wrk thrughut the summer t flesh ut ptins and develp cst estimates.
