STAFF STEPHANIE REICH, URBAN DESIGNER pened the discussin item, thanked Chair Charlie and Cmmissiners Levin and Vice- Chair Ostergren fr their participatin in the Technical Advisry Grup and turned the presentatin ver t Page & Turnbull Cnsultants, Jhn Lesak and Flra Chu. JOHN LESAK, PAGE & TURNBULL REPRESENTATIVE gave a pwerpint presentatin regarding the prpsed multi- family incentives prject as stated in the staff reprt and study. He discussed infrmatin relating t the prjects bjectives, principles, buildings included in the study, key findings, ptential and cnsidered but nt pursued incentives and feedback requested. He stated the fllwing seven prject gals that assisted with develpment f bjectives and principles that wuld later guide the prcess: Incentives that wuld address dual pririties f histric preservatin and rent stabilizatin Encurage private investment in maintaining histric and rent stabilized prperties Assist wners in clsing the gap between initial capital cst and lngterm return Prvide a range f incentives; nt ne size fits all Determine if histric prperties are mre burdensme r cstly t maintain and repair Identify cnflicts between the Histric Preservatin sectin f the Zning Cde and the Rent Stabilizatin Ordinance Treat the histric buildings like a client He addressed the fllwing three themes listed within the key findings f the study f the thirty- nine histric buildings. Infrastructure System Upgrade Is The Pressing Need: Outdated infrastructure systems have the mst pressing need f renewal and/ r upgrades. If nt maintained can cause ptential catastrphic lss f the buildings r damage beynd repair. Repair/ Rehabilitatin Cst Mre Fr Histric Prperties: The study fund that csts fr significant repairs and majr rehabilitatin can be mre fr histric prperties than nn- histric prperties as a result f the required labr-intensive repair wrk. Rent Stabilizatin Is Less A Prblem Than Perceived: He said the study determined that rent stabilizatin was less f a financial barrier than expected and briefly discussed the fllwing infrmatin regarding rent stabilized prperties:
3 Page 3 f 11 Accrding t the Rent Stabilizatin and Husing Annual Reprt fr 2014, at least 64% f the ttal RSO units have had at least ne market rate increase since 1996, meaning at mst, 36% f the City' s almst 17, 000 RSO units are paying pre rents. The prperties in this study shw a lwer percentage, with pre units accunting fr 21% f the apprximately 600 units in the study. Over 65% f the units turned ver in the last 10 years, and are likely paying at r clse t market rate. While RSO limits rent increases, the majrity f the units in these prperties are nt renting at very lw rents. Six Cmmn Types f Histric Apartments: He discussed the six types f histric apartments fund within the study f tall, mid- rise/ curtyard, pstwar, cttage cluster, fur-plex and huse- like. He said each exhibit a wide range f sizes, cnstructin types, materials and age that have very different physical characteristics, advantages and challenges which means their needs are difficult t predict, and nt all incentives will be meaningful fr all buildings. Ownership Prfile: He discussed the prperty wner variables as listed in the presentatin chart which indicated that prperties under the same wnership f mre than 20 years accunt fr 36% f the 39 prperties and newer wners frm the last 10 years accunt fr abut 36%. The tw grups f wners have different perceptins and attitudes tward rent stabilizatin and their prperties and will affect whether they use certain incentives. He said Page & Turnbull engaged in a number f cmmunity utreach meetings as well as cnvened a Technical Advisry Grup ( TAG) with cmmissiners frm the Planning Cmmissin, Histric Preservatin Cmmissin, and the Rent Stabilizatin Cmmissin. He identified and thanked the Cmmissiners, including frmer Cmmissiner Bradly Trgan fr participating in the Technical Advisry Grup and said they had extensive experience with issues facing the histric, rent- stabilized prperties, as well as with City plicies and lngstanding cmmunity cncerns which helped shape the study. He said Cmmunity Engagement cnsisted f six ( 6) technical advisry grup meetings, five ( 5) fcus grup meetings, ne ( 1) Jint Stakehlder Meeting and fur (4) stakehlder feedback meetings. FLORA CHOU, PAGE & TURNBULL REPRESENTATIVE discussed the fllwing ptential incentives fr designated histric buildings. She said fur f twenty incentives will be presented fr tnight' s review/ cmments. The ptential incentives were develped based n cst; The RSO in terms f fregne revenue between stabilized rents and market rents as well as

JOHN LESAK, PAGE & TURNBULL REPRESENTATIVE explained that Staff recmmended that it was nt beneficial t the City and due t the limited amunt f prperties, wuld be an ver expenditure, particularly in light f the seismic study underway. COMMISSIONER CATHY BLAIVAS asked abut the Histric Apartment Preservatin Prgram as well. sufficient benefit t the City. STAFF STEPHANIE REICH, URBAN DESIGNER said the City prpses t hire an n call, part-time cnsultant t assist with the demands and said the cnsultant wuld nt be needed if a fulltime HPC emplyee was in place. COMMISSIONER KEITH ANTHONY asked fr clarificatin f the number f experts that reviewed the infrastructure f the prperties. JOHN LESAK, PAGE & TURNBULL REPRESENTATIVE said there were fur experts that reviewed the prperties and tured eleven ( 11) sites and als reviewed the exterir f all thirty- nine ( 39) prperties. COMMISSIONER KEITH ANTHONY asked fr an in- depth explanatin f the types f repairs needed, hw the prpsed alternative painting schedule wuld be determined and the amunt f prceeds if selling air rights wuld be reinvested back int the prperty. JOHN LESAK, PAGE & TURNBULL REPRESENTATIVE briefly explained that there were minr repairs and upgrades t the infrastructure. He said the heating systems appeared t be the least repaired/ upgraded in mst cases. FLORA CHOU, PAGE & TURNBULL REPRESENTATIVE said the painting schedules wuld be determined n a caseby-case need.

FLORA CHOU, PAGE & TURNBULL REPRESENTATIVE said they reviewed TDR prgrams thrughut the cuntry and fund that they had created markets where the nly way t have that increased density were thrugh a TDR prgram. VICE- CHAIR GAIL OSTERGREN asked what the increased density use types were. FLORA CHOU, PAGE & TURNBULL REPRESENTATIVE said the density wuld transfer t cmmercial areas with ptential t transfer frm residential t cmmercial. She said there may be the pssibility f lking at mixeduse buildings. COMMISSIONER ALLEGRA ALLISON asked what wuld mtivate a develper t prcure a TDR prgram as ppsed t the cmmnly used SB1818. FLORA CHOU, REPRESENTATIVE OF PAGE & TURNBULL said the SB1818 density prgram requirement is t build affrdable husing units t create the extra density, while the TDR prgram des nt have that requirement. COMMISSIONER CATHY BLAIVAS asked abut the suggestin frm the realtr design fcus grup regarding additinal square ftage t allw mre receiver sites. FLORA CHOU, PAGE & TURNBULL REPRESENTATIVE said that wuld be smething t take int cnsideratin as part f the TDR prgram r the review prcess. Item 9. A. Public Cmment: GEORGE CREDLE, RESIDENT OF THE CITY OF WEST HOLLYWOOD spke in favr f the prpsed fur incentives. He suggested ptential cst effective methds f securing funds fr the incentives, the ptential benefits t future preservatin sites, and expressed cncerns with infrmatin under the headings, Ptential Incentives and Incentives Cnsidered But Nt Pursued. VICTOR OMELCZENKO, WEST HOLLYWOOD PRESERVATION ALLIANCE MEMBER AND RESIDENT OF THE CITY OF WEST

He talked abut priritizing histric preservatin, csts t ptentially fund the incentives and said the Alliance strngly supprts the Histric Apartment Preservatin Prgram nted in the staff reprt. He requested the item be presented t all cmmissins and members f the public prir t being heard at the August 15th Cuncil meeting. CYNTHIA BLATT, RESIDENT OF THE CITY OF WEST HOLLYWOOD submitted a handut fr public recrd and spke frm a prfessinal level as well regarding available funding fr the recmmended incentives. She addressed the Page & " Turnbull reprt regarding cmmunities surveyed within the reprt and said sectin D f the handut prvided infrmatin negating the miscnceptin that it is illegal fr the state t grant funds t private wners, she said the grants were nt public funds t private wners, and stated ptential surces fr funding such as CDBG funds and ther surpluses f mnies available within the City f West Hllywd. She talked abut the Incentives nt pursued and suggested that the Cmmissin review the dcument fr ptential funding surces that may assist with the incentives cnsidered but nt pursued. RIC ABRAMSON, RESIDENT OF THE CITY OF WEST HOLLYWOOD spke in favr f ptential incentives previusly discussed in fcus grups but nt added t the analysis, and encuraged a brad and creative range f ideas. He discussed infrmatin regarding ptential increase f revenue t the City driven by factrs f debt ratis and cash flws in buildings. He recmmended a number f ptential incentives t the Cmmissin. STEPHANIE HARKER, RESIDENT OF THE CITY OF WEST HOLLYWOOD said the prperties listed within the study represents half f the City' s existing histric prperties, said she agrees with cmments by Victr Omelczenk regarding ptential funding fr incentives/ buildings, said she lks frward t future cmmunity utreach meetings and requested that the remaining twenty-eight buildings f the study be reviewed. MARK LEHMAN, RESIDENT OF THE CITY OF WEST HOLLYWOOD cmmended Staff and the Cnsultant fr the reprt and said it was just the beginning f much needed wrk. He expressed cncerns regarding the need fr creative funding fr incentives in the near future as well as an era f new prperties that will need t be cnsidered that may pse greater challenges. Item 9.
