BACKGROUND Council District: - The Honorable Vidal Rodriguez Proposed use: R.V. Sales Site: The site is currently raw undeveloped land. Surrounding land uses: North of the property across State Highway 359 are LM Trucks and Service, Y onque Guerra, RPH Export LLC, M USA Auto Parts and G& Oil Field Services. East of the property are Border Well Services nc. and ABC Express nc. South of the property is vacant undeveloped land. West of the property across Riata Drive, are vacant land, Family Baptist Church single family residences and mobile home residences. Comprehensive Plan: The Future Land Use Map recognizes this area as a Low Density Residential and Light ndustrial. Transportation Plan: The Long Range Thoroughfare Plan identifies State Highway 359 as an Expressway and does not identify Riata Drive, east of the property. The proposed B-4 District is not in conformance with the Comprehensive Plans designation of this area as Low Density Residential. P&Z COMMSSON RECOMMENDATON: The P & Z Commission, in a_ to _ vote, recommended of the zone change. 6 PLANNNG & ZONNG COMMUNCATON MP ACT ANALYSS B-4 (Highway Commercial District): The purpose of the B-4 District (Highway Commercial District) is to provide for those businesses and services serving a regional area which are to be located primarily along principal (major) arterial streets or the freeway, as classified in the Transportation Plan of the City of Laredo. t is intended for this zoning classification to exist primarily along principal arterial streets or the freeway and to impose site development regulations to ensure adequate access of all uses within this classification. s this change contrary to the established land use pattern? No. The existing uses along this portion on both sides of State Highway 359 are a mix of Light Commercial, Heavy Commercial and Light ndustrial. Would this change create an isolated zoning district unrelated to surrounding districts? Yes. There is no B-4 zoning district in the area. Will change adversely influence living conditions in the neighborhood? No, the area is already a commercial corridor with heavy traffic, fronting an Expressway. Are there substantial reasons why the property cannot be used in accordance with existing zoning? Yes. The existing R-1 (Single Family Residential District) does not allow for commercial uses. Bratton, Planning Director Alejandrina Sanchez Proposed use: Commercial Site: The site is currently vacant. Surrounding land uses: North of the property, across Del Mar Blvd, is vacant undeveloped land. East of the property is Alexander Parkway. South abutting the property is a single family residential subdivision. West abutting the property is vacant land. Comprehensive Plan: The Future Land Use Plan identifies this area as Low Density Residential. Transportation Plan: The Long Range Thoroughfare Plan identifies Del Mar Blvd. as a Modified Major Arterial, and John B. Alexander Parkway as a Major Collector. Letters sent to surrounding property owners: 21 lnfavor: Opposed: STAFF COMMENTS The proposed zone change is not appropriate at this location. Staff does not support this zone change for the following reason:. 1. The Future Land Use Plan designates this area as Low Density Residential. P&Z COMMSSON RECOMMENDATON: The P & Z Commission, in a_to_vote, recommended of the zone change. Yes. The current land use pattern established in the are south of Del Mar Blvd. is Low Density Residential. Would this change create an isolated zoning district unrelated to surrounding districts? No. The commercial node existing across Del Mar Blvd., includes sites zoned B-1 (Limited Business District) and B-3 (Community Business District). The properties along this section of Del Mar Blvd, stretching northward to Loop 2, are zoned to provide a commercial corridor through the subdivision. Will change adversely influence living conditions in the neighborhood? No. The site is on the periphery of the residential area and is easily accessible from Del Mar Boulevard; commercial traffic would not need to travel into the residential neighborhood. Are there substantial reasons why the property cannot be used in accordance with existing zoning? Yes. The R-1 zoning does not allow for commercial uses. Page 2 of 2

64 () La Cima Entertainment Center Narrative Description September 2, 216 La Clma Entertainment LLC is proposing a unique venue for family and adult entertainment here in the heart of Laredo with a strong sense of community. Nestled on a site at 9653 McPherson just behind Buffalo Wings and Rings, the La Cima Entertainment Center will have approximately 51,7 square feet and over 3 parking places. The structures exterior will be comprised of modern minimalist materials adorned with exciting lighting and landscaping. La Cima will be a two-story entertainment facility with 2 bowling lanes downstairs. t will have a two-story laser tag arena and a 39 square feet arcade with tons of games. There will be two party rooms available for rent on birthdays, parties and other events. La Cima will also have a full service restaurant on the ground floor with service to the second floor. Each floor will have a bar with fun seating and televisions and a great sound system throughout. Upscale decor will be throughout the facility and will set it apart from the typical perception of a bowling alley. The bar on the second floor will be complemented with billiard tables, shuffleboard and an outdoor terrace is incorporated for parties and occasional featured attractions including musical performances. Also upstairs, 4 simulators for golf competition will be installed providing experiences of world famous courses. Additional space will be provided for 4 more simulators in the future.
