4 Regular Meeting of February 2, 2017 Cm Narvaez made a motion to approve the minutes of February 2, Second: Cm. Norton In Favor: 6 Opposed: 0 Abstained: 0 Motion carried unanimously V. CHAIRMAN AND DIRECTORS REPORT AND COMMUNICATIONS: There was nothing to report from neither the Director nor the Chairman. VI. CITIZEN COMMENTS Citizens are required to fill out a witness card and submit it to a City Planner, or designee, no later than 5:45 p.m. and identify themselves at the microphone. Comments are limited to three (3) minutes per speaker. No more than three (3) persons will be allowed to speak on any side of an issue. Should there be more than three (3) people who wish to speak on a particular issue, they need to select not more than three (3) representatives to speak for them and the presiding officer may limit the public comments further in the interest of an orderly meeting. Speakers may not pass their minutes to any other speaker. Comments should be relevant to City business and delivered in a professional manner. No derogatory remarks will be permitted. VII. PUBLIC HEARING AND RECOMMENDATION OF AN ORDINANCE: A. Amending the Zoning Ordinance (Map) of the City of Laredo by authorizing a Special Use Permit for a Food Truck Park serving alcohol on Lot 6, Block 1, San Isidro Monarch Subdivision, located at Golondrina Dr. District VI Cm. Charlie San Miguel ZC After reading the item and having no objections, the chairman opened the public hearing. Ana Villarreal, Planning Staff, stated the applicant request to table the item. Cm. Lopez made a motion to table the item. Second: Cm. Dominguez In Favor: 6 Opposed: 0 Abstained: 0 Motion carried unanimously B. Amending the Zoning Ordinance (Map) of the City of Laredo by authorizing a Special Use Permit for a restaurant serving alcohol on Lots 64 and 65, Block 2, North Creek Subdivision, located at 1010 E. Tijerina made a motion to close the public hearing and recommend approval of the proposed Special Use Permit, contingent upon the applicant obtaining the parking spaces that are missing. Second: Cm. Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning Lot 1, Block 1, Ejido Subdivision, located at 3301 Santa Barbara St., from R-1 (Single Family Residential District) to B-1 (Limited Business District). Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning Lot 2, Block 1, The Reserve Commercial Plat, Phase II, located 2610 E. Del Mar Blvd., from B-1 (Limited Business District) to B-3 (Community Business District). District VI Cm. Charlie San Miguel ZC After reading the item and having no objections, the chairman opened the public hearing. Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning approximately Acres out of A. Cavazos Share A, Porcion 21 and 32, Abstract 296, as further described by metes and bounds in attached Exhibit A, located at 124 Ranch Rd., from M-1 (Mixed Residential District) to R-1A (Single Family Reduced Area District). District V Cm. Nelly Vielma ZC After reading the item and having no objections, the chairman opened the public hearing. Edward Garza, Crane Engineering, representing the applicant, spoke in favor of the proposed zone change. Cm. Norton made a motion to close the public hearing and recommend approval of the proposed zone change. Second: Cm. Tijerina In Favor: 6 Opposed: 0 Abstained: 0 Motion carried unanimously F. Amending the Zoning Ordinance (Map) of the City of Laredo by rezoning approximately 5.23 Acres out of DM Sanchez Tract 1, Abstract 277, as further described by metes and bounds in attached Exhibit A, located east of Backwoods Trail and north of Shiloh Drive., from R-1 (Single Family Residential District) to R-1A (Single Family Reduced Area District). 7 VIII. REVIEW AND CONSIDERATION OF THE FOLLOWING MASTER PLAN: A. Southern Development Subdivision Master Plan located south of State Highway 359 and east of Concord Hills Blvd. District II- Cm. Vidal Rodriguez. Nathan Bratton, Planning Director, requested to table the item as the item has not gone to the Parks Board. The applicant concurred. Cm. Tijerina made a motion to table the item. Second: Cm. Dominguez In Favor: 6 Opposed: 0 Abstained: 0 Motion carried unanimously IX. CONSIDERATION OF THE FOLLOWING PRELIMINARY PLAT AND PRELIMINARY REPLAT: A. Plat of Southern Development Subdivision Unit II, located south of State Highway 359 and east of Concord Hills Blvd. District II- Cm. Vidal Rodriguez. Cm. Dominguez made a motion to table the item. Alejandro Alex Perez. Daniel Gomez, P.E., concurred with all comments. Cm. Lopez made a motion to approve the item subject to all comments. Planning: 1. Prove plat note for GPS point of beginning and point of commencement bearing. 2. Provide correct street name from Galveston St to Guerrero St. 3. Corner Clip will need to be identified as City R.O.W. in Plat Notes. 4. Remove Of from As Platted and replace Into with Replat. 5. All improvements as Per Subdivision Ordinance. Engineering: 1.
