2 INTRODUCTION BOMA Manitba s The Outstanding Building f the Year (TOBY) Awards set the standard fr cmmercial real estate excellence, celebrating exceptinal buildings and their management teams. The prestigius TOBY Awards are part f a tiered awards prgram spanning three levels f cmpetitin Lcal, Natinal (Reginal) and Internatinal. Criteria fr all levels f cmpetitin are established by BOMA Internatinal and in sme cases mdified at the Natinal and Lcal levels. The prgram cnsists f exacting requirements fr building management, peratin and design, cmmunity impact, tenant relatins/cmmunicatins, energy management and cnservatin, envirnmental, regulatry and sustainability initiatives, and the training f building persnnel. All TOBY entrants must be BOMA BEST certified and are subjected t an nsite building inspectin by the BOMA Manitba judges. Lcal TOBY winners are eligible t cmpete natinally with the ptential t advance n t the Internatinal cmpetitin stage if successful. DEADLINE Frmal submissins must be cmpleted and submitted t the BOMA ffice by 4:00 p.m. n Friday, March 31st, 2017 RESULTS Lcal awards judging is verseen by BOMA Manitba (a panel f independent judges is assigned by BOMA). All results are final and are nt subject t appeal. 2

3 ELIGIBILITY All TOBY applicants must have undergne a building inspectin and achieved a scre f at least 70% t be eligible. Judges will be required t cmplete and sign a TOBY Building Inspectin Verificatin frm and prvide it t BOMA Manitba. The building must be a member f, r managed by an entity that is a member in gd standing with BOMA Manitba. Specifically, all membership fees must be paid prir t entry. The building may nt have wn in the same categry at the lcal level during the last 3 years. The building may nt have wn in the same categry at the natinal/internatinal level during the last 5 years (i.e. buildings that wn natinally in 2017 are nt eligible t cmpete until 2022 and awarded in 2023). The building may nt have wn in a different categry at the internatinal level during the last 3 years (i.e. buildings that wn in 2017 are nt eligible t cmpete until 2020 and awarded in The building must be ccupied fr at least ne full year frm the date f ccupancy f the first tenant by June 15, 2017 with a minimum f 12 mnths f building peratins. At least 50% f a building s space must be used as ffice space t be cnsidered fr all categries except in the Industrial, Mixed-Use, Public Assembly and Retail categries. Applicants in the Industrial categry must have mre than 5% and less than 50% ffice area as measured by BOMA Standards. Buildings submitted in the Mixed-Use categry must have at least 10% ffice space. The building must be at least 50% percent ccupied (in all categries) Each building may enter in nly ne categry. Entrants are required t have a current BOMA BEST certificatin. Each entrant must prvide a cpy f the certificatin that shws the level f certificatin during the current year. BOMA BEST is a prerequisite! An entrant may chse t enter multiple buildings as a single entry nly if the buildings are wned by the same cmpany, managed by the same cmpany and the buildings are managed as a single entity and nt within a suburban ffice park. All entries must disclse whether their entry is a single building r multiple buildings. PLEASE NOTE: By applying t the TOBY prgram, applicants acknwledge and accept the fllwing terms and cnditins: Judging results are verified by BOMA Manitba. All results are final and are nt subject t appeal. Judges are industry representatives wh vlunteer their time and expertise fr this prgram. The BOMA Manitba Awards Cmmittee that establishes ur criteria is als cmprised f industry representatives. Any cncerns r issues with judging f prperties must be made knwn immediately t the BOMA Manitba ffice prir t the judging audit r the results being prvided t the prperty. 3

4 ELIGIBILITY (Categries) COPORATE FACILITY All buildings must be a single-use facility at least 50% ccupied by the crprate entity includes gvernment agencies and private enterprises. HISTORICAL BUILDING All buildings must be at least 50 years ld with riginal design maintained. This categry includes all sizes f buildings meeting the age criterin. The building must retain its histric physical integrity, which means the site must be relatively undisturbed. Renvatins t the riginal framewrk is acceptable. MEDICAL OFFICE BUILDING All buildings must be at least 75% medical use, and at least 50% f the dedicated medical use space must be fr private physician r hspital emplyed physician ffices. The building can be lcated n r ff a hspital campus, and its tenancy can be cmprised f 50% hspital r ancillary services, (such as imaging, physical therapy, rehabilitatin clinics, prsthetics, pharmacy clinics) prvided by the hspital, including emplyed r aligned physician ffices, ambulatry surgery centers, clinical labs (such as catheterizatin labs). Patient stays must be less than 24-hurs (but culd ccur within any 24-hur perid). GOVERNMENT BUILDING All buildings must be gvernment-wned and at least 50% ccupied by gvernment entities; lcal, state, prvincial, r federal. prperties, ne t tw stries in height, with mre than 5% and less than 50% ffice area. Building(s) must have a lading dck, rll-up r sliding rear dr(s) fr lading, with n cmmn lbby r crridrs except fr restrm vestibules and utility r fire equipment access. MIXED-USE CATEGORY All prperties will have minimum f 10% ffice in a planned integratin f at least three cmpnents that are a mix f retail, entertainment, residential, htel, recreatin r ther functins. Each cmpnent will be at a minimum f 10% f the ttal prperty. The prperty can be ne r mre buildings managed by the same cmpany. It is pedestrian-riented and cntains elements f a live-wrk-play envirnment. It maximizes space usage, has amenities and architectural features that tends t mitigate traffic and sprawl PUBLIC ASSEMBLY BUILDING All buildings must be publicly accessible and supprt multiple uses. The multiple use character f these buildings may influence the buildings utility use, pening hurs and tenant r ccupant relatins. These buildings may be part f a larger prtfli. This categry includes: stand-alne arenas, amphitheaters, auditriums, art galleries, churches, htels, cnventin centers, exhibit halls, curthuses, stadiums, university building(s) and ther buildings that are publicly accessible. This categry allws fr entry restrictins based n ticketed r multi-tenant/ccupant areas. When a building fits a different TOBY categry, it shuld be entered in that categry. INDUSTRIAL OFFICE BUILDING(S) All buildings, cmprising a ttal prject, t include any single building industrial 4

5 (ELIGIBILITY Cntinued) RETAIL (SHOPPING CENTRE) A grup f retail and ther cmmercial establishments, either enclsed r pen air, managed by ne cmpany. The entry must be managed as a single prperty, ne t multiple levels in height with a minimum f 50% ccupancy. The anchr rati must be at least 25% and the prperty must cntain at least ne anchr retailer (Grcery, Fashin, Department Stre, etc.). The entry may cnsist f: neighbrhd centers (30, ,000 sq. ft.), cmmunity centers (100, ,000 sq. ft.), pwer centers (250, ,000 sq. ft.), reginal shpping centers (400, ,000 sq. ft.), r super reginal shpping centers (800,000 plus sq. ft.). N minimum ffice area is required. OFFICE BUILDING As f July 2017, the building must be at least three years ld frm the date f ccupancy f the first tenant. At least 50% f the building s space must be used as ffice space*. Office Building Categries include: Under 100,000 Sq. Ft. 100, ,999 Sq. Ft. 250, ,999 Sq. Ft. 500,000 1 Millin Sq. Ft. Over 1 Millin Sq. Ft. All buildings with at least 50% ffice area are eligible. *Area will be rentable area f the building using the BOMA/ANSI Standards Methd fr measuring flr area in ffice buildings. RENOVATED BUILDING All Building(s) must be at least 15 years ld, have maintained a minimum f 50% ccupancy during the renvatin prcess fr all building(s) and three r mre prjects must be cmpleted in each building when submitting multiple buildings. If entry is a single building, a minimum f five prjects are necessary. Renvatin can encmpass: (1) Rehabilitatin (the restratin f a prperty t satisfactry cnditin withut changing the plan, frm, r style f a structure); (2) Mdernizatin (taking crrective measures t bring a prperty int cnfrmity with changes in style, whether exterir r interir. It requires replacing parts f the structure r mechanical equipment with mdern replacements f the same kind but nt including capital additins); and (3) Remdelling (changing the plan, frm r style f a structure t crrect functinal r ecnmic deficiencies). 6 (ELIGIBILITY Cntinued) SUBURBAN OFFICE PARK (MID-RISE) Tw r mre buildings managed by the same management cmpany with ne building that is six t ten stries in height, all buildings must ccupy land greater than five acres and are lcated utside f the central business district r the dwntwn cre area. SUBURBAN OFFICE PARK (LOW- RISE) Tw r mre buildings managed by the same management cmpany with the tallest building being n higher than five stries; all buildings must ccupy land greater than five acres and are lcated utside f the central business district r the dwntwn cre area. NOTE: If a suburban ffice park is cmprised f bth lw and mid-rise buildings, the entry must submit under the Mid-Rise categry. * Net rentable as measured by BOMA standards SUMBISSION GUIDELINES CERTIFICATE OF EXCELLENCE Certificatin must be renewed every three years t ensure that the standard f excellence is maintained. (Nte: Any building receiving a lcal TOBY award at the time f certificatin is eligible fr recertificatin after five years). Entrants are advised that standards may be revised r enhanced in subsequent years, therefre recertificatin shuld nt be assumed. Certificatin is valid fr a three/five year term as lng as the prperty management r wnership des nt change. The minimum scre f 70% must be earned t receive the Certificate f Excellence award. THE OUTSTANDING BUILDING OF THE YEAR Certificate f Excellence recipients are autmatically entered int the BOMA Manitba TOBY Awards prgram. The TOBY is awarded t the tp scring building in varius building categries within the BOMA Manitba Certificate f Excellence prgram. The minimum scre fr a TOBY win is 80%. Manitba TOBY winners may be eligible t enter in categries that cntinue in the BOMA natinal awards prgram, given they meet natinal requirements. If successful there, they are eligible t mve n t the BOMA Internatinal Awards prgram in available categries. Please check the BOMA Canada and BOMA Internatinal guidebks fr further details n available award categries. 6

7 ONSITE/MANDATORY DOCUMENTS MANDATORY DOCUMENTS The fllwing dcumentatin is mandatry where applicable and shuld be made available. On-line versins are acceptable hwever keep in mind that judges will be lking fr written evidence and dcumentatin in hard cpy and this must be available at the time f inspectin at the prperty being inspected. These dcumentatins are mandatry (failure t cmply will result in immediate disqualificatin and lss f entry fee). Ease f navigatin is essential t ensure that judges can easily and readily review: Evidence f Evacuatin Drills cnducted with the past 12 mnths (Nte: Drills can be silent is applicable) Preventative Maintenance Manual Standard Operating Prcedures (SOP) manual / dcumentatin Regular financial reprts / accunting sftware used Purchase plicies NOTE: The building team must be very familiar with the submissin, all building area/systems and be prepared t answer nsite questins frm the judges. Prperty Management team shuld be n site during inspectins and must be very familiar with cmmencing the review f the mandatry dcuments. Please allw a minimum f 2.5 hurs t cmplete the judging prcess. BUILDING INSPECTION A mandatry building inspectin will be scheduled during the mnths f March & April A member f the judging team will cntact the Prperty Manager in advance t bk a mutually agreeable date and time fr a site visit. Judges shuld be taken t a bardrm r ffice where they will spend a minimum f 1 hur examining the written submissin. Fllwing that review, the judges shuld be taken n a tur f the building. Please allw a minimum f 2.5 hurs t cmplete the building inspectin prcess. NOTE: The building team must be very familiar with the submissin, all building areas/systems and be prepared t answer nsite questins frm the judges. Prperty Management team shuld be n site during inspectins and must be very familiar with cmmencing the review f the mandatry dcuments. 8 SUMMARY OF JUDGES SCORING A minimum f 70% must be earned t receive the Certificate f Excellence award. A minimum f 80% must be earned t be eligible fr the TOBY. 11 COMMUNITY IMPACT - 15 pints Prvide a written descriptin f the building management s impact n the cmmunity. Fr example: jbs prvided (as a direct result f the building s existence), amenities t the cmmunity r the crprate envirnment (parks, bld drives, special events, etc.), tax impact (prvide special assessments fr rads, sewers, etc.), recgnitin awards, letters and rads and ther transprtatin imprvements. If the impact can be quantified as additinal incme fr the cmmunity r charitable event r has sme type f savings assciated with the impact, please describe. When describing the current year s events, please nte prgrams and hw lng they have been in place. Describe hw the building management s initiatives in this area have helped make the prperty a benefit t the lcal cmmunity. Describe tenant amenities available such as health facilities, childcare and fd service. Indicate if tenant satisfactin surveys were cnducted including the frequency and the date the last survey was last cmpleted and the results. Prvide an explanatin f the majr findings and the actin(s) management tk t share results, alleviate cncerns and/r prblems, and/r ensure that acceptable and ppular prcedures and activities were maintained NOTE: A. Describe the EMS in place in yur building and the degree t which yu use it t reduce the building s energy cnsumptin. Prvide measurable results demnstrating reductin in energy and imprved perfrmance.
