Absent: Alderman Easton, who was on vacation and Alderman Schrenk, who was attending a conference in the east. Also Present: Mnicipal Manager, Assistant Manager, Depty Clerk, and Mnicipal Clerk. The Mayor recognized the 35th District Girl Gides, who Were present to view the Concil meeting. A. ADOPTION OF MINTES : 1. 3 Sdden Death Sdden death from heart attack is the most common medical emergency in Canada today. 60,000 victims die each year from heart diseases and heart attack. Death sally occrs within two hors of the onset of symptoms with 60% to 70% occring before reaching the hospital. In addition, many people die as a reslt of sdden death de to choking, drowning, electrical shock, drg overdose, trama and sffocation. It wold seem probable that a large nmber of these deaths can be prevented with prompt, appropriate treatment by application of basic life spport techniqes, and early entry into the emergency medical services. Basic Life Spport Basic life spport is an emergency first aid procedre that consists of the recognition of airway obstrction, respiratory arrest, cardiac arrest and the proper application of (C.P.R.) cardioplmonary resscitation. 3 C.P.R. consists of opening and maintaining a patients airways. (A) providing artificial ventilation by means of resce breathing (B) and providing artificial circlation (C) by means of external cardiac compression. By learning the basic A.B.C. stops of cardioplmonary resscitation yo can deal with any emergency involving sdden death. Prompt and appropriate resscitation inclding resce breathing and cardiac compression, if necessary, can save many lives. Yo and C.P.R. With more than half of heart attack deaths occring otside of the hospital and irreversible brain damage taking place after 4 mintes yo as the rescer trained in C.P.R. can be the first and most important factor in saving a persons life. If yo do not know what to do, it reqires no special eqipment. Jst yor two hands - and can be learned by teens to seniors regardless of prior edcation. Moved by Alderman Fomich Seconded by Alderman Higginbotham That the Concil of The Corporation of the District of Srrey hereby declares that the fire-damaged bilding located on West Half (W 1/21 of Lot For (41, Section Twenty-for (241, Block Five (5) North, Range One ( 1) West, Plan Five Thosand Three Hndred Twenty-Five (53251, New Westminster District, being Avene, Srrey, B.C., is in so dilapidated and ncleanly a condition as to be offensive to the commnity. It is hereby ordered that the said fire-damaged bilding be demolished, fondation removed or filled in with clean granlar material if necessary, and all debris removed from the site by the owners or agent of the owners within sixty (60) days of service of this order pon them. It is frther ordered that, shold the owners or agent of the owners fail to comply with the aforesaid order within the said period of sixty (60) days, the Permits & Licenses Department, by or own workmen or contractors, may be instrcted to enter on the land and demolish the fire-damaged bilding and remove the debris from the site at the expense of the ownerl and the charges or so doing, if npaid by the owner on the 31st day of December of any yearr shall be added to and form part of the taxes payable in respect of that land as taxes in arrears. I: n D (12) Imre Szabo Rezoning from I-G to I-L(S) Street; Span Road Application No The applicant was reqesting rezoning from I-G to I-L(S) of a property located at Street and Span Road for se as a salvage operation. On April 30, 1984, the Mnicipal Concil had referred Application No to the Planning Department for clarification.

18 RES.NO.-163 The Planning Department advised that the property has no commercial se at this time. Before the application was made, the applicant, Mr, Szabo, was advised that the area of his property was too small to comply with the by-law. His property is 0.34-hectares with a 15.2-metre frontage: the minimm area nder I-L(S) is 1 hectare with a minimm frontage of 60 metres. The Planning Department, therefore, cold not recommend for Concil approval in that Concil mst follow its own by-laws. The Planning Department frther indicated the properties immediately north of Mr. SzaboOs property, along Scott Road and Span Road (six properties in total) were rezoned from 1-1 to S-1 on Febrary 22, 1971 (By-law No. 3313). The S-1, Salvage Zone, became I-L(S) zone when "Part 2 of Srrey Zoning By-law, 1979, No. 5942" was adopted. The minimm area reqirement nder S-1, Salvage Zone, was one acreo The six properties referred to have a total area of approximately 2 acres, therefore, their rezoning to S-ll Salvage Zone, was made in conformity with area reqirements of the existing Zoning By-law, The Planning Department indicated that it was their opinion that althogh the se proposed by Mre Szabo for his property conforms with the plan for the areap this application shold not be approved and Mro Szabo shold be advised to attempt to consolidate enogh land to comply with the minimm reqirements of the I-L(s) By-law. (14) Fleetwood Plaza Holdings Ltd. Kingston Constrction Ltd. c/o Herald Tessier Rezoning from RS to C-R(l) Application No, The applicant was reqesting approval of a 15 bare land strata sbdivision, rather than the 15 strata lot sbdivision which he had applied for and which had been approved, in connection with an office/park project in the Fleetwood Town Centre. The applicant advised that 91 Avene had been constrcted and is ready for paving, and the fondations for the project are in, 19.

20 RES.NO The Director of Planning had advised that the sbdivision application complies for strata lots bt does not comply for bare land strata lots, as the net average area is smaller than the minimm lot size reqired nder the C-R(l) zone. The applicant advised that there has been approximately $1.5 million invested in the project and approval for 15 bare land strata lots is needled to obtain the balance of the financing to complete the project. The Planning Committee's recommendation was dealt with as follows: Seconded by Alderman Hot That the limitations of the bare land strata sbdivision be resolved by granting site area reqirement relaxation by means of development permit so that it does not conflict with the density reqirements of the zoning already approved, This motion was not pt as: Moved by Alderman Campbell Seconded by Alderman Bose That Application No be referred to Concil-in-Committee. Alderman Campbell stated that the Mnicipal Manager shold look at alternate techniqes to solve this problem. (15) Byle Development Co. Ltd. Rezoning from R-F(R) to C-L Street Application No The applicant was reqesting rezoning from R-F(R) to C-L to permit the development of a local commercial bilding on property located at Street. The Mnicipal Concil, on Janary 30, 1984, denied an application for rezoning from R-F(R) to C-L that wold permit the development of a local commercial bilding at the northeast corner of 88 Avene and 128 Street, One of the reasons for rejection of this proposal was the large size of the parcel (1.09 acres) and the Planning Committee sggested the applicant look at a LI i 20. ti '

21 c RES.NO.-166 development with a smaller commercial component, leaving the balance of the parcel as single-family lots. A revised site plan had been received which indicated a small C-L lot (98-foot frontage on 88 Avene) and the balance sbdivided into three or for (depending on lane exchange) singlefamily residential lots. The proposal will extend the existing lane on the back of the lots fronting 88 Avene all the way to 128 Street. The Planning Committee's recommendation was dealt with as follows: Seconded by Alderman Hot That Application No be approved to proceed for rezoning from "Restrictive Single Family Residential Zone (R-F(R))' to 'Local Commercial Zone (C-LIw, sbject to: a. Issance of a Development Permit; b. Sbmission of a design to the satisfaction of the Mnicipality; c. Sbmission of a sbdivision layot to the satisfaction of the Approving Officer; and d. Compliance with all servicing reqirements to the satisfaction of the Mnicipal Engineer. Sch approval to be valid for six months from this date. RES. NO, (16) Black Forest Restarant The applicant was reqesting a development permit to rebild their restarant, which was recently destroyed by fire. The Mnicipal Manager's Report nder date of Jne 11, 1984, was considered and dealt with as follows: Item No. 4417: 1984 Spring Cleanp ( ) The Mnicipal Manager sbmitted a report from the Mnicipal Engineer concerning the 1984 Spring Cleanp. The report indicated that the Spring Cleanp proceeded this year with only a few minor problems, D The report noted that dring cleanp week, almost 500 more vehicles entered the landfill over last year and the volme was p by 473 tonnes. The report added that it wold appear that most residents otside the Mnicipal collection area mst have delivered their own cleanp garbage to the landfill dring the free dmping week as there was little change from normal volme in the second week when garbage was collected. Item No. 4418: Bs Stop Shelter Priorities ( ) The Mnicipal Manager sbmitted a report from the Mnicipal Engineer dealing with a reqest for a frther check on the matter of bs stop shelter priorities and concerning a letter received from Mrs. J.P. Allan of Febrary 28, 1984, referring specifically to the Whalley Exchange. The report noted that the matter of bs passenger shelters was again discssed with the MTOC and a priority gropings list was prepared. The report indicated that this is a preliminary listing and has not been distribted to the advertising companies. The report reqested comments and sggestions from the Manager and Concil regarding bs passenger shelter priorities

40 RE23.NO.-248 The report noted that, nder the terms of the agreement, the advertising companies bear the fll cost of installing and maintaining the shelters. Conseqently, the installation of a shelter at any specific location reqires the mtal consent of the company and the Corporation. The company will be made aware of the priorities and an attempt will be made to persade them to select shelter sites accordingly. The report noted that crrently, ABC Advertising & Promotions Ltd. have installed five shelters, are completing two more, and have reqested three additional sites; Seaboard Advertising Company have installed six shelters and have reqested two additional sites; all on Mnicipal roadways. The report noted that the Ministry approval to install shelters on Provincial Highways has notp as yet, been received. The report noted that in connection with Mrs. Allan's reqest for shelters at the Whalley Exchange, this location was inclded in the Priority 81 groping, The Mnicipal Engineer indicated that althogh he hoped the recently annonced ALRT extension will inclde the provision of an off-street exchange facility, he believed that bs stop shelters were reqired as an interim measre at this bsy transfer location. The report noted that the Engineering Department has an item in the 1984 Non-Arterial Road Program for attractive hard standing between the crb and sidewalk, at a bdget of $50,000, The Mnicipal Engineer indicated that in view of the recent decision to extend the ALRT system into Whalley, the Engineering Department is holding off sch permanent improvement work ntil a decision is reached in respect of the ALRT rote and stations. However, as part of the rotine maintenance commitment, the Operations Division is taking action to repair any damaged crb, gtter and pavement, as well as leveling off low spots in the existing hard standing. The Mnicipal Manager was recommending that the report be received or information and a copy be forwarded to Mrs. J,P, Allan. Moved by Alderman Hot Seconded by Alderman Fomich That the recommendation of the Mnicipal Manager be approved.
