Monday, December 7, 1981 Time: 7:30 p.m. Minutes of an Inaugural Council Meeting held in the Council Chamber on Monday, December 7th, 1981, at 7:30 p.m. All the members of Council were present, together with the Municipal Manager and the Municipal Clerk. A. The Oath of Office was administered by Judge D. Reed to: Mayor -Elect - Donald A. Ross Alderman-Elect Alderman-Elect - Clayton J. Campbell - Paul F. Easton Alderman-Elect - William A. Fomich Alderman-Elect - Robert Wm. Jacobs The Oath of Allegiance to Her Majesty the Queen was administered to the Mayor-Elect and the Aldermen-Elect by Judge D. Reed. B. The Invocation was given by Reverend H.M. Butcher of Christ Church, Surrey Centre. C. The Mayor then introduced the "Model T Four", who were present to give a musical medley. A presentation of a Surrey Pen was made by the Mayor to each of the members of the quartet. The Mayor then introduced the reception hostesses, who would be serving refreshments at the end of the Inaugural Meeting. 2 MAYOR'S INAGRAL ADDRESS DECEMBER 7, 1981 Honoured guests, members of Council, senior staff, ladies and gentlemen. On behalf of Council, I wish to thank Reverend Butcher and Judge Reed for again handling the official duties of the Inaugural Ceremonies. Constable Charlton of the R.C.M.P. is also here, for at least a second time, and I thank him and Corporal Clarke for serving as our Color Guard this evening. Congratulations to our three incumbents - Alderman Fomich, Alderman Campbell and Alderman Jacobs - for their successful return to office, and I am sure that all members of Council join me in welcoming Alderman Paul Easton to his first term of office. I am personally looking forward to it promises to be another exciting and challenging year. I feel very confident that this Council, having established a reputation of being "sophisticated, knowledgeable, issue-oriented and tough", will live up to the outstanding vote of confidence the citizens of Surrey gave them in this last election, We as a Council had a productive year in We should feel good about it, but a lot of the credit must go to the work force of the Municipality. We must be cognizant of the outstanding contribution of our administrative officers and of the day-today diligence and loydty of our employees. I know Council joins me in publicly thanking each and every one of them for a job well done. I am certain that in 1982 we, as your Council, will continue to be responsive to local concerns and that Local Area Planning Committees will be structured to meet local needs. Some areas may prefer to monitor planning and development on an ongoing basis, while others may prefer to make their recommendations to Council, and continue to participate through the appointment of an Advisory Planning Commission. I will be suggesting to Council in the near future that the appointment of an Advisory Planning Commission may well be the continuity mechanism to smooth out possible overlaps in local area plans. Despite the devastating effect of our Municipal strike, and the general doom and gloom that besieged the Canadian economy this fall, the pressure of growth is still very evident in the Planning Department. As of November 30th of this year, 8,208 dwelling units were processed in over 281 rezonings. Although, during 1981 the number and the total value of building permits decreased in residential, commercial and institutional development, the value of industrial building permits has increased. For 1980, there were $17 million in industial permits issued; up to September 30th, 1981, there have been $19 million in industrial permits 111 issued. This is indicative of not only the many new employment 2.

3 opportunities being created in the Municipality, but also an improvement in the quality of new industrial projects being constructed. The task that is before this Council and our Planning Department in 1982, more than in any past year, is to meet this continuing challenge of growth. We must preserve those special features of our Municipality that will retain its natural beauty and direct orderly growth into those areas best suited for development. It is imperative that we complete the update of our Official Community Plan through a process of public information meetings early in We must reassure our citizens, especially those who served so capably on Local Area Planning Committees, that we are keeping faith with them and that our Municipality has a plan for the future will see the long deferred construction of the Nicomekl Bridge become a reality. All that remains is for the approach roads to be completed. The continuing construction of the remaining works from Highway #lo to the Fraser Highway will make 152nd Street the much awaited major arterial link between South Surrey and the ill Freeway in the north. Our emphasis in road building has been, and will continue to be, on construction of an arterial grid system for Surrey, using major monies from General Revenue, Development Cost Charges and Provincial Revenue Sharing. These arterials will serve the demands of increasing traffic volumes resulting from development. The second priority is to upgrade and widen the collector systems leading from developments to the arterial systems. Work has been done this past year on both the Newton and East Whalley Ring Roads, and will continue in 1982 toward completion of both. Traffic safety is a growing concern of the Engineering Department. Programs of traffic signing, intersection improvements through widening and channelization, and sidewalk construction are continuing. Primary emphasis for the constru-ction of sidewalks must be in locations close to schools and in those areas with the highest pedestrian traffic. In 1981 our Park Construction Program was very successful. In spite of the Municipal strike and an extremely wet spring, over 101 different projects were undertaken, of which 92 will be completed by the end of With 1981 being the "International Year of the Disabled", recreation staff, through the aid of a special grant, were able to increase the number of programs and educational opportunities for the handicapped. Hopefully, this special thrust will continue. Responding to the growth of participation in Arts and Culture, the Parks and Recreation Commission established a Cultural Services Division in "his is a significant step in recognizing the value of the Arts as a meaningful part of an individual's choice of leisure. 3.

4 - This growth of the Arts and Culture in Surrey is exemplified by the Two Million Dollar renovation of the Surrey Centennial Arts Centre. This major construction project will provide the community with a 400-seat community theatre with proper seating, acoustics, audience and support areas, equipment and staffing. The project commenced in May of 1981 and is expected to be completed in the spring of Over the past several years, the Municipal Council has attempted to provide park sites in each neighbourhood. In some cases they were District Parks, in others a Community Park. In many, they were neighbourhood parks, sometimes referred to as Tot Lots. Council has always been supportive to the acquisition and provision of Tot Lots, and a concerted effort has to be made to commence a program of planned development for the over 100 sites which presently exist. Through the Parks and Recreation Commission, and with the cooperation of Council, I would recommend that we embark on a program which will see many of these areas cleaned up and/or developed during There are several ways this might be done. The first is by preparing a schedule of Tot Lots in priority order and providing the necessary funding to Parks and Recreation to develop a specified number of these yearly. Through this system, eventually all Tot Lots would be developed and maintained. The second approach is to seek a cooperative approach between the Parks and Recreation Commission and the community wherein the Commission would develop a plan for a site in cooperation with the neighbourhood, and the community would carry out the development as a group of volunteers. - The third approach might be for the community to both design and develop their own Tot Lot and the Parks and Recreation Commission provide assistance where necessary. I hope that a varied approach towards developing existing Tot Lots will encourage community involvement in the development of these areas. I hope community pride will result and an effort will be made by the neighbourhood to keep the area neat and tidy to provide an enjoyable recreation or leisure open space. Several major projects will be considered during the 1982 Budget deliberations: (1) second and third stage park development in Newton, Cloverdale, Whalley and South Surrey, (2) an indoor pool in Newton, (3) expansion of North Surrey Recreation Centre, (4) Municipal Hall expansion, (5) first stage development of a recreation complex in Green Timbers, 4.

5 Lu just to name a few. But, I wish to reassure everyone that Council has a pay-as-you-go policy -- that no project will proceed until it is completely funded without any incumbrance on general taxes. In closing, I would like to pay a special tribute to the many volunteers that support our community in so many ways - service clubs, Council committees and commissions, sports clubs, community and ratepayers associations, church groups, - and everyone who gives of himself or herself to make our Surrey a wonderful Municipality to live in. It is very obvious from the results of this last election, that the citizens of Surrey like the responsive and capable way that Council has conducted itself over the past two years. We must continue to be forthright and independent, well informed and decisive, but always we must be objective and dignified in debating for the common good. I thank the voters of Surrey for the support they have shown for this Council and I thank all those in attendance tonight for sharing this occasion with us. DONALD A. Eggleton was present on behalf of the Surrey Historical Society to present copies of "Roads, Rivers and Railroads of Surrey" to the Council members. Mr. Eggleton then thanked Mr. D. Hooser, Mrs. Trelevan, Mrs. Bickerton, Miss Singmaster, and Mr. Hurt for their contribution to the production of the book. Mr. Eggleton indicated that this was the fifth book sponsored by the Society. Mr. Eggleton then thanked the Municipal Council for their continued support. Mr. Eggleton presented copies of the book to the Council members. Alderman Fomich left the meeting. C. REPORTS OF VARIOS COMMITTEES: 1. PLANNING COMMITTEE - (a) A letter had been received from Erroch Investments Ltd. regarding the processing of Application Mr. Guy, of Erroch Investments Ltd., was requesting that he be allowed to appear before the Planning Committee to clarify the proposed development on the property at nd Avenue. b RES.NO That the letter be received. 9.

10 RES.NO (b) December lst, 1981, Seconded by Alderman Campbell That the minutes of the meeting of be received. (c) The recommendations follows : were considered and dealt with as (1) The Planning Committee had dealt with Application , which was an application for a commercial project at nd Avenue. The Planning Committee was advised that Council, at their Regular Meeting on November 30, 1981, adopted the recommendation ot the Municipal Manager which was that Council not reconsider its aecision to rezone this property from RS to C-L. The applicant was requesting rezoning from RS to C-L to permit the development of two commercial buildings. The report indicated that the site was designated rban on the Official Regional and Community Plans, and was within the rban Development Area. The 1979 Newton Concept Plan designates this area for Single Family Development. The Planning Committee had recommended that the applicant be advised that Council has dealt with this matter twice and that the Planning Committee was precluded from dealing with this matter further, until six months have elapsed. RES. NO That Application be tabled and referred back to the Planning Committee, and that the applicant prepare plans for the proposed development. The Planning Committee had dealt with Application , which was an application for rezoning from R-F to RM-2 to permit the development of an apartment project at 12924/50/58-16th Avenue and th Street. The applicant was requesting rezoning from R-F to RM-2 for four properties,totalling.685 hectares, to permit the development of 72 to 73 apartment units for a Senior Citizens' housing project. The report indicated that in the Official Regional Plan, as well as in the Official Community Plan and rban Development Area, the properties were designated as rban. The site was also within the Mandatory Development Permit Area "L". The report noted that the proximity to the commercial core, the proposed school and the proposed park, made this site quite suitable for an urban development, such as multiple housing units. The population density increase from the multiple housing units would enhance the life quality of the commercial core by intensifying the social interactions and the economic income. The Planning Committee's recommendation was dealt with as follows: 10.

11 crr That Application be approved to proceed for rezoning from R-F to RM-2, pursuant to Section 716 of the Municipal Act, subject to: (a) Preservation of the tree belt facing 16th Avenue; (b) Resolution of the Engineer's concerns; (c) The applicant holding an information meeting with the Ocean Park Ratepayers' Association concerning this application; and (d) A copy of this application being sent to the South Surrey Local Area Planning Committee for their information and comment. RES. NO Such approval to be valid for six months from this date. Y (3) The Planning Committee had dealt with an application, under Section 11(4) of the Agricultural Land Commission Act, concerning the subdivision of property at th Avenue. The report indicated that the existing parcel size is 10.0 acres and the present Municipal zoning is A-3, Agricultural. According to By-law No. 5942, the minimum site area is 10.0 acres, however, if the site is serviced by Municipal water, the minimum site area can be reduced to 5.0 acres. The report indicated that the site was presently kept as pasture for the purpose of grazing beef cattle. The report noted that, faced with the economic hardships of high interest rates and declining psoperty values, the applicants feel their only hope of remaining in their home is by subdividing their 10.0 acre farm and selling one 5.0 acre parcel. The applicant's proposal was to create two long narrow lots, fronting onto 48th Avenue. The Planning Committee's recomuendation was dealt with as follows : RES. NO That Application , under Section ll(4) of the Agricultural Land Commission Act, not be given Council approval. (4) The Planning Committee had dealt with Application , which was an application, under Section 12(1) of the Agricultural Land Commission Act, regarding the exclusion of property at st Street from the Agricultural Land Reserve. The report indicated that the existing parcel size was approximately acres of which all was in the Agricultural Land Reserve. The present Municipal zoning is A-1, Agricultural, which permits subdivision to a minimum of 5 acres. The report added that the site was undeveloped for agricultural purposes and was densely covered with trees and bush. At present, the site is improved with a single 11.

12 family home in the southwestern portion of the site, while a truck park is located in the northeast section of the site. The report noted that according to the application form, there was no inrmediate proposal for the site, however, the applicant did indicate the possibility of subdividing the eastern portion of the property for a single family dwelling. The report concluded that, by allowing this property to be released from the Agricultural Land Reserve status, a precedent could be set influencing similar requests from surrounding land owners. The Planning Committee's recommendation was dealt with as follows: RES-NO That Application for exclusion from the Agricultural Land Reserve, under Section 12(1) of the Agricultural Land Commission Act, not be given Council approval at this time. (5) The Planning Committee had dealt with Application , which was an application for a shopping centre development at th Street. The report indicated that the applicant was requesting an amendment of Land se Contract No. 235 to permit the development of a shopping centre, located at the northeast corner of 88th Avenue and 128th Street in Whalley. Land se Contract No. 235, which was approved by Council in August, 1976, permits Single Family Residential use only. The report indicated that the present plan designations for the site are as follows: (a) Official Regional Plan - rban rl (b) Official Community Plan - rban (c) The site is within the rban Development Area. The report noted that the applicant was proposing two commercial buildings, a 2-storey medical/dental office building, and a single storey service commercial outlet. Off-street parking for 67 stalls was located at the northeast and southwest corners of the site. The Planning Committee's recommendation was dealt with as follows : RES.NO That the applicant study the use of the westerly portion of the site for a medical/dental centre. with Alderman Bose against. (6) The Planning Committee had dealt with Application , which was an application for an apartment development at th Street. The applicant was requesting rezoning from R-F to RM-2 of a 2.37 hectare property, located on 140th Street north of the Fraser Highway in Whalley, with the purpose of permitting the construction of 183 multiple family units. The report indicated 12.

13 that the present plan designations for the site are as follows: (a) Official Regional Plan - rban (b) Official Community Plan - rban (c) Whalley Official Community Plan - Multiple Family Residential (d) Whalley-Guildford Concept Plan - Medium Density Housing at 30 units per acre (e) The site is within the rban Development Area (f) The site is within a Mandatory Development Permit Area (g) The site lies within the area of jurisdiction of the Ministry of Highways. Ir RES.NO The report indicated that the surrounding uses in the area are townhouses to the north, a non-conforming motel to the west, and a few single family homes on 140th Street, which will be retained. The report noted that parking for 213 spaces would be located underground and 138 spaces would be provided on-surface for guests' and tenants' use. The Planning Committee made no recommendation in regard to this application. That the matter of the two lots facing onto 140th Street, which are surrounded by the proposed development, be resolved prior to final adoption of this project. (7) The Planning Committee had dealt with Application , which was an application for an apartment project at 13245/46-104th Avenue. The report noted the applicant was requesting the discharge of Land se Contract No. 233 and the rezoning of the land to RM-2 to permit the construction of 41 multiple family units. The report noted that Land se Contract No. 233 was granted by Council in December, 1978, to allow the development of 16 townhouses. This project was never built and the applicant is now proposing a three-storey apartment. The report indicated that the present plan designations for the site are as follows: (a) Official Regional Plan - rban (b) Official Community Plan - rban (c) Whalley Official Community Plan - Medium Density Multi-Family Residential (d) Whalley-Guildford Concept Plan - Medium Density Multi-Family Residential 13.

14 (e) The site is within the rban Development Area (f) The site is within a Mandatory Development Permit Area (g) The site lies within the area of jurisdiction of the Ministry of Highways. J The report noted that the surrounding uses in the area are single family houses to the north, west, and south; and multiple family residential to the east. The Planning Committee's recommendation was dealt with as follows: That Land se Contract No. 233 be discharged and that Application be approved to proceed for rezoning from RM-1 to RM-2, under Section 716 of the Municipal Act, subject to: (a) Approval from the Ministry of Highways (b) (c) Issuance of a Development Permit Provision of an indoor recreational space. RES.NO Such approval to be valid for six months from this date. with Aldermen Campbell and Bose against. (8) The Planning Committee had dealt with Application , which was an application for an apartment project at 13408/18/28-108th Avenue and th Street. The applicant was requesting rezoning from R-F to RM-2 of a 0.4 hectare property, located at the southeast corner of 108th Avenue and 134th Street to permit the construction of 48 multiple family units. The report indicated that the present plan designations for the site are as follows : mm Official Regional Plan - rban Official Community Plan - rban Whalley Official Community Plan - Commercial Whalley-Guildford Concept Plan - Mediuui Density Housing at 30 units per acre The site is within the rban Development Area The site is within a Mandatory Development Permit Area The site lies within the area of jurisdiction of the Ministry of Highways. 14.

15 Y The report noted that the surrounding uses in the area are commercial to the east and single family residential to the north, south, and west. The Planning Committee's recommendation was dealt with as follows: That Application be approved to proceed for rezoning from R-F to RM-2, pursuant to Section 716 of the Municipal Act, subject to: (a) Amendment of the Whalley Official Community Plan from "Commercial" to "Multiple Family Residential" (b) Approval from the Ministry of Highways (c) Issuance of a Development Permit. RES. NO Such approval to be valid for six months from this date. with Aldermen Campbell and Bose against. (9) The Planning Committee had dealt with Application , which was an application for the development of a church at th Street and A Street. The applicant was requesting rezoning from R-F to P-A of a 0.65 hectare property, located between 155A Street and 156th Street, south of 104th Avenue in Guildford, to permit the construction of a church. The report indicated that the present plan designations for the site are as follows: (a) Official Regional Plan - rban (b) Official Community Plan - rban (c) Whalley-Guildford Concept Plan - Medium Density Residential at 30 units per acre (d) (e) The site is within the rban Development Area The site is within a Mandatory Development Permit Area (f) The site lies within the area of jurisdiction of the Ministry of Highways and the Federal/Provincial Fisheries. The report noted that the surrounding uses in the area are single family residential to the north and west, and suburban properties to the east and south. The report added that the proposed design consists of a two-storey church with a building area of 913 square metres and the intention was to develop a neighbourhood church to serve the local residents. The Planning Committee's recommendation was dealt with as follows: 15.

16 - That Application be approved to proceed for rezoning from R-F to P-A, under Section 716 of the Municipal Act, subject to: (a) Approval from the Ministry of Highways (b) Approval from the Federal/Provincial Fisheries (c) (d) Provision of adequate parking as per the Zoning By-law Solution of the concerns expressed by the Engineer (e) The Planning Department very carefully monitoring the siting next to the ravine. RES. NO That such approval be valid for six months from this date. (10) The Planning Committee had dealt with Application , which was an application for the development of a piggery at th Avenue. The applicant was requesting rezoning from A-3, Agricultural Zone, to A-2, Agricultural Zone, of a 10 acre property located at th Avenue to permit the development of a piggery. The report indicated that the present plan designations for the site are as follows: (a) Official Regional Plan - Agricultural (b) (c) (d) Official Community Plan - Rural South Surrey Plan - Agricultural The site is within the Agricultural Land Reserve (e) The site is within the floodplain (f) The site is outside the rban Development Area (g) The site is within the area of jurisdiction of the B.C.
