Regular Council - April 30, 1990 Moved by Alderman Ralston That the minutes of the Regular Council meeting of April 30, 1990 be adopted. RES Council-in-Committee - April 30, 1990 (a) Moved by Alderman Fomich Seconded by Alderman Ralston That the minutes of the Council-in-Committee meeting of April 30, 1990, be received. RES (b) The recommendations of these minutes were considered and dealt with as follows: Item No. C 82 Whalley Public Meeting - Review of Material ( ) Moved by Alderman Villeneuve

2 That the information be received. RES Item No. C 84 Semiahmoo Town Centre Height Issue ( ) Moved by Alderman Villeneuve That the brochure be revised, taking into account Council's comments. RES Item No. C 85 Rental Accommodation on Municipal Property ( ) Moved by Alderman Villeneuve Seconded by Alderman Schrenk That the Property Department be authorized to prepare proposal calls on a priority basis for Sites 6 and 7, as identified in Appendix 1, for multi-family rental residential use; Sites 6 and 7 to be offered for lease. Alderman Robinson then requested that the main motion dealing with Sites 6 and 7 be dealt with separately. The question on Site 6 was then put, and RES with Alderman Robinson, Alderman Fomich and the Mayor against. The question on Site 7 was put, and RES with Alderman Fomich against. The Property Department be authorized to prepare a Marketing Plan for Site 1 for Council's consideration; the plan to be available for Council before June 30, That no action be taken on Site 2 until such time as a study on utilization of this site, as authorized by Council, is brought forward. 3. That no action be taken on Sites 3 and 4 until such time as the uncertainties about their future are resolved. 4. That if and when other Municipally owned sites which might be suitable for multi-family rental housing become available, the Planning and Development Services and Property Departments shall report to Council. DELEGATIONS 1. 8th Sumac Girl Guides Mayor Bose recognized the 8th Sumac Girl Guide Troop who were in attendance in connection with their citizenship badges. 2. Patrick Webb ( ) Mr. Patrick Webb, Mr. Allan Aubert and Ms. Avril Flather were in attendance and presented Council with a heritage poster in conjunction with the Heritage Conference being held on May 24-27, Mr. Harold Schmitke To be honoured on the occasion of his retirement after nearly 25 years of Municipal service. Mr. Schmitke was unable to attend. 4. Open Cities Program Mayor Bose recognized senior employees from China who were in attendance observing the Regular Council meeting in connection with the FCM Open Cities Program. C. Environment & Land Use Committee - May 1, 1990 (a) Moved by Alderman Robinson That the minutes of the Environment & Land Use Committee meeting of May 1, 1990, be received. RES

Consolidation of the two properties; 7. Registration of a restrictive covenant to require the provision of a sprinkler system for fire protection in the highrise; and 8. 13 1. Input from the Federal/Provincial Fisheries; 2. Submission of a subdivision layout to the satisfaction of the Approving Officer; and 3. Solution of the concerns expressed by the Municipal Engineer. Such approval to be valid for six months from this date. RES Item CR21 - Simple Applications Seconded by Alderman Schrenk That residential rezoning applications be considered by Council via the Manager's Report provided that: they are not more than 5 lots the proposal corresponds to both the OCP and the Local Area Plan they are in or near existing or approved similar developments servicing issues can be resolved at the subdivision stage except where school or park issues have been identified. A motion by Alderman Fomich to delete the words "they are not more than five lots" received no seconder. then Moved by Alderman Villeneuve Seconded by Alderman Robinson That the above motion be tabled. Submission of a design to the satisfaction of the Advisory Design Panel; 2. Submission of a subdivision layout to the satisfaction of the Approving Officer; 3. Solution of the concerns expressed by the Municipal Engineer; 4. Issuance of a Development Permit; and 5. Registration of a restrictive covenant to ensure that the project remains a rental project. Dhillon Development Variance Permit Application Fraser Highway To relax the water requirements That the Planning & Development Services Department be authorized to draft Development Variance Permit , subject to: 1. The satisfaction of the Municipal Engineer and the Fire Chief; 2. The developer provide the fire protection measures (driving range shelter to be non-combustible construction; office and washrooms to be sprinklered) as approved by the Assistant Fire Chief in his letter dated July 7, 1989; 3. Registration of a restrictive covenant to prevent the construction of additional buildings and/or additions to the proposed buildings other than currently proposed by the developer. That the Department of Planning and Development Services monitor the results of scientific studies of the health effects of electromagnetic fields and report to Council in due course. RES That a copy of this report be referred to the Green Timbers Heritage Society, the School Board and the Parks & Recreation Commission. RES Item No. P84 Sanitary Sewer Backup Emergency Procedure Policy ( ) That the Sanitary Sewer Back-up Emergency Procedure Policy (H63 and 64 in Policy Manual) be rescinded and that as policy, the Corporation not enter onto private property to actively participate in sanitary sewer back-up clean-up unless there is a clear indication of public health and safety danger (and then only with the appropriate release and authorization from the homeowner), and that in general, assistance be limited to providing necessary advice to homeowners on services available for such procedure. RES That we work through the UBCM to seek amendments to the Municipal Act to make the property owner responsible for blockages in the sewer line, being that section of the sewer line between the house and the main line, when the homeowner is responsible for said blockage, and that the Municipality be responsible for blockages in the main line. RES That the recommendation under R-23, "That the Corporation maintain its denial of liability regarding Claim for sanitary sewer backup on July 31, 1989 at A Avenue and Mr. O'Brien be so advised", be now considered.

RES (b) That the recommendations of these minutes be referred to the Policy & Priorities Committee for discussion. RES E. MAYOR'S REPORT 1. Mayor Bose read the following proclamations: (a) SALVATION ARMY DAY WHEREAS for over 100 years, the Salvation Army in Greater Vancouver has offered a special level of assistance to those in need; AND WHEREAS the problems of society have grown more complex and the Salvation Army has broadened its services so that today, this great world organization touches the lives of unfortunate men, women and children in countless ways; AND WHEREAS May 7, 1990 is the date the Salvation Army will launch its annual Red Shield Appeal to raise funds for a wide variety of good works;

22 AND WHEREAS it is my sincere hope to help create a greater public awareness of this dedicated organization and help to make the fund-raising drive an overwhelming success. NOW, THEREFORE, BE IT RESOLVED that I, Robert J. Bose, do hereby declare the day of May 7, 1990, as "SALVATION ARMY DAY" in the District of Surrey. Robert J. Bose Mayor (b) RODEO WEEK WHEREAS AND WHEREAS the sport of Rodeo forms part of Canadians' national heritage; the sport of Rodeo has evolved from cowboys working with cattle and horses; AND WHEREAS the Cloverdale Rodeo is celebrating its 45th Anniversary in the Municipality on May 17, 18, 19, 20 and 21, NOW, THEREFORE, I, Robert J. Bose, Mayor of the Municipality of Surrey, do hereby invite the citizens of Surrey and the Lower Mainland to join in the celebration by proclaiming the week of May 14 to 21, 1990, as "RODEO WEEK" in the District of Surrey. 23 fitness; and 3. strengthen the networks of individuals and groups offering physical activity programs, thus leading toward improved fitness for all Canadians; AND WHEREAS in 1989 approximately 234,000 British Columbians accepted the challenge in communities throughout the Province; NOW, THEREFORE, I, Robert J. Bose, Mayor do hereby proclaim the week of May 25 to June 3, 1990, as "CANADA FITWEEK" in the District of Surrey, and urge all citizens and organizations to participate in this national activity. Bose Mayor (d) SPEECH, HEARING & AWARENESS MONTH WHEREAS communication disorders, including voice production, language disorders, stuttering, unintelligible speech and hearing loss, constitute one of our nation's most common handicaps; AND WHEREAS many people with such problems can be helped through early detection, and appropriate therapy and medical intervention; AND WHEREAS the first step toward obtaining help is knowing that it is available; AND WHEREAS the B.C. Association of Speech/Language Pathologists & Audiologists and the Canadian Association of Speech/Language Pathologists & Audiologists have joined together in a common desire to promote public awareness through an intensive annual effort; AND WHEREAS such an effort will help encourage and stimulate early detection of communication disorders, proper prevention and treatment, and greater public understanding of hearing, speech and language impairments; NOW, THEREFORE, I, Robert J. Bose, Mayor, do hereby proclaim the month of May as "SPEECH LANGUAGE AND HEARING AWARENESS MONTH" in the District of Surrey. I urge all citizens of Surrey to learn more about hearing, speech and language disorders and to join in the effort to create a more enlightened public attitude and response to

Bose Mayor (e) FIELD LACROSSE DAYS WHEREAS Field Lacrosse is observing its Centennial celebrations; AND WHEREAS Lacrosse has a long history in Surrey, including the Canadian Championship in 1953, and it is a sport enjoyed by people of all ages; AND WHEREAS a total of fifty teams from Japan, the United States and across Canada are in Surrey for the International Field Lacrosse Centennial Tournament comprising of almost 1,000 participants; AND WHEREAS this tournament will showcase Surrey and especially Newton to many visitors; NOW, THEREFORE, I, Robert J.
