Monday, March 11, 1985 Time: 7:20 p.m. Mintes of a Reglar Concil meeting held in the Concil Chambers on Monday, March 11, 1985, at 7:20 p.m. Present: Acting Mayor Fomich, Alderman Higginbotham, Alderman Watkins, Alderman Bose, Alderman Hot, Alderman Easton, Alderman Campbell, and Alderman Schrenk. Absent: Mayor Ross, away on vacation. Also Present: Mnicipal Manager, Mnicipal Clerk, Assistant to the Manager, Depty Clerk, and Administrative Assistant. A. ADOPTION OF MINTES: 1. That the mintes of the Reglar Concil meeting of March 4, 1985, be adopted. RES.NO.X (a) That the mintes of the RES.NO.X-523 Concil-in-Committee meeting of March 4, 1985, be received.

Moved by Alderman Campbell That the recommendations of these 'i Acting Mayor Fomich then recognized the 1st East Whalley/Gildford Cb Pack, who were in attendance at the Concil meeting concerning their Citizenship Badges. B. DELEGAT IONS : 1. Marie Ann Gnderson and Frosch Constrction Ltd. RES.NO.X-525 Mr. Frosch was present to comment on an open excavation on property at Avene. Mr. Frosch advised the Concil members that this matter is presently before the B.C. Spreme Cort and he is not in a position to speak to this matter at this time, Moved by Alderman Easton Seconded by Alderman Campbell That this matter be tabled and. referred to the Manager for a report. LJ L. 2. Srrey Ratepayers' Action Committee L J Mrs. Newton and Mr. Barillaro of the Srrey Ratepayers' Action Committee were present concerning crime in Srrey, Mrs. Newton noted that there are over 600 break-ins in Srrey every month; over $1 million in goods is stolen monthly; and break-and-enters are p 24 percent in the past year. Mrs. Newton indicated that 30 percent of crime is committed by yoths between the ages of 14 and 17. Mrs. Newton noted that while Concil approved eight additional police officers, Provincial fnding ctbacks have reslted in a loss of seven officers. De to police involvement in docment serviceo a frther three officers have been lost. De to these three factors, Srrey has, in fact, a net loss of two officers, Mrs, Newton also noted that the eight new officers promised cannot be on the street for at least six months. Li 2.

3 Mrs. Newton indicated that if Concil does not change its position and hire more police, there will be more break-and-enters and increased poplation will bring a higher crime rate: more police will be lost to patrol ALRT and Expo-related projects; real estate vales; will fall and with them tax revenes; and more non-police grops will attempt to keep the peace. In conclsion, Mrs. Newton stated that her grop challenges this Concil and the RCMP to find a way to increase policing by fifty-for officers, withot increasing taxes. Mrs. Newton stated Concil and the police can find new priorities in order to make this happen. If Concil and the RCMP are nable to do this withot raising taxes, the Srrey Ratepayers' Action Committee is reqesting that: (1) Taxes be increased in order to adeqately fnd policing; and (2) The isse be pt to the people in a plebiscite vote. Mrs. Newton stated that the grop's concerns abot crime and law enforcement are not limited to this level of government. The Srrey Ratepayers' Action Committee will be approaching the provincial and federal levels of government to obtain positive changes in the Yong Offenders Act. Mrs. Newton was asking Srrey residents to spport themselves by writing to Concil, their M.L.A.'s, and Members of Parliament to impress pon them the rgency of these matters. In response to a qestion from Alderman Watkins, Mrs. Newton reiterated her comments that the focs of this grop is not limited to local government. In response to a qestion from Alderman Schrenk, Mrs. Newton stated that this grop is working with the RCMP and is involved in Neighborhood Watch. The thrst of this grop is to pt the isse to referendm. In response to a qestion from Alderman Higginbotham, Mrs. Newton stated that she was at one time involved with Crimebsters, bt no longer belongs to that organization. Mrs. Newton indicated that, de to her involvement in preventing crime, her family has been harassed to the extent that they have moved ot of the neighborhood.

4 Alderman Bose noted that a referendm wold cost approximately $45,000. Alderman Bose asked if the grop had considered the advisability of a blanket-wide Srrey organization. Mrs. Newton stated that she had spoken to Sperintendent Strathdee, who advised that if he had two additional officers, they cold be assigned to the Crime Prevention Society and grops cold be helped in this manner, added that commnity grops involved in crime prevention need more training. Alderman Hot stated that Sperintendent Strathdee realizes that an additional fifty-two officers is not realistic. Alderman Hot noted that Sperintendent Strathdee was pleased to get an additional eight officers, as this is a step in the right direction. In response to a qestion from Alderman Hot, Mrs. Newton stated that their grop has not officially worked with the Srrey Commnity Crime Prevention Society. In response to a qestion from Alderman Hot, Mr, Barillaro stated that with a similar sitation in the Bear Creek area, they went to the RCMP and got advice and encoragement from Corporal Clark e In response to a qestion from Alderman Easton, MPS. Newton stated that the isse is that this grop wants more police, Mrs. Newton stated that her grop wants the same amont of police as sggested by Sperintendent Strathdee - an additional fifty-for officers. Alderman Easton stated that he does not believe hiring more police is the soltion to the problem. Alderman Easton asked if Srrey cold help in petitioning the Federal Government to repeal the Yong Offenders Act. Alderman Campbell noted that the bdget is going for final adoption tonight and asked if there was any reason Concil had not heard from this grop previos to tonight, Mrs. Newton stated that a nmber of the members in her grop had seen the March 4th televised Concil meeting and felt that the addition of eight police officers was not sfficient, and are now asking Concil to take a second look. Alderman Higginbotham noted that the police do not have any jrisdiction over children. Alderman Higginbotham asked that besides providing more police officers, what can be done with the children3 L LJ ir I Mrs. Newton stated that the restraint program has affected schoolsp reslting in more dropots; the Yong Offenders Act creates a nmber of problems; and Concil needs to take a second look at the bdgeto 4.

RES.PJ0.X-526 The Reglar Concil meeting adjorned at 7:50 p.m. and reconvened at 8:02 Pam., with all members of Concil present. 3. Mr. Ricker L Wr. Henry L" C il Mr. Ricker and Mr. Henry were present concerning the ftre of children, the safety of their commnity and the prdent se of tax dollars. Mr. Ricker noted that this is the "International Year of the Yoth.' Mr. Ricker stated that the safety of or commnity is or responsibility. We, as citizens, each have an obligation to participate in neighborhood safety and crime prevention. By knowing or neighbors and protecting each others property, we can make Srrey a safer place to live. Mr. Ricker stated that the recent recession has greatly redced or ability to pay higher taxes, so we want to ensre that we get the maximm benefit for every dollar spent. Hr. Ricker noted that the objective is to redce crime. The most cost-effective method of achieving this goal mst be determined. Or first act mst be to provide the policemen we now have with the tools that they reqire to do the job. An increase in the nmber of policemen will not solve or jvenile crime problem, if we do not remove the legal handcffs which hamper their ability to protect s. Mr. Ricker stated that or Concil mst lobby the Federal and Provincial Governments to change present laws to assist the police in their handling of yong offenders. The yoths and their parents mst be made more responsible for their actions. Mr. Ricker stated that we mst encorage the creation of new jobs in Srrey, to give or children hope that they will have a better ftre. This job growth will not be achieved by promoting Srrey as "The Break-In Capitol of Canada." While the nmber of break-and-enter crimes has increased in Srrey, we are still on an average per thosand poplation with Vancover and Victoria. 5.

6 Mr. Ricker also expressed pleasre that Concil has inclded fnding for teen programs in the Parks ti Recreation Bdget, It is imperative that Concil encorage other levels of government, local commnity clbs and organizations, and the general pblic to become involved in organizing and rnning yoth programs, We mst make every effort to maximize the se of all of or commnity facilities. This is a more cost-efficient method of sing or tax dollars to redce crime. In conclsion, Mr. Ricker stated that we mst encorage sch activities as the Srrey Patrol & Observe Team and the Neighborhood Watch. Crime prevention is not jst the job of the police and a few organizations; it is every citizen's responsibility. In response to a qestion from Alderman Watkins, Mr, Ricker stated that more opportnities, sch as yoth drop-in centresp are needed, In response to a qestion from Alderman Schrenk, asking if he spported the hiring of additional police officers, Mr, Ricker stated that we have to give the police the tools to do the job, not hire additional police, In response to a qestion from Alderman Schrenk concerning the appointment of a Family Cort Committee, Mr. Ricker stated that a Family Cort Committee wold have meaning and sbstantiation, In response to a qestion from Alderman Schrenk concerning the School Board looking at the drop-ot rate, me Henry stated that he was not able to speak for the School Board. In response to a qestion from Alderman Hot, #re Ricker stated that the Parks & Recreation Teen Program and the recommendation of two street workers to agment this is a positive action, Mr. Ricker stated that two things need to be done: (1) The responsibility for the yoths has to be pt back onto the parents; and (2) The children have to be given something to do. 19 The Planning Committee8s recommendation was dealt with as follows: Seconded by Alderman Watkins That Application for rezoning from "Chrch and Assembly Zone (P-A)' and "Family Residential Zone (R-FIa to 'Mltiple Residential Zone Two (RM-2) be denied. with Aldermen Higginbotham, Bose and Schrenk against, (18) Carma Developers Ltd. Rezoning from RS to R-H(G) Application No This application is to permit a half-acre gross density sbdivision. The Planning Committeess recommendation was dealt with as follows: Seconded by Alderman Watkins That the layot and land se for the entire area be approved in principle and that the applicant be advised to resbmit an application for the first phase for rezoning and sbdivision which can comply with the sbdivision by-law. (19) Planning Department Reports to Planning Committee RES.EJ0.X-546 That the Planning Department prepare a report on the matter of spplying planning comments to applicants prior to the Planning Committee meeting. 3. Teal Cedar Prodcts Acting Mayor Fomich stated that it wold be in order to consider the recommendation made at the Concil-in-Committee meeting held earlier in the day concerning Teal Cedar Prodcts. 19.

20 Seconded by Alderman Campbell That Concil approve the constrction of a water main and cost share with Teal Cedar Prodcts, as follows, to bring the water main extension to the Teal Cedar property: (1) Srrey $208,000 (2) Teal Cedar 100,000 Total $308,000 and frther that all volntary contribtions received will be applied to the Mnicipality's share of the water main cost, The following discssion ensed before voting on the above motion. Alderman Higginbotham stated that the Mnicipality shold not be approving this motion, as Mr. Jones of Teal Cedar Prodcts has not dealt with the Mnicipality in good faith. Alderman Higginbotham stated that Srrey shold be paying only 50 percent of the cost. Alderman Watkins stated that in view of the fact there are a lot of jobs involved, this is a good decision. Alderman Schrenk stated that she was emphatic in her spport of this motion. Alderman Campbell stated that he was spporting this motion as, in the long term, it is a good decision. Alderman Hot stated that it is nrealistic to sggest that Concil is not concerned abot jobs in Srrey.
