ADOPTION OF MINUTES: 1. Regular Council - April 25, 1988 RES.NO.N-265 Seconded by Alderman Huot That the minutes of the Regular Council meeting of April 25, 1988, be adopted. 2. 2 Item C48 - Lower Fraser Valley Exhibition Association - Touche-Ross Report and Draft Constitution/By-laws RES.NO.N-268 That Council formally support the Lower Fraser Valley Exhibition Association Emergency Administrative Board's presenting to the Association membership for approval the Touche-Ross Report and Draft Constitution/By-laws received by Council on April 11, 1988; that the Board membership be reduced from 12 members to 11 members; and that only two of the Board members be appointed by Council. with Aldermen McKinnon and Kerr against. RES.NO.N-276 (2) Joseph FerraroISimic Engineering Ltd Street From RS to R-F(R) To Permit Subdivision into 21 Single-Family Lots The applicant was requesting rezoning from Suburban Residential (RS) to Restricted Single Family Residential (R-F(R)) of an approximate 2-hectare (5-acre) property located at Street in Fleetwood, to permit subdivision into 21 single family lots. The Environment & Land Use Committee recommended that Application be approved to proceed. Moved by Alderman McKinnon That Application be approved to proceed for rezoning from "Suburban Residential Zone (RS)" to "Restricted Single Family Residential Zone (R-F(R))" under Section 963 of the Municipal Act, subject to: 1. Approval from the Ministry of Transportation and Highways ; 2. Input from the Federal/Provincial Fisheries; 3. Submission of a subdivision layout to the satisfaction of the Approving Officer; and 4. 5 (3) Tom Chorney/Hunter-Laird Engineering Ltd. 999 King George Highway From RS to R-F(R) To Permit Subdivision into Six Single-Family Lots The applicant was requesting rezoning from RS to R-F(R) of a.39-hectare (.97-acre) property located at 999 King George Highway in Semiahmoo Peninsula, to permit subdivision into six single-family lots. The Environment & Land Use Committee recommended that Application be approved to proceed. RES.NO.N-278 Moved by Alderman McKinnon Seconded by Alderman Fomich That Application for rezoning from "Suburban Residential Zone (RS)" to "Restricted Single Family Residential Zone (R-F(R))" be referred to the Planning Department to review with the applicant a reduction in the lot yield to five units. (4) Ar-Way Enterprises Ltd./Wayne Groome Avenue and Avenue From A-1 to RS To Permit the Creation of Nine One-Acre Lots The applicant was requesting rezoning from "Agricultural Zone One (A-1)" to "Suburban Residential (RS)" of a 3.76-hectare (9.28-acre) property located at Avenue and Avenue in South Surrey, to permit subdivision into nine one-acre lots. (5) Eddy & Carla Emanuels/Roger Emanuels & io8 Avenue From RS to R-F(R) To Permit Subdivision into 46 Single-Family Lots The applicant was requesting rezoning from Suburban Residential (RS) to Restricted Single Family Residential (R-F(R)) of a two-lot site, with a total of 3.95 hectares (9.75 acres) located at & Avenue in the Fraser Heights, to permit subdivision into 46 single-family lots. The Environment & Land Use Committee recommended that Application be approved to proceed. Moved by Alderman McKinnon Seconded by Alderman Higginbotham That Application be approved to proceed for rezoning from "Suburban Residential Zone (RS)" to "Restricted Single Family Residential Zone (R-F(R))" under Section 963 of the Municipal Act, subject to: 1. Submission of a subdivision layout to the satisfaction of the Approving Officer; and 2. Solution of the concerns expressed by the Municipal Engineer. Such approval to be valid for six months from this date. Moved by Alderman McKinnon Seconded by Alderman Huot That Application be approved to proceed for rezoning from "Suburban Residential Zone (RS)" to "Restricted Single Family Residential Zone (R-F(R))" under Section 963 of the Municipal Act, subject to: 1. Approval from the Ministry of Transportation and Highways ; 2. Submission of a subdivision layout to the satisfaction of the Approving Officer; and 3. Solution of the concerns expressed by the Municipal Engineer. Such approval to be valid for six months from this date. RES.NO.N-281 with Alderman Robinson against. (7) Delmar Investments Ltd & Avenue From RS to R-F(R) To Permit Subdivision into 24 Single-Family Lots The applicants were requesting rezoning from "Suburban Residential (RS)" to "Restricted Single Family Residential Zone (R-F(R))" of a 2.02-hectare (4.99-acre) property, to permit subdivision into approximately 24 single-family lots. The Environment & Land Use Committee recommended that this application be tabled. RES.NO.N-282 Moved by Alderman McKinnon Seconded by Alderman Robinson That Application be tabled for a further 30 days, pending resolution of the park issue. Alderman Watkins entered the meeting at 7:20 p.m

8 (8) Palisade Properties (1985) Ltd./Ray Fung & Fraser Highway Development Permit to Permit Construction of a Retail Home Centre The applicants were requesting a Development Permit to permit construction of a retail home centre. The development proposes expansion of the existing Allard Home Appliance Centre, to include several ancillary uses. The Environment & Land Use Committee recommended that Council pass the following resolutions: 1. A resolution authorizing the Planning and Development Services Department to draft a Development Permit document; 2. A resolution authorizing the Mayor and Clerk to sign the permit. RES.NO.N-283 Moved by Alderman McKinnon Seconded by Alderman Higginbotham That Development Permit No be approved; that the Mayor and Clerk be authorized to sign the Development Permit; and that Council authorize the transfer of the Permit to the heirs, administrators, executors, successors, and assigns of the title of the land within the terms of the Permit. Alderman Kerr left the meeting at 7:21 p.m. (9) Clark & Company Fraser Highway From RS & C-R(l) to C-D To Permit Construction of a Retail Convenience Centre The applicants were requesting rezoning from RS & C-R(1) to C-D of a.97-hectare (2.40-acre) property located on Fraser Highway at 160 Street in Fleetwood, to permit the construction of a Retail Convenience Centre. The Environment & Land Use Committee recommended that Application be approved to proceed. -8- m

9 Moved by Alderman McKinnon Seconded by Alderman Huot That Application be approved to proceed for rezoning from "Suburban Residential Zone (RS)" and "Retail Commercial Zone One (C-R(l))" to "Comprehensive Development Zone (C-D)" under Section 963 of the Municipal Act, subject to: Amendment of the Official Community Plan (1985); Approval from the Ministry of Transportation and Highways ; Solution of the concerns expressed by the Municipal Engine e r ; Issuance of a Development Permit; Consolidation of the subject property; and Registration of a Restrictive Covenant outlining the permitted uses of the C-D Zone. Such approval to be valid for six months from this date. RES.NO.N-284 Alderman Kerr returned to the meeting at 7:22 p.m. (10) J.S. & S.K. Thandi/B. Scragg, Wall & Redekop Corp Avenue Development Variance Permit to Relax the Parking Requirement for a 40-Unit Retirement Village The applicants were requesting a development variance permit to relax the parking requirement for a 40-unit retirement village. The Environment & Land Use Committee recommended that this application not be approved. Moved by Alderman McKinnon That Development Variance Permit Application be denied; and that this application be referred to the Planning Department to resolve the parking spaces per unit and the visitor parking concerns raised by the Committee. RJ3S.NO.N-288 (11) Gyre Developments Ltd Avenue Amendment to Development Permit No to Allow the Construction of a 15-Unit Townhouse Project The applicant was requesting an amendment to Development Permit No to allow the construction of a 15-unit townhouse project and recreation building with a revised design, both within the 242-unit apartment/townhouse complex located between 100 Avenue and 101 Avenue at approximately 139 Street in Whalley. The Environment & Land Use Committee recommended that Council pass a resolution authorizing the Planning and Development Services Department to prepare amending Development Permit No and the Mayor and Clerk to sign the permit when drafted. Moved by Alderman McKinnon Seconded by Alderman Huot That amending Development Permit No be approved; that the Mayor and Clerk be authorized to sign the Development Permit; and that Council authorize the transfer of the Permit to the heirs, administrators, executors, successors, and assigns of the title of the land within the terms of the Permit. Kadar and Avenue Development Variance Permit to Relax the Front Yard Setback Requirement to Allow Construction of a Duplex The applicants were requesting a development variance permit to relax the front yard setback requirement from 7.5 metres to 0.9 metres, to permit the construction of a duplex. The Environment & Land Use Committee recommended that Council pass a resolution authorizing the Planning and Development Services Department to draft the Development Variance Permit, subject to inclusion of the floor plans to the satisfaction of the Permits & License Department and solution of the concerns of the Municipal Engineer regarding the driveway. Moved by Alderman McKinnon Seconded by Alderman Kerr That Development Variance Permit No be approved, subject to: 1. Inclusion of the floor plans to the satisfaction of the Permits & Licenses Department; and 2. Solution of the concerns of the Municipal Engineer regarding the driveway. RES.NO.N-289 with Aldermen Higginbotham, Robinson and the Mayor against. (13) Winfoll Developments Ltd Avenue Land Use Contract Amendment to Reinstate I-G Zoning To Allow Consolidation of Adjacent Parcel of Land & The applicants were requesting a discharge of Land Use Contract No The underlying zoning is I-G. The reinstatement of I-G zoning on the site will allow the applicants to consolidate the adjacent parcel and expand the existing plastics manufacturing business. The discharge of Land Use Contract No. 128 will give homogeneous zoning for the applicant's two properties. D. REPORTS OF VARIOUS BOARDS: 1. Greater Vancouver Regional District The GVRD were requesting nominations for the 1988 GVRD Recycling Awards. RES.NO.N-292 Moved by Alderman Kerr Seconded by Alderman Higginbotham That the letter be received. E. MAYOR'S REPORT: 1. Mayor Bose read the following proclamations: SPINAL HEALTH WEEK WHEREAS The British Columbia Chiropractic Association is sponsoring Spinal Health Week in an endeavour to educate the public on the value of wellness, prevention, and health promotion; and

13 WHEREAS Spinal hygiene, especially when developed in young people, is one of the contributing factors to preventing spinal problems, thereby improving physical endurance, working efficiency and health; NOW, THEREFORE, I, Robert J. Bose, do hereby declare the week of May 1 through May 7, 1988, as "SPINAL HEALTH WEEK" in the District of Surrey. Robert J. Bose Mayor SCHIZOPHRENIC AWARENESS DAY WHEREAS WHEREAS WHEREAS WHEREAS schizophrenia is an illness which has its roots in physical causes; and the illness strikes people in all walks of life, primarily young people between the ages of 17 and 26; and there is no known cause and cure; and B.C. Friends of Schizophrenics was formed to foster understanding and support for all those who live with schizophrenia and to aim to the eventual control and cure of this illness; NOW, THEREFORE, BE IT RESOLVED that I, Robert J.
