(2) t was then, in connection with tem 5 on Page two (2) of these minutes, t Seconded by Alderman Pearce That the recommendation on this item be deleted and the minutes be amended to have a grant of $ per suite be approved for the Senior Citizens' Apartment planned by the North Surrey Lions Club. ' This motion was not put as it was, Moved by Alderman Pearce Seconded by Alderman Van der Zalm That the amendment be made to give approval f or a grant of $ per suite in connection with all Senior Citizens' Homes. This motion was lost with Aldermen Jones, Patterson, McKitka, Dunster and Dainard against.

4 RES.NO.329Y RES.NO.330Y t was then Moved by Alderman McKitka That tem Five (5) on Page 2 of the minutes of the Finance Committee meeting of August 12th be deleted... t was then Moved by Alderman Ardiel Seconded by Alderman McKitka That the recommendations of this meeting be adopted as amended. Alderman Pearce against. t was Moved by Alderman Pearce Seconded by Alderman Van der Zalm That Council request an independent appraisal of the property described as Lot "B", of the SW 1/4, Section 8, Township 8, Plan 14117, NiW.Rs in order to provide clarificat'ion in regard to the wide discrepancy in valuation placed on the property. This motion was lost. RES.NO.331Y t was then w Seconded by Alderman Wallace That Council approve in principle of a contribution in the amount of $ to be placed in the 1969 budget for construction of the Senior Citizens' Housing Project. 5 ~ RES.NO.336Y 5 C. MAYOR'S REPORT 1. The Mayor reported on information presented at the last meeting of the Greater Vancouver Sewerage and Drainage District concerning the portion of the cost to be shared by the Government for treatment plants. t is understood that assistance will be forthcoming on one (1) plant for the whole of the Municipality. As yet, clarification is still required in connection with the possible assistance in construction of main trunk lines. 2. The Mayor stated that he had discussed the Sewer Construction By-law No with the Department of Municipal Affairs earlier in the day and with certain amendments, this By-law could now receive third reading. ~- 3. The Mayor reported that he had received a letter from Langley City requesting a meeting of the Mayors of Langley City, Langley Municipality and Surrey regarding a possible extension of a main to bring Greater Vancouver water supply to Langley. ~ i RES.NO.334Y t was. That the Mayor be authorized to attend this meeting. ' 1 ~ RES.NO.335Y 4. The Mayor stated that a meeting should be arranged with Council and the members of the Advisory Planning Commission and the Board of Variance. t was Moved by Alderman Dunster Seconded by Alderman McKitka That a dinner meeting be arranged for Wednesday, August 28th at 6:30 p.m. 5. t was Moved by Alderman Patterson Seconded by Alderman Pearce That the Aldermen, as appointed by the Mayor, to the Committee on Roberts Bank Railway Extension, be Aldermen Wallace and McKitka with Alderman Van der Zalm as alternate.

6 (1) The Assistant Manager reported that oiling of 134 A. Street near the Recreation Centre had been arranged. U RES.NO.337Y t was Moved by Alderman Patterson That Council approve of the oiling of 134 A. Street between lolst Avenue and 102nd Avenue and that oiling of Robson Street between King Street and Pacific be also included at this time. Prior to the above motion being passed, t was Seconded by Alderman McKitka That the motion to oil 134 A. Street and Robson Street be referred to the Policy Committee. This motion was lost, t was Moved by Alderman Pearce Seconded by Alderman Van der Zalm That the original motion be amended by deleting Robson Street between King Street and Pacific Highway. This motion was lost. RES.NO.338Y (2) t was Moved by Alderman Patterson That the Departmental Reports for July received from the Engineer, Museum Curator, Public Safety Administrator and Pound be received. (3) The Assistant Manager submitted a Memorandum from the Municipal Collector concerning reductions authorized by the Appeal Board on the following property: Roll'No concerning the N 1/2 of Lot 1, Block 8, SE 1/4, Section 20, Township 1, Plan Y

7 ~ 7 Under Section 376 (2) of the "Municipal Act", for 1968 were reduced from $ to $254.81, taxes '13 A Memorandum from the Municipal Assessor advised that the Engineering Department had reported that it is impossible to connect the following properties to the sanitary sewer system on 103 A. Avenue due to the gravity. As a consequence, the Assessor is requesting permission to write off the overcharge of $33.00 on each lot for the year 1968: Lot 5, Block 9, N 1/2, Section 29, Range 2, Plan 576 under Roll Number and Parcel 1AT1, Lot 2, Block 4, Section 30, Block 5 North, Range 2 West, Ref under Roll Number i RES.NO.339Y t was That these tax adjustments be approved. E. CLERK"S REPORT (1) The Engineeres Report on paving, storm sewers, curbs, gutters, sidewalks and street lights on the east side of 150th Street from 104th Avenue to 108th Avenue was presented by the Depgty Clerk as follows: (a) The lifetime of the work is estimated to be thirty (30) years. (b) The cost of the work is estimated to be: $118, (c) The share or portion of the cost which should be borne by the parcels of land which abut, or which are deemed to abut on the work is 90 percent of the actual cost. (d) The number of installments by which the special charges should be made payable is fifteen (15). (e) The share or portion of the cost which should be borne by the Corporation is 10 percent of the actual cost,....

Moved by Alderman Patterson Seconded by Alderman Pearce That By-law No be lifted from w RES.NO.343Y t was then Moved by Alderman Pearce Seconded by Alderman McKitka That "Surrey Zoning By-law, 1964, No. 2265, Amendment By-law, 1968, No. 2801" be approved in principle and the applicant be advised of the requirements under Council Policy dealing with Apartment Zoning. (2) "Surrey Zoning By-law, 1964, No, 2265, Amendment By-law, 1968, No. 2804". ' Seconded by Alderman Dainard That approval-in principle be granted and the applicant be advised of requirements under Council Policy on Apartments. Tabled until full Council present.

RES.NO.344Y t was Moved by Alderman Pearce Seconded by Alderman Dunster That "Short Term Capital Loan By-law, 1968, No. 2821" be finally adopted, signed by the Mayor and Clerk,' and sealed'with the' Corporate Seal. (4) tsurrey Zoning By-law, 1964, No. 2265, Amendment By-law, 1968, No. 2826" was read for the third time. A Public Hearing had been held on this By-law earlier in the day. (5) "Local mprovement Paving and Storm Sewer Construction By-law, 1968, No. 2827" was read and reconsidered. (6) "Surrey Zoning By-law, 1964, No. 2265, Amendment By-law, 1968, No. 2768" was read and reconsidered. The Mayor reported that the,elanner asked that final adoption be delayed unti-1 the matter of road consolidation be clarified. U - (8) "Surrey Zoning By-law, 1964, No. 2265, Amendment By-law, 1967,,No. 2643". This By-law covers C-2 Zoning immediately north of 104th Avenue between 150th Street ana 152nd Street. The Mayor stated that the Department of Highways wished to have certain plans redesigned by the developer. (9) "Surrey Sewage Works Construction and Loan Authorization By-law, 1968, No. 2812" had been submitted to the Department of Municipal Affairs and minor amendments,had,been requested. RES.NO.348Y t was That 'Surrey Sewage Works Construction and -Loan Authorization By-law, 1968, No. 2812" be amended as required. U RES.NO.349Y The said By-law was then read for the third time. 1 Moved by Alderman Pearce Seconded by Alderman Van der Zalm That Sur r e ),Sewage Works Construction and Loan Authorization By-law, 1968, No pass its third reading as amended. (10) "Surrey - Delta (Newton) Sewer Agreement By-law, 1967, No.,2644, Amendment By-law, 1968, No. 2822" received final adoption on August 12th under Resolution<Number 2,78Y. However, this By-law had not yet received the required approval of the Department of Municipal Affairs. RES.NO.350Y t was Moved by Alderman Ardiel, That Council rescind the motion made at the Council meeting on August 12th under Resolution Number 278Y which gave final adoption to "Surrey - Delta (Newton) Sewer Agreement By-law, 1967, No. 2644, Amendment By-law; 1968, No t1. 11 (11) "Surrey nsanitary Conditions Prohibition By-law, 1966, No. 2550". rrl Since Provincial Regulations now stipulate the requirements for property on which a septic tank may be installed, the Council questioned the necessity of having By-law No in force. RES.NO.351Y t was Seconded by Alderman Dunster That tsurrey nsanitary Conditions Prohibition By-law, 1966, No. 2550" be repealed. Alderman Pearce against. G. GENERAL CORRESPONDENCE U RES.NO.352Y RES.NO.353Y 1. t was Moved by Alderman Patterson Seconded by Alderman Ardiel /J That the letter from Mr. M. M. Gelfokd commending Council on a sincere and successful effort in keeping property taxes in line be read and received. 2. t was Moved by Alderman Pearce That the letter from the Minister of National Revenue regarding the proposed reduction of Customs service at the Port of New Westminster be received and read. RES.NO.354Y 3. t was Moved by Alderman Patterson That the letter from the Whalley Legion Junior Band requesting Council to appoint it as the official band of Surrey be received and read. RES.NO.355Y t was then That this matter be referred to the Public Relations Committee and Manager for a report on the implications regarding this request.

12 A motion by Alderman Van der Zalm that the reques't for financial assistance in connection with a new bus for the Whalley Legion Junior Band be referred to the Public Relations Committee received no seconder. Y 4. t was Moved by Alderman Patterson Seconded by Alderman Ardiel That the notice of a meeting of the Lower Mainland Municipal Association to be held in Minoru Pavilion in Richmond on Wednesday, October 16th at 8:OO p.m. be received. RES.NO.356Y B RES.NO.357Y t was Seconded by Alderman Wallace That the report presented to the Lower Mainland Municipal Association on regional. problems be received. 5. Letters had been received from David Anderson, M.P. and Harold E. Winch, M.P. requesting information and maps showing the proposed and preferred route for the railway to Roberts Bank Port. RES.NO.358Y t was That the brief which is being prepared for the Lower Mainland Regional Planning Board Meeting of August 28th be m'ade available to these Members of Parliament. Y 6. A letter of explanation was received from the Deputy Minister of Transport regarding a tolled access to Vancouver Airport. RES.NO.359Y t was Seconded by Alderman Wallace That the Deputy Minister of Transport be advised that Council is opposed to the principle of a toll bridge between the mainland and the airport. i'

RES.NO.360Y 8. t was Moved by Alderman Pearce That the copy of a letter from the Lower MainBand Regional Planning Board to the Vancouver City Council regarding outstanding membership fees be received, RES.NO.361Y 9. t was Moved by Alderman Dainard Seconded by Alderman Dunster That the request from the Canadian Order of Foresters to sell Christmas Candy Stockings in the Municipality on November 15th and 16th be approved. RES.NO.362Y n 10. t was Moved by Alderman Ardiel Seconded by Alderman Pearce That the letter from the Motor Vehicle Branch regarding Motor Vehicle nspection in Surrey be received. RES.NO.363Y, t was Moved by Alderman Patterson Seconded by Alderman Van der Zalm That service clubs in the Municipality be contacted to learn if they would sponsor a Mobile Motor Vehicle Testing Station being set up in the Municipality for a short period and that it be referred to the Manager to contact Organizations. RES.NO.364Y 11. A letter had been received from the Cloverdale and District Association for Retarded Children requesting accommodation for a training centre for young retarded adults. RES, NO, 365Y t was Moved by Alderman Ardiel That this letter be received and the request be referred to the Manager for investigation and report.

14 12. A letter had been received from Mr. Fred Graham of th Street concerning ditching required on 74th Avenue, 76th Avenue and 180th Street. RES.NO.366Y t was Moved by Alderman Dunster Seconded by Alderman McKitka That the necessary ditching be referred to the Manager with power to act. U Alderman Pearce against. 13. t was Moved by Alderman Pearce Seconded by Alderman Wallace That the letter from the Whalley Tatepayers Association regarding a further meeting with Council be received. RES.NO.367Y RES.NO.368Y t was Seconded by Alderman Dunster That a letter of apology be sent to this Assocaition and a meeting be arranged as soon as possible. 14. t was Moved by Alderman Patterson Seconded by Alderman Wallace That a letter of appreciation from Mr. W. A. Lee concerning Council's support in sending Terry Lee to the, Braemar Games in Scotland be received. RES.NO.369Y H. ANY OTHER COMPETENT BUSNESS 1. The Delegation which were heard in Council in Committee meeting earlier in the day were then considered. (a) Mr. Atkinson of Ban Holdings Limited had requested Council to relax the Subdivision Requirements in connection with a replotting scheme 96th Avenue at 120 A. Street.

15 5 t was That Ban Holdings Limited be advised that they must abide by the Subdivision By-law requirements. This motion was not put as it was RES.NO.370Y That this motion be tabled. RES.NO.371Y t was then That the matter as outlined under tem No. 462 of the Council in Committee of the Whole be referred to the Planning Committee. Aldermen Pearce, Dunster and Van der Zalm against. Cb) Mr. A. Johnson of the Surrey Air Cadets had been present to request that Council waive the requirement of a bond required in connection with the building being moved to Municipal property on 148th Street, RES.NO.372Y t was Moved by Alderman Pearce Seconded by Alderman Wallace That Council abide by the resolution made at the last meeting of Council that the building not be moved without Municipal requirements being complied with. The Mayor and Alderman McKitka against. 2. t was Moved by Alderman Patterson Seconded by Alderman Dunster That a brief be submitted to the Lower Mainland Regional Planning Board meeting scheduled for October 28th to deal with the proposed railway route through Surrey and adjacent to Boundary Bay. RES.NO.373Y 3. The Manager had earlier been requested to submit suggestions on three (3) to five (5) suitable locations for consideration as swimming pool sites in the Municipality.

16 RES.NO.374Y t was,seconded by Alderman Pearce That the Manager again be requested to submit a report concerning pool construction for 1969 as to where they should be located and how these might be financed. 4. The Assist'ant Manager reported that tenders for work in rnvergarry Park had been advertised but no replies had been received to this time which was the deadline stipulated in the advertisement. He pointed out that there now appeared to be three (3) alternatives which Council might consider: (1) That no work be done at this time. (2) That the one (1) tender received earlier be accepted. (3) That work be proceeded with using Municipal crews and machinery. Alderman Dunster then presented a resume of earlier discussions in connection with the sand removal from nvergarry Park and arrangements 'for bringing the park to a satisfactory condition. M Resolution No. 644V of December 4th, 1967 was read and-also Page 2 of the minutes of the meeting of November 20th, 1967 deqling with the Manager's Report of November 15th.! Council agreed that the present condition at nvergarry Park is a hazard and a solution to the problem must be found as soon as possible. t was Seconded by Alderman Dunster That the sum of $6, be made available for sloping, covering and seeding the banks at nvergarry Park and $1,, be.set aside for a capable Clerk o'f the Works to supervise machine work. This motion was lost. >, A motion by alderman^ Patterson that the matter be tabled to, the next meeting of the Board of Works Committee in order that the Engineer could be present received no seconder. 17 Y RES.NO.375Y t was then Moved by Alderman Wallace That the Municipal Work Crews proceed with Municipal equipment to slope the banks at nvergarry Park in order to bring them to a safe condition. Alderman Pearce against.
