2 Intrductin The Oxfrd Street Christmas Illuminatins cmpetitin seeks cncepts frm registered Architects and designers arund the glbe t design the mst incredible illuminatins ever seen wrldwide. The Oxfrd Street district, as a wrld-renwn shpping area, which aims t becme the greatest in the wrld, requires an illuminatins scheme that will resnate psitively wrld-wide. The new Oxfrd Street Christmas illuminatins will create a sense f arrival t the area in a memrable, exciting way. The lighting scheme shuld reflect Oxfrd Street district s ambitins t becme the greatest shpping, leisure and cmmercial area in the wrld and prvide an enhanced experience fr the millins f visitrs. The Elizabeth Tube line is planned t pen in December 2018, bringing new pprtunities and grwth t the area, with new statin entrances within the district. It is envisaged that the New West End Cmpany will launch Oxfrd Street illuminatins in 2018 in an event which will draw n the character, utstanding retail ffer, histry and heritage f Oxfrd Street. Client The New West End Cmpany New West End Cmpany is a Business Imprvement District, which is respnsible fr the management and prmtinal activities fr Lndn s retail and leisure heartland. The cmpany prmtes, manages and enhances a glbal partnership f 600 retail, restaurant, htel and prperty wners acrss the wrld s tp shpping and leisure destinatin anchred by Bnd Street, Oxfrd Street and Regent Street. A nt-fr-prfit cmpany elected by its 600 members, they wrk alngside the public sectr and business partners, representing, prmting and delivering a range f prjects and campaigns t supprt the West End acrss 74 streets. New West End Cmpany aim: T make Lndn s West End the Wrld s first chice place fr visitrs, businesses and investrs. It aims t maintain its reputatin as the wrld s first chice fr shpping, leisure and entertainment; the Christmas lights can make a significant cntributin t a memrable experience fr its visitrs.
5 Brief/site lcatin The design f the illuminatins shuld aim t wrk with existing lighting schemes, in particular Regent Street, and ideally the planned illuminatins fr Oxfrd Street s fur department stres (details will be prvided t shrtlisted designers). The extent f the illuminatins is shwn n the fllwing plan and are t cver: Oxfrd Street frm Marble Arch t Tttenham Curt Rad Key mments, drawing attentin the fur main department stres and special lcatins such as Stratfrd Place Five gateway treatments: Marble Arch, Bnd Street Undergrund Statin, Oxfrd Circus, The Elizabeth Line Dean Street Statin and Tttenham Curt Rad Statin entrance area Encurage explratin f the district, with cnsistent new lighting n (r at least gateways t) Pririty One streets. The design fr Oxfrd Street illuminatins shuld be thught f hlistically, rather than restricted t catenaries. In additin, a lighting scheme that can have a daily reveal mment and is als pssible t amend in different years, t maintain interest r t imprve as additinal budget becmes available, is encuraged. The client is seeking a design that is highly feasible t manufacturer, is affrdable, and imprtantly is safe fr use in very high ftfall public spaces.
6 Oxfrd Street at Tttenham Curt Rad statin in 2017 currently has n seasnal lighting. This is ne f the key gateways. Oxfrd Street east has large gaps in seasnal lighting. UK Christmas Lighting specialists Field and Lawn is currently wrking with prperty wners t identify additinal catenary and ther lighting (eg prjectins) pprtunities alng the whle f Oxfrd Street. Sme streets in the district are better preserved as cmparatively dark places, such as residential streets, withut seasnal illuminatins. This prtects their primary residential purpse and als prvides cntrast that helps annunce the Oxfrd Street district illuminatins.
7 The Lcatin - gateways The Christmas illuminatins shuld cntribute t fulfilling the Oxfrd Street Visin principles, including: T design creative and delightful gateways int the district t give visitrs a clear sense f arrival And als: Distinguish threshlds between Oxfrd Street, Mayfair and Marylebne, t bring these distinct areas clser tgether and ease pressure n Oxfrd Street Ensure ease f navigatin and cnnectivity between Oxfrd Street and surrunding character areas t draw pedestrians ff Oxfrd Street and encurage explratin f the wider West End. Key gateways t Oxfrd Street 1. Oxfrd Circus Oxfrd Circus is a wrld renwn lcatin and ne f the key gateways t the district The building architecture is elegant and has retained its symmetrical design, unlike ther Lndn circuses The design needs t wrk with The Spirit f Christmas lighting design fr Regent Street. 14 Budget The budget is subject t change but currently estimated fr the 2018 Oxfrd Street district Christmas Illuminatins as 1m, fr: Detailed design, manufacture and installatin f new illuminatins (and their subsequent strage) in 2018 ( 700K). Infrastructure (catenaries, eye-blts) (TBC) Legal agreements (with prperty wners) and cnsents (with Westminster City Cuncil fr Listed Building cnsent, advertising cnsent, highway wrks fr installatin and remval. Launch event ( 200K)
15 Cmpetitin Cnditins 1. Cmpetitin Client The cmpetitin client is the New West End Cmpany. The cmpetitin is being managed and administered by RIBA Cmpetitins t whm all queries relating t the cmpetitin shuld be addressed. 2. Eligibility The cmpetitin is pen internatinally t registered architects and designers, in particular thse with experience in building, public spaces and events lighting. The cmpetitin is nt pen t students. N member r emplyee f the client bdy, the evaluatin panel, r any partner, clse assciate r emplyee f them is eligible t cmpete r assist an entrant. 3. Cmpetitin Frmat The cmpetitin will fllw the Open design cmpetitin frmat and will be rganised in the fllwing phases: Phase 1: Phase 2: Submissin f cncept designs which will be assessed annymusly. A shrtlist f fur designs will be selected and the authrs invited t develp their initial cncepts and submit and present them t the evaluatin panel. 4. Evaluatin Panel The Evaluatin Panel (which may be subject t change) is expected t cmprise: Chris Wilkinsn OBE Jace Tyrrell Cllr Rbert Davis MBE DL Justine Simns OBE Anya Hindmarch MBE Jill Entwistle Dave Burt Wilkinsn Eyre Architects, RIBA Architect Adviser Panel Chair Chief Executive, New West End Cmpany Deputy Leader and Cabinet Member fr Business, Culture and Heritage, Westminster City Cuncil Deputy Mayr, Culture and the Creative Industries Designer Trustee Ryal Academy & Design Museum Editr, Light Magazine Chief Editr & Janne Wallis, Senir Cmpetitins Manager, will attend the assessments t dcument the cmpetitin prcess and prvide prcedural supprt. In the event f an Evaluatin Panel member being unable t cntinue t act thrugh illness r any ther cause, the New West End Cmpany, in cnsultatin with the RIBA, reserves the right t appint an alternative Panel member.

Cmpetitin Timetable The anticipated prgramme, which may be subject t variatin, is as fllws: Cmpetitin Launch 6 February 2018 Deadline fr Questins n the brief Tuesday 27 February 2018 Respnse t Questins issued Tuesday 6 March 2018 Deadline fr Phase 1 Design Prpsals Mnday 26 March 2018 by 14.00hrs Evaluatin f Phase 1 Designs w/c 2 April 2018 Shrtlist ntified & Phase 2 brief issued w/c 2 April t w/c 9 April 2018 Open briefing sessin fr shrtlisted teams w/c 9 April 2018 Deadline fr Phase 2 Designs Tuesday 1 May 2018 Final interviews and evaluatin winner selected Tuesday 8 May 2018 Ntificatin and result annunced May Annymity All Phase 1 submissins will be evaluated annymusly, via use f the Unique Registratin Number (URN) issued at the time f Registratin. The URN shuld be prminently displayed n each f the design submissin sheets, reprt and declaratin frm. Please refer t the sectin belw Hw t Register t btain a URN. Any submissin that has identifying marks (including lgs, text, insignia, r images that culd be used t identify the submissin s authrs) will be autmatically disqualified. 7. Disqualificatin Submissins shall be excluded frm the Cmpetitin: If an entrant shall disclse his r her identity, r imprperly attempt t influence the decisin; If received after the latest time stated under Phase 1 Submissin Methd; If, in the pinin f the Evaluatin Panel, it des nt fulfil the requirements f the Cmpetitin Brief; If any f the mandatry requirements f the Cmpetitin Brief and Cnditins are disregarded.
17 8. Phase 1 Submissin Requirements There are fur elements t the design submissin, each f which shuld bear the Unique Registratin Number (URN) nly. Cmpetitrs shuld refer t the Annymity requirements and submit the fllwing material digitally: i. A maximum f 2 x landscape sheets (equivalent t A3 in PDF frmat nly) t cmprise: Sheet 1: cncept sketches and/r diagrams t illustrate yur idea; Sheet 2: yur visin fr the Oxfrd Street Illuminatins, demnstrating what is unique and cmpelling abut it. Including the memrable reveal mment that is talked abut wrldwide. The prpsals shuld be presented in a clear and succinct manner t enable Evaluatin Panel members t readily understand the essence and design drivers behind the scheme. The URN shuld be prminently displayed n the frnt face f each design sheet in the tp right hand crner, tgether with the rder in which the sheets shuld be viewed (1 f 2 etc). Physical architectural mdels will nt be accepted as part f the Phase 1 submissin. Hwever images f mdels used t develp the design prpsal may be included n the design sheet(s). ii. A written design statement (maximum 1000 wrds) in supprt f the submissin including: 1. Yur visin 2. Hw yur design enables the Oxfrd Street district t stand ut in central Lndn s cmpetitive lighting envirnment 3. Hw it deals with practical issues safe t install and perate in a high ftfall area, maintenance, etc. 4. Simple cst breakdwn iii. iv. A cmpleted declaratin frm which shuld bear the URN in the dedicated sectin n the frm. Please nte the team members stated n the declaratin frm will be used as the credits in all prmtinal activity s please ensure this is reflected accurately. In additin, t the pdf f the design sheets, ne visual image f the design cncept shuld be prvided fr publicity purpses. The image shuld be representative f the ideas prpsed, be readily identifiable as such and may be additinal t the images supplied n the presentatin bards. The image shuld be submitted in JPEG frmat, in a lw reslutin (72ppi).

Phase 1 Submissin Methd Each phase 1 design submissin shuld be upladed t the RIBA Cmpetitins digital entry system befre hrs n Mnday 26 March Further details and a unique secure link will be issued t registered cmpetitrs. Please nte that the ttal uplad shuld nt exceed 20MB. Late entries will nt be accepted and the digital entry system will nt permit uplads after the hurs deadline. The digital entry system will allw yu t amend r delete the infrmatin yu uplad until the stipulated deadline date and time. Yu are strngly advised t familiarise yurself with the system and t allw adequate time fr yur submissin material t successfully uplad. 10. Phase 2 Shrtlisted teams will be prvided with feedback frm Phase 1 and asked t further develp their cncept designs. Entrants will be required t demnstrate, as far as pssible, the deliverability and viability f their design and invited t attend an interview t discuss further with the Evaluatin Panel. In Phase 2 there may be additinal technical questins and engineering advice frm Field and Lawn which will be made available t shrtlisted entrants t assist in ensuring the final designs are deliverable. The shrtlisted designers will be required t demnstrate that their designs are feasible t manufacture and install and als safe t perate in a high ftfall public area. They will als need t demnstrate that their lighting scheme can be reused fr up t five years. All entries fr bth phases must be submitted in English. 11. Questins Questins relating t the Cmpetitin Brief and Cnditins must be submitted t RIBA Cmpetitins at riba.cmpetitins@riba.rg befre clse f business n Tuesday 27 February A statement in respnse t all questins raised will be ed t registered cmpetitrs by Tuesday 6 March 2018.

Evaluatin Criteria Phase 1 - Inventiveness, imaginatin and impact 30% - Respnse t brief 30% - Deliverability and lngevity f the design 30% - Clarity f presentatin 10% Phase 2 - Quality f the design and respnse t feedback 40% - Viability f the submissin including safety and lngevity f the design 30% - Team structure and ability t deliver the prject including manufacture and installatin 30% 13. Hw t Register and Enter Yu may nly submit an entry t the cmpetitin if yu are fficially registered thrugh RIBA Cmpetitins and in pssessin f a Unique Registratin Number (URN). The cmpetitin is subject t a nn-refundable registratin and administratin fee f 50+VAT. Please visit and scrll dwn the page t select the apprpriate cmpetitin and click n the register t enter buttn. Declaratin f Authrship & Acceptance f Cmpetitin Regulatins The declaratin frm acknwledges authrship f the design ideas, and by signing it, entrants agree t abide by the cmpetitin cnditins and the decisin f the Evaluatin Panel as final. The cmpleted declaratin frm shuld be upladed t the digital entry system alng with the design submissin. Please nte the team members stated n the declaratin frm will be used as the credits in all prmtinal activity s please ensure this is reflected accurately.
20 15. Ntificatin f Result / Publicity The cmpetitin results will be published after all entrants have been ntified. Please nte that any requests fr feedback shuld be submitted t RIBA Cmpetitins within ne calendar mnth f a shrtlist, r a result being annunced. Entrants must nt release their designs fr publicatin t any 3rd parties until after the shrtlist r result has been fficially annunced and permissin has been granted frm the RIBA. Entrants shuld nte that by entering the cmpetitin they are expected t hnur the request fr cnfidentiality t prevent infrmatin f the shrtlist r the winning team being leaked t the Press befre any fficial annuncement is made. The RIBA and the New West End Cmpany reserve the right t publicise the cmpetitin, any design submissin, and the result in any prmtinal activity, including all scial media channels, they cnsider fit. Illustratins f any design - either separately, r tgether with ther designs, with r withut explanatry text - may be used withut cst. Once annymity has been lifted, authrs will be credited and recgnised in all assciated media and publicity. This infrmatin will be taken frm the declaratin frm s please ensure the details are accurate. 16. Hnraria It is intended that fur teams will be selected t prceed t the secnd phase. Each shrtlisted team wh submits a phase 2 entry will each receive an hnrarium f 3,000 +VAT. The New West End Cmpany undertakes t pay the hnrarium within six weeks f the cnclusin f the cmpetitin. Invices fr payment shuld be submitted t RIBA Cmpetitins. 17. Cpyright The wnership f Cpyright will be in accrdance with the Cpyright, Designs and Patents Act 1988, that is Cpyright rests with the authr f the submitted design. 18. Pst cmpetitin The rle f RIBA Cmpetitins is limited t the administratin and management f the cmpetitin prcess. The RIBA will have n further rle nce the winner has been selected and cmpetitrs ntified. Fllwing the design cmpetitin, it is intended that the cmpetitin winner will cmmence the detailed design stage and will be required t use their wn advisers t ensure the lighting designs are feasible t manufacture and safe t install. They shuld als ensure that they perate within the budget, timescale and public safety cnstraints.
