REPORT SUMMARY The pplicnt is requesting review nd pprovl of new two-story single-fmily residence, locted in the Centrl Are of the City, north of Snt Monic Boulevrd. The proposed style is identified by the pplicnt s Contemporry style; however, s the project does not dhere to pure rchitecturl style, the project is before the Commission for review. BACKGROUND The project ws previously reviewed by the Design Review Commission t its meeting on December 5, 216 (Attchment A). At tht meeting, the Commission felt the design wrrnted further review nd directed the project to be restudied nd continued to dte certin (Jnury 5, 217). The Commission s comments relted primrily to the overll refinement of the design nd the rchitecturl proportions; specificlly relting to too mny horizontl elements nd the need for cler design rtionle. Additionlly concerns were expressed regrding the proposed gte design not mtching the home nd detrcting from the design. As result of the Commission s comments, the pplicnt hs modified the following elements: Reduced the length of the lower roof cnopy; Adjusted the corner windows to be more consistent with the other window elements on the fçde; Added second tile mteril to reduce the mount of stucco nd enhnce the bse element; Revised the color of the building elements long the street side elevtion to brek up the length of the building. Modifictions include the ddition of n lternte cldding mteril t the ground floor; n djustment to the color plette; nd minor refinement to the glzing configurtions overll nd djustments to the northern elevtion of the project. Further refinement nd rchitecturl resolutions should be undertken in response to these previous comments to crete positive enhncement to the streetscpe. The design resolutions nd dditionl rchitecturl detils re being requested s follows, for finl review nd pprovl by City stff in dvnce of submitting for pln check: Continue to study the fenestrtion on the street-fcing elevtions to crete greter cohesiveness nd to further simply fçde design. Continue to study the design for the open spce on the second floor of the southern elevtion, s it impcts the fçde design nd is visible from the public right-of-wy, to better engge the design of this portion of the building with the min fçde. DR XX-16 RESOLUTION OF THE DESIGN REVIEW COMMISSION OF THE CITY OF BEVERLY HILLS CONDITIONALLY APPROVING AN R 1 DESIGN REVIEW PERMIT TO ALLOW CONSTRUCTION OF A NEW TWO-STORY SINGLE-FAMILY RESIDENCE AT THE PROPERTY LOCATED AT 524 NORTK BEVERLY DRIVE. The Design Review Commission of the City of Beverly Hills hereby finds, resolves nd determines s follows: Section 1. SIA Architecturl Design Inc., gent, on behlf of Alt Stndrd I, property owner (Collectively the Applicnt ), hs pplied for n R-1 Design Review Permit for design pprovl of new two-story single-fmily residence for the property locted t 524 North Beverly Drive which is locted in the city s Centrl R-1 Zone. Section 2. Beverly Hills Municipl Code Article 44, Chpter 3 of Title 1, uthorizes the Design Review Commission the uthority to pprove, pprove with conditions or deny design-relted spects of projects locted in the city s Centrl R-l zone, subject to findings set forth in Beverly Municipl Code Section Section 3. Section 4. The Design Review Commission conducted duly noticed public herings on December 5, 216, nd Jnury 5, 217, t which time orl nd documentry evidence ws received concerning the ppliction. Section 5. Bsed upon the evidence presented t the herings, including the stff report(s), orl nd written testimony, the Design Review Commission hereby finds s follows with respect to the R 1 Design Review Permit: A. The proposed development s design exhibits n internlly comptible design scheme in tht the project s proportions, form, fenestrtion, scle, mss, color nd mterils re representtive of the rchitecttirl style nd design scheme chosen for the building. These design elements, including existing or proposed lndscping, pving, or perimeter fencing or wlls re internlly comptible nd consistent with the overll design. B. The proposed development s design ppropritely minimizes the ppernce of scle nd mss nd enhnces the grden like qttlity of the city nd ppropritely mximizes the use of required open spce within the proposed rchitecturl style. Specificlly, the project, s conditioned, complies with pplicble provisions of the municipl code tht regulte overll building size, height, scle nd mss. Additionlly, the building provides pproprite building modultion nd uses window nd other design components tht minimize the visul bulk nd mss. The grden qulity of the city is mintined through ppropritely proportioned pving in the required front yrd nd with the incorportion of existing or proposed plnt mteril of pproprite sizes tht complement the rchitecturl style nd help reduce overll mss nd scle. The proposed development will enhnce the ppernce of the neighborhood in tht the new construction hs been designed in context to the ppernce, mss nd scle of djcent properties nd other properties in the neighborhood. The project includes the use of high qulity building mterils nd ppropritely uses colors nd design ornmenttion tht is pproprite to the neighborhood. Existing or new plnting will promote the grden qulity imge nd ppernce of the city, consistent with city gols nd existing mture lndscping in the neighborhood. D. The proposed development is designed to blnce the resonble expecttion of development for the owner with the resonble expecttion of privcy of neighbors. The City s zoning regultions set forth mximum building height nd mss stndrds with which this project, s conditioned, conforms. The project is being constructed in n urbnized environment nd hs other djcent nd nerby residences. To provide resonble expecttion of privcy, the Design Review Commission, reviewed the plcement of windows on the subject nd djcent properties, considered the loction of privte outdoor res nd evluted the projects proposed nd neighbors existing lndscping. Accordingly, bsed on this review, nd s conditioned by this resolution, the project blnces resonble expecttions for privcy nd development. E. The proposed development respects previling site design ptterns, crefully nlyzing the chrcteristics of the surrounding group of homes, nd integrtes pproprite fetures tht will ensure hrmony between old nd new. Specificlly, the project hs been designed with n internlly comptible rchitecturl theme nd is modulted in mnner tht respects privcy nd scle of development to djcent properties. The project design, proportionlity nd lndscping is comptible with other properties in the generl vicinity nd the project reinforces cohesive streetscpe. In its review the Pge 3 of 6

23 Design Review Commission crefully studied the proposed project in context to djcent properties nd conducted individtil site inspections or reviewed photogrphs of the surrounding group of homes. Section 6. Bsed on the foregoing, the Design Review Commission hereby grnts the request defined in this resolution subject to the following conditions: Project Specific Conditions No project-specific conditions re proposed. Stndrd Conditions 1. Design Approvl. Project pprovl is for the design-relted spects of the project only. No pprovl is implied or grnted with regrd to pplicble city zoning or technicl codes, which my require review nd pprovl from other city commissions or officils. 2. Complince with Municipl Code. Prior to issunce of building permit, the pplicnt shll demonstrte complince with ll pplicble provisions of the city s municipl code nd pplicble conditions imposed by ny discretionry review pprovl. 3. Complince with Specil Conditions. Any specil conditions tht require pprovl by the director of community development, or designee, shll be submitted to the stff liison to the commission within fourteen (14) dys of pprovl or prior to submittl of the pln check review ppliction, whichever is greter. 4. Project Rendering. Prior to issunce of building permit, the pplicnt shll incorporte into the building permit set of plns, n updted color rendering of ll building fcdes tht re visible from the public street. The qulity nd detil of the rendering shll be subject to pprovl from the Director Pge 4 of 6

24 of Community Development, or designee, nd shll include sufficient design informtion to evlute project complince during construction. 5. Approvl Resolution. A copy of the signed resolution of pprovl shll be scnned onto the cover sheet(s) of the building permit set of plns. 6. Substntil Complince with Approved Plns. The director of community development, or designee, shll determine if chnges to the pproved project re in substntil complince with the commission s ction. This determintion shll be subject to pplicble fees nd chrges. A substntil modifiction to the pproved project requires pprovl from the Design Review Commission. 7. Covennt Recording. This resoltition pproving n R-1 Design Review Permit shll not become effective until the owner of the Project site records covennt, stisfctory in form nd content to the City Attorney, ccepting the conditions of pprovl set forth in this resolution. The covennt shll include copy of the resolution s n exhibit. The Applicnt shll deliver the executed covennt to the Deprtment of Community Development within 6 dys of the Plnning Commission decision. At the time tht the Applicnt delivers the covennt to the City, the Applicnt shll lso provide the City with ll fees necessry to record the document with the County Recorder. If the Applicnt fils to deliver the executed covennt within the required 6 dys, this resolution pproving the Project shll be null nd void nd of no further effect. Notwithstnding the foregoing, the Director of Community Development my, upon request by the Applicnt, grnt wiver from the 6-dy time limit if, t the time of the request, the Director determines tht there hve been no substntil chnges to ny federl, stte, or locl lw tht would ffect the Project. 8. Vlidity of Permits. The rights grnted by this pprovl shll remin vlid for three (3) yers from the dte of pprovl, unless extended pursunt to Beverly Hills Municipl Code Section Pge 5 of 6
