Blunk, Deputy Public Works Director/ City Engineer 922 Machin Avenue Novato, CA / FAX 415/ SUBJECT: APPROVE PLANS AND SPECIFICATIONS, AUTHORIZE BID ADVERTISEMENT AND MAKE FINDINGS OF EXEMPTION FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) FOR DOGBONE MEADOW PARK RENOVATIONS CIP PROJECT# REQUEST Adopt a resolution approving the plans and specifications, authorizing advertisement of bids for the Dogbone Meadow Park Renovations Project (CIP Project Number ) and making findings that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA guidelines Section 15302, Replacement or Reconstruction, and Section 15304, Minor Alterations to Land. DISCUSSION AND BACKGROUND Dogbone Meadow is a fully fenced two-and-a-half-acre dog park at the west end of Novato Boulevard ( The middle one acre of the park was originally natural turf surrounded by a walking path. The remainder of the site contains an assortment of dog agility equipment, picnic tables, a shade structure, benches, water drinking and washing, and a paved parking lot. The park was constructed 16 years ago and since installation has seen no significant improvements beyond routine maintenance. High park use, the drought, gophers, and reduced maintenance levels have impacted the usability and character of the park. Park users and the City got together to identify and help prioritize needs. These efforts led to the creation of a Capital Improvement Project to renovate the park and create a better place for humans and pets. The City hired a landscape architect to create conceptual design, help facilitate public meetings, secure public input, and develop bid documents. The Dogbone Meadow Park Renovations project includes repairs and renovations to address deferred maintenance, meet accessibility code requirements, and other improvements at the park. The work will consist of site grading, removal and replacement of irrigation system and lawn, installation of a year-round accessible asphalt path around lawn area, installation of multiple concrete/ asphalt pads for new and existing amenities, new fencing and gates, relocation of shade structure, relocation of signs, installation of new site amenities such as drinking fountains and dog wash area. cc

2 The bid documents include one alternate: substitute lawn surface with wood chip surface. This bid alternate will allow for options at the time the bids are opened. This project is funded by the City Long Term Maintenance Facilities fund and Marin County Parks Measure A funds. PUBLIC OUTREACH The public outreach for this project included: Creating and updating the project website: November 14, 2015: Data Collection at the community workshop #1 which took place at the Dogbone Meadow Dog Park. The purpose of this meeting was to gather input from the public to guide the renovation of the park. March 3, 2016: Concept Development at the community workshop #2. The purpose of this meeting was to present drafts of concept design to the public and request further comments to finalize concept design for the future renovation. March 3-24, 2016: Open Novato and Nextdoor survey for Improvements to Dogbone Meadow Park May 12, 2016: Design Development was presented to the Recreation, Cultural and Community Services Advisory Commission at the public meeting. July 12, 2016: presentation of Conceptual Design at the City Council meeting. May 16 & June 13, 2017: presentations at the City Council meetings. Installation of CIP Project sign (4 x8 ) at the site. ENVIRONMENTAL ASSESSMENT The proposed Dogbone Meadow Park Renovations Project meets the criteria of CEQA Notice of Exemption. The project scope is a renovation of the existing facility. There will not be any new major construction as the footprint of the park remains as is. Exempt Status: Categorical Exemption Type and Section Number: Reconstruction, Section & Minor Alterations to land, section Replacement or FISCAL IMPACT This project is included in the City of Novato Adopted Capital Improvement Program Budget for 2017/2018 ALTERNATIVE 1. NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City of Novato approves the project plans and specifications for the Dogbone Meadow Park Renovations project (CIP Project Number ) and authorizes the advertisement of bids.
