DISTRICT PETITION: Totl of 69 properties; 53 ffirmtive votes (property list ttched nd see Mp #2) 3. TYPE OF DISTRICT BEING CONSIDERED: Historic 4 PERIOD OF SIGNIFICANCE: 1920 s Boom Er 5. AREA(S) OF SIGNIFICANCE: Architecture 6. AREA EVALUATION: The proposed Grnd Terrce Historic District is locted in the Old Northest residentil section of St. Petersburg on the west side of Coffee Pot Byou nd includes totl of 69 properties. It is surrounded on three sides by predominntly one nd two story single fmily residentil res tht hve been lid out on the grid system. The proposed district is bounded by 22nd Avenue NE on the south, 1st Street North on the west, the lley right of wy between 25th nd 26th Avenues NE on the north, nd the Coffee Pot Boulevrd sewll on the est. The Grnd Terrce subdivision ws pltted in Februry, 1924, by prominent locl developer C. Perry Snell. It ws lid out with prkwys, circulr plzs in the rodwy, nd curved streets. This smll, compct neighborhood ws oriented towrds these prkwys nd plzs which feture lrge concrete monuments. The southern portion of the neighborhood is bisected by Grnd Prk, the centrl prkwy comprised of series of rounded plots tht runs from 1st Street NE to the wter. It ends on the est side of Coffee Pot Boulevrd. This prkwy opens into lrge, semi circulr vist which includes lrge, rectngulr, concrete pylon pergol ( structure consisting of prllel colonndes supporting n open roof with girdes nd cross rfters, similr to n rbor or trellis) nd benches on the west side of Coffee Pot Boulevrd, the street tht prllels the wterfront. A corresponding semi-circulr feture nd wide concrete terrce with steps to wter s edge dominte its extension into Coffee Pot Byou on the est side of the boulevrd. Arrnged in line with the vist is Plz Andlusi, lrge, round islnd with circulr concrete pergol nd benches surrounding centrl well with n elborte rch. A second round plz known s Plz Vlenci is locted on 25th Avenue NE t the terminus of Andlusi Wy nd Brevrd Rod. It fetures lrge, clssiclly inspired, cst concrete urn on 3 tier terrce. It is the dominnt feture of the north portion of the subdivision. Other fctors such s building conditions, infrstructure, property mintennce, nd surrounding ctivities nd uses impct the success of ny neighborhood. Grnd Terrce ppers to be very stble neighborhood. The building conditions re generlly sound, nd the properties well mintined. The neighborhood is single fmily, residentil lnd use. The surrounding neighborhoods re lso stble nd well mintined. Continued mintennce of both public nd privte properties will help to ensure the success nd stbility of the proposed historic district. 9. RELATIONSHIP TO EXISTING AND FUTURE PLANS: Grnd Terrce is zoned predominntly RS-100, which is low density, residentil zone. Currently, the only known plns for the re involve the rehbilittion of the Grnd Terrce Prk fetures. The Deprtment of Leisure Services hs been working with the neighborhood nd other interested prties to develop rehbilittion pln. It is recommended tht such pln be sensitive to the historic fbric of the prk fetures. It is lso recommended tht the Deprtment of Leisure Services submit these plns to the Plnning Deprtment stff nd Historic Preservtion Commission for review nd comment. If Grnd Terrce is designted historic district, these rehbilittion plns will be subject to the Certificte of Appropriteness review process. 10. DESIGN REVIEW GUIDELINES: The Historic Preservtion Ordinnce nd the Historic Resources Mngement Pln outline bsic design review guidelines. It would be to the benefit of the proposed district, city stff, nd the Historic Preservtion Commission (thpcei) to develop specific district design review guidelines. Such design guidelines developed in joint effort between stff nd the neighborhood will help clrify exctly wht does nd does not require Certificte of Appropriteness nd provide specific guidelines for HPC review of Certifictes of Appropriteness. This process could begin once the district is pproved by the Commission nd should be initited by the residents of the district. 11. EVALUATION OF SIGNIFICANCE: Due to its strong concentrtion of good Mediterrnen Revivl rchitecture nd unique prkwy fetures nd brick streets, Grnd Terrce is n identifible re worthy of historic district designtion. The proposed Grnd Terrce Historic District meets four of the eight criteri identified in the City Code, Chpter 35 1/2, 35(d), for designtion of the re s district: (3) It is identified with person or persons who significntly contributed to the development of the City, stte or ntion;

It is surrounded on three sides by predominently one- nd two-story single fmily detched house residentil res lid out on grid pln. The district is bounded by 22 Aveneue NE on the south, 1 Street North on the west, the lley between 25 nd 26 Avenues NE on the north, nd the sewll on the est side of the right-of-wy of Coffee Pot Boulevrd on the est. Prior to 1923, the re ws used s spring trining bsebll complex. There re no distinctive nturl fetures in the district, sve its wterfrontge long Coffee Pot Byou. SUBDIVISION DESIGN The subdivision, pltted in Februry, 1924, by prominent locl developer C. Perry Snell, is n excellent exmple of the new suburb beutiful philosophy of residentil development. Filled with lrge, clssiclly inspired, cst-concrete urn on 3 tier terrce, it is the dominnt feture of the north portion of the subdivision.
