17 Owner Information QP Profile Information Certification Statement QP Certification Statement Owner Certification Statement QP Certification Statement A As the qualified person, I certify that: * A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. As of 2012/04/23, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property. As of 2012/04/23, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location. 31 April 22, 2013 Reference No S029E Page 1 of 3 Ministry of the Environment Record of Site Condition Conceptual Site Model Premise for Filing the Record of Site Condition Soil Engineers Ltd. was retained to carry out a Phase One Environmental Site Assessment (ESA) at a property located at 9330 Mississauga Road in the City of Brampton. The Phase One ESA report is titled: A Report to Metrus Development Inc. Phase One Environmental Site Assessment Proposed Four X Residential Subdivision Part of Lot 7 and 8, Concession 5, West of Mississauga Road and North of Ostrander Boulevard City of Brampton Reference No S029E Dated: April 23, 2013 Throughout the years, the subject site has been used for agricultural and residential purposes. At the time of the site inspection, the property was an active farm with a residence. The neighboring properties consist mainly of residential development to the southeast and northeast, and farmland to the northwest and southwest. Our Phase One ESA has revealed low potential for environmental concern attendant to the subject site within the Phase One Study Area. Therefore, no further environmental investigation is recommended as we find the site suitable for the proposed development. This Record of Site Condition (RSC) is being submitted in support of a residential subdivision.

32 Ministry of the Environment Reference No S029E Record of Site Condition Page 2 of 3 Conceptual Site Model Phase One Conceptual Site Model The Phase One Conceptual Site Model contains the information obtained during the Phase One Investigation. The following table includes information and references to drawings that pertain to the Phase One/RSC Property. Phase One Conceptual Site Model Figures of the Phase One Study Area are provided that: i. Show any existing buildings and structures ii. Identify and locate water bodies located in whole or in part on the Phase One Study Area iii. Identify and locate any Area of Natural Significance located in whole or in part on the Phase One Study Area iv. Locate any drinking water wells at the Phase One Property v. Show roads, including names, within the Phase One Study Area vi. Show uses of properties adjacent to the Phase One Property vii. Identify and locate area where any Potentially Contaminating Activity has occurred, and show tanks in such areas viii. Identify and locate any Areas of Potential Environmental Concern (APEC). Information Pertaining to Site At the time of inspection, the property consists of 2 residences, a mobile home, 2 milking centres, 3 silos, 8 barns and 3 sheds. Most of the buildings and facilities are located in the northcentral section of the property. The locations of the on-site buildings are shown on the Building Location Plan, Drawing No CSM 1. Based on our records review, the tributaries of Credit River are adjacent to the site. There are no Areas of Natural or Scientific Interest (ANSI) located within the Phase One Study Area. Based on the MOE Well Record, 4 domestic wells are located on the subject site. The roads, including names are shown on the Phase One Conceptual Site Model Plan, Drawing No CSM 2. The uses of the adjacent properties within the Phase One Conceptual Site Model Plan are shown on Drawing No CSM 2. Based on the Phase One ESA, no Potentially Contaminating Activity (PCA) has been classified for either the Phase One Property or Phase One Study Area. Based on the Phase One ESA, no Area of Potential Environmental Concern (APEC) has been identified on either the Phase One Property or Phase One Study Area.

33 Ministry of the Environment Reference No S029E Record of Site Condition Page 3 of 3 Conceptual Site Model The following is a description and assessment of: a) Potentially Contaminating Activities and Contaminants of Potential Concern There is no potentially contaminating activity and no contaminant of potential concern pertaining to the site. b) Underground Utilities Please note that there might be minor underground utilities located on the Phase One/RSC Property, i.e. residential gas and municipal service hookups. It is not expected that the present utilities would have any adverse effect on contaminant movement and/or transfer. c) Geological and Hydrogeological Information A geological map of the area was located at the Geological Survey of Ontario Interactive Mapping Website on March 23, The Phase One/RSC Property is predominately underlain by clay. Based on the MOE Well Records and the Quaternary Geology map of the Brampton Area prepared by the Ministry of Northern Development and Mines, the subject site is underlain by red clay between 3 to 5 m. Underlying this clay layer is red shale of the Ordovician Queenston formation at a depth of approximately 21 m. A watershed map generated by the Credit Valley Conservation Authority was located on March 23, 2012, showing that the subject site is in the Credit River Watershed. The Credit River flows south, towards Lake Ontario. d) Uncertainty or Absence of Information There was no uncertainty or absence of information noted in our Phase One ESA Investigation.
