8 Qualified Person s Statements and Certifications As the qualified person, I certify that: A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. As of 2015/04/27, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property. As of 2015/04/27, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location. Land registry indicated that Donald McQuay was the owner. Aerial photo from 1964 showed the lands were used for agricultural purposes and the dwelling at the front of the Property is present. 21 Phase One Conceptual Site Model The Phase One Conceptual Site Model (CSM) is provided as Figure 4 within the Enclosures section. The CSM provides a basic overview, approximate locations of corridors, basic geological and hydrogeological information and any other pertinent data that may affect the Phase One ESA of Schedule D of the Regulation. The CSM is required to contain figures, narrative descriptions and assessments as per Subsection 16(7) of Table 1 of Schedule D (Sub-Heading (iv) in Report Section 7 of the Regulation). The following table and narrative is provided in accordance with O. The CSM identifies that Lynde Creek is located to the north within the Phase One Study Area. No water bodies are located within the Phase One Property. No areas of natural significance were identified in the Study Area. There was one drinking water well located on the Property as shown on the CSM Figure 4. Roads with names are provided on the CSM figure. The adjacent lands are rural residential lots, agricultural, municipally serviced residential subdivisions or Lynde Creek. There is a Toyota car lot to the south of the Property. No PCAs were identified. Based on the records review and site reconnaissance carried out as part of this ESA, APECs were not identified at the Property. Based upon the interview, site reconnaissance and records review, Geo-Logic is not aware of PCAs. None. The potential for underground utilities to affect distribution and transport is minimal. Underground utilities would be related to water, septic and gas lines and are not expected to be significant potential pathways. The Site is within the physiographic region known as the Iroquois Plain and the surrounding local terrain is dominated by clay plains. The surficial geology consists predominantly of massive-well laminated material with modern alluvial deposits in the northern area near the creek. The Quaternary geology of this area consists of glaciolacustrine deposits (silt and clay, minor sand, basin and quiet water deposits) overlying limestone of Middle Ordovician aged bedrock. The bedrock depth is expected to be about 4.5 to 6 m. Groundwater is generally expected to conform to the local topography (slopes generally to the southeast).

22 v) How any uncertainty or absence of information obtained in each of the components of the Phase One ESA could affect the validity of the model. The Property has been developed for rural residential and agricultural purposes since the 1800s. The activities related to the Property are, in the opinion of Geo-Logic, not considered to be of significant environmental concern. It is our opinion that the degree of uncertainty is limited and the CSM is valid. Based on the records review, interview and site reconnaissance carried out as part of this ESA, no significant PCAs or APECs were identified. The Property is 7.37 hectares (18.2 acres) in area and is currently to be developed for a residential subdivision. Previously, the land was used for growing agricultural crops such as corn but was not farmed in There was a residential home that was leased out to tenants and is to be demolished by end of September The location of the Property is presented on the Vicinity Plan, Plate 1. There are no landfills or other PCAs illustrated on the Vicinity Plan. The Property Plan, Plate 2 illustrates the topography sloping generally to the southeast and tributary of Lynde Creek to the north and east of the Property. Local shallow water flow is inferred to conform with the topography and flow toward the tributary of Lynde Creek which ultimately discharges into Lake Ontario. The Plot Plan, Plate 3 shows the Property using a recent aerial photo. The Phase One Conceptual Site Model illustrating the Study Area is provided on Plate 4. There are no PCAs or APECs identified from the mapping reviewed. A site reconnaissance observed previous agricultural usage of the lands and a residential dwelling which access was provided. The home utilized private services for water and septic; however, this area is municipally serviced for water, sewage and natural gas. There was no evidence of fill at the Property. No spills or staining was observed at the residential home. There was no evidence of industrial or commercial activities. There were no dry cleaning facilities or bulk fuel dispensing facilities (including gas stations), vehicle repair facilities or garages observed within 250 m. An ERIS report was requested and one (1) record was listed for a water well at the Property. There were 19 other records identified within 250 m. There are no APECs identified based on the records review from ERIS. Investigations of available land registry, fire insurance plans, underwriters reports, city directories, TSSA and MOECC documents were performed by Geo-Logic. Based upon records reviewed, there were no aboveground or underground storage tanks or other infrastructures or activities that would indicate any PCAs or APECs. Digital aerial photographs reviewed from 1964 through 2013 indicated the Property to be first developed for agricultural purposes and residential purposes based upon the aerial photos reviewed. There were no APECs or PCAs related to these documents reviewed. It is Geo-Logic s opinion that there was sufficient information collected for this Property based upon the records review, interview and site reconnaissance to formulate a Phase One CSM. Based upon the information reviewed and evaluated, no PCAs or APECs were identified at the Property or within the Phase One Study Area that require a Phase Two ESA investigation. It is Geo-Logic s opinion that there was sufficient information collected for this Property based upon the records review, interview and site reconnaissance to formulate a Phase One CSM. Based upon the information reviewed and evaluated, no significant PCAs or APECs were identified at the Property or within the Phase One Study Area that require further investigation. A Record of Site Condition can be filed based upon this Phase One ESA report.

The CSM identifies that Lynde Creek is located to the north within the Phase One Study Area. No water bodies are located within the Phase One Property. No areas of natural significance were identified in the Study Area. There was one drinking water well located on the Property as shown on the CSM Figure 4. Roads with names are provided on the CSM figure. The adjacent lands are rural residential lots, agricultural, municipally serviced residential subdivisions or Lynde Creek. There is a Toyota car lot to the south of the Property. No PCAs were identified. Based on the records review and site reconnaissance carried out as part of this ESA, APECs were not identified at the Property. Based upon the interview, site reconnaissance and records review, Geo-Logic is not aware of PCAs. None. The potential for underground utilities to affect distribution and transport is minimal. Underground utilities would be related to water, septic and gas lines and are not expected to be significant potential pathways. The Site is within the physiographic region known as the Iroquois Plain and the surrounding local terrain is dominated by clay plains. The surficial geology consists predominantly of massive-well laminated material with modern alluvial deposits in the northern area near the creek. The Quaternary geology of this area consists of glaciolacustrine deposits (silt and clay, minor sand, basin and quiet water deposits) overlying limestone of Middle Ordovician aged bedrock. The bedrock depth is expected to be about 4.5 to 6 m. Groundwater is generally expected to conform to the local topography (slopes generally to the southeast).

38 v) How any uncertainty or absence of information obtained in each of the components of the Phase One ESA could affect the validity of the model. The Property has been developed for rural residential and agricultural purposes since the 1800s. The activities related to the Property are, in the opinion of Geo-Logic, not considered to be of significant environmental concern. It is our opinion that the degree of uncertainty is limited and the CSM is valid. Based on the records review, interview and site reconnaissance carried out as part of this ESA, no significant PCAs or APECs were identified. The Property is 7.37 hectares (18.2 acres) in area and is currently to be developed for a residential subdivision. Previously, the land was used for growing agricultural crops such as corn but was not farmed in There was a residential home that was leased out to tenants and is to be demolished by end of September The location of the Property is presented on the Vicinity Plan, Plate 1. There are no landfills or other PCAs illustrated on the Vicinity Plan. The Property Plan, Plate 2 illustrates the topography sloping generally to the southeast and tributary of Lynde Creek to the north and east of the Property. Local shallow water flow is inferred to conform with the topography and flow toward the tributary of Lynde Creek which ultimately discharges into Lake Ontario. The Plot Plan, Plate 3 shows the Property using a recent aerial photo. The Phase One Conceptual Site Model illustrating the Study Area is provided on Plate 4. There are no PCAs or APECs identified from the mapping reviewed. A site reconnaissance observed previous agricultural usage of the lands and a residential dwelling which access was provided. The home utilized private services for water and septic; however, this area is municipally serviced for water, sewage and natural gas. There was no evidence of fill at the Property. No spills or staining was observed at the residential home. There was no evidence of industrial or commercial activities. There were no dry cleaning facilities or bulk fuel dispensing facilities (including gas stations), vehicle repair facilities or garages observed within 250 m. An ERIS report was requested and one (1) record was listed for a water well at the Property. There were 19 other records identified within 250 m. There are no APECs identified based on the records review from ERIS. Investigations of available land registry, fire insurance plans, underwriters reports, city directories, TSSA and MOECC documents were performed by Geo-Logic. Based upon records reviewed, there were no aboveground or underground storage tanks or other infrastructures or activities that would indicate any PCAs or APECs. Digital aerial photographs reviewed from 1964 through 2013 indicated the Property to be first developed for agricultural purposes and residential purposes based upon the aerial photos reviewed. There were no APECs or PCAs related to these documents reviewed. It is Geo-Logic s opinion that there was sufficient information collected for this Property based upon the records review, interview and site reconnaissance to formulate a Phase One CSM. Based upon the information reviewed and evaluated, no PCAs or APECs were identified at the Property or within the Phase One Study Area that require a Phase Two ESA investigation. It is Geo-Logic s opinion that there was sufficient information collected for this Property based upon the records review, interview and site reconnaissance to formulate a Phase One CSM. Based upon the information reviewed and evaluated, no significant PCAs or APECs were identified at the Property or within the Phase One Study Area that require further investigation. A Record of Site Condition can be filed based upon this Phase One ESA report.
