8 Qualified Person s Statements and Certifications As the qualified person, I certify that: A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. As of 2015/02/04, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property. As of 2015/02/04, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location. 24 Record of Site Condition Reference No S137E Phase One Conceptual Site Model Page 1 of Overview of the Phase One Environmental Site Assessment Soil Engineers Ltd. was retained to carry out a Phase One Environmental Site Assessment (Phase One) at a property located at the southwest corner of Old Clarkway Drive and Highway 50, in the City of Brampton (hereinafter referred to as the Phase One Property ). The findings were presented in our report titled A Report to Trinison Management Corporation, Phase One Environmental Site Assessment, Proposed Residential Development, Old Clarkway Drive, City of Brampton, Reference No S137E, dated February 4, The Phase One Property was mainly used for agricultural purposes. Since at least 2004, the Phase One property has been a vacant field. At the time of the site reconnaissance conducted on January 22, 2015, the Phase One Property is a vacant graded field. The original topsoil has been stripped and disposed off-site. No structure is located on the Phase One Property. Furthermore, a review of the records in our Phase One ESA report indicates that the Phase One Property has been a vacant field for at least 10 years. The neighbouring properties primarily consist of residential developments to the west and northwest, commercial property to the northeast, and mixed commercial and residential properties to the south, vacant and/or agricultural lands and woodland to the east beyond Highway 50. The Phase One Conceptual Site Plan, Drawing No. 1, shows the location of the Phase One Property, the boundaries of the Phase One Study Area, the neighbouring property uses, and the assumed groundwater flow direction within the Phase One Study Area. Our Phase One has revealed a low potential for environmental concern attendant to the Phase One Property. Therefore, no further environmental investigation was recommended.
25 Phase One Conceptual Site Model Reference No S137E Page 2 of Phase One Conceptual Site Model This Phase One Conceptual Site Model contains information obtained during the Phase One Investigation. Information pertaining to the Phase One Property is provided below for the following items: (i) Existing Buildings and Structures At the time of the site reconnaissance on January 22, 2015, the Phase One Property is a vacant graded field. The original topsoil has been stripped and disposed off-site. No structure is located on the Phase One Property. (ii) Water Bodies Based on our Phase One research, there is no water body located at the Phase One Property or within 30 m radius from the boundary of the Phase One Property. A tributary of Humber River is located approximately 120 m east of the Phase One Property and within the Phase One Study Area. The details are presented on Drawing No. 1. (iii) Areas of Natural Significance Based on our Phase One research, there is no Area of Natural or Scientific Interest (ANSI) located on the Phase One Property and/or within the Phase One Study Area. (iv) Drinking Water Wells Based on out Phase One research, there is no water well located at the Phase One Property. (v) Roadways Clarkway Drive and Highway 50 are located adjacent to the east of the Phase One Property, as shown on Drawing No. 1. (vi) Adjacent Property Uses The neighbouring properties primarily consist of residential developments to the west and northwest, commercial property to the northeast, and mixed commercial
26 Phase One Conceptual Site Model Reference No S137E Page 3 of 4 and residential properties to the south, vacant and/or agricultural lands and woodland to the east beyond Highway 50, as shown on Drawing No. 1. (vii) Potentially Contaminating Activities (PCA) No PCA is identified on the Phase One Property. (viii) Areas of Potential Environmental Concern (APEC) As no PCA has occurred on the Phase One Property or in the Phase One Study Area, no APEC is identified on the Phase One Property. The following is a description and assessment of: (i) Potentially Contaminating Activities and Contaminants of Potential Environmental Concern There is no PCA and no contaminant of potential environmental concern pertaining to the Phase One Property. (ii) Underground Utilities There is no structure or known underground utility on the Phase One Property. (iii) Geological and Hydrogeological Information Based on our Phase One, the Phase One Property is predominately underlain by Perth Grey-Brown Podzolic Clay which is dominantly fine textured soils formed on till or lacustrine sediments. The Phase One Property is located within Markham-Peel till plain where drift dominates the soil stratigraphy. In places, interglacial lacustrine sands, silts, silty clay and reworked till have modified the soil stratigraphy. Bedrock at the Phase One Property consists of Upper Ordovician shale, limestone, siltstone and dolostone (Bedrock Geology of Ontario-Southern Sheet, Map 2544, Ministry of Northern Development and Mines). Based on information acquired through the Bedrock Cross Section Viewer (Ontario Geological Survey, 2010), the depth to bedrock at the Phase One Property is approximately 17 metres below the ground surface. The Phase One Property is located in the larger hydrogeological region known as Southern Ontario Lowlands. A watershed map generated by the Toronto and
27 Phase One Conceptual Site Model Reference No S137E Page 4 of 4 Region Conservation Authority (TRCA) indicates that the Phase One is within the Humber River Watershed.
