17 Owner Information QP Profile Information Certification Statement QP Certification Statement Owner Certification Statement QP Certification Statement A As the qualified person, I certify that: * A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. As of 2013/11/08, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property. As of 2013/11/08, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location. 31 Conceptual Site Model (CSM) Potentially Contaminating Activities (PCAs) On-Site No PCAs were identified. Off-Site Within Phase One Study Area The potential PCAs identified within the Phase One Study Area include the storage of fuels, bulk storage of pesticides and bulk storage of fertilizers related to farmsteads located south and southwest of the Site. These PCAs were identified from a review of aerial photographs that showed the two farmsteads. Although the aerial photographs did not specifically show storage tanks or bulk storage of pesticides and fertilizers at the farmsteads, they were still identified as potentially having those PCAs since they are commonly found at farmsteads. A site walk of the adjacent farmsteads was not within the scope of this P1ESA. The contaminants of concern associated with the PCAs include pesticides and petroleum hydrocarbons include benzene, toluene, ethylebenzene and xylenes. The identified PCAs are not considered to represent APECs relative to the Site based on the distance from the Site, the low permeability of the subsurface clayey soils, and the lack of reported spills associated with the farmsteads. The PCAs within the Phase One Study Area are shown on Figure 5 and are listed as follows: PCA1 Storage of fuels at farmstead located south of the Site PCA2 Bulk storage of fertilizer at farmstead located south of the Site PCA3 Bulk storage of pesticides at farmstead located south of the Site PCA4 Storage of fuels at farmstead located southwest of the Site PCA5 Bulk storage of fertilizer at farmstead located southwest of the Site PCA6 Bulk storage of pesticides at farmstead located southwest of the Site. Area of Potential Environmental Concern (APEC) No areas of potential concern were identified at the Site.

32 Uncertainty Assessment The uncertainty or absence of information obtained in each of the components of the P1ESA could affect the conclusions presented above if fundamentally different activities or contaminants of potential concern were present at the Site in the past. It is our opinion that, based upon the review of data available, and the fact that the gas extraction well did not discharge brine, that we have minimized the uncertainty in our assessment as far as is reasonable with the available data. Phase One Conceptual Site Model Physical Conditions The phase one CSM detailing the physical conditions for the Site and PCA within the Phase One Study Area is presented as Figure 5. A detailed description of potentially contaminating activities and contaminants of potential concern are provided in the sections above. Geological, hydrological and hydrogeological information is provided in the table below. In general, the Site consists of a natural till. Groundwater flow is inferred to be south towards Lake Erie, which follows the general topographical relief of the area. There were no areas of natural significance identified in whole or in part on the Phase One Study Area based on information from the MNR, the local municipality and a review of other information as outlined in the Regulation. Drinking water wells located in whole or in part on the Phase One Study Area are also identified in Figure 5. The natural gas well was decommissioned and the associated infrastructure including the underground piping was dismantled and removed from the Site after the March 2011 site visit. Based on a search of records, there are no other records of underground utilities at the Site. Based on a search of records and site visit, there were no buildings or structures present at the Site in the past or during the site visit. There was no evidence of brine being discharged or chemicals being stored at the Site since the gas well was installed in 1998, and therefore, no source of contaminants were identified at the Site.

34 The above information, including the information was used to develop the conceptual site models presented as Figure 5. Conceptual Site Model Uncertainty The uncertainty relevant to the CSM was interpreted to be the absence of proximate geological and hydrogeological information for the Site and the potential for undocumented spills or releases. New or refined information may change the interpreted probability of certain transport pathways being available to on-site contaminants. In the future, should an adjacent property holder document a significant release of chemicals, or identify off-site contamination emanating from their property, the conclusions of the P1ESA report should be revisited.
