8 Qualified Person s Statements and Certifications As the qualified person, I certify that: A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation. As of 2014/11/12, no phase two environmental site assessment is required by the regulation for the RSC property and based on the phase one environmental site assessment for the RSC property, in my opinion, it is not necessary for any other reason to conduct a phase two environmental site assessment for the RSC property. As of 2014/11/12, in my opinion, based on the phase one environmental site assessment, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that, if the RSC property were put to any of the types of property uses listed in subsection 1 (2) of the regulation, are likely to interfere with any of those types of property uses. I am a qualified person and have the qualifications required by section 5 of the regulation. I have in place an insurance policy that satisfies the requirements of section 7 of the regulation. I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry. The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location. 19 PHASE ONE CONCEPTUAL SITE MODEL Part of Lots 40,41, 42, 43 of Registered Plan 337, 250 Dew Street, King City, Ontario Phase One Conceptual Site Model Introduction This section presents the Phase One Conceptual Site Model ( CSM ), developed during the preparation of the Phase One Environmental Site Assessment (ESA) completed in December 2013 by CCI Group Inc. ( CCIG ). The presentation of the Phase One CSM makes reference to the following drawings, attached: Figure 1: Site Location Plan Figure 2: Site Plan Figure 3: Phase One Conceptual Site Model The Phase One Property, hereinafter referred to as the Site, is located at 250 Dew Street, King City, Ontario (see Figure 1). The legal description of the Site is Part of Lots 40, 41, 42, 43 of Registered Plan 337, 250 Dew Street, King City, Ontario and the property identification number (PIN) for the Site is Site Features The Phase One ESA Property ( Site ) is located at the northwest corner of Dew Street and King Boulevard, in the Township of King, Ontario (see Figure 1). The total area of the Site is approximately 0.40 hectares (0.98 acres). At the time of our Phase One ESA Site visit the Site was vacant. The former building structure on the Site included one residential building. The former building and structures were demolished and removed from the Site prior to the Phase One ESA. The surrounding area within 250 m of the Site were developed with residential, institutional, and commercial land uses, except for Canadian National (CN) Railway tracks, located adjacent to northern portion of the Site (see Figure 2). Prior to the former residential use, the Site was historically used for agricultural purpose. Site Conditions The Site is located in a developed area, where potable water is supplied to the present and future developments at the Site by the Township of King municipality water system. No drinking water wells were identified on-site or within 500 m radius of the property boundary during water well survey conducted by CCIG. The Regional Municipality of York has indicated that the northern portion of the property is located within the Highly Vulnerable Area (HVA) of The Oak Ridges Moraine. The Site is not an environmentally sensitive area in accordance with Section 41 of the regulation; it is not within or adjacent to an area of natural significance; it is not a shallow soil property as defined in the 1

20 PHASE ONE CONCEPTUAL SITE MODEL Part of Lots 40,41, 42, 43 of Registered Plan 337, 250 Dew Street, King City, Ontario Section 43.1 of the regulation; it does not include all or part of water body or is adjacent to a water body or includes land that is within 30 meters of water body. Geological Settings Based on the physiography, geology, and topography information, the Site is located within the Oak Ridges Moraine with the surface soils predominantly composed of clayey silt till deposited during the Upper Wisconsinan glaciation. The shallow bedrock consists of grey and black shale of the Georgian Bay Formation. No water bodies or areas of significance environmental concerns were observed on subject property or in Phase One Study Area. The nearest surface water bodies to the Site were tributaries of the East Humber River located approximately 200 m northeast of the Site. Based on the proximity of the Site to the tributaries of the East Humber River, the inferred groundwater flow was assumed to be in north-easterly direction. Subsurface Structures and Underground Utilities At the time of the Phase One ESA, no buildings or structures were present at the Site. No underground utilities were noted during our Site reconnaissance. It is likely that utilities are located adjacent to the Site. Potential Contaminating Activities Based on the Phase One ESA findings, no potentially contaminating activities (PCAs) were identified on the Phase One Property. The following PCAs were identified within the Phase Study Area (see Figure 3): 2

The remaining PCAs are not considered to be of concern, as the properties are located either down-gradient, cross-gradient and/or at considerable distance from the Site. Hence, a Phase Two ESA is not recommended at the Site. 4
