Analyss/Comment: Mnor n Nature The applcaton s to vary the front yard setback from the regulated 7.5 metres to the proposed 5.5 metres, reducng the setback by 2 metres n the R1-3 Zone. Proposed applcaton s mnor n nature. Approprate and Desrable The varance s to facltate the constructon of an attached garage on an exstng sngle detached one storey dwellng. The ste s narrow and there s no ablty to place the garage n the nteror sde yard of the property; the only place s at the front of the exstng dwellng. The exstng dwellng s set back further than the requred 7.5 metres. The reducton n the varance places the proposed new garage n lne wth the exstng dwellng to the west, but slghtly n front of the dwellng to the east. The locaton of the garage on the western sde of the property s more n keepng wth the character and setbacks of the western lots, provdng a transton across the property to the exstng newly bult dwellng on the east. Wth no alternatve locatons on the subject lands for the garage and ts ft wth surroundng developments and that parkng s already located at the front of the property, the varance request for the attached garage s approprate and desrable. A varety of housng types ncludng sngle detached dwellngs are permtted (2.5.2 Implementng Polcy 5). The Secondary Plan dscourages strp development, lookng to connect buldngs wth the street by havng new developments locate parkng to the rear or sde of a buldng to reduce ts negatve vsual mpacts (2.5.2 Implementng Polcy 10.b). The proposed garage would be n lne wth the exstng developments to the west, wth varaton n setback wth the newly constructed sngle detached dwellng to the east. The varance applcaton would not set an undesrable outcome as the exstng dwellng already has parkng located n the front yard, as the lot s constraned and cannot locate parkng to the sde or rear, as well as the exstng dwellng beng set farther back than the requred 7.5 metres. The proposed mnor varance meets the ntent of the Offcal Plan. Meets the Intent of the Zonng By-law The subject lands are zoned the Specal Urban Resdental Type 1 (R1-3) Zone, the permtted uses ncludng sngle detached dwellngs. The property meets all regulatons of the Comprehensve Zonng By-law pertanng to the Specal Urban Resdental Type 1 (R1-3) Zone, the ntent of whch s to regulate the locaton, scale, and type of resdental development. The reducton n front yard setback s not out of place wth the exstng development along Man Street, and s stll set back from the publc rght-of-way. The proposed varance, therefore, s consdered to meet the ntent of the Comprehensve Zonng By-law Strategc Plan/Prorty Implcatons: The recommendatons of ths report contrbute to the followng Objectves of the Strategc Plan: Manage growth and ts mpacts.
