3 Presidenťs Pint f View What des the Tennessee Library Assciatin have t d with FBI agent Bassem Yussef? Last August, the Tennessee Library Assciatin Bard f Directrs unanimusly endrsed ALA s Reslutin n the Use and Abuse f Natinal Security Letters. T date, 43 state assciatins have jined the rster f supprt. Part f the reslutin reads: That the American Library Assciatin urges Cngress t pursue legislative refrms in rder t prvide adequate prtectin fr each library user's Cnstitutinal right t be free frm unwarranted and unjustified gvernment surveillance, including...judicial versight f Natinal Security Letters (NSLs) requiring a shwing f individualized suspicin and demnstrating a factual cnnectin between the individual whse recrds are sught by the FBI and an actual investigatin....! At the recent ALA Midwinter meeting in Philadelphia, I attended a riveting questin and answer sessin with special guest Bassem Yussef. Mr. Yussef is the FBI agent whistle-blwer wh was the first insider t cmplain that the first amendment rights f many U. S. citizens were rutinely being vilated as the FBI cnducted warrantless searches withut curt apprval thrugh the use f Natinal Security Letters. Mr. Yussef claims that while supervising the FBI s cmmunicatins-analysis unit in the cunterterrrism divisin, he became aware that a staggering number f Natinal Security Letters had been issued by FBI agents withut any basic understanding f terrrism r the Middle East and by agents with n Middle East language skills. They were in effect fishing fr infrmatin with n prbable cause r curt versight. The irny f it all is that Mr. Yussef was recruited by the FBI twenty years ag because he was an Arab-American wh had lived in and understd the Middle East and culd speak fluent Arabic. He earned a distinguished-service medal frm the CIA in 1994 after infiltrating the Islamic grup led by Sheikh Omar Abdel Rahman, the mastermind f the 1993 Wrld Trade Center bmbing. Fllwing 9/11, he vlunteered t use his skills t help infiltrate Al-Qaida. The FBI ignred his request in what he nw cntends was an act f discriminatin stemming frm the hysteria cnnecting Arab-Americans with the terrrist enemy. He made his mistake within the FBI when he tld the agency s directr and a member f Cngress f his cncerns abut abuse f the Natinal Security Letters and f his wn stracism within the agency. 4 Presidenťs Pint f View cn t In July 2006, the Justice Department's Office f Prfessinal Respnsibility cncluded that the FBI had indeed retaliated against Yussef because f the disclsures he had made. He has a lawsuit pending cncerning the discriminatin charges. Yussef canceled plans t deliver prepared remarks at the ALA Midwinter meeting after receiving a twelve page stp-actin letter frm the FBI which included threats f disciplinary actin. He instead answered randm questins frm the audience, with legal cunsel whispering in his ear thrughut. He cntinues t wrk fr the FBI, but his wrk days must be very lnely and ften frightening in a clsed sciety where he has acknwledged receiving death threats. The next day it is Winter (cld) and all I want t d is wrap-up in my blanket and hibernate! It s my bservatin that members f TLA fall int similar categries. Thse wh are warm are active participants in TLA gvernance and prgrams, while thse wh are cld are inactive names n the membership rll. TLA strives t be a vibrant Spring/Summer rganizatin and that takes warm members. Wn t yu jin thse wh are already warm and heading tward ht as we supprt Tennessee libraries and the peple wh make thse libraries warm. ALA Cuncilr s Reprt --Annelle R. Huggins, TLA Executive Directr Upn the resignatin f elected TN Chapter Cuncilr, Chrissie Andersn-Peters, the TLA Executive Cmmittee appinted me t serve as Interim TN Chapter Cuncilr fr the Midwinter 2008 ALA meeting. During TLA s February/March electin, nminees will be presented t cmplete Chrissie s term, which will end at the clse f ALA 2009 Annual Cnference. ALA Cuncilr s Reprt cn t Reprt f the Presidential Task Frce n the Graduated Dues Structure: This Task Frce was charged t identify the necessary cmpnents f a cmprehensive study f the feasibility f a ttally graduated dues structure in place f the current dues structure; t identify ther dues structures that shuld be explred; and t identify csts t the Assciatin f undertaking the cmprehensive study. The Task Frce recmmended:! A membership survey fcusing n varius demgraphic items including age; gegraphic lcatin; emplyment status; type f library; and anticipated date f retirement;! A research strategy t identify trends in the library prfessin;! Identificatin and evaluatin f pssible dues mdels;! Prjectin f the revenue impact n varius dues mdels;! A stakehlder review;! A decisin-making prcess t include discussin by ALA Cuncil, and if apprved, a vte by the membership, with subsequent administrative prcess changes.! The prjected csts (frm tw research cnsultants) fr the Task Frce s recmmendatins were $624,351.! The recmmendatins were reviewed by ALA s Budget Analysis and Review Cmmittee (BARC), wh subsequently made a recmmendatin during anther sessin at 2008 Cuncil. CONTINUES ON PAGE 6! BARC recmmended that the membership survey be funded and cnducted by ALA Staff! BARC recmmended that ALA await the final results f an already funded IMLS grant research prject being led by J. M. Griffiths which is addressing future trends in the library prfessin. PAGE 5

ALA Cuncil accepted BARC s recmmendatins.!! The ALA Endwment Trustees reprted the ttal endwment assets increased t $31.2 millin.
