2 OVERVIEW Maryland War f 1812 Bicentennial Cmmissin Chair Chip Masn, Rep. Dutch Ruppersberger, Sen. Benjamin Cardin, Gv. Pht credit: Mark Dennis, Office f the Mayr, City f Baltimre Created under Executive Order by Gvernr O Malley in September 2007, the Maryland War f 1812 Bicentennial Cmmissin (Cmmissin) is charged with crdinating a multi-year initiative t cmmemrate the bicentennial f the Star-Spangled Banner and War f Its missin is t stimulate and crdinate investment in the cmmemratin f the bicentennial f the War f 1812 fr maximum benefit t Marylanders. Frm Nv. 1, 2010 thrugh Oct. 31, 2011, the Cmmissin has cntinued t carry ut the gals and bjectives utlined in Star-Spangled 200: A Natinal Bicentennial in Maryland. The Cmmissin s fur gals - inclusin and statewide participatin, resurce stewardship, educatin, and turism and ecnmic develpment are at the cre f its bicentennial planning and prjects. In the past twelve mnths, the Cmmissin has wrked with stakehlders statewide t cultivate partnerships with lcal rganizatins at the cunty and reginal level t stimulate bicentennial prjects. Lcal planning grups have been established in Anne Arundel Cunty, Baltimre City, Baltimre Cunty, the Queen Anne s Cunty, Smerset Cunty, Prince Gerge s Cunty, Suthern Maryland, and the Upper Bay. With the establishment f the Cmmissin s nn-prfit affiliate Star-Spangled 200, Inc. (SS200) in 2010, a majr fcus in 2011 has been fundraising. SS200 is leading the effrt t raise $25 millin fr the War f 1812 bicentennial in Maryland. In 2012, prceeds frm the sale f the Star-Spangled Banner Cmmemrative Cins, issued thrugh the U.S. Mint, will prvide up t $8.5 millin dllars t the Cmmissin. All private cntributins t SS200 will g twards the required match t leverage an equal amunt f cin surcharge prceeds. The anticipated use f these funds ver the next fur years is as fllws: $12.5 millin fr matching grants fr resurce preservatin, educatin, and cmmunity revitalizatin prjects; Maryland War f 1812 Bicentennial Cmmissin 2011 Annual Reprt 1

3 $10 millin fr bicentennial prgrams and events; and $2.5 millin fr perating csts. "Mike" Miller hsted the third meeting f the Maryland War f 1812 Bicentennial Cmmissin n Dec. 15, 2010 at the Miller Senate Building in Annaplis. With Gv. Martin O'Malley in attendance, the grup discussed reginal planning effrts, transprtatin and capital infrastructure prjects, and the develpment f SS200 - the Cmmissin's cmpanin nnprfit that is leading the fundraising effrts. Gv. Martin O Malley was als present at the furth Cmmissin meeting n June 13, 2011 at Frt McHenry Natinal Mnument and Histric Shrine. The agenda f the meeting included fundraising strategies, cmmemrative cin designs, reginal planning effrts, and upcming events and prgrams. DEVELOPMENT AND SPONSOR RELATIONS The Develpment and Spnsr Relatins Cmmittee will ensure there is sufficient supprt and financial resurces fr the Cmmissin and its partners t implement high pririty activities and events. Tw staff members jin Star-Spangled 200, Inc. Seeded with cntributins f $25,000 each frm Cmmissin Chair Chip Masn and Cmmissiner Sctt Plank, SS200 filled tw psitins: Ann K. Beegle is the executive directr and Jill Feinberg is the cmmunicatins and public relatins directr. Beegle is the frmer executive directr f the Star- Spangled Banner Flag Huse. She had als served as chief f staff fr Baltimre Cunty Executive Jim Smith. Feinberg, the frmer cnference and turism directr fr Baltimre Cunty, previusly wrked in cmmunicatins and marketing fr UMBC and Marritt Internatinal. Treseler Marketing & Business Develpment is the fund-raising cnsultant that will be assisting SS200. Over $25 millin invested in 1812 prjects T date, since the establishment f the Cmmissin in 2007, ver $25 millin f federal, state, lcal, and private funds have supprted War f 1812 related prjects statewide. Prjects range frm a $14.4 millin capital prject fr the new Frt McHenry Visitr Center t $6,500 invested in the Suthern Maryland 1812 Map and Guide. Ttal investments include $15 millin frm federal surces, $8 millin frm the State f Maryland; $2 millin frm lcal gvernments, and $100,000 in private funding. Designs fr Cmmemrative Cin chsen The Cmmissin selected fur designs fr the Star-Spangled Banner cmmemrative cins, expected t be issued by the U.S. Mint in March The designs fr the bverse and reverse f the gld and silver cins reflect fur themes fr the cin, the Battle f Baltimre, the war at sea, the Maryland War f 1812 Bicentennial Cmmissin 2011 Annual Reprt 3

5 flag and the Natinal Anthem. The Cmmissin cnsidered the recmmendatins f the Cmmissin f Fine Arts and the Citizens Cinage Advisry Cmmittee. Final apprval f the designs is expected t be made by Treasury Secretary Timthy Geithner by Nv. 15, M&T Bank Line f Credit t SS200 The Cmmissin and SS200 successfully applied fr and secured a $1 millin line f credit t SS200 frm M&T Bank t assist with SS200 s start-up csts. RESOURCE STEWARDSHIP AND VISITOR EXPERIENCE The Resurce Stewardship and Visitr Experience Cmmittee will identify and assess the cnditin f the resurce base; craft a future visin fr the Star-Spangled visitr experience; identify investment pririties fr resurce stewardship and visitr experience; and ensure a rbust pst-bicentennial legacy. Cmmissin grants prmte upcming bicentennial The Cmmissin established a grant prgram fr capital and nn-capital prjects related t the bicentennial bservance. Nnprfit rganizatins and lcal, state and federal gvernment agencies are eligible t apply fr matching grants in an amunt f up t $250,000. The initial applicatin perid was frm Sept. 1 t Nv. 1. Awards are prjected t be annunced Feb Subsequent grant cycles will be held with applicatin deadlines in May 2012; Nv. 2012; May 2013; Nv. 2013; and May Eligible prjects include: capital prjects (site r prperty acquisitin, develpment, restratin, pre-develpment, and archelgy, in additin t design, fabricatin and installatin f permanent exhibits) and nn-capital prjects (planning, design, interpretatin, prgramming and events). Surcharges frm the U.S. Mint s sale f bicentennial cmmemrative cins and private cntributins made t Star-Spangled 200, Inc. will fund the prgram. Fr the inaugural rund, 34 applicatins frm 10 cunties (including Baltimre City) were submitted requesting $2,984,983 with matching funds ttaling $16,177,382. Frt McHenry dedicates new Visitr Center On March 3, Frt McHenry Natinal Mnument and Histric Shrine (Frt McHenry) hsted the grand pening f its new Visitr and Educatin Center. The evening ceremny was held n the 80th anniversary f the date The Star-Spangled Banner fficially became the Natinal Anthem -- March 3, Gv. Martin O'Malley and ther fficials -- including frmer Sen. Paul Sarbanes, Sen. Benjamin Cardin, Rep. Jhn Sarbanes, Baltimre Mayr Stephanie Rawlings-Blake -- spke at the event. The 17,000 square-ft center is triple the size f the previus center at Frt McHenry. It huses exhibits, an auditrium, staff ffices, a bkstre and a library in a state-f-the-art "green" building. NPS hlds public meetings fr SSB Trail The Natinal Park Service held a secnd rund f reginal public wrkshps cncerning a 20-year plan fr develping and managing the Star-Spangled Banner Natinal Histric Trail and the Star- Spangled Banner Byway. Meetings were held in Bladensburg, Queenstwn, Havre de Grace, Baltimre, and Huntingtwn. Fllwing the meetings, NPS set-up a mnth-lng review perid fr public cmment n the prpsed trail cncepts. The trail's interpretative plan is als nw cmplete and includes suggestins and themes fr War f 1812 interpretatin. A template fr creating individual interpretatin plans is available fr stakehlders. Water-trail plan lks at pssible upgrades A new water-trail plan fr the Star-Spangled Banner Natinal Histric Trail identifies 11 strategic areas alng the trail where increased access, stewardship and interpretatin culd enhance visitr experiences. The plan calls fr a ttal investment f $4.25 millin. Chesapeake Bay Gateways Netwrk and the Maryland Office f Turism Develpment prvided funding fr the plan s develpment, which was crdinated by the Cmmissin. 6 Turism study in prgress at Nrth Pint State Battlefield The Natinal Park Service, at the request f Baltimre Cunty, is develping a site plan that will prmte turism at Nrth Pint State Battlefield. The Park Service has invested $30,000 t retain a team f landscape architects t study the nine-acre parcel. Legislature authrizes funding fr 1812 sites Three War f 1812 sites will receive funding thrugh bnd bills apprved by the Maryland General Assembly. Tdd's Inheritance, a farmstead used as an American curier statin during the Battle f Nrth Pint, will receive $175,000. The Star Spangled Banner Flag Huse -- where Mary Pickersgill lived and made the Star-Spangled Banner flag that flew ver Frt McHenry during the Battle f Baltimre -- will receive $150,000 t be used fr site preservatin. And, Anacstia Trails Heritage Area will receive $125,000 t create a Battle f Bladensburg Visitr Center and Mnument. Awards fr each prject require dllar-fr-dllar matching funds. Restratin f Baltimre s Battle Mnument Baltimre City s Cmmissin fr Histrical & Architectural Preservatin restred Battle Mnument (lcated dwntwn n Calvert Street by the curthuse) in preparatin fr the War f 1812 bicentennial cmmemratin. The mnument, which hnrs the 39 defenders wh died in the war, is the fficial emblem f the city. Eastern Shre site saved frm develpment The Archaelgical Cnservancy, a natinal nnprfit dedicated t btaining and preserving archaelgical sites acrss the U.S., acquired Frt Stkes, a War f 1812 site in Eastn. This prtects the frt frm future develpment prjects. The frt, which has a series f earthwrks with placements fr large cannns, was built t defend Eastn during the war. It is believed t be the nly knwn earthen frt remaining n the Eastern Shre. Histrical Sciety ffers greater access t cllectins Maryland Histrical Sciety s Surce Guide t War f 1812 is nw available nline. The new 26-page guide is an inventry f the Sciety's library and archival materials related t the War f Access t the first 100 years f Maryland Histrical Magazine, the Sciety's quarterly publicatin, is als available. The magazine cllectin includes an array f articles, bk reviews and published primary surces that pertain t the war. Baltimre heritage area cmpletes site reprts The Baltimre Natinal Heritage Area has develped visitr-experience analysis studies fr three sites: the Star-Spangled Banner Flag Huse, Maryland Histrical Sciety and Pattersn Park. The studies can help site managers acquire funding and ther supprt fr prgram enhancements and site imprvements. EDUCATION AND CURRICULUM The Educatin and Curriculum Cmmittee will ensure the develpment f a mdel scial studies curriculum specifically n the War f 1812, its impact n Maryland, and the diverse pepled wh fught, supprted and participated in the defense f the state and the natin. New Teacher Resurce Guide develped Baltimre Natinal Heritage Area, the Natinal Park Service, and the American Flag Fundatin created a teacher s resurce guide The Defense f a Natin: Maryland s Rle in the War f 1812 that cntains lessn plans, field-trip infrmatin, and curriculum cnnectins. It is available fr dwnlad frm The prject was supprted with funding frm the Maryland Humanities Cuncil Virtual Resurce Center prject underway Frt McHenry, tgether with the Friends f Frt McHenry and trail staff, are develping a Virtual Resurce Center, t be hsted by Maryland Public Televisin. Museum receives funding frm Teaching American Histry grant The Calvert Marine Museum is part f a grup that received a three-year Teaching American Histry grant frm the U.S. Department f Educatin fr master teachers t acquire intensive, field-based experience in fur perids f American histry. The Museum will fcus n the War f 1812 and will be wrking with Dr. Ralph Eshelman, authr f The War f 1812 in the Chesapeake, and Dnald Shmette, authr f Fltilla: The Patuxent Naval Campaign in the War f The museum plans t ffer fur curses each year ver the next three years. The museum als plans t hst a large training wrkshp in Nvember Yung Defenders descend n Frt McHenry Over 1200 Baltimre City students participated in Frt McHenry s Yung Defenders Day n Sept. 9. Yung Defenders, the largest curriculum-based educatinal prgram at the Frt, is spnsred by the Friends f Frt McHenry, Living Classrms Fundatin and Natinal Park Service. Students learn abut the defense f Baltimre in 1814 and the writing f the Natinal Anthem. Students actively participate in flag talks, serve n a cannn crew, drill as U.S. sldiers, tur the frt, experience civilian life, and learn abut Maryland s African-American defenders in Hld the Frt! A new cmputer-animated learning game gives users a chance t take Majr Gerge Armistead s rle as cmmander f Frt McHenry during the Battle f Baltimre. Hld the Frt! develped by Frt McHenry and the Living Classrms Fundatin with a federal grant will be available by the end f PROGRAMS AND EVENTS The Prgrams and Events Cmmittee will ensure the develpment f a full range f activities during the bicentennial perid t animate the significant sites as well as t reinfrce the visin, missin, gals and thematic messages f the bicentennial in Maryland. Annuncement planned fr Maritime festival launching bicentennial activities Gv. Martin O Malley and Baltimre Mayr Stephanie Rawlings-Blake, alng with Jse Fuentes, chairman f Operatin Sail, Inc. (OpSail) and the U.S. Navy, will frmally annunce plans fr a maritime festival in Baltimre s Inner Harbr, June 13-19, 2012, which launches Maryland s War f 1812 bicentennial cmmemratin. The annuncement will be made during a public news cnference, Nv. 17, 11:30 a.m., at the Inner Harbr in Baltimre. Dzens f internatinal tall ships and freign and U.S. Navy gray hulls are expected t sail int Baltimre fr the festival. Tall ships frm Russia, Spain, Argentina, Brazil, Ecuadr, Mexic and the U.S. are the first cnfirmed participants in a U.S. multi-prt bicentennial cmmemratin that OpSail and the U.S. Navy are crdinating. Annaplis Cnference planned fr 2013 Planning has begun fr the Annaplis Cnference, June The cnference will recgnize and celebrate tw centuries f peace between the U.S., Great Britain and Canada fllwing the War f The U.S. Naval Academy will hst the academic cnference and lecture series. A statecraft cmpnent will als be part f the event. Stakehlders tur Annaplis during day-lng cnference Nearly 60 peple attended the Oct. 24 Annaplis Star-Spangled 200 Cnference. The day-lng event was presented by the Cmmissin and supprted by the Anne Arundel Cunty War f 1812 Bicentennial Cmmittee and Discver Annaplis Turs. The Maryland State Archives hsted the mrning sessin where attendees were welcmed by Anne Arundel Cunty Executive Jhn R. Lepld and Maryland Archivist Edward C. Papenfuse. Maryland War f 1812 authr and histrian Ralph Eshelman prvided the backgrund f 1812 resurces in Annaplis. The tur included stps at 1812 sites like Frt Nnsense, U.S. Naval Academy, and Maryland State Huse. This was the seventh cnference in a series f ne-day reginal wrkshps, which has drawn a ttal f 450 participants. In additin t the Annaplis event, wrkshps were held in Suthern Maryland, Prince Gerge's Cunty, the Head f the Bay, Upper Eastern Shre, Nrth Pint, and Baltimre City. The next wrkshp will take place in Frederick and Brkeville in December flags raise funds fr nnprfits Nw available fr purchase is cmmemrative 15-star, 15-stripe Star-Spangled Banner flags. The U.S.A. made flags featuring the fficial Star-Spangled 200 bicentennial lg are available thrugh F. W. Prceeds benefit three nnprfit (501c3) rganizatins: The American Flag Fundatin, Friends f Frt McHenry and The Star- Spangled Banner Flag Huse. Lewis Museum hsts annual 1812 sympsium The 15th Natinal War f 1812 Sympsium The Civil War f 1812: War and Disquiet and the New Natin was held n Oct. 1 at the Reginald F. Lewis Museum f Maryland African American Histry & Culture in Baltimre. Alan Taylr, prfessr f histry at the University f Califrnia, Davis, and authr f The Civil War f 1812: American Citizens, British Subjects, Irish Rebels, & Indian Allies, was a featured speaker. Other presentatins included: Frmer Maryland Slaves and the Treaty f Ghent; The U.S. Raid n Yrk, Upper Canada: April 1813; and Whites and Black in British Unifrm: Ryal Marines and Clnial Marines in the Chesapeake in Reginal Updates: Defenders Day features re-enactments, new exhibit The annual Defenders' Day re-enactment f the Battle f Nrth Pint tk place n Sept. 4. Baltimre Cunty Executive Kevin Kamenetz participated in the day in full perid dress. The event als included the premiere f a new traveling exhibit Defense f a Natin, Maryland in the War f 1812 crdinated by the Baltimre Natinal Heritage Area. Anne Arundel histrical site hsts 1812 events Jhn R. Lepld, Anne Arundel Cunty executive, annunced that a cmmemratin f the War f 1812 will ccur next year at Hancck s Reslutin in Pasadena. Jim Mrrisn, president f the Friends f Hancck s Reslutin, has agreed t serve n a cmmittee appinted by Lepld, which will plan the cmmemratin. Frt McHenry hsts summer events and presents FSK award Frt McHenry presented a twilight tatt ceremny the ldest traditin in Baltimre n Aug. 20. The ceremny featured a psting f the clrs, military music, precisin marching and musket-firing. Canada's Frt Gerge Fife and Drum Crps jined the Frt McHenry Guard Fife and Drum Crps fr the event. Frt McHenry als hsted its Star-Spangled Banner Weekend n Sept. 9-11, in hnr f Defenders' Day the annual tribute t the defense f the city during the Battle f Baltimre. The celebratin included mre than 100 War f 1812 re-enactrs, parades, musical cncerts, "privateer's auctin," firewrks and a ship-t-shre bmbardment f the frt. Battle f Bladensburg Task Frce unveils 1812 prjects During the August re-enactment f the Battle f Bladensburg at Riversdale Histric Huse Museum, the Battle f Bladensburg Task Frce revealed plans fr a visitr s center, memrial mnument, walking turs, exhibits, festivals and ther activities that will cmmemrate the Aug. 24, 1814 cnflict. The Task Frce, a cmmittee f the Anacstia Trails Heritage Area, created a new web site - that features a brief histry f the battle and significant battle lcatins. The web site als includes infrmatin abut upcming cmmemratin events and prgrams, and a list f partners. A walking tur with a narrative available thrugh brchure and cell phnes leads visitrs frm Bladensburg Waterfrnt Park t Cttage City/Bunker Hill Rad and Clmar Manr/Dueling Creek. The grup will install banners, trail markers and pssibly war-related bjects, such as cannns alng twn streets. The grup has als develped a new lg that incrprates American and British flags crssed ver each ther with the wrds Undaunted, Battle f Bladensburg, 1814 belw. New 1812 grup frmed in Smerset Smerset Cunty established a cmmittee t rganize and versee all activities related t the lcal cmmemratin f the War f 1812 bicentennial. Warner Sumpter directr f public safety at the University f Maryland, Eastern Shre chairs the cmmittee. Sumpter is a frmer assistant adjutant general and cmmander f the Maryland Army Natinal Guard. St. Michaels hlds meeting t address lcal bicentennial plans Citizens f Eastn, St. Michaels and Talbt Cunty met n Sept. 24 t cnsider events and activities fr the bicentennial perid. The lcal cmmemratin will culminate with the 200-year anniversary f the British attack n St. Michaels, Aug. 10, Representatives frm the Histrical Sciety f Talbt Cunty, St. Michaels Business Assciatin, and St. Michaels Museum were amng thse at the meeting. Bicentennial events planned fr the Eastern Shre The Queen Anne's Cunty cmmissiners apprved preliminary plans fr tw bicentennial events. The first, t take place in 2012, will be a "Bash f the Bands." Reginal clleges and high schls, and Queen Anne's Cunty middle schls, will be invited t perfrm a musical wrk frm the 1812 perid. The secnd event, set fr August 2013, includes tw half-marathns. Participants will race cncurrently frm ppsite directins, mirrring the 1813 British attack n Queenstwn. The runners can chse the British rute that starts n Kent Island, r the American rute that begins in Centreville. Thugh the British rute is relatively flat, the American rute ges thrugh rlling farm land and passes several 1812-era prperties. Mre than 5,000 runners are expected. Online site features Upper Bay cnnectins t 1812 A grup representing Cecil and Harfrd cunties develped a new web site that features the histry, peple and places assciated with the regin's invlvement in the War f Led by Sandi Maruchi-Turner, Turism Crdinatr fr Cecil Cunty, and Wini Rche, Turism Manager fr Harfrd Cunty, the grup includes representatives f Perryville, Prt Depsit, Nrth East, Charlestwn, Earleville, Havre de Grace, Lwer Susquehanna Heritage Greenway, and Aberdeen Prving Grund. Pencek named chair SSB Natinal Histric Trail Cuncil Ken Salazar, secretary, U.S. Department f the Interir, appinted Bill Pencek t a tw-year term as chair f the new Star-Spangled Banner Natinal Histric Trail Advisry Cuncil. The cuncil, which includes up t 35 members, will cnsult with Salazar n matters relating t the histric trail, such as rights-f-way, standards fr markers, interpretatin and administratin. Members f the cuncil represent federal departments r agencies that administer lands where the trail passes thrugh; private rganizatins that have interests in the trail; and Maryland, Virginia and the District f Clumbia. Frt McHenry hires new Superintendent Tina Orcutt became the new superintendent f Frt McHenry Natinal Mnument and Histric Shrine in August.
