He is moving wihin VicUrban o head up a newly-creaed division dealing wih economic cenres and regions. Mr Hynes has been on board almos from he beginning, being originally seconded o he projec as an engineer o work on he Docklands sadium in He was working in Indonesia when he Kenne Governmen firs proposed he massive redevelopmen of Melbourne s derelic waerfron. here were a lo of hings changing a ha ime, Mr Hynes said. When Docklands sared in 1996 and he firs bids were being presened, i was forecas o be a $2 billion developmen and was alked abou as being residenial propery wih a bi of commercial. A ha ime here were a lo of developers who did no wan o go near Docklands because hey didn believe i would ever happen. Bu all of he naysayers of ha ime have been proven wrong. he Docklands has happened and i has happened in a much bigger way han was originally anicipaed. he developers ha we have in place are he bes developers in he counry. he commercial enans ha have been secured and brough o he area are some of he bigges blue-chip names in Ausralia. So how does Mr Hynes respond o his? I s always easy o si here and say i could have been done in a differen way. And i could have been. Bu i would have required a differen governmen, a differen sae really, and differen economy a he ime, he said. he way i was se up was in response o he economic and poliical circumsances of he day, which was a Liberal Governmen which was abou regeneraing he ciy and wasn spending money on oo many projecs. An alernaive model would have been for governmen o build all he infrasrucure and sell he blocks off one by one. ha would have required $300 million upfron from governmen and he governmen of he day wasn prepared o inves. Could hey have done i differenly? Absoluely hey could have. Would i have developed as quickly? I would say no. Would i have developed wihou he gaps? Yes i would have. Bu developing in he lae 90s, he only marke ha was working hen was residenial. Was residenial he righ use o have adjacen o he ciy? I d say no. So hen you would have waied unil he commercial marke ook off in So you would have los five years of developmen. So how will i urn ou? We haven go he perfec crysal ball. Alma Doepel is owned by no-for-profi organisaion Sail and Advenure Limied, and suppored by VicUrban, he Ciy of Melbourne and Lend Lease. he work is being underaken wih he help of a small band of voluneers, many of whom sailed on Alma in one of her more recen incarnaions as a youh raining ship. Pars of he ship, such as he bulkheads and he deckhouse, made from year-old Huon pine rescued from fallen rees before he flooding of asmania s Gordon River, are relaively new addiions. According o Sail and Advenure direcor, Peer Harris, hese were added in 1987 when she was resored and re-purposed from a cargo ship o a raining vessel. She was never a passenger ship. he original crew was seven, bu oday a raining crew is 50, he said. Ulimaely he aim is o have her refied o her 1987 condiion and o have her commercial survey reinsaed.
