In he case of a conflic, he Servicing Allocaion Policy of he Town of Aurora shall apply. 26. Designed o maximize solar gains and be consruced in a manner ha faciliaes fuure solar insallaions ie solar ready); iv. To work wih he developmen communiy o achieve 10% greaer waer conservaion han he Onario Building Code for all new buildings. r) Council shall address he effecs of climae change by: i. working o undersand he impacs of climae change on he healh and well-being of residens; and ii. requiring ha communiies are designed o be more resilien o he effecs of climae change. s) Council shall encourage building designs ha conribue o improved indoor air qualiy. 27. Modify Secion 5.3 d) by deleing he words and renewable energy sysems. 28. Add he following Secion 5.3 f): 5.3 f) Council shall prepare a Town-wide Communiy Energy Plan o deail energy use requiremens and esablish a plan o reduce energy demand and consider he use of alernaive and renewable energy generaion opions and disric energy sysems, and will ensure ha communiies are designed o opimize passive solar gains. Secion 6.8 a) would herefore read as follows: 6.8 a) For he purposes of his Plan, a secondary suie will be defined as a separae dwelling uni, which is conained wihin a single-deached, semi-deached or linked dwelling provided ha: 41. The following broad caegories of repors and sudies are no inended o preclude Council and is delegaed approval auhoriies from requiring addiional repors and sudies ha may be idenified during he planning process, if he circumsances necessiae he need for such informaion as par of he decision making process. i) Planning Repors/Sudies Repors and sudies relaed o local, regional and provincial planning maers shall ensure ha a proposed developmen and/or change in land use is consisen wih Provincial Policy and provides an inegraed approach o land use planning. Specifically, he repors shall demonsrae how a proposed developmen or change in land use is consisen wih Provincial Policy, as well as he policies of his plan and/or any relevan Secondary Plan and Guideline ha has been adoped by Council. The repors shall also address he appropriaeness of he applicaion, including is compaibiliy wih he surrounding area/landuses, as well as sie servicing, recreaional needs, urban design, environmenal feaures and landform conservaion. ii) Environmenal Repors/Sudies Repors and sudies relaed o he naural environmen shall idenify and assess he environmenal and naural feaures relaed o he subjec sie and areas adjacen o i, including surface and subsurface feaures. The repors shall idenify any adverse impacs o he naural environmen resuling from a proposed developmen and/or change in Page 20 of 39

21 land use and how he impacs will be miigaed. Furhermore, he repors shall also idenify he buffer areas o be locaed beween he naural feaures and proposed developmen and/or change in land use. If required, he repors shall also conain he deails of a Monioring Program o be used for a specified ime period which would monior he condiion of a specified feaure. Repors/sudies ha fall ino his caegory include, bu are no limied o: Environmenal Impac Sudies, Naural Heriage Evaluaions, Geoechnical and Hydrogeological Repors/Invesigaions, Soil Repors, Tree Surveys, Tree Preservaion Repors/Plans and Vegeaion Preservaion and Enhancemen Plans. iii) Servicing Repors/Sudies Repors and sudies relaed o servicing and infrasrucure shall demonsrae ha a proposed developmen and/or change in land use can be suppored by adequae municipal waer, saniary sewer and sormwaer managemen services. The required repors shall demonsrae ha he exising servicing infrasrucure is sufficien o accommodae he proposed developmen and/or change in land use or ha he lands can be reasonably serviced by he exension of exising infrasrucure. Where new infrasrucure is required or he expansion of he exising infrasrucure is necessary, he repors shall demonsrae ha he improved infrasrucure will be adequae o accommodae he proposed developmen and/or change in land use, as well as any anicipaed users of he infrasrucure. iv) Traffic Repors/Sudies Repors and sudies relaed o raffic and ransporaion shall demonsrae ha any changes o he ransporaion nework as a resul of a proposed developmen and/or change in land use can be accommodaed by he ransporaion nework. The repors shall also demonsrae ha any adverse impacs on he surrounding land uses can be miigaed. Where new ransporaion infrasrucure is required, or he expansion of he exising ransporaion infrasrucure is necessary in order o accommodae a proposed developmen and/or change in lands use, he repors shall demonsrae ha he improved ransporaion infrasrucure will be adequae o accommodae all modes of ransporaion in an efficien manner wih minimal adverse impacs on surrounding uses. Furhermore, hese repors may also be required o demonsrae ha a subjec sie conains an adequae number of parking spaces in order o suppor he parking demands for a proposed developmen and/or change in land use. v) Repors/Sudies o address Nuisance and Hazard Maers Repors and sudies relaed o nuisance and hazard maers shall demonsrae ha inhabians or users of a proposed developmen and/or change in land use are adequaely buffered from nuisances relaed o noise, vibraion, ligh polluion, odour and dus. The repors shall also demonsrae ha a reduced poenial exiss for public cos or risk o fuure inhabians resuling from naural and human made hazards. The maximum heigh of buildings along he weserly side of he propery as shown in dark shading on Schedule A1 shall be no greaer han 1 1/2 sories and furhermore ha hese unis will no have walkou basemens. The clusers of ownhouses along boh he weserly and souherly propery lines will have he maximum number of unis in a row as se ou on Schedule A1. Landscaping shall be provided so ha all deciduous rees have minimum heighs of 4 meres and conifers have minimum heighs of 2 meres. A Homeowners Manual will be prepared for all new residens of he developmen o encourage careful managemen of he naural areas and appropriae homeowner landscape improvemens. Any relocaion shall be o he saisfacion of he Minisry of Naural Resources and he Town of Aurora. The road shall no inerfere wih he funcion of he seepage discharge areas or have a negaive impac downsream. Reasonable, non-srucural miigaion measures arising from any relocaion of he roadway shall be underaken in he way of compensaion planing o be specified in he sie plan agreemen. The landscaping adjacen o he crossing on he wes side of he road shall be augmened so as o screen he norh souh alignmen of he road from he golf course o he Town of Aurora s saisfacion. This area will uilize grading in characer wih he Oak Ridges Moraine and be planed wih a combinaion of deciduous and coniferous rees ha are naive o he Oak Ridges Moraine area wih minimum heighs of 4 meers and 2 meers respecively. v) The developmen shall uilize pracices which encourage groundwaer infilraion and seek addiional opporuniies where hey can be employed hroughou he sie, paricularly in he norh area of he sie. The deails of how infilraion will be maximized shall be shown in fuure deailed design drawings and shall be saisfacory o he Town of Aurora acing reasonably. This includes bu is no limied o: open diches; perforaed pipes; minimizing he exen of hard surface areas and maximizing he use of clean runoff from roofops and yards for recharge. The sie plan agreemen shall require regisraion of a covenan on ile and ensure ha he condominium corporaion will assume he obligaions for carrying ou he following maer in an agreemen beween he condominium corporaion and he Town. The condominium declaraion will require and he condominium corporaion will provide o each uni owner for an ownership educaion manual addressing he benefis of environmenally sensiive, chemical free lawn care o minimize impacs of ground relaed polluans on he qualiy of he groundwaer and he impac of infilraion. The manual shall also include discussion on he need o mainain pervious surfaces o allow groundwaer infilraion. The ownership educaion manual shall be provided o each homeowner on he iniial sale and fuure resale of any uni. The area impaced by consrucion shall be consrained o minimize soil compacion hroughou he sie and paricularly in areas where he more sily soils are suscepible o compacion. Compacion will significanly reduce he infilraion capaciy of he soil. Consrucion envelopes shall be esablished during deailed design, agreed upon, and fenced in he field. No consrucion equipmen including rucks, backhoes, ec) or sorage of maerials shall be allowed in he fenced off areas. Coningency planning o hal he operaion of heavy machinery during and immediaely following significan rain evens should be provided o minimize soil compacion. vi) The implemening zoning by-law shall zone he valley and oher environmenally sensiive lands, including he slopes adjacen o he peripheries of he propery wihin he sie, in a resricive zoning caegory ha will be aimed a mainaining he naural ecological feaures and funcions of he sie.
