The following structures currently exist on the parcel: a residence of approximately 2,142 square feet, farm employee residence of approximately 1,074 square feet, garage of approximately 440 square feet, and residential garage of approximately 460 square feet and shed of approximately 2,750 square feet. The proposed project will require approximately 1,185 cubic yards of cut and fill. The property is a acre parcel zoned AG-II and shown as Assessor s Parcel Numbers ,-029, located at 2323 Old Coast Highway in the Buellton area, Third Supervisorial District. (Continued from 8/21/15, 9/11/15, , & ) ACTION: Brady moved, seconded by Erickson and carried by a vote of 5 to 0 to grant Final Approval of 15BAR with the condition that the applicant shows that the selected lighting fixture is complaint with lighting cut off requirements and that it is demonstrated graphically on the plans. If the fixture is not compliant, the project will need to return to the CBAR for review. VII. STANDARD AGENDA: 1. 18BAR Vernon Single Family Dwelling, RSU, and Barn Solvang 18LUP (Shannon Reese (805) , Planner) Jurisdiction: Rural Request of Paul R. Zink, architect for Gene and Trisha Vernon to consider Case No. 18BAR for Conceptual Review of a new 6,440 square foot main residence, 1,200 square foot residential second unit, 2,170 square foot barn, 150 square foot auxiliary building and 360 square foot barbeque pavilion and swimming pool. The parcel is currently vacant. The proposed project will require approximately 500 cubic yards of cut and approximately 500 cubic yards of fill. The property is a 5.51 acre parcel zoned AG-1.5 and shown as Assessor s Parcel Number located at 1776 Still Meadow Road in the Solvang area, Third Supervisorial District. PUBLIC COMMENT: Nancy Emerson, Allen Anderson, Kevin Patterson, Frances Komorosice a. Concerned about the lantern effect from lighting coming through the windows b. Ensure that colors are muted/natural; consider Sherwin Williams historical colors c. Stone choice will be very important as will roofing colors and materials d. Given the size of the home, the low quality materials could really be noticeable e. Would not say that barn is huge; however there does not seem to be intentionality in terms of placement f. The project deserves more attention in terms of drafting, consider drafting by hand g. The water tower may not be worth the effort/cost of installation as compared to amount of water it will yield, unless it s serving a needed purposed. Would prefer that it be replaced with landscaping or oak trees. Landscaping is a better solution than a structure for screening h. Do not use pepper trees in the landscape design; prefer native species i. The massing of the home has been broken down well j. Would like to see Residential Second Unit be more coherent with main residence in terms of materials and colors k. Elevations are heading in a better direction than the 3-D modeling with regard to colors

3 Page 3 l. Barn is excessively tall; tall and flat façade on the east needs to be broken down more in terms of massing; there doesn t seem to be a rationale for the height of the structure m. Barn is not in keeping with the style on the rest of the site; give more design attention to the barn n. Given site, home height, and open quality of space, would like to see story poles for the residence and a ridgeline poles for the barn if barn is kept at 30 ft; stake the corners of the rest of the structures o. Submit documentation consistent with story pole guidelines p. Return for further conceptual review; next meeting to have site visit with story poles Project received conceptual review only, no action was taken. No landscaping is proposed. The following structures currently exist on the parcel: 4,547 square foot residence, 373 square foot guesthouse and 772 square foot garage. The property is a 4.30 acre parcel zoned AG-I-5 and shown as Assessor s Parcel Number located at 1240 Ladan Drive in the Solvang area, Third Supervisorial District. The following structures currently exist on the parcel: 3,200 square foot barn, 1,000 square foot caretaker house, 2,000 square foot residence. The proposed project will require 800 cubic yards of grading and 800 cubic yards of fill. The property is currently vacant. The property is a 1.28 acre parcel zoned 1-E-1 and shown as Assessor s Parcel Number located at Grand Avenue and Alamo Pintado Road in the Los Olivos area, Third Supervisorial District (Continued from & ). PUBLIC COMMENT: Nancy Emerson a. Garage material info needs to be attached to colorboard b. Light fixtures are excessive. Eliminate lights as noted on plans at hearing. Lower light fixtures on north elevation so that they are on either side of the garage door as hand noted on plans c. Final approval granted on the following conditions: 1. The colorboard is updated to include the garage materials information 2. The applicant shows that the selected lighting fixture is compliant with the lighting cut off requirements and that it is demonstrated graphically on the plans. If the fixture is not compliant, the project will need to return to the CBAR for review. ACTION: Erickson moved, seconded by Lash and carried by a vote of 5 to 0 to grant Final Approval of 17BAR with the conditions listed above BAR Taylor New SFD, Garage and Guesthouse Solvang 18LUP (Gwen Beyeler, Planner) Jurisdiction: Rural Request of Brett Jones, agent for the owners, Nick Taylor, to consider Case No. 18BAR for Preliminary Approval of a new 4,897 square foot single family dwelling, a new 1,120 square foot veranda, 900 square foot garage, 792 square foot guesthouse, 812 square foot veranda, and 1,063 square foot second garage. The property is currently vacant. The proposed project will require approximately 2,047 cubic yards of cut and 1433 cubic yards of fill. The property is a 4.08 acre parcel zoned AG-I-5 and shown as Assessor s Parcel Number , located at 2045 Golpa Drive in the Solvang area, Third Supervisorial District (Continued from ). a. Consider using fine grading to reduce overall grading quantities (i.e. export) b. There may be better species than coast live oak for use along property line c. Concerned with the amount of lawn and ability to make WELO calculations

Landscaping doesn t seem to reflect aged hacienda style of the home; consider a more historical approach ACTION: Erickson moved, seconded by Lash and carried by a vote of 5 to 0 to grant Preliminary Approval of 18BAR Applicant may return for Final Approval BAR Rancho Guacamole LLC SFD Goleta 17LUP (Sean Stewart (805) , Planner) Jurisdiction: Refugio Request of Paul Rubison, agent for the owners, Rancho Guacamole LLC, to consider Case No. 17BAR for Preliminary/Final Review of a 2,858 net square foot single family dwelling with a 503 net square foot basement, a 604 net square foot detached garage with a new chipseal motor court, a 1,726 net square foot stable structure, a 10x75 pool, a 280 net square foot pool cabana and a 280 net square foot pool equipment room located below the cabana structure. The following structures currently exist on the parcel: 1,582 square foot ranch manager residence, 328 square foot garage, 73 square foot shed, 1,050 square foot employee dwelling, 1,361 square foot barn, 2,550 square foot barn, a 1,068 square mobile home, 391 square foot agricultural storage, 335 square foot agricultural structure and a 2,016 square foot equipment storage barn. The proposed project will require approximately 1,075 cubic yards of cut and 3,550 cubic yards of fill. Six trees are proposed for removal: one plum, one palm, one pomegranate, one jacqueranda, and two pines trees. The property is a acre parcel zoned AG-II and shown as Assessor s Parcel Number located at South Ranch 575 Refugio Road in the Goleta area, Third Supervisorial District. (Continued from & ) a. Glass for lights needs to be nearly opaque, bulbs should not be visible. Bring proposed fixtures into compliance with dark sky requirements. b. WELO calculations do not match County forms; will need to update prior to building submittal c. Prelim approval granted with lighting to be corrected as noted above; return final on consent ACTION: Erickson moved, seconded by Lash and carried by a vote of 4 to 0 (Wright abstained) to grant Preliminary Approval of 17BAR Applicant may return for Final Approval on Consent BAR Larner Tier II Winery Solvang 13DVP (Tess Harris (805) , Planner) Jurisdiction: Ridgeline DVP Request of Michael Larner, owner, to consider Case No. 10BAR for Final Approval of : 1) a winery building, which will house winery processing, operations, a support laboratory, and offices. The winery building was previously approved under Development Plan 13DVP to be approximately 3,600 square feet; however, due to structural issues, the applicant is proposing demolition of the existing 2,304 square feet storage barn and construction of a 3,944 square feet winery building structure in the same vicinity (proposed through a Substantial Conformity Determination, Case No. 18SCD ). Final approval also consists of 2) construction of an addition of approximately 386 square feet to an existing 716 square foot accessory structure for a total of 1,102 square feet, to be used for a square feet public tasting room with the remaining 702 square foot area to be used for storage, office space, an employee lunch room, and mechanical area; and 3) grading consisting of approximately 920 cubic yards of cut and 440 cubic yards of fill. The following structures currently exist on the parcel: a main single family dwelling of approximately 7,000 square feet and an a second single family dwelling of approximately 2,700 square feet, two employee residences, each of approximately 2,828 square feet, a barn of approximately 2,300 square feet, and a 716 square foot accessory building. The property is a acre parcel zoned AG-II- 100 and shown as Assessor s Parcel Numbers and -003, located at 955 and 1209 Ballard Canyon Road in the Solvang area, Third Supervisorial District. (Continued from 06/11/10, 07/09/10, 08/13/10, 09/10/10, 10/15/10, 11/12/10, 1/14/11, 8/16/13, 9/13/13, 1/10/14, & ) a. Need compiled single color/materials board and note colors and materials on project plans

Provide WELO calculations; landscape plan should be updated to correctly identify water use classification of plants; simplify hydrozones d. Add lighting cut sheets and details to the plans e. The following structures currently exist on the parcel: a barn of approximately 800 square feet, shed of approximately 405 square feet, and existing residence of approximately 555 square feet to be converted to a residential second unit. The proposed project will require approximately 2,400 cubic yards of cut and fill. The property is a acre parcel zoned AG-I-20 and shown as Assessor s Parcel Number , located at 585 Bobcat Springs Road in the Buellton area, Third Supervisorial District. Approved for prelim/final with notes made on plans pertaining to trellis and with lighting requirement noted above ACTION: Clough moved, seconded by Lash and carried by a vote of 5 to 0 to grant Preliminary and Final Approval of 16BAR as noted on plans BAR Bell Street Mixed Use Project Los Alamos 17LUP /16TRM (Nereyda (Rey) Montaño (805) , Planner) Jurisdiction: Commercial Request of Tom Ochsner, architect for the owner Sean McGrath, to consider Case No. 15BAR for Preliminary and Final Approval of a mixed-use development of approximately 12,143 square feet. No structures currently exist on the parcel. The proposed project would require approximately 300 cubic yards of cut and180 cubic yards of fill. The property is a 0.46 acre parcel zoned CM-LA and shown as Assessor s Parcel Number , located at 230 St. Joseph Street in the Los Alamos area, Third Supervisorial District.
