STANDARD AGENDA: HRPC LLC/Phelps Single Family Dwelling, 1. 08BAR Guesthouse, Garages And Storage Hollister Ranch 08CDH (Errin Briggs, Planner) Jurisdiction: Ridgeline Rural Request of Robin Donaldson, architect for the owners, HRPC LLC and John Phelps to consider Case No. 08BAR for conceptual review of a single family dwelling of approximately 3,548 square feet, with an attached garage of approximately 790 square feet, a guesthouse of approximately 800 square feet, with an attached garage of approximately 600 square feet, and an aux storage of approximately 95 square feet. No structures currently exist on the parcel. The proposed project will require approximately 7,426 cubic yards of cut and fill. The following structure currently exists on the parcel: horse cover barn of approximately 1,590 square feet. The proposed project will require approximately 1,000 cubic yards of cut and fill. CBAR recommends that the existing barn be re-painted to match proposed barn. CBAR approved color/material board. Color/material board given back to applicant/agent. 3 Page 3 07LUP (Tammy Weber, Planner) Jurisdiction: Scenic Highway Request of James Mayo Macari, architect for the owner, Anthony Zehenni, to consider Case No. 07BAR for preliminary approval of: 1) a 1,954 square foot addition to an existing 3,722 square foot residence (4,412 total square feet); 2) a 1,052 square foot addition to the existing 953 square foot garage (2,005 total square feet); 3) a new 1,809 square foot detached agricultural building; and 4) a new 629 square foot pavilion with pool. The following structures currently exist on the parcel: a guesthouse of approximately 749 square feet and a foot barn of approximately 1,728 square feet. The proposed project will not require grading. The property is a 24.4 acre parcel zoned AG-I-20 and shown as Assessor s Parcel Number , located at 2370 N. Refugio Road in the Santa Ynez area, Third Supervisorial District. Tetley, Planner) Jurisdiction: Commercial Zone (CH) Request of Greg Pensa & Sam Cohen, agents for the owners, Santa Ynez Band of Chumash, to consider Case No. 08BAR for conceptual review of a gas station with convenience store of approximately 1,650 square feet for convenience store and 4,365 square feet for canopy. No structures currently exist on the parcel. The proposed project will not require grading. The property is a 1.1 acre parcel zoned Commercial Highway and shown as Assessor s Parcel Number and , located at 990 Edison Street in the Santa Ynez area, Third District. Project received conceptual review only. Clough and Erickson-Lohnas, and Brown absent. No action taken. Applicant may submit for further conceptual review. The following comments were made: Scale of building and architectural elements should be reduced to create a more pedestrian orientation. Drawings (example: elevations) must be revised to reflect topographic setting. Architecture should incorporate elements from the casino, but should be designed primarily to reflect scale and western architecture as seen in other parts of Santa Ynez. Wood trellises on the sides of the building are not in scale with the building and should be more substantial and predominant. Site sections showing buildings, topography and abutting roadways is necessary. CBAR encourages leaving a berm along HWY 246. CBAR recommends applicant check with appropriate agencies regarding the set back from the creek. PUBLIC COMMENT:

The following structures currently exist on the parcel: single family dwelling of approximately 3,572 square feet and an agricultural storage building of approximately 765 square feet. The proposed project would require less than 50 cubic yards of grading. The property is a acre parcel zoned AG-1-20 and shown as Assessor s Parcel Number , located at 1751 Ballard Canyon Road in the Solvang area, Third Supervisorial District. Color/material board given back to applicant/agent BAR Scoggin/Sundheim Tier II Winery And RAU Buellton 08CUP (Tammy Weber, Planner) Jurisdiction: Ridgeline - Rural 08DVP Request of JoAnn Scoqquin and John Sundheim agents/owners, to consider Case No. 08BAR for conceptual review of a RAU of approximately 3,000 square feet and Winery of approximately 20,000 square feet. The following structures currently exist on the parcel: a residence of approximately 4,090 square feet with a garage of 500 square feet, a barn of approximately 1,900 square feet, 2 employee houses of approximately 1,950 square feet and 760 square feet, and a storage shed of approximately 1,900 square feet. The proposed project will require approximately 639 cubic yards of cut and fill for the RAU, and approximately 1,850 cubic yards of cut and fill for the Winery. The property is a 134 acre parcel zoned AG-II-100 and shown as Assessor s Parcel Number , located at 7020 Santa Rosa Road in the Buellton area, Third Supervisorial District. Project received conceptual review only (Brady recused). Clough and Erickson-Lohnas, and Brown absent. No action taken. Applicant may submit for further conceptual review. The following comments were made: Concepts are good in terms of energy efficiency, but no architectural concepts have been developed and presented. A professional architect is needed to develop site plan relationship with the road and start to develop architectural concepts. The building site is very close to the road; architecture and landscaping will be very important.

Hollister Trust dated 6/22/1990, to consider Case No. 07BAR for further conceptual review of a new residence of approximately 3,012 square feet, 2 barns of approximately 2,026 and 3,000 square feet, 2 hay barns of approximately 2,970 and 3,000 square feet, and six agricultural storage buildings of approximately 18,000 total square feet. The following structures currently exist on the parcel: welding shop of approximately 2,223 square feet, hay shed and tack room of approximately 961 square feet, barn with stalls of approximately 1,013 square feet, barn construction office of approximately 4,446 square feet, equipment storage building of approximately 898 square feet, livestock shelter and equipment storage of approximately 1,024 square feet, hay and feed store office of approximately 2,820 square feet, trucking terminal of approximately 2,497 square feet, livestock shelter and hay storage of approximately 659 square feet, veterinarian supply store of approximately 2,322 square feet, equipment storage shop of approximately 2,381 square feet, equipment of approximately 1,685 square feet, fence contractor shop and trucking terminal of approximately 4,383 square feet, livestock shelter of approximately 363 square feet, and trailer sales office of approximately 2,453 square feet. The proposed project will require approximately 990 cubic yards of cut and approximately 1,955 cubic yards of fill. The property is a acre parcel zoned AGI and shown as Assessor s Parcel Number , located at 2201 US Highway 101 in the Buellton area, Third Supervisorial District. Applicant may submit for preliminary review after the Planning Commission reviews. The following comment was made: CBAR COMMENT: Plant poplars for initial screening but also plant oaks and sycamores for long term screening along 101.
