STAFF UPDATE: None CONSENT AGENDA: C-1. 14BAR Argyropoulos Garage, Cabana and Storage 1321 Schoolhouse Road 14LUP (Tammy Weber, Planner ) Ridgeline: N/A Request of Tom Smith, architect for the owner, Demetri Argyropoulos, to consider Case No. 14BAR for final approval on consent of a new approximately 561 square foot pool cabana, remodel of the existing 572 square foot garage (re-orientation of the doors) & new trellis. The following structures currently exist on the parcel: a two story single family dwelling of approximately 4,063 square feet, a detached garage of approximately 525 square feet (to be converted into new cabana), and a detached guest house of approximately 210 square feet. The proposed project will not require cut and approximately 50 cubic yards of fill. STAFF UPDATE: None STANDARD AGENDA: FINAL APPROVAL 1. 12BAR Kasztelan Addition 137 Sierra Vista 12LUP (J. Ritterbeck, Planner ) Ridgeline: N/A Request of Jessica & Brian Kasztelan, the owner, to consider Case No. 12BAR for final approval for the construction of a 1,825 [net] square foot addition to the existing single-family dwelling and a new 481 square foot attached garage. The resulting dwelling would be approximately 3,933 square feet in [net] floor area and would use a variable side setback allowance. The project would require an encroachment into the side setback, utilizing a variable side setback allowance. Commend applicant for saving the house, keeping the footprint in same place and preserving the large oak trees onsite 3. Like the composition, but concerned with the mass and size of the tower relative to the house; consider reducing the size 4. One member did not have an issue with the height of the tower 5. Oversized fenestration- does not blend in with any other 2 nd story elements 6. Tower needs be tall and skinny. Restudy tower to be less imposing 7. Concerned w/setting a precedent by allowing tower The project received comments only. The project may return for further conceptual review.

5 Page 5 San Leandro Trust Addition 6. 14BAR Remodel and Conversion 1690 San Leandro Lane 14CDH (Ryan Cooksey Planner ) Ridgeline: N/A Request of Jennifer Siemens, agent for the owner, San Leandro Trust, to consider Case No. 14BAR for further conceptual review of a remodel and addition of approximately 372 square feet to the existing single family dwelling and the conversion of the existing carriage house of approximately 1,368 square feet to a barn (enclosing approximately 2,090 square feet). The following structures currently exist on the parcel: a single family dwelling of approximately 3,134 square feet, a detached guesthouse of approximately 440 square feet guesthouse, a detached carport & pool house of approximately 1,693 square feet, a carriage house of approximately 1,368 square feet, a stable of approximately 655 square feet, a greenhouse of approximately 46 square feet, a chicken coop of approximately 126 square feet and a lath house of approximately 170 square feet. The proposed project will not require grading. Olsten Montecito Trust 7. 14BAR Demo, New Single Family Dwelling and Garage 1154 Channel Drive 14LUP (No Planner Assigned) Ridgeline: N/A Request of Matthew Ewing, architect for the owner, Olsten Montecito Trust, to consider Case No. 14BAR for further conceptual review of new two story single family dwelling with the first floor being approximately 2,150 square feet, the second floor being approximately 1,600 square feet, an attached garage of approximately 800 square feet and a detached studio of approximately 600 square feet. The following structures currently exist on the parcel: a two story single family dwelling of approximately 3,802 square feet total (to be demolished) and an attached garage of approximately 520 square feet (to be demolished). The proposed project will require approximately <50 cubic yards of cut and approximately <50 cubic yards of fill. The property is a.44 acre parcel zoned 1-E- 1 and shown as Assessor s Parcel Number , located at 1154 Channel Drive in the Montecito area, First Supervisorial District. The project may return for further conceptual review with a site visit and story poles BAR Kramp Detached Garage & Accessory Building 667 Cold Springs Road 14LUP (Tammy Weber, Planner ) Ridgeline: N/A Request of Scott Branch, architect for the owners, David Kramp, to consider Case No. 14BAR for further conceptual review of a new detached garage of approximately 800 square feet and an accessory building of approximately 410 square feet. The following structures currently exist on the parcel: a single family dwelling of approximately 1,680 square feet and a detached garage of approximately 605 square feet. The proposed project will not require grading. The property is a.91 acre parcel zoned 2-E-1and shown as Assessor s Parcel Number , located at 667 Cold Springs Road in the Montecito area, First Supervisorial District. Ritterbeck, Planner ) Ridgeline: N/A Request of Bob Easton, architect for the owners, Paymon & Cynthia Aliabadi, to consider Case No. 14BAR for conceptual review/preliminary approval of a second floor addition of approximately 607 square feet to the existing single family dwelling, a new entry hall of approximately 811 square feet and an interior remodel of the existing kitchen. The following structures currently exist on the parcel: a single family dwelling of approximately 3,353 square feet, an attached garage of approximately 561 square feet and an attached mechanical room of approximately 37 square feet. The proposed project will not require grading. The property is a 1.0 acre parcel zoned 2-E-1 and shown as Assessor s Parcel Number , located at 600 El Bosque Road in the Montecito area, First Supervisorial District. The property is encumbered by two front yd setbacks and the buildings are not close to either, so a setback modification would be very supportable

Sun Family Limited Partnership BAR Pump House & AIC Condensers 2480 Bella Vista Drive 14DVP (Nicole Lieu, Planner ) RMZ-40 Request of Bob Easton, architect for the owners, Sun Family Limited Partnership, to consider Case No. 14BAR for conceptual review of pump house of approximately 485 square feet, detached AIC condensers of approximately 220 square feet, a generator of approximately 321 square feet and transformer of approximately 198 square feet. No structures currently exist on the parcel. The proposed project will require approximately 368 cubic yards of cut and approximately 368 cubic yards of fill. The property is a 8.41 acre parcel zoned RMZ-40 and shown as Assessor s Parcel Number , located at 2480 Bella Vista Drive in the Montecito area, First Supervisorial District.(Appearance by Bob Easton, Charles Collins) 1. Buried version is less impactful but either proposal is fine 2. Given the site constraints and Fire department requirements, either proposal is reasonable but the MBAR preferred the buried (sod) version 3. Clarify storage water amount required by Fire Dept 4. Issue that needs to brought to MPC- in the RMZ high fire/water needs vs. water shortage The project received comments only. The project can return for further conceptual review. (Maphis absent from the discussion) Miramar Hotel Revised Development Plan BAR for Miramar Beach Club & Bungalows 1555 South Jameson Lane 14RVP (Nicole Liu, Planner ) Ridgeline: N/A Request of Miramar Acquisition Co., LLC, owner, to consider Case No. 14BAR for conceptual review of the redevelopment of the Miramar Hotel with all new buildings of approximately 208,354 gross (167,982 net) square feet, including a main building with a lobby, meeting rooms and conference facilities, screening room, children s center, back-of-house areas, 170 guest rooms, two restaurants and a beach bar, pools, landscaping, new 10-foot high sound wall, four employee dwellings, abandonment of the north-south segment of Miramar Avenue and relocation of a private access easement. No structures currently exist on the parcel. The proposed project will require approximately 14,100 cubic yards of cut and 49,100 cubic yards of fill. The property consists of total acres (15.77 net acres) zoned C-V and shown as Assessor s Parcel Numbers , -004, , and , , and located at 1555 S. 8 Page 8 1. MBAR appreciates the applicant proposing a cottage style hotel. The beach front units are a bit repetitious and need to be less formal 2. MBAR was generally very pleased with the proposal 3. MBAR commends the applicant- community response speaks volumes. One MBAR member thought the site plan is well laid-out 4. The cottages are gems; very nice job 5. One MBAR member thought there was a nice flow of bungalows and pools 6. The Board thought the beach cottage layout was a bit repetitious and need to be less formal 7. Designing the main building in a classic estate design is a very good idea; however, the larger buildings are too symmetrical; need more variation in fenestration, roof, window and chimney designs, need to add individual character and uniqueness 8. Like that the main hotel is not turning its back to community but rather opens itself to the motor court; it has a residential or park like feel 9. Concerned about traffic on Jameson; consider a more friendly turn SE end of Jameson 10. Believe parking on the edges is more appropriate then center 11. Consider ways to break up large block of parking w/trees 12. Concerned with handicap parking issues along Jameson Lane 13. Concerned w/parking on the church side 14. Parking near church should be redesigned to not be tandem 15. Lot design need to be state of the art in terms of screening, drainage, functionality, etc 16. Would like visual spaces to break up areas along Jameson Lane 17. The sound wall should have an estate feel 18. Liked the project but concerned about grading 19. Concerned about landscaping along Jameson Lane, including public parking stalls 20. Consider breaking up or undulating wall on Jameson Lane 21. Grading & parking details to be worked-out on Jameson Lane including public parking stall 22. Provide site sections showing fill, existing and proposed grade, sound wall 23. Consider increasing setback from South Jameson 24. Study paving solutions 25. Story poles requested 26. MBAR agrees that proposal meets cottage type hotel style and architecture 27. Story poles and site visit requested The project received comments only. The project can return for further conceptual review after it is heard by the Montecito Planning Commission.
