ELECTION OF CHAIR AND VICE CHAIR ACTION: Eichelberger moved, seconded by Johnson and carried by a vote of (Mendro abstained) to elect Dave Mendro as Chair of the Montecito Board of Architectural Review. ACTION: Eichelberger moved, seconded by Johnson and carried by a vote of (Gottsdanker abstained) to elect Claire Gottsdanker as Vice Chair of the Montecito Board of Architectural Review. PUBLIC COMMENTS: None II. AGENDA STATUS REPORT: Item # C BAR Skivience, LLC Additions and Remodel 944 Arcady Road was continued to the January 25, 2016 MBAR meeting at the request of MBAR.

ACTION: Watson moved, seconded by Sharpe (and carried by a vote of 7-0 to accept the changes to the agenda. IV. MINUTES: Watson moved, seconded by Gottsdanker and carried by a vote of 7-0 to continue the minutes of December 14, 2015 to the MBAR meeting of January 25, 2016 V. STAFF UPDATE: None CONSENT AGENDA: C-1. 15BAR Skivience, LLC Additions and Remodel 944 Arcady Road 15LUP (Kimberley McCarthy, Planner ) Ridgeline: N/A Request of David Van Hoy, architect for the owners, Skivience, LLC, to consider Case No. 15BAR for final approval on consent of an addition to the existing single family dwelling of approximately 537 square feet and a new detached garage of approximately 500 square feet. The proposed project will not require grading. Ritterbeck, Planner ) Ridgeline: N/A Request of Mark Shields, architect for the owners, Mr. & Mrs. Charlie King, to consider Case No. 15BAR for further conceptual /preliminary approval of a demolition of approx. 400 square feet of the existing single family dwelling, the construction of approx. 500 square feet of new habitable space (NET increase of approximately 100 square feet), construction of a new deck on the first level approximately 1,474 square feet in size including an outdoor barbecue/cooking and dining area, construction of a new deck on the 2 nd level approximately 541 square feet and minor nonstructural exterior alterations (window changes) to the legal nonconforming 3 rd level of the existing dwelling. The following structures currently exist on the parcel: a three story single family dwelling of approximately 4,234 square feet total and an attached garage of approximately 1,087 square feet. The proposed project will require approximately 140 cubic yards of balanced cut and no fill. Three members still believe lower deck is excessive and encroaches with the cantilever too far out into the beach. ACTION: Eichelberger moved, seconded by Sharpe and carried by a vote of 4-3 (Johnson, Gottsdanker & Watson voted no) to grant 15BAR preliminary approval BAR Solan Pool & Pool Cabana 808 Hot Springs Road 15LUP (Kimberley McCarthy, Planner ) Ridgeline: N/A Request of Michelle McToldridge, architect for the owners, Michael Guy & Isabelle Solan, to consider Case No.15BAR for further conceptual review/preliminary approval of a pool cabana approximately of 792square feet (net) with a maximum height of 15 feet, eight inches as measured from existing grade. The following structures currently exist on the parcel: a single family residence of approximately 2,811 square feet, an attached garage of approximately 400 square feet. The proposed project will require approximately NN42 cubic yards of cut and approximately 24 cubic yards of fill. The property is a 1.2 acre parcel zoned 2-E-1and shown as Assessor s Parcel Number , located at 808 Hot Springs Road in the Montecito area, First Supervisorial District. Appreciates changes in response to past comments and neighbor concerns, including with respect to pulling the cabana outside of the setbacks, retention of vegetation along the private lane, and eliminating any access from the private lane. ACTION: Eichelberger moved, seconded by Johnson and carried by a vote of (Cung abstained) to grant 15BAR preliminary approval. Return for Final Approval before the full Board. Hefner/Lombard New Two Story Single Family Dwelling 3. 15BAR Detached Garage, Pool & Cabana 819 Ashley Road 15LUP (Paul Dan, Planner ) Ridgeline: N/A Request of, Bob Irvine, agent for the owners, William Hefner and Ken Lombard, to consider Case No. 15BAR for further conceptual review of a new two story single family dwelling with the first floor being approximately 4,556 square feet, and the second floor being approximately 570 square feet, a basement of approximately 994 square feet, a detached garage of approximately 689 square feet and a cabana of approximately 790 square feet. No structures currently exist on the parcel. The proposed project will require approximately 555 cubic yards of cut and approximately 346 cubic yards of fill. The property is a 1.92 acre parcel zoned 2-E-I and shown as Assessor s Parcel Number , located at 819 Ashley Road in the Montecito area, First Supervisorial District. 4 Page 4 1. Architecture is nice. 2. Hip roof on cabana clashes with rest of the architecture. 3. Stone finish and chimney design will be important. 4. Building materials on 2 nd story should be further studied to flow architecturally. 5. Majority of MBAR members support some type of courtyard home, but two members believe the courtyard design results in a perceived larger massing and should be redesigned. 6. Several members believe wings should be brought in to reduce footprint, while still maintaining courtyard style. 7. Consider reducing excess square footage (e.g. hallway space), especially on the eastern wing. 8. MBAR appreciates prior changes in response to past comments, including pulling in western wing. 9. Should not rely on landscaping to screen project. 10. Consider reducing or eliminating the 2 nd story and adding the square footage to the main level. The project received comments only. The project may return for further conceptual review BAR Lowenthal Additions 2222 Camino Del Rosario 15LUP (Kimberley McCarthy, Planner ) Ridgeline: N/A Request of Becker Studios, Inc., agent/architect for the owner, Richard Lowenthal, to consider Case No. 15BAR for conceptual review of an addition to the existing single family dwelling of approximately 532 square feet and an addition of approximately 165 square feet to the existing attached garage. The following structures currently exist on the parcel: a single family dwelling of approximately 2,226 square feet and an attached garage of approximately 410 square feet. The proposed project will require approximately 30 cubic yards of cut and approximately 30 cubic yards of fill. The property is a 1.0 acre parcel zoned 2-E-1 and shown as Assessor s Parcel Number , located at 2222 Camino Del Rosario in the Montecito area First Supervisorial District. Please see Agenda Status Update BAR Biltmore Hotel Renovations 1260 Channel Drive 14CDP (Stephanie Swanson Planner ) Ridgeline: N/A Request of Steve Welton, agent for the owners, 1260 BB Property LLC, to consider Case No. 15BAR for conceptual, preliminary/final approval of exterior alterations to seven existing cottages, 5,441 square feet of new patios (of which 2,160 square feet is replacement), and 5 new spas ranging from 49 square feet to 91 square feet. The Biltmore Hotel is eligible for historic landmark status. A historian has reviewed the proposed alterations and issued a letter stating that the proposed project would not have an impact on the historic resource eligibility. The following structures currently exist on the parcel: The Biltmore Hotel which consists of approximately 165,000 square feet structures within 29 buildings. The proposed project will require approximately 156 cubic yards of cut and approximately 132 cubic yards of fill, with 12 cubic yards of export. The property is a acre/square foot parcel zoned CV and shown as Assessor s Parcel Number , located at 1260 Channel Drive in the Montecito area, First Supervisorial District.(Appearance by Steve Welton, Josh Blummer) Public Comment: 1. 5 Page 5 1. MBAR s main concern is what is being lost on-site and there is no information provided on the plans or in the presentation regarding site walls. 2. Need site plan to show proposed improvements, with landscape plan, hardscape plan, and site walls. 3. New landscaping should be lower water using than what currently exists. 4. Site visit required to better understand project. ACTION: Watson moved, seconded by Johnson and carried by a vote of 7-0 to continue 15BAR BAR Geiger Addition & Covered Porch 1124 Dulzurra Drive (No Planner Assigned) Ridgeline: N/A Request of Tom Meaney, architect for the owners, Beth & Dodd Geiger, to consider Case No. 15BAR for conceptual review of a new covered porch of approximately 700 square feet. The following structures currently exist on the parcel: a single family dwelling of approximately 3734 residence and an attached garage of 677 square feet. The proposed project will require approximately 10 cubic yards of cut and approximately 10 cubic yards of fill. The property is a 1.0 acre parcel zoned 2-E-1 and shown as Assessor s Parcel Number , located at 1124 Dulzurra Drive in the Montecito area, First Supervisorial District. (Appearance by Tom Meaney) 1. The project may return for preliminary/final approval on consent BAR Montecito Village Bathroom Addition 1482 East Valley Road 15LUP (Paul Dan Planner ) Ridgeline: N/A Request of, Jeff Gorrell, architect for the owners, Norm Borgatello, Valley Improvement, to consider Case No. 15BAR for conceptual review for construction a 179 square foot public restroom facility attached to an existing building. The following structures currently exist on the parcel: 9 existing commercial buildings totaling 73, 46 square feet. The proposed project will not require grading. The property is a 4.64 acre parcel zoned CN and shown as Assessor s Parcel Number & , located at 1482 East Valley Road in the Montecito area, First Supervisorial District.(Appearance by Jeff Gorrell) 1. Consider retaining existing eave height to settle the addition down better. The project received comments only. The proposed project will not require grading. The property is a 1.3 acre parcel zoned 2-E-1 and shown as Assessor s Parcel Number , located at 60 Crest View Lane in the Montecito area, First Supervisorial District.

Please see Agenda Status Update BAR Hikaru Addition & Accessory Structure 735 Ashley Road 15LUP (Paul Dan Planner ) Ridgeline: N/A Request of Sophie Calvin, architect for the owners, Hikaru & Gabriele Philips, to consider Case No. 15BAR for conceptual review of an addition the existing single family dwelling of approximately 550 square feet, the removal of the existing shower from the cabana to be converted to a workshop, a new cabana of approximately 800 square feet square feet, a new pool, demolition of the existing tennis court and the addition of a new driveway. The following structures currently exist on the parcel: a two story house of approximately 2,341 square feet, a cabana of approximately 272 square feet, to be remodeled, and an attached garage/storage area of approximately 550 square feet. The proposed project will require approximately 24 cubic yards of cut and approximately 24 cubic yards of fill or will not require grading. The property is a.85acre parcel zoned 2-E-1 and shown as Assessor s Parcel Number , located at 735 Ashley Road in the Montecito area, First Supervisorial District. Restudy height of the cabana to lower it. 3. Additional parking area along the street seems forced and would require unnecessary grading consider eliminating. 4. One member questions need for pergola by pool and requested details on the design and further study. 5. Nice landscaping. 6. Consider more direct path to the front door. 7. Consider more articulation on the street side of the cabana. The project received comments only. The project may return for further conceptual review/ preliminary approval with planner approval BAR Meyer Garage Conversion & New Carport 259 Oak Road 15LUP (Tammy Weber Planner ) Ridgeline: N/A Request of Sophie Calvin, agent for the owners, Dr. & Mrs. Andrew Meyer, to consider Case No. 15BAR for conceptual review, preliminary/final approval of new carport of approximately 322 square feet and the conversion of the existing detached garage to a storage area/cabana of approximately 655 square feet.
