MBAR MEMBERS INFORMATIONAL BRIEFINGS: V. STAFF UPDATE: Alex Tuttle advised the MBAR of the new zoning ordinance requirements in effect in the Inland area that establish minimum standards that must be met with respect to pool and sports court sizes (45 long x 8 wide x42 inches deep for pools, 20 x 50 for sports courts) to

2 Page 2 allow construction of a cabana. The same regulations will become effective in the coastal zone upon certification by the California Coastal Commission. CONSENT AGENDA: C-1. 15BAR True Horizons, LLC New Carport 1745 Fernald Point 15CDH (Sean Herron, Planner ) Ridgeline: N/A Request of Eva Turenchalk, agent for the owners, True Horizons, LLC, to consider Case No. 15BAR for final approval on consent of a project to allow construction of a new 336 square foot carport and driveway improvements. The following structures currently exist on the parcel: a 3,312 square foot single family residence and 365 square foot detached garage. The proposed project will require approximately 620 cubic yards of cut and approximately 620 cubic yards of fill. The property is a 0.76-acre parcel zoned 1-E-1 and shown as Assessor s Parcel Number , located at 1745 Fernald Point Lane in the Montecito area, First Supervisorial District. (Continued from 2/22/16, 3/21/16)(Appearance by Barry Winick) Action: Watson moved, seconded by Gottsdanker and carried by a vote of 6-0 (Johnson absent) to grant final approval on consent of 15BAR STANDARD AGENDA: CONCEPTUAL REVIEW 1. 16BAR OK Wave LLC, New Single Family Dwelling 351 Woodley Road (No Planner Assigned) Ridgeline: N/A Request of Shubin & Donaldson, architects for the owners, OK Wave, LLC, to consider Case No. 16BAR for conceptual review of a new single family residence of approximately 10,863 square feet, a basement of approximately 3,785 square feet, an attached garage of approximately 2,198 square feet and a detached accessory structure of approximately 800 square feet. No structures currently exist on the parcel. The proposed cut and fill are yet to be determined. The property is a 3.99 acre foot parcel zoned E-1 and shown as Assessor s Parcel Number , located at 351 Woodley Road in the Montecito area, First Supervisorial District. Appreciate how the structure is set into the landscape and buried into the site. 4. Recalculate FAR with new guidelines. 5. One member encouraged the retention of the existing rock wall along property. 6. Provide full neighborhood FAR compatibility survey. 7. Need more details on roof, including planting/irrigation plan and railing details; show how soil would be retained. 8. Need to better understand grading quantities, appreciate that grading is balanced on-site. 9. Site visit required with perimeter staked and single pole showing peak height. 10. Bring 3D model.

(Johnson absent) 2. 16BAR Miramar Hotel Revisions 1555 South Jameson Lane 16LUP (Nicole Lieu, Planner ) Ridgeline: N/A 16SCD Request of Ken Mineau, architect for the owners, Miramar Acquisition Co., LLC, to consider Case No. 16BAR for conceptual review, preliminary approval, and final approval of changes to the Miramar Hotel and Bungalows project (previously 14BAR and 14RVP ) to allow for exterior architectural changes to the main building, oceanfront buildings, and Jameson Lanai Building, elimination of the theater building, and associated landscape and hardscape changes. No structures currently exist on the parcel. The proposed project will require approximately 14,100 cubic yards of cut and 49,100 cubic yards of fill. The property consists of total acres (15.77 net acres) zoned C-V and shown as Assessor s Parcel Numbers , -004, , and , , and located at 1555 S. Three members would like to see cupola retained. 2. Reconsider swapping copper awnings for fabric over front and back patio areas. 3. One member would like the change to the turnaround by Ballroom reconsidered. 4. Changes to Jameson Lanais are a nice improvement. 5. Glass railing by beach may not be high enough to block wind study height. 6. Appreciates lowering of the grade and rooflines. 7. Trellises in area of theater building are acceptable. 8. Planing changes are acceptable. 9. Project represents an improvement. 10. Support changes from plaster to wood siding. 11. Need details to support awning changes. Action: Watson moved, seconded by Cung to grant preliminary approval with conditions. Motion failed by a vote of 3-3 (Mendro, Kupiec and Gottsdanker no, Johnson absent). Action: Watson moved, seconded by Cung and carried by a vote of (Kupiec abstained, Johnson absent) to continue the project to a further MBAR meeting. The project may return for further conceptual, preliminary/ final approval with the applicant to study the cupola details as a decorative element; provide detailing of the copper or fabric roof on the semicircular pavilion on the south side of main building; study the height of the glass railing by the ocean; and study the public turnaround space to ensure it is adequate and safe BAR Miller Cabana 131 La Vereda Road 16CDP (Tammy Weber Planner ) Ridgeline: N/A Request of Katie Moses, RRM Design Group, agent for the owners, Marshall & Amy Miller, to consider Case No.16BAR for a conceptual review of new cabana of approximately

(Johnson absent) 6. 16BAR Hatton New Accessory Structure 1641 East Valley Road 16LUP (Kimberley McCarthy Planner ) Ridgeline: N/A Request of Sophie Calvin, agent for the owners, Mr. & Mrs. Timothy Hatton, to consider Case No. 16BAR for conceptual review of a new accessory structure of approximately 498.The following structures currently exist on the parcel: a single family dwelling of approximately 2,340 square feet, an attached garage of approximately 539 square feet. The proposed project will not require grading. The property is a 1.0 acre parcel zoned 2-E-1 and shown as Assessor s Parcel Number , located at 1641 East Valley Road in the Montecito area, First Supervisorial District. The following structures currently exist on the parcel: a single family dwelling of approximately 5,344 square feet and a pool cabana of approximately 400 square feet. The proposed project will require approximately 45 cubic yards of cut and approximately 45 cubic yards of fill. The property is a 2.80 acre parcel zoned 3-E-1 and

(Johnson absent) Myers Demo BAR Rebuild Two Story Single Family Dwelling 1225 East Valley Road 16VAR (Stephanie Swanson, Planner ) Ridgeline: N/A Request of Teri Malinowski, agent for the owner, Mary Elizabeth Myers, to consider Case No. 15BAR for further conceptual review/preliminary approval of a demo/reconstruction of a new two story single family dwelling with the first floor being approximately 500 square feet, the second story being approximately 518 square feet to be built in the same footprint of the original structure. The following structures currently exist on the parcel: a single story, single family dwelling of approximately 752 square foot (to be demolished). The proposed project will require not require grading. The property is a.08 acre parcel zoned 2-E-1 and shown as Assessor s Parcel Number , located at 1225 East Valley Road in the Montecito area, First Supervisorial District. (Continued from 9/26/16, 10/10/16)(Appearance by Teri Malinowski & Jeff Shelton) 1. Majority of MBAR support lowering the building height from what was story poled (to 25 feet max height). 2. Majority of MBAR strongly support the setback Variance and believes the project fits the site well given the site constraints. 3. One member suggests use of cantilever on 2 nd story to gain additional square footage. 4. Majority of MBAR appreciates small house size fitting within the existing building footprint. 5. Project preserves oak trees on-site. 6. Architectural character is unanimously supported. 7. Due to the existing footprint, majority of MBAR believe 2 nd story is appropriate and respects the site constraints. 8. One member questions appropriateness of the 2 nd story given site constraints and small lot size and would like to see grade lowered to bring the project down in height. 9. Still need construction parking plan. No action taken. The project received comments only. The project may return for preliminary approval after approval of the Variance by the MPC. (Johnson absent)

7 Page 7 PRELIMINARY APPROVAL White New Two Story 9. 16BAR Single Family Dwelling & Attached Garage 231West Mountain Drive 16LUP (Sean Stewart, Planner ) Ridgeline: N/A Request of Jeff Shelton, architect for the owners, Tom & Cynthia White, to consider Case No. 16BAR for preliminary approval of a new 2,362 (net) square foot single family dwelling and 531 (net) square foot attached garage with green roofs. The dwelling is comprised of a 2,186 (net) square foot first floor and 176 (net) square foot second floor. The project also includes a 368 square foot pool, 48 square foot hot tub, 225 square foot west deck, 720 square foot patio, 64 square foot master bedroom deck, and 300 square foot upper deck. The dwelling will have a maximum elevation of 28 feet. Grading will include 445 cubic yards of cut and 445 cubic yards of balanced fill. A total of 0 trees are proposed for removal. The property is a 4.75 acre parcel zoned 3-E-1 and shown as Assessor s Parcel Number , located at 231 West Mountain in the Montecito area, First Supervisorial District. The following structures currently exist on the parcel: a two story single family dwelling, with the first floor being approximately 2,344 square feet, the second floor being approximately 764 square feet, the base being approximately 500 square feet and an attached garage of approximately 496 square feet.
