STANDARD AGENDA: 1. 02BAR Cavaletto/Noel Housing Development Goleta 08DVP (Joyce Gerber, Planner) Jurisdiction: DVP Request of Jeff Nelson, agent for the owners, Cavaletto Family LP, to consider Case No. 02BAR for further conceptual review/preliminary approval of a portion of a residential subdivision with 134 total new units; the existing main residence would remain. Proposed development to be reviewed as part of this BAR case includes a 2-3 acre creek side park, community pool and pool house. Of the 134 total new units, 54 would be attached units (six-plexes and tri-plexes), to be reviewed as part of this BAR case. Eighty of the 134 total new units, which would be detached single family dwellings in different styles (courtyard homes, small lot SFDs, and large lot SFDs), would be reviewed as part of a separate BAR case.. The following structures currently exist on the parcel: three single family dwellings, accessory structures and a non-operational Christmas Tree farm. The property is 26 acres zoned AG-I-5 and shown as Assessor s Parcel Numbers , -051, -054 and -057, located at 555 Las Perlas in the Goleta area, Second Supervisorial District. (Continued from 10/04/02, 11/22/02, 4/25/08, 7/11/08, 9/06/11, 12/19/14, 1/23/15, 2/06/15, 2/20/15, 3/06/15, 3/20/15 & 4/03/15) The streetscapes drawings presented do not meet the SBAR needs for a site model that shows the architecture and the massing of the buildings. A video fly through the project is desired. SBAR again requests a representative three dimensional model. Affordables: o Trash enclosure is to include trash, recycling, and green waste bins: redesign. o Re., colors: Whole color program could be more sophisticated. Color palette #1 is acceptable. Color palettes #2 and #3 are unacceptable. Revise. Return with established color setups by, e.g., Benjamin Moore. Mix colors of vinyl windows. Windows are not to be white; multiple dark tones are acceptable in different building types. Return with photos of applicant s existing developments in these colors. Return with photos representative of roof color/material. Try to get darker color material for roofing. o Re., windows: more projection is needed at muntins. o SBAR is accepting the following materials on the affordable units only: fine, sand finish; vinyl windows; and flat concrete tile roof. As such, colors become even more critical to the success of the project. o Re., landscaping: need more developed and detailed landscape plans. o

3 Page 3 Triplexes: o Appreciate that control joints will be caulked. o Re., colors: Do not mix colors of roof material. Use one color for the whole complex. Color to be in terracotta as in the Courthouse roof. Colors are weak and unacceptable. Restudy. Return with established color setups by, e.g., Benjamin Moore. Need to see aluminum clad window colors with the mixes. Keep one accent color on each building. Color render a swath of one elevation of the triplexes for further review (the SBAR does not need to see all four elevations rendered). o Vinyl windows are unacceptable. Project received further conceptual review only, no action was taken. Applicant was requested to return for further conceptual review. Abedi Multi-Family Building 2. 15BAR Partial Demolition, Remodel and Additions Isla Vista 15CDH (Dante Doberneck, Planner) Jurisdiction: Coastal Request of Sherry & Associates, Dawn Sherry, architect for the owner, M. Aref John Abedi, to consider Case No. 15BAR for further conceptual review of Unit A upper level addition of approximately 830 square feet, conversion of Units B and C to one Unit B of approximately 2,103 square feet and conversion of Unit D and Unit E to one Unit C of approximately 2,149 square feet, partial demolition of approximately 359 square feet to existing Unit B, partial demolition of approximately 405 square feet to existing Unit C, partial demolition of approximately 339 square feet to existing Unit D with proposal to convert Unit D partial hallway to existing stairs top landing of approximately 11 square feet, and partial demolition of approximately 383 square feet to existing Unit E. The following structures currently exist on the parcel: a residence with attached garage of approximately 2,661 square feet. The proposed project will require 35 cubic yards of cut and fill. The following structures currently exist on the parcel: a residence of approximately 1,521 square feet and attached garage of approximately 464 square feet. The proposed project will not require grading. Proposed size, bulk, scale, height, and style are appropriate. Relocate door to outside so that it is subordinate to the main entry and design the elevation with a window or two. The project would allow the legal non-conforming 33-foot height pole sign to include one double-sided 8 foot by 10 foot illuminated logo sign for the Pace Italian restaurant, and below, one double-sided 2.25 foot by 8 foot illuminated logo sign for the Evolation yoga studio. The pole sign s metal frames will remain the same per the venerable Big Yellow Sign; only the plastic sign panels will be replaced. The type, wattage, and luminosity of the pole sign lamps are currently undefined. The hours of operation for the lighted sign are currently undefined. The project would also allow for a pair of non-illuminated placard signs, one of 1 foot by 6 foot and one of 1 foot x 5 foot, to be hung above the business doorway, just below the entryway awnings. SBAR likes the general concept for revitalizing the house: fresh approach to Summerland architecture, but needs a lot of work. Heat gain from that much glass facing south is a real problem. Cables as proposed will not create a green wall. Need support for vines. Restudy materials and keep the integrity of the design. Develop design further. Develop area under the deck. Project received conceptual review only, no action was taken. Applicant was requested to return for further conceptual review BAR Castiglia New Garage Summerland 15CDP (Tammy Weber, Planner) Jurisdiction: Summerland Request of Vance Hildebrand, agent for the owner, Julie Castiglia, to consider Case No. 15BAR for conceptual review of a new garage of approximately 308 square feet to replace existing carport and wood deck of approximately 978 square feet. The following structures currently exist on the parcel: a carport and bi-level residence with wood decks. The proposed project will not require grading. The property is a.14 acre parcel zoned 7-R-1 and shown as Assessor s Parcel Number , located at 2394 Whitney Avenue in the Summerland area, First Supervisorial District Public speaker: Tom Evans. Proposed size, bulk, scale, and height are appropriate. Pitch of garage roof needs to match pitch of house roof. Straw vote: 3 to 1 for approval. Remainder of SBAR believes the west side stairway and proposed windows are designed in consideration of both the neighbor s privacy and the west view to the ocean. Openings are recessed to minimize views into neighbors. SBAR supports improvements to the front access and courtyard; improvements are appropriate to architecture and do not adversely impact design. Conversion of one car garage to dining room is consistent with architecture.
