He holds a Ph.D. i civil egieerig from the Uiversity of Texas, USA, a M.Sc. i Productio Egieerig from the Federal Uiversity of Rio de Jaeiro, ad a B.Sc. i civil egieerig from the Federal Uiversity of Juiz de Fora, Brazil. Cesar was awarded the Maua Medal for his cotributio to trasport developmet i Brazil, ad is a elected member of the Russia Academy of Trasport.
