1 Trasformig Cambridge Road Estate CREATE BIG IDEAS FOR THE FUTURE Hello ad welcome to this update about the regeeratio of the Cambridge Road Estate. This update gives you iformatio about the regeeratio ad where we ve got to, ad what this meas for you. Summary of this update INSIDE... TRANSFORMING CAMBRIDGE ROAD ESTATE The Coucil eeds to improve its curret homes for its existig residets ad build ew homes for those who will eed them i the future. It agreed at a committee meetig i Jue 2015 that it would look at the regeeratio of its housig estates, startig with Cambridge Road, to meet these objectives. We have ow completed iitial work ad shortlisted 3 optios which would meet our objectives ad we are askig the estate s residets to tell us what they thik about them. We will be holdig a series of drop i evets from Saturday 3rd September to Wedesday 19th October. It is importat that we hear your views so please do come alog ad meet us. We started with 14 differet optios that looked at differet parts of the estate. Followig a examiatio of all these optios some were rejected as they did ot eable us to meet the requiremets for a high quality regeeratio scheme ad we explai these requiremets later o i this ewsletter. The 3 shortlisted optios will eable us to keep or re-provide the same umber of coucil homes curretly o the estate. We ca build more ew homes, provide better coucil homes ad make sigificat chages that will improve safety o the estate, the outdoor leisure ad gree areas ad upgrade the commuity facilities. 2 Trasformig Cambridge Road Estate Coucil commitmets to Cambridge Road Residets We will keep or re-provide the same umber of homes for coucil teats with a secure teacy We will provide opportuities for leaseholders ad freeholders livig o the estate to move ito oe of the ew homes We will offer market value for homes owed by leaseholders ad freeholders if their properties are scheduled for redevelopmet We will support vulerable teats if they eed to move home We will offer fiacial assistace to residets who eed to move home i accordace with the coucil s decat policies We will egage with all residets at all stages of the programme, discussig with them the ext steps, the optios if they eed to move home ad ivolvig them i the desig of ew homes ad the estate s improvemets. Whe the curret roud of residet egagemet evets are complete we will collect your views ad provide feedback i December. Your views will be icluded i a report to the Growth Committee meetig i March 2017 whe the coucil will decide o which regeeratio optios to take forward. We eed to build ew homes because Kigsto is a place where people wat to work ad live ad its populatio is growig. The coucil also wats to improve the homes it ows for existig residets ad those eedig coucil housig i the future. There is less fudig available from the govermet for major improvemet works ad the coucil eeds to look at other ways to meet costs. Oe way is to use the lad that the Coucil ows to create better places to live, with additioal homes of differet types ad teures. Fudig provided by sellig ew private homes could be used to fud the costructio of ew coucil homes ad improvemets to existig coucil homes. The regeeratio of Cambridge Road Estate gives us the opportuity to provide high quality homes for the residets curretly livig o the estate ad to build the ew homes that Kigsto eeds. We have ow completed surveys ad other iitial work o the estate to fid out whether we ca upgrade the estate ad the best ways of doig this. We kew that ay major chages to the estate would be expesive ad ay scheme would eed to give us a way to pay for improved coucil housig. We wat to make sure that coucil homes cotiue to be available o the estate. The coucil has ow prepared a set of three regeeratio proposals that, to make the scheme affordable, all ivolve a sizeable icrease i the umber of ew homes ad substatial regeeratio. Have your say. 2

We have doe lots of work behid the scees to explore how best to achieve this. 4 Choosig the 3 optios Over the past year we have bee cosiderig how we ca meet our aspiratios for Cambridge Road Estate. We have tested 14 differet optios to see which oes offer the best way to provide high quality ad sustaiable homes. The measures we tested agaist were: 1. Viability How much the optios would cost ad whether those costs could be afforded 2. Quality of homes How we could improve the coditio ad quality of homes o the estate i terms of space, iteral layouts, quality of materials ad curret desig guidace 3. Quality of eviromet How we could improve the estate overall i terms of makig it safe ad secure ad providig much better recreatioal ad ope space ad commuity facilities 4. Impact o the wider area What impact each optio would have o the estate s relatioship with the wider Kigsto area, icludig liks to public trasport, access routes, ope space ad other ameities. Shortlisted optios Optio A (No 7 of optios cosidered) This optio is affordable. We ca refurbish the 4 tower blocks ad all other homes will be replaced with ew homes that meet curret space ad desig stadards. With this optio we ca keep ad re-provide the same umber of coucil homes, provide 100 ew low cost home owership homes, ad build a additioal 1081 homes. This would provide a total of 1913 homes. The estate would also beefit from a ew desig to make it safe ad secure for residets, with the commuity facilities, ope space ad play areas replaced ad sigificatly improved. The ew private housig would provide icome from groud rets ad the coucil is explorig whether this fudig could be used, at least i part, towards supportig some of the estate s ew commuity facilities. This optio does t curretly 5. Additioal homes How to keep at least the same umber of social reted coucil homes ad provide additioal homes for Kigsto. The optios raged from keepig some of the curret homes ad buildig some ew oes through to fully redevelopig all homes. We used a traffic light system that showed how each optio performed agaist these measures. 5 Shortlisted optios Optio B (No 8 of optios cosidered) This optio is affordable. We ca refurbish 2 of the tower blocks (Madigley ad Brikley) ad all other homes will be replaced with ew homes that meet curret space ad desig stadards. With this optio we ca keep ad re-provide the same umber of coucil homes, provide 100 ew low cost home owership homes ad build a additioal 1143 homes. This would provide a total of 1975 homes. The estate would also beefit more widely from a ew desig to make it safe ad secure for residets, with major improvemets to the gree spaces, commuity facilities ad play areas. The ew private housig would provide icome from groud rets ad the coucil is explorig whether this fudig could be used, at least i part, towards supportig some of the estate s ew commuity facilities. 1 Viability 2 Quality of homes 3 Quality of eviromet 4 Impact o wider area 5 Additioal Homes Optio C (Optio 10 of optios cosidered) This optio is affordable. It will replace all homes o the estate with ew homes that meet curret space ad desig stadards. With this optio we ca re-provide the same umber of coucil homes, provide 100 ew low cost home owership homes ad build a additioal 1148 homes. This would provide a total of 1980 homes. The estate would also beefit from a full redesig to ehace the overall eviromet icludig brad ew homes, ew gree spaces, ew play areas ad upgraded commuity facilities, ad it eables us to fully improve the issues of safety ad security. 6 Trasformig Cambridge Road Estate Rejected optios Our iitial work looked very early o at a optio to keep all the existig homes ad to try to provide additioal ew homes o the estate. Uder this optio oly 100 ew homes might be provided o the existig estate so this optio did t meet our eed to provide eough much eeded additioal housig or provide the fudig to improve the coditio of the coucil s homes ad the estate. This was ot therefore oe of the thirtee optios further examied. 4 of the optios (1a, 1b, 2a, ad 2b) tested as RED agaist each of the measures. These focused primarily o refurbishig up 336 homes, o improvemets to the houses, ad some redevelopmet. I total these optios would create betwee homes i total o the estate. Viability Quality of homes Quality of eviromet Impact o wider area Additioal homes 1a 1b 2a 2b These optios did ot offer the umber of homes or provide the better quality coucil homes that we eed. There would be little chage made to the estate s layout ad the optios were t affordable as they could ot fud the refurbishmet of the remaiig coucil homes or offer eough opportuities to provide quality homes ad a improved eviromet. There would be o upgrade to the commuity facilities, gree spaces ad play areas. The remaiig 9 optios offered differet outcomes. We discouted aother 3 optios (3, 4a, ad 4b) as these tested RED AMBER, ad GREY These optios raged betwee refurbishig just the tower blocks, retaiig a smaller umber of homes (without improvemet), ad redevelopig most homes, through to refurbishig 2 of the tower blocks, keepig Ely Court ad the Bull ad Bush Hotel ad redevelopig a larger umber of homes. Viability Quality of homes Quality of eviromet Impact o wider area Additioal homes 3 4a 4b We discouted these because although they had a reasoable chace of meetig some of our requiremets, they were t affordable as they could ot fud the refurbishmet of the remaiig coucil homes or offer eough opportuities to provide quality homes ad a improved eviromet. These limitatios would have o real positive beefits to the look ad feel of the surroudig local eviromet. We the discouted optios 5, 6 ad 9. These optios offered a mix of keepig ad refurbishig 2 tower blocks, keepig the Bull ad Bush Hotel as a commuity cetre ad Ely Court ad redevelopig all other homes. Viability Quality of homes Quality of eviromet Impact o wider area Additioal homes Although these optios tested maily (AMBER, GREEN ad GREY) ad offered the quality of homes ad eviromet that we wat to achieve, they too could ot meet the full cost of the chages that are eeded. 6
