1 The Heritage Hill Assciatin s 2015 Reprt t Neighbrs The purpse f the Heritage Hill Assciatin is t prvide neighbrs a way f cllectively building a healthy, histrically preserved cmmunity in which peple can live and wrk in a secure and stable envirnment. WHO WE ARE: The Heritage Hill Assciatin is the neighbrhd rganizatin f the Heritage Hill Histric District. Our bundaries are the nrthern rear prperty lines f Crescent Street t the suthern rear prperty lines f Pleasant Street (including the 600 blck f Unin SE); the eastern prperty lines f Unin Avenue t the western prperty lines f Lafayette Avenue; als included is a jg dwn State Street t Jeffersn Avenue t Fultn Street. Everyne wh lives within these bundaries is a member f the Heritage Hill Assciatin. Nn-residents can als be members by cntributing annual membership dues. Resident neighbrs and businesses are encuraged t supprt the wrk f the Assciatin thrugh its annual pledge drive. Ppulatin Stats: There are 1,300 Heritage Hill structures that are ccupied by 3,467 husehlds per the 2010 U.S. census. The ttal ppulatin is 4,103 and that averages t 1.2 peple per husehld. Of the ttal ppulatin, 81% are Caucasian, 9% are African American, 4% are Hispanic r Latin, 2% are Asian, the remaining 4% are mixed races; 70% are tenants and 30% are wners (Heritage Hill has the largest cncentratin f rental pprtunities in the city f Grand Rapids) 64% are ur residents are mderate t lw incme; 66% f ur structures are either wner ccupied r neighbr wned and 34% are absentee-wned. The cncentratin r density f ur husing is ver twice the GR average; 19% f ur husehlds d nt wn cars (this trend is grwing as residents seek ut nn-aut alternatives; walking, public transprtatin, bikes). The Assciatin's Prgrams: Heritage Hill is an urban neighbrhd and the Assciatin s prgrams infrm, assist and wrk with neighbrs t address urban prblems -- neighbrhd safety, land use cnflicts, increasing traffic and parking demands, institutinal expansin/cnstructin cntainment, husing and preservatin issues, prmtin f neighbrhd schls, access t services, and ther issues inherent in a densely ppulated, cre city neighbrhd. Just as with ld huses, a neighbrhd is dependent n a gd and nging maintenance prgram! Active, engaged, and mbilized neighbrs, wrking with ur neighbrhd institutins, the City f Grand Rapids, and all cmmunity resurces, are the best indicatrs that Heritage Hill is a vital place t live and wrk. Heritage Hill is recgnized by the American Planning Assciatin as A Great Place in America. This Old Huse magazine has named Heritage Hill as ne f the Best Neighbrhds in the United States. In 2015, Heritage Hill was recgnized by the Michigan Chapter f the American Planning Assciatin fr its participatin in Re//STATE and awarded with a Planning Excellence Award fr Grassrts Initiative. This hnr was shared with the Re//STATE partners: Friendly Crps, Williams &Wrks, and Dwntwn Grand Rapids, INC. fr the 2-day visining, staging event f the State Street Crridr. A LITTLE HISTORY: In 1968, neighbrs rganized tgether t stp mrtgage red lining (banks wuld nt lan mney t buy a huse in Heritage Hill) and urban renewal plans that wuld have demlished ver 75% f Heritage Hill structures. The first gal f the Heritage Hill Assciatin was t blck the bulldzers. Neighbrs wrked diligently t invke natinal preservatin legislatin that put Heritage Hill n the Natinal Register f Histric Places. This stpped the demlitins and set a precedent thrughut the U.S. that is still cited tday. In 1988, the Assciatin was the first Grand Rapids neighbrhd t establish its wn Master Plan f

2 Heritage Hill. Tday this plan cntinues t be updated and guides the Assciatin and the City regarding life in the neighbrhd. A Prspect Plan and the State Street Crridr Area Specific Plan are additinal planning guidelines develped by the Assciatin and neighbrs. OUR SERVICES: The Crime Preventin Prgram is prvided t increase neighbrhd safety with services that activate neighbrs in Neighbrhd Watch, Drug Watch, and Blck Club Organizing. Key cmpnents include free hme security surveys, persnal safety infrmatin, victim assistance, and prducing and distributing crime infrmatin/alert/e-alert ntices and fliers. Blck Club rganizing keeps neighbrs wrking tgether t priritize prblems, identify resurces, and develp and implement actin plans t reslve prblems. In 2015, this prgram was primarily funded by federal Cmmunity Develpment Blck Grants that the City f Grand Rapids receives and then funds a myriad f cmmunity prgrams, ne f which is the Heritage Hill Assciatin s. Neighbrhd Imprvement Prgram addresses all the ther quality f life issues that are nt crime related. Its purpse is t generate resident invlvement, educate and train, and encurage leadership t preserve, prtect, and maintain the residential qualities f Heritage Hill; t reslve issues f cncern; and build upn neighbrhd strengths that imprve the quality f life in the neighbrhd. Issues cmmnly include land use cnflicts, traffic/parking struggles, institutinal expansin, prmting neighbrhd schls, etc. Additinal cmpnents cnsist f educating, referring and assisting residents with available City services and cmmunity resurces and implementing and re-evaluating needs identified in the Master Plan f Heritage Hill. Like the crime preventin prgram, this prgram is partially funded by the federal Cmmunity Develpment Blck Grant funds that the City f Grand Rapids awards t the Heritage Hill Assciatin s prgram. Apartment and Hmes Listing Service: Due t ur large rental cmmunity, the Assciatin prduces and publishes a list f available apartments in Heritage Hill whse landlrds chse t list with us. It is an extremely ppular service and Heritage Hill apartments are in demand. Our list is free t tenants and available n ur Web site ( and at the HHA ffice. T list an apartment, landlrds pay a fee: $45 fr a studi apartment; $50 fr a ne-bedrm; $55 fr a tw-bedrm and $60 fr 3 r mre bedrms. The listing is fr 2 mnths r until the apartment is rented, whichever cmes first. The list als includes Hmes fr Sale in Heritage Hill. Fr Sale listings cst $100 and run fr tw mnths. Additinal services that we ffer landlrds and tenants include assistance with their respective rights and respnsibilities. The Heritage Herald: The Assciatin prduces and publishes 6 bi-mnthly newsletters that are mailed t a cmbined 4,500 addresses in Heritage Hill, nn-resident members, businesses, city ffices and ther cmmunity resurces. It publicizes events, issues, and ther infrmatin f interest and cncern t neighbrs. The Herald prvides infrmatin, prmtes neighbrhd identity and fsters cmmunity. Heritage Hill Website: The Assciatin's website hsts a variety f infrmatin regarding ur neighbrhd. The apartment listing is psted n the website as well as the guidelines f the City s Histric Preservatin Cmmissin (HPC) and the applicatin fr all exterir wrk. The Weekend Tur f Hmes (3rd Weekend in May) This is the largest fundraising and prmtinal effrt f the Heritage Hill Assciatin. The funds are needed t sustain ur Crime Preventin and Neighbrhd Imprvement prgrams. It als prmtes ur architectural heritage and neighbrhd as a great place t live, wrk and visit! The Neighbrhd-Wide Night Out is the first Tuesday in August; the Hliday Ptluck and Annual Meeting is typically the first week in December. The Assciatin als invites neighbrs t hld an annual neighbrhd-wide Yard Sales Day the first Saturday in June. Architectural Files: The HHA ffice maintains the architectural survey files f each huse in the neighbrhd that were cmpiled in This survey was needed t place Heritage Hill n the Natinal Register f Histric Places that effectively saved ver 75% f the neighbrhd frm demlitin. 4 in the last cuple years althugh n specific prpsals have ever been presented. With the likelihd f develpment at this site, the Assciatin determined it wuld be best t be pr-active and cmpile what culd be accepted uses at this site. Neighbrs planning meetings were cnducted in winter and spring f 2015 and neighbr facilitatrs prduced the final reprt that the HHA Bard adpted in August. This reprt is a visin f what neighbrs and the Assciatin may supprt t guide and judge ptential develpment plans. Pleasant Park became the much needed neighbrhd gathering green spt in Neighbrs created the Pleasant Park pals Facebk page t stay cnnected and engaged; planted the perennial garden that edges the Pleasant Street brder, hsted planned and spntaneus events including the Assciatin s ice cream scial, and a myriad f activities such as yga, dg trainings, kite flying, sledding, ball games, Frisbee flying and everything play fr all ages. A true public space embraced by its cmmunity. State Street: The Dyer Ives Fundatin apprved funding f the Assciatin s request fr cmmunity rganizing activities utlined in the Assciatin s State Street Crridr Area Specific Plan. Activities this year include: State Street Crridr Area Specific Plan was adpted unanimusly by the City f Grand Rapids Cmmissiners n July 28, 2015 and incrprated int the City s Master Plan. Launched Facebk State Street page with new lg t identify State Street as an identity: Set up a meeting with the residents f the Stuyvesant Apartments. Discussed the State Street Crridr Plan pertaining t business grwth n State Street and what they wuld like t see happen in this crridr. These meetings will cntinue. Met with Executive Pastr Reverend David Baak frm Westminster Presbyterian Church t discuss the State Street Crridr Plan. Westminster is eager t see grwth in this area and prmised parishiners are eager t help. Met with the President f Mercy Health, Bill Manns, and ther Mercy Health prfessinals t discuss the State Street Crridr Plan. Talked a great deal abut the surface parking lts alng State Street. 345 State Street Apartments pens, managed by Live Dwntwn. Started nging meetings with HQ, a teen runaway drp-in center at 320 State Street SE and have built a strng wrking relatinship. The State Street Crridr Plan was used t shape the Dwntwn Develpment Authrity s recnstructin f State Street frm Jeffersn t Lafayette. Brick pavers, variety f trees, new sidewalks and bike paths were incrprated int the DDA s plan. The street is nw bricked, trees planted and lights installed but nt n as f yet. Weather has gtten in the way f having them cmpleted as f yet. Wrked with Westminster, Azkul Prductins and HQ as partners fr ur first Blck Party n Octber 16, 2015 at Fster Park. Aimed t cnnect the cmmunity as well as making the teen drp-ins frm HQ feel wnership f the neighbrhd. Activities included: fd, music, gats and crafting. Well ver 300 htdgs, 250 hmemade treats, smked meats and ther dnated fd was eaten. Talks are already in the wrks fr anther in Bi-mnthly articles in the Heritage Hill Herald abut State Street. Cmpiled a list f all prperties within the State Street Crridr and wners. Wn the 2015 Planning Excellence Award fr Grassrts Initiative frm the American Planning Assciatin f Michigan fr RE//State, Build a Better Blck. Cntinue t wrk with ur cmmunity fficer n htspt issues alng State Street. Ptpurri f land use: The Assciatin reviews and investigates all zning variance requests in Heritage Hill. Psitins are prpsed based n the Heritage Hill Master Plan, the City's zning cde criteria, and neighbrs' feedback. In 2015 the Assciatin was invlved in the fllwing:

The use was similar t what had been in place s n new zning apprvals were needed. 302 East Fultn: A request t cnvert this frmer cmmercial ffice use hme t a 5-unit was prpsed, reviewed and supprted by the Assciatin due t its lcatin, size, available parking, and previus use. The City's Zning Appeals apprved the prpsed use. 579 Lafayette SE: A crner prperty s prpsed fence was reviewed but nt addressed. The psitin was that the Histric Preservatin Cmmissin was the apprpriate bdy t address the materials but als the set-back lcatin. 346 Wealthy SE: New wnership f this small building restred residential use n the 2 nd flr f this cmmercial prperty. The Assciatin supprted the resumptin f the residential space that brings 24/7 ccupancy t this blck f Wealthy Street. GRCC Child Develpment Center: Assisted GRCC s pen huse detailing its Child Develpment prgram and recnfiguratin f its center n Funtain NE. BRT Laker Line: RAPID reps presented verview f the new Laker BRT Line (Bus Rapid Transit) and hw it will intersect at Michigan and Lafayette. Air BnB and Cperative Husing: Numerus cnversatins and mnitring f these issues. Cperative Husing was in the news in late 2015 and cited tw perating in Heritage Hill. Bth f thse cited in Heritage Hill are zned and abide by their multi-family status GRFrward: Heritage Hill meetings n this Big Idea plan fr the dwntwn cmmunity cntinued in 2015 and the plan is nw unveiled. Incredible dreams that have been nly imagined in the past are taking steps t becme part f the Grand Rapids excitement. Michigan Street Crridr Plan: Cntinue t have cnversatins regarding the implementatin f this Plan. Met with Spectrum Health representatives n pssible recnfiguring f the Bstwick, Michigan pedestrian crssing t imprve pedestrian safety. Residential Permit Parking: The City enacted a permit parking rdinance early in Heritage Hill neighbrs have been asked and the prcess utlined but there des nt appear t be grwing supprt fr instituting a permit parking zne in Heritage Hill. It remains n ptin but needs a cncerted effrt by several adjacent blcks t pursue. The cmplexity f a zne appears t utweigh residents ability t find available parking fr themselves and guests. Tapestry Square/ICCF: The Heritage Hill Assciatin has wrked with ICCF fr many, many years n develpment f the Wealthy Divisin crridr. The dream f a grcery stre at this majr intersectin is still elusive but the marketing f this visin cntinues. Discussins als included the redevelpment f the Prspect, Lafayette, Wealthy crner that has life but is still waiting fr funding befre any plans are finalized. The cnd units at the Lgan, Sheldn were near cmpletin at the end f 2015.

6 Central Campus/Schls: As part f planning scpe f GR Frward, the Central campus was re-visined n paper. The Assciatin s Central campus netwrk (neighbr representatives frm each f the brder blcks f the campus) reviewed pssibilities that will include the demlitin f the frmer City High building, a restructuring f traffic flw n the campus, redesigned landscaping, and cnstructin f a cnnectr between the GRPS Mntessri (Funtain) schl and Innvatin Central. All plans are tentative but with the passage f the GRPS millage in 2015, the demlitin f the frmer City High building will begin that apprval prcess spring/summer The Assciatin supprts its schls and strngly encurages explring all ptin t find a gd fit fr yur family. Investigating and cmparing schl ptins is a whle lt easier than relcating. The Child Discvery Center at 409 Lafayette SE is anther alternative in ur neighbrhd t research. Maintained a cmmunicatin netwrk each f ur neighbring hspitals, clleges and universities, and neighbrhd assciatins. Rad cnstructin: Is the new nrm fr warmer mnths in Heritage Hill. Traffic, parking, and cnstructin made it tugh ging t travel between the nrth and suth ends f Heritage Hill in The Assciatin respnded t a variety f rad cnstructin issues identified by neighbrs. The City s rad millage brught big relief t several f the wrst streets. Lafayette NE is bumpy n mre! Neighbrhd Fun and Fund Develpment: Organized and rchestrated the annual Weekend Tur f Hmes in May. Recruited hsts, huse captains and 231 vlunteers t staff the hmes and welcmed 3,500 turists. Organized 8th annual Garden Tur. This shwcases the variety f urban gardens that are passinate private areas f ur neighbrhd. Cmpiled and prduced 6 issues f the Heritage Herald and distributed t 4,500 neighbrs and friends. Prduced and updated the apartment listings n a minium weekly basis. Organized the Heritage Hill Night Out Ice Cream scial at Pleasant Park in August; Organized the annual Heritage Hill Neighbrhd-Wide Yard Sale Day in June; and the Hliday Ptluck and Annual Meeting in December. Crime Preventin in 2015: The city and state f Michigan have enjyed a crime vacatin fr the last several years. A number f serius felny crimes have decreased accrding t the mnthly reprts that Neighbrhd Assciatins receive frm the Grand Rapids Plice Department. Statistics fr 2015 crime were nt available at printing time fr this Herald but we expect t clse the year withut a net increase in felny crime. There have been several serius incidents, (carjacking with arrests made), but, these are nt the nrm. A full review will be available next issue. New neighbrs: Fr tips n keeping yur apartment r hme safer frm burglaries give Tansy Harris ur new cmmunity rganizer fr crime preventin a call at Neighbrs are the Heart f Heritage Hill: Bard members blck club representatives, Assciatin cmmittee members and hundreds f individuals all ver the Hill have a persnal cmmitment t helping each ther stay safe. The stries I hear indicate that peple have all ver the Hill engage and assist in tasks that help keep their lng-time neighbrs in their hmes by prviding rides t appintments, ccasinal meals, phne calls, shveling and much mre. Other neighbrs distribute imprtant infrmatin t their neighbrs by frwarding the Heritage Hill E- Alerts abut crime incidents and neighbrhd events. Sme rganize scial activities r blck meetings n current issues fr their neighbrs. Many watch ut fr pssible criminal activity and call the plice and alert staff at HHA. All f these are enrmusly helpful in keeping ur sense f cmmunity strng. In 2015 Neighbrs n Lgan Street SE met with ur Cmmunity Officer Craig Glwney. Pleasant Park neighbrs met with Cmmunity Officer Adam Baylis, and the Nrth Cllege Blck Club invited ur frmer Cmmunity Officer Aarn Rssin t their January Saturday mrning cffee. Prspect Avenue SE neighbrs met with Captain Pete McWaters and ur cmmunity fficer and kept them updated thrughut the year n several cncerns they were addressing. Blck Reps are neighbr-activists: Blck Reps bring issues and cncerns frm their blcks t the attentin f the Heritage Hill Assciatin staff, as d as ther neighbrs wh are nt shy abut ing r calling us t. When the Assciatin and neighbrs wrk tgether the result is ften a prblem slved calls abut included: Tall weeds and un-mwed grass, verflwing trash n curbs, exterir cde vilatins, Suspicius activity, nging disturbances, a barking dg r tw, Juvenile crime, speeding traffic, wrng way driving, and n and n. D Yu Feel Safer? Several times a year we ask if yu feel safer in Heritage Hill as a result f ur wrk n crime related issues. Last year that included: Illegal Dumping: Three prperties suffered when smene dumped furniture, garbage and ther lads f husehld gds n private prperty instead f taking it t the dump as they were mst likely paid t d. Crime-Alerts via We sent ut several dzen ntices t neighbrs describing crimes and prviding detailed infrmatin abut hw t prevent them. Generally ur crime alerts in 2015 have been alerts abut vehicle break-ins.

8 Burglary Preventin: Our free Apartment and Hme Security Surveys find defects that yu might nt. Last fall during a security survey requested by a new tenant we fund that the unit was seriusly ut f cmpliance with the city f Grand Rapids Hme Security requirements. Windw lcks were brken, n windw pins were installed, a rear exit was blcked by heavy vines and bslete lcks ffered little prtectin fr the tenant. This building had been inspected mre than nce since the security rdinance was apprved in We addressed this issue with bth the tenant and the wner and have alerted the inspectr. Madisn, Cherry and State Street intersectin: Wrng left turns frm right lane reslved with directinal sign. Unin and Wealthy SE: Left turns frm right lane and wrng-way driving reslved with signage and lane markings. Cherry Street Pt Hles: Patched (but mre wrk needed!). Cllege NE: Deep hme at leaking water line in street repaired and filled. Park Safety: Pleasant Park and Fster Park are wrks-in-prgress with neighbrs, plice and HHA staff active in making the parks safe and beautiful. Unsafe Parking n Washingtn and Cllege SE: Drivers edged s clse t the intersectin it frced drivers t enter the crss street blind t ncming traffic was reslved with alert t students, N Parking signs were installed then plice enfrcement. Man-in-a-Van Alert: Alerts were sent ut when a neighbr reprted a stranger made inapprpriate remarks as she walked in a residential area just suth f the Hill n a summer afternn. There had been similar ccurrences near Midtwn and Eastwn earlier in the year but the suspects were f different descriptins. N further ccurrences have been reprted. NEIGHBORHOOD BEAUTIFICATION: Peple avid areas where they see graffiti, trash in the gutters and bad behavir is allwed. Clean streets, free f graffiti, busy with bicyclists and pedestrians, with tidy green spaces and crner gardens are welcming. Neighbrs vlunteer n tw prjects that help keep the Hill lking gd. Adpt-a- (Utility)-Bx is a graffiti remval prject that fur neighbrs participate in. A cuple mre are needed. Paint ver graffiti at yur wn pace in yur wn area. Call Tansy Harris at t sign-up. Street crner gardens and Park Clean-ups are dne at bth Pleasant Park and Fster Park. HOUSING CODE ENFORCEMENT: The wrd enfrcement is likely t irritate sme f us wh d nt like t be tld what t d with ur wn prperty. We get that. But, then there are a few prblems that g unreslved until the City f Grand Rapids gets invlved. In 2015 neighbrs have been cncerned and watching tw prperties that suffered destructive fires. 133 Unin NE: The wner wrked clsely with his insurance cmpany and with the City f GR Cde inspectr and Histric Preservatin Specialist t make sure he brught the multi-unit rental up t meet bth the Husing Cde and the Histric Preservatin Standards. It is nw cmpletely rehabilitated and ccupied. 512 Cllege SE: We have all watched as this ne-family hme has std empty and deterirating all year while wners tried t find the best slutin. As time passed we urged the city t act s further damage wuld nt ccur. The hme was sld and a new wner is wrking t develp a plan fr rehabilitatin and checking in with City Histric Preservatin and Cde Enfrcement. We lk frward t lts f prgress in LEAD-SAFE WORK VIOLATIONS: Five neighbrs reprted witnessing painters sanding and dry-scraping the exterir f fur hmes in vilatin f EPA and State regulatins. Thse painters and several thers at three mre addresses ften did nt prperly attach plastic sheeting t catch chips and sme failed t wrap and tape the sheeting fr safe dispsal f chips.
