HSDRRS Hurricane & Storm Damage Risk Reduction System 7 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Plaquemines Parish, LA Four primary coastal levees Overtopped by surge Form sumps with adjacent MRL segments Recent flooding during Hurricane Isaac (Braithwaite) Risks / Issues Coastal BFE appeals Significant new levee/berm/marshland construction Politically sensitive Will go beyond Phase 1 and 2 of LAMP Very interested in CLOMRs 8 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Phase 1 Classification of the Structure as a Levee The new procedures may only be applied to a structure that meets the following conditions: The levee system is currently existing Structure was designed as a flood control structure An owner has been identified Structure is operated and maintained as a flood control structure Structure is hydraulically significant 9 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Phase 2 Coordination with Local Levee Partnership Team Level of effort will vary during this phase based on the complexity of the levee system in question. Intention of this phase is to: Coordination with stakeholders external to FEMA Collect existing local data & system knowledge Determine additional data communities plan to submit Perform approximate-level hydrologic and hydraulic (H&H) analyses, review of results Prepare Levee Analysis and Mapping Plan 10 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Local Levee Partnership Team (LLPT) Meeting-Specific Objectives: Important information and data related to how the levee system will be analyzed and mapped is obtained and considered. LLPT members have an opportunity to explain the unique conditions related to their levee system that will impact the analysis and mapping. LLPT members comment on methods for levee system reaches, analyses, and mapping within the allowable guidelines. A reasonable schedule is developed for obtaining input or additional data. 11 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

LAMP Pilots & LLPT Meeting Data Needs Elevation Information for the Levee System (Toe & Crest) Design Base Flood Elevation (BFE) Structural Design Information Geotechnical Evaluation Interior Drainage Analysis Evaluation of Overtopping Erosion Potential Operation and Maintenance Plans Levee Inspection Reports For more information refer to LAMP Final Approach document: 12 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Handshake Meeting, 2013 Introduction to process Parish President glad to be participating, wants a slow process Parish currently investing in construction for risk reduction Levee improvements Coastal berms Marsh restoration Local SME opposing surge information What levees will be included? 13 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Recap from LLPT1 Identification of non-accredited levees in Plaquemines Parish Initial assessment of levee systems and selection of LAMP Procedures Presentations by Blair Rittiner P.J. Hahn Dr. Suhayda David St. Marie LAMP Field Trip 14 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

LLPT2 Cancelled, but not really (?) Parish President cancelled the meeting the morning of the scheduled time FEMA and SMs were already boarding planes Met with Parish technical leads and their LAMP consultant Allowed us to lay out the path forward through Phase 2, Revised prelims, appeals, LOMRs Take away: Carpe Diem. Have the meeting. 15 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Recap from LLPT2 Coordination between FEMA contractor and Plaquemines Parish Consultant on data collection Review of First Pass Analysis to assist in short listing LAMP Procedures for levee reaches Finalize the LAMP Procedure(s) that should be applied to map the flood hazards behind the non-accredited levees 16 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Phase 2 Analysis: Wave Break Decrease in BFE due to waves energy being dissipated by overtopped levees Note how overtopped levee breaks the waves Note how BFEs increase due to waves regenerating inside levees NAVD Levee Note how obstructions (trees, buildings) reduce the waves and BFEs 17 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Phase 2, Plan Plan documents the process by which the LLPT and FEMA arrived at LAMP methodologies In Phase 2, FEMA analyzed these levee systems using the LAMP procedures the LLPT agreed upon. Results will provide a more realistic representation of the flood hazards 18 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Phase 2, Plan Natural Valley as mapped on the 2008 Preliminaries 19 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Phase 2, Plan Natural Valley (Wave Break) with transect data updated (WHAFIS) 20 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Phase 2 Results (LLPT3) 24 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Recap of LLPT3, 2015 Presentation of Ph2 results Target for prelim: Dec Considered levee heights for Dec Adjacent parishes were planning prelim in June 2016 to consider June 2016 constructed heights, Plaquemines also requested this FEMA agreed, now targeting July 2016 No issues with the maps presented, as all information from Parish was considered. 25 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016

Bottom Line Keep stakeholders engaged Use a flexible schedule but make steady progress Be innovative: Wave Break Aim for win-win situations: LOMRs, CLOMRs for ongoing improvements CLAMP? 26 The Promised Land in Sight Preliminary Issuance on a LAMP Study ASFPM, 2016
