3 Introduction The main objective of the study was to determine the potential economic loss associated with coastal flooding FEMA s HAZards United States (HAZUS) tool is designed to produce loss estimates for use by federal, state, regional and local governments and private enterprises in planning for risk mitigation, emergency preparedness, response and recovery HAZUS includes capabilities to analyze earthquakes, floods and hurricane winds 3

7 Initial Stakeholders Meeting An initial coordination meeting was held on May 6 th, 2010 at Groton Town Hall Annex in Town of Groton This meeting was attended by the representatives from FEMA, STARR, CT DEEP, Town of Groton and City of New London STARR representative provided a detailed presentation that covered the scope and objectives of the Risk Assessment project 7
8 Basemapping and Data Preparation HAZUS analysis can be performed on 3 different levels depending on the amount of input data provided by the user 8
9 Basemapping and Data Preparation HAZUS Level I uses only the default data provided with the software HAZUS Level 2 analysis can be used to determine flood hazard and measurement of exposure using a combination of default and detailed information HAZUS level 2 gives the user flexibility when deciding the types of data to be used. 9
10 Basemapping and Data Preparation The datasets used by STARR varied in some instances Flooding information generated from July 8, 2011 Effective Flood Insurance Study August 5, 2013 Revised Flood Insurance Study Using the Flood Information Tools (FIT), CHAMP/WHAFIS results along with elevation data were used to develop an input dataset that is compatible with the HAZUS model 10
11 Datasets received from the communities Groton Communities Parcel Database Zoning Number of Floors Year Built Value Size Building Footprint Location of structures Outline used to determine lowest adjacent grade (LAG) Submarine Base New London No detailed data was received from the City of New London. All analysis was performed using Census information 11
12 Basemapping and Data Preparation Using information received from the community in parcel database format a HAZUS User Defined Facility (UDF) dataset was developed The UDF provides a more refined loss estimation The UDF consists of the more detailed structural data 12
13 Basemapping and Data Preparation The UDF database includes attributes such as Occupancy Class, First Floor Elevation, Building Material, Foundation type, Number Year Built, Structure value, Number of Floors, Square Footage, Latitude and Longitude, etc The UDF was then associated with the building footprints provided by the Town The next slide shows an example of the UDF dataset Occupancy Classes 13

15 HAZUS Level 2 Risk Assessment After the engineering analysis was complete for New London County, STARR proceeded with using the Flood Hazard Data This included a detailed model evaluation to estimate the depth of flooding along with the appraiser data for structure values & census information A two step review was completed for both towns 15
16 HAZUS Level 2 Risk Assessment Level 2 analysis using historic flood hazard information and census data Level 2 analysis using detailed engineering data along with census data For the Town of Groton, building specific data was used to provide a more detailed analysis 16

19 Land Use Categories The results include both residential and nonresidential parcels, as classified by the zoning codes provided by census tracts Non residential parcels included Commercial, Industrial, Agricultural, Religious, Government and Education classified structures 19
