1 UTTAR PRADESH JAL NIGAM INVITATION FOR BID (IFB) NATIONAL GANGA RIVER BASIN PROJECT (INDIA) (WORLD BANK FUNDED) Invitation for Bid International Competitive Bidding Loan No IN, Credit No IN No: NGRBA/PP14-15/SPMG/UP/ /W/10 Dt: The invitation for Bid follows the General Procurement Notice for this Project that appeared in UNDB online on & updated last on The National Ganga River Basin Authority (NGRBA) of Ministry of Water Resources, River Development & Ganga Rejuvenation, Government of India has received financing of US$ 1 billion from the World Bank towards the cost of the National Ganga River Basin Project and intends to apply a part of the proceeds towards payments under the contract for work detailed below. 3. The NMCG, State Governments of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal and the ULB have entered into a Memorandum of Agreement for implementation of the NGRBA programme in the respective states. 4. The State Government of Uttar Pradesh, India and MoWR have entered into a Memorandum of Understanding towards the implementation of this project forming a part of the NGRBA Programme. 5. Qualification requirements as listed briefly below are required to be fulfilled by the bidder. [Bidders are advised to refer to the bidding documents for complete details] Financial: (a) Net worth of INR 600 Million or US$ 10 Million in each of the last 3 financial years during , & ). (i.e. (b) Cash credit facility of INR 240 Million or US$4.00 Million Technical: (a) Experience of design, build & commissioning, of at least one Sewerage Network (including Pumping Stations) of 120 Km Length of Sewerage Network of which 10% should be above 500 mm during the last 7 Years.

2 (b) Operating and maintaining one Sewerage Network (including Pumping station) of 80 Km length for a period of 1 year during last 7 years. (c) Experience of design, build and commissioning sewer line of minimum 1.00 Km of length using trenchless technology during 7 Years (d) For the purpose of demonstrating its experience in accordance with Section 1.4 (a), the Bidder, whether a single entity or a joint venture Bidder may claim the experience of its sub-contractors and sub-consultants nominated in the Information Forms for 1.4(a) (2), 1.4(a) (6), and 1.4(a) (7). 6. Bidding will be conducted through the International Competitive Bidding Procedure as specified in the World Bank s Guidelines: - Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits & Grants, January 2011, revised July 2014, and is open to all eligible bidders as defined in the Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 of the Guidelines setting forth the World Bank s policy on conflict of interest. 7. The General Manager, Ganga Pollution Control Unit, U. P. Jal Nigam, Allahabad invites sealed bids from eligible bidders for the works detailed in the table below. The bidders may submit bids for the following work as per Instructions to Bidders and the Schedules thereto. Name of the Work Survey, Review The Designs, Redesign Where Necessary And Build New Sewerage Network Of About 215 Km Length Including Survey, Design, Construction Of 2 Nos. Pumping Stations And All Appurtenant Structures, And Operation & Maintenance Of Sewerage Network And Pumping Stations For A Period Of 10 Years In Sewerage District-B Of Allahabad, State Of Uttar Pradesh, India Bid Security Rs. 24 million or US$ 0.4 million or an equivalent amount in a freely convertible currency. Cost of Bidding Document Rs including VAT US$80.00 or Period Design, Build, Test and Commissioning period of 3 Years and Operation and Maintenance period of 10 years. 8. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of the General Manager, Ganga Pollution Control Unit, U. P. Jal Nigam, Allahabad., at the address given below during office hours i.e. 11:00 to 17:00 hours. 9. A complete set of bidding documents will be available on the website w.e.f The bidders who are interested to participate in the bidding process can download the bid documents from the website for their reference. Bidders are advised to obtain the hard copy of the bidding document for preparation of their bids. 10. The bidders who download the documents from the website and use the same for submission of the bids should note that if there is any discrepancy between the downloaded document and the hard copy

3 of the document issued to the bidders, the hard copy shall be treated as final and shall prevail over the downloaded documents. 11. The bidders who download the documents shall have to pay along with their bid submission, the nonrefundable cost of Rs including VAT or US $ in the form of a Certified Cheque/Demand Draft issued by a nationalized bank / foreign bank listed with the Reserve Bank of India having its branches in India, payable to the Project Manager, Ganga Pollution Control Unit, U. Bidders can also purchase the bid documents commencing from on payment of Rs including VAT or US $ in the form of a Demand Draft issued by a nationalized bank / foreign bank listed with the Reserve Bank of India having its branches in India, payable to the Project Manager, Ganga Pollution Control Unit, U. Bids will be opened on the same day at 12:30 hours, in the presence of the bidders representatives who choose to attend. If the office happens to be closed on the date of receipt of the bids as specified, the bids will be received and opened on the next working day at the same time and venue.
