Price Bid in physical format shall not be accepted in any case. EMD in the form of FDR in favour of the Deputy Director of Agriculture, D&NH, copy of member societies/firms/companies of National Bee Board, PAN card, GST registration certificate which are mandatory documents required to be uploaded with other supporting documents if any and to be submitted in hard copy in the office of the Tender Inviting Authority by Courier/by post/deposit in tender box kept in the office on or before 03/08/2018 up to hours. However, Tender Inviting Authority shall not be responsible for any postal delay or loss of documents and reserves the right to accept or reject any or all the tenders to be received without assigning any reasons thereof.

Terms and Conditions for procurement of Honeybee colonies, Langstroth Bee Hives like live Apis Mellifera/Apis Cerena Indica or equivalent with other accessories (3rd call) 1. The rates quoted should be strictly for free delivery at FOR Silvassa and will be valid and operative for one year. 2. The rates quoted should be inclusive of all taxes (GST). 3. No extra charge for packing, forwarding or insurance will be paid on the rates quoted. 4. The decision of the Tender Inviting Officer for acceptance or rejection of any articles supplied including the decision for equivalent specifications, standard and quality etc. of articles shall be final. 5. The Tender should enclose tender fee of Rs.2000/-(Rupees Two Thousand only) non-refundable, drawn in form of D.D. from any Scheduled Bank/Nationalized Bank payable at Silvassa drawn in favour of the Deputy Director of Agriculture, Silvassa. Tender received without tender fee will not be accepted and summarily be rejected. 6. The tender should enclose Earnest Money Deposit of Rs.1,28,000/- (Rupees One Lakh Twenty Eight Thousand only) drawn in form of F.D.R from of any Nationalized Bank /Scheduled Bank payable at Silvassa drawn in favour of the Deputy Director of Agriculture, Silvassa. Tender received without Earnest Money Deposit will not be accepted and summarily be rejected. 7. The amount of earnest money deposited by the successful bidder will be adjusted against the amount of security deposit or will be refunded as may be convenient. 8. The amount of Earnest Money Deposit paid by the tenderer whose tenders are not accepted will be refunded to them. No E.M.D. or Security Deposit will be refunded to the successful bidder whose tender accepted for supply of Beekeeping Boxes before expiry of time limit prescribed by the tender inviting officer. 9. In case of failure to supply of beekeeping boxes ordered for as per terms & condition & stipulated time, the same beekeeping boxes will be obtained if required from the tenderer who offered next higher rates or from any other sources as may be decided by the Tender Inviting Officer & the loss to the Government on account of such purchase shall be recovered from the earnest money deposit.

In case failure to replace the accepted and rejected articles from supplies made as mentioned in the terms and condition, the loss undergone to the Government will be recovered from the Earnest Money Deposit or from the payment due of bill of the supplier to the extent required. 11. In case the delivered bee boxes and bee colonies are not as per specifications FOR at destination, the same will not be accepted. The selected bidder will have to replace the Beekeeping Boxes as per the actual specifications and requirement at their own cost to the Agriculture Department. Agriculture Department will not be responsible for any loss occurred for this to the bidder. 12. The tenders will be opened in presence of tenderers or their representatives, if present in the office of the tender inviting officer. 13. If the supplier whose tender is accepted fails to execute the supply order within stipulated time, the E.M.D of such supplier will stand forfeited to the Government. 14. After receipt of the supply order, the beekeeping boxes should be supplied within 15 days, failing which action will be taken as per terms and condition No The bidder also should provide sample bee box, live colonies of Apis Mellifera/Apis Cerena Indica or equivalent to the office of Agriculture while getting purchase order. This supplied sample box shall be adjusted/counted against the supply lot. 16. The agency shall supply & install the Honeybee Keeping equipment to the selected beneficiary. 17. The agency shall provide theoretical as well as operational training to the selected beneficiary 18. The agency shall link the beneficiary with market wholesalers or distributers where the beneficiary can sell the honey bee provided by thereon. 19. The beehive shall be supplied with bee colonies in complete form, properly assembled and protect from damage in transit and during storage. 20. The successful bidder shall be required to deposit an amount equal to 10% of the contract value as Performance Security in the form of Bank Guarantee drawn in favor of Deputy Director of Agriculture, Silvassa within 10 days from the issue of work order. 21. Performance Security will be discharged after completion of contractors performance obligations. 22. No sub-contracting is permissible. 23. Conditional bid will not be accepted. 24. The bidder has to submit price bid as per Financial Bid Format

The right to accept or reject without assigning any reasons any or all tender in part or whole is reserved with the Tender Inviting Officer and his decision (S) on all matters or in part will be final and binding to all. 26. Only the Member societies/firms/companies of National Bee Board (NBB) are eligible to participate in the Tender/Supply of requisite material. 27. Each Honeybee colony should have strong 8 frames honeybees. 28. Specifications/Norms for Honeybee Colonies, Bee hives, supers etc. and Bee Keeping equipments may be prescribed as under; (A) Norms for Bee Colonies, each of 8 frames of Apis Mellifera/Apis Cerena Indica or equivalent; (i) Each Bee colony should consist of 8 frames honey bee with one healthy well mated queen bee, full of worker bees, Broods, eggs, sealed honey in frames sufficient number of drones. (ii) Colonies should be disease free and free from any other infection, and (iii) Frames of the colonies should be of standard size and quality wood (Tun/Kail). (B) Norms for Bee hives with Supers etc.; (i) Each bee hive should consist of one brood chamber/bee hive with bottom board, one super-inner cover, 12 empty frames, 20 Wax Foundation Sheets (WFS), one top cover, one inner cover, one queen excluder, one stand, one queen gate, one propolis sheet/screen, one gate closer screen/jali, one pollen trap, migration jali, one beehive belt to be used for sealing at the time of migration, one queen cage, Artificial Queen cells/cups (5-10), etc. (ii) All the equipments/beehives, supers, etc. should be of high quality/bis/isi standards. Beehives, supers, frames etc. should be made of quality wood, viz. Tun, Kail etc. and Wax Foundation Sheets (WFS) of pure Bees wax, frame wires, screens/jalies etc. of stainless steel (SS)/Food Grade Plastic, Pollen Trap of Food Grade Plastic with SS wires/jalies etc. Beehives should be new. All the equipment should be of high quality/bis/isi standards. (iii) The colour of beehives, supers etc. and other accessories should be of standard and Food Grade colours as prescribed for specific bee species i.e. White for Apis Mellifera and Blue/Green for Apis Cerena Indica or equivalent. (iv) The size and shape of the beehives with supers and other requisite tools accessories should be as per prescribed norms/standards for Apis Mellifera/Apis Cerena Indica or equivalent separately; and (v) The beehives, supers, frames etc. should be well treated and free from molds etc. all infection/diseases.

6 (C) Norms for Bee Keeping Equipments and Tools: (i) One set of Bee Keeping Equipments per set for 50 bee colonies in bee hives; and (ii) A complete unit/set of Bee Keeping Equipments consists of one 4/6 frame stainless steel honey extractor, 10 Food Grade Plastic containers each of 30 Kgs., one Honey extraction Net of Food Grade Plastic, one honey extraction tray of stainless steel (SS), two decaping knives and two beehive tools of SS made.
