TOWNSHIP CLERK R-11: RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT BETWEEN THE TOWNSHIP OF GLOUCESTER AND PIONEER PIPE CONTRACTORS WHEREAS, the Township Council of the Township of Gloucester, County of Camden, determined that there is a need for Woodland & Ridge Avenue Stormwater Improvements WHEREAS, sufficient funds have been provided, and WHEREAS, the Township Council received bids or quotes NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Gloucester that the proper Township Officials are hereby authorized to enter into an agreement with Pioneer Pipe Contractors for Woodland & Ridge Avenue Stormwater Improvements in the amount of $34, which was the lowest bid or quote received. TOWNSHIP CLERK, RMC R-11: RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT BETWEEN THE TOWNSHIP OF GLOUCESTER AND GWP ENTERPRISES, INC.

7 WHEREAS, the Township Council of the Township of Gloucester, County of Camden, determined that there is a need for Malibu Drive Stormwater Improvements WHEREAS, sufficient funds have been provided, and WHEREAS, the Township Council received bids or quotes NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Gloucester that the proper Township Officials are hereby authorized to enter into an agreement with Pioneer Pipe Contractors for Malibu Drive Stormwater Improvements in the amount of $69, which was the lowest bid or quote received. TOWNSHIP CLERK, RMC R-11: RESOLUTION OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF GLOUCESTER, CAMDEN COUNTY, NEW JERSEY AUTHORIZING A WAIVER OF THE OBLIGATION TO POST INSPECTION ESCROWS WITH THE TOWNSHIP OF GLOUCESTER FROM GLOUCESTER TOWNSHIP MUNICIPAL UTILITIES AUTHORITY WHEREAS. On October 12 th 2010, the Planning Board of the Township of Gloucester adopted a Resolution Memorializing a Preliminary and Final Major Site Plan Approval for the construction of a 5,700 square foot GTMUA Administration Building, and WHEREAS. As part of the approval and construction process, the GTMUA was required to post an inspection escrow with and for the benefit of the Township of Gloucester, and WHEREAS. The Commissioners of the GTMUA have requested that the Township Council waive the posting of an inspection escrow and permit the GTMUA engineer to provide the construction inspection reports to the Township, and WHEREAS. The Township Council has considered to the request for waiver, and determined; 1. The GTMUA is a municipal Local Authority duly established by the Township of Gloucester, under and subject to, and governed by the laws of the State of New Jersey. 2. The purpose of inspection escrows is to protect the interest of the Township of Gloucester in public access improvements related to the construction at the GTMUA. 3. As a municipal Local Authority, established by the Township Council of the Township of Gloucester pursuant to the laws of the State of New Jersey, the interest and obligation of the GTMUA in public access improvements is the same as that of the Township of Gloucester. 4. The interest of the Township of Gloucester, the GTMUA, as well as residents, tax payers and rate payers will be protected by a waiver of posting of inspection escrows. NOW THEREFORE, It is herein Resolved by the Township Council of the Township of Gloucester that the requirement to post inspection escrows is hereby waived for the GTMUA s construction project. BE IT FURTHER RESOLVED, That the GTMUA Consulting Engineer for the project be and is hereby required to provide to and certify to and file with the Township of Gloucester copies of all inspections conducted at the construction site as are normally required for developments of similar nature and volume.

8 TOWNSHIP CLERK R-11: RESOLUTION AMENDING RESOLUTION R-11: ENTITLED RESOLUTION AMENDING RESOLUTIONS R-10:10-363, R-10:10-316, R-10: AND R-10: ENTITLED RESOLUTION CONSIDERING APPLICATION OF CHERRYWOOD LIQUOR & LOUNGE, INC. FOR PLACE TO PLACE TRANSFER OF A PLENARY RETAIL CONSUMPTION LICENSE HELD BY CHERRYWOOD LIQUOR & LOUNGE, INC. WHEREAS, resolution R-10: entitled Resolution Considering Application of Cherrywood Liquor & Lounge, Inc. for Place to Place Transfer of Plenary Retail Consumption License held By Cherrywood Liquor & Lounge, Inc. was adopted by the Township Council of the Township of Gloucester on June 28, 2010, and WHEREAS, the effective date of said resolution was September 15, 2010, and WHEREAS, the applicant had requested an extension of the date to November 1, 2010 at the Council meeting held on September 13, 2010, and an extension of the date to January 15 at the Council meeting on October 25, 2010, and an extension of the date to February 15 at the Council meeting on December 29, 2010 WHEREAS, the applicant was granted an extension of the date to February 22, 2011, and WHEREAS, the Director of the Division of Alcoholic Beverage Control has requested that the address of the premises be included in the resolution of amendment, NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Gloucester, County of Camden, that the application of Cherrywood Liquor & Lounge, Inc. for Place to Place Transfer of Plenary Retail Consumption License originally located at 1460 Blackwood-Clementon Road and now transferred to 1279 Blackwood-Clementon Road effective February 22, 2011 be and is hereby approved. President of Council Township Clerk MAYOR S REPORT: Mayor Mayer thanked all those that hosted and planned the Black History Month celebration. He thanked Ms. Ellis for her dedication and expressed his gratitude to all involved and congratulated all awarded recipients. He told everyone about the Gloucester Township Business Breakfast on March 10, 2011 at Paris Caterers at 8:00 am. PUBLIC PORTION: Mr. Gladden questioned the building of homes at the former site of the baseball fields next to the Gloucester Township Democrat Club. He asked why the Township transferred property to the Democrat Club for a $1.00 consideration. He indicated that he had done research and investigated the issue and again questioned why the sale price was only $1.00, especially in exchange for the Democrat Club sold the property for significantly more dollars. Mr. Carlamere explained that this was not a transfer of real estate it was a correction of deed of easement for drainage that appeared incorrectly placed by reference of the Title Company. Mr. Carlamere

9 directed that the Democrat Club had to first place the deed of easement correctly with a recording with the County Clerk s Office. Once the Deed of Easement was properly recorded the Township would abandon the old easement by recording a deed of abandonment. Mrs. Carr of 50 Clement Drive asked about the closed session minutes and asked if Council had copies. Mr. Carlamere explained that the Clerk has made every effort to find them and Council does not have them as they are collected. The current procedure is that Council reviews the minutes and approves them before they are adopted. Jim Williams of Sturbridge Oaks spoke about the way Council is attacked. He stated that he is against the way people act. He thanked Mr. Moffa for the snow removal and the personal touch given by him and his department. He questioned where the money goes from the red light cameras. Mr. Cardis explained this. Mrs. Redrow of 125 Empire Ave spoke about the red light camera program and where the funds are placed. She also stated that the agenda seems hidden on the website. Joyce Ellis thanked the Council for the snow plowing, and stated she is impressed by the red, white and blue sign at Sam Siler Veterans Park. Ray Polidoro of Erial asked about Lake Renee. Mr. Cantwell stated that the study is complete and they are waiting to hear from the state on the dredging grant. He stated that he is optimistic about it. He stated that there is a question if there is enough money for the project. Cpl. Sean Grannan, President of Lodge 206 explained that the FOP pledged to negotiate as soon as possible and the Mayor kept the dialogue open and the Mayor felt that the key is a strong public safety department at a time when people are looking down on the public sector. He thanked the Mayor for keeping his word and expressed the gratitude of the Police Department. Tanya Brown of Terrestria stated that she is a single mom and questioned Mr. Hutchison s comments from the previous meeting in reference to the comment, it starts at home. Ms. Brown stated there are some children who have no one at home and no one to listen to them making it difficult for them. Mr. Hutchison clarified the meaning of his comment and wanted to further state that instilling in your own children that when someone is in need whether it be another student or someone who has come into your path extending your compassion could make a difference and reaching out to others is one of the most important things in life s lessons. He also shared his own life experiences and childhood. Mr. Hutchison explained that his father instilled responsibility in him and he believes it starts at home. He stated that he did not intend to diminish programs and stated it is important for people to take care of their children. Captain Weiserth wanted to extend his gratitude to Mayor and Council for the gratitude of the Police Department and the outcome of contract negotiations and reiterated Cpl. Grannan s statement. Joshua Berry spoke about getting involved and how important it is. He expressed how important voting is. He stated that he recently found out what fire district he is in due to the fact there seems to be confusion in his neighborhood on fire districts due to the fact they are on the line between districts POLLING OF COUNCIL: Mrs. Evans thanked everyone for the Black History Month celebration. She stated that she had the opportunity to attend an event about slavery in America, and how far they have come. She wanted to extend her gratitude to the Governor and his aid for the work they have done in little time in office. She thanked Ms. Brown for her continued efforts in the programs for the youth of the township. Mr. Hutchison congratulated the Black History Month Honorees. He extended thanks to Gene Lawrence and Sam Siler all others who strive to make a difference. He acknowledged the lives which were recently lost, a student and one of our police officers. Mr. Schmidt congratulated the honorees and thanked everyone for coming to the meeting. Mrs. Gentek thanked all those that came to the meeting and will keep those that have passed in her prayers. She thanked Captain Weiserth and Cpl. Grannan for all that they do and also thanked the Chief and what the police department does in this town. She thanked Mr. Williams for his kind words and stated that people should be kinder. She also thanked all those for the presentation and how making a difference is one of the keys to an enriched community. Mr. Mercado stated when he was watching a show and President O bama was asked why he thinks some people don t like him, his response was, they don t know me. He felt this response depicts his feelings when people direct negativity in his direction it is simply due to the fact they don t know him. He stated he is very confident in his decisions for the Township of Gloucester and he sleeps very well at night with decisions he has made. He thanked all those in attendance and the participants of Black History Month. He expressed his compassion for the Stollsteimer family s loss and his prayers are with them.

10 Mr. Bianchini congratulated Ms. Joyce Ellis for her dedication and hard work involving the Black History Month Presentation, and all those in attendance. He spoke of the importance and difference one person can make in someone else s life and the importance of paving ways to create positive role models.
