Ray Polidoro of Erial there was no invocation at the meeting. Mr. Bianchini stated that the Pastor did not show up at the meeting and that the list was put together by the ministerium. Mr. Polidoro also sent his prayers out to the Richards family on the death of Bob Richards. Andrew Gartner of questioned the property sale to conifer. Mr. Carlamere explained this and stated that this is adjacent to Senior Campus One. This will be for another senior building with 75 units in it. He stated that these are affordable units. Tanya Brown of Sicklerville asked where the money was coming from. It was stated that the township owns this property and the money would be coming to the township. She also questioned Resolution 269 concerning the sale of tax certificates. Mr. Cardis explained this procedure and stated that these did not sell at the accelerated tax sale and the law allows the township tax collector to contact investors who typically but at the tax sale. Mr. Carlamere explained the process. Andrew Gartner of 50 Pine Hurst Ct wanted to discuss the bond ordinance, but will discuss it at the public hearing. 2 Mr. Hutchison made a motion to accept, seconded by Mr. Siler. Roll call vote: All in favor. PROPOSAL: President Bianchini presented Council with a proposal for Lakeview Drive Bridge Embankment. A straw poll was taken. 7-0 in favor. MINUTES: Mr. Mercado made a motion to waive the reading and accept the minutes of: October Workshop seconded by Mr. Siler. Roll call vote: All in favor. ORDINANCES: FIRST READING O ORDINANCE AMENDING CHAPTER 67A OF THE CODE OF THE TOWNSHIP OF GLOUCESTER ENTITLED, PROPERTY MAINTENANCE CODE OF THE CODE OF THE TOWNSHIP OF GLOUCESTER Mr. Bianchini opened the public hearing. Martin Stanley of Gloucester City spoke about the bamboo ordinance. He stated that he is a responsible bamboo grower and stated that there are certain running bamboo plants that should be banned, and he doesn t feel that all bamboo should be banned. He stated that neighbors should discuss the situation between themselves when the bamboo encroaches on their neighbor s property. He stated that the Bamboo Society recommends containers against prohibition outright. Mary Marticciano of Glen Oaks presented the Council with pictures of the destruction that bamboo could cause. She stated that she is the recipient of running bamboo and she stated that it has run 14 feet into her yard and is a foot from her deck. She stated that she has tried to work with her neighbor but to no avail. She stated that she has built a ditch and put roof flashing in it, to prevent the spreading of the bamboo. She stated that she welcomes this ordinance as she is still having a problem in her backyard. Ms. Matricciano showed the Council an example of the root system of the bamboo, which was approximately 7 feet in length. She stated that bamboo is a nightmare plant. Joanne Carr of Timberbirch questioned what would happen if you already have it. Mr. Carlamere stated that for those who have it, they must contain it and solve the problem of it encroaching on another person s property. He stated that once it is removed, it could not be replaced. Anita Yurich of Glen Oaks stated that she has been dealing with this problem for many years. She stated that the bamboo from her neighbor s yard is encroaching on her koi pond and going through the liner. She stated that she has spent approximately $8, on this pond and it is leaking because of the bamboo. She stated that she has dug down around her property but still can t get rid of the bamboo. She stated that she contacted a contractor to come out who wanted to charge her $3, to get rid of her neighbor s bamboo in her yard. Mary Lamont of Glendora stated that her neighbor has bamboo which is 30 feet tall that she has been battling for 20 years. She stated that she has gone through 2 pool liners and the bamboo is currently damaging her shed. She stated that she has spent thousands of dollars to control the bamboo from her neighbor s plants. She stated that one of the plants grew her height in just a week. Ms. Lamont stated that last year the bamboo caught fire by growing into the filter in her backyard. She stated that you never know where it is going to grow, and she urged Council to pass this ordinance. There being no further comment, the public hearing was closed. Mr. Hutchison made a motion to adopt, seconded by Mr. Mercado. Roll call vote: All in favor. O ORDINANCE TO AMEND SECTION 7 OF BOND ORDINANCE OF THE TOWNSHIP OF GLOUCESTER WHICH AUTHORIZES GENERAL IMPROVEMENTS SET FORTH IN THE 2012 CAPITAL BUDGET Mr. Bianchini opened the public hearing. Andrew Gartner of Valleybrook stated that he is concerned because his taxes are going up. He stated that it is time to take money and reserve it for roads in the future. Mr. Gartner also discussed the money the township spent previously on Police vehicles. He stated that the township needed to make some cuts.

RESOLUTIONS TABLED RESOLUTION: R-13: RESOLUTION CONSIDERING APPLICATION OF SHORE WINE & SPIRITS, INC. FOR PERSON TO PERSON TRANSFER OF A PLENARY RETAIL DISTRIBUTION LICENSE HELD BY MIT & TRUNAL, LLC WHEREAS, Shore Wine & Spirits, Inc. has made application for Person to Person transfer of a Plenary Retail Distribution License held by Mit & Trunal, LLC, and WHEREAS, notice of said transfer has been duly published, and WHEREAS, no objections have been filed, and WHEREAS, the applicant has disclosed and the authority has reviewed the source of all funds used in the purchase of the license and the licensed business, and all additional financing obtained in connection with the licensed business, and WHEREAS, the Authority has received a written and sworn affidavit by an authorized representative of both the transferor and transferee, affirming that the transferee is aware of all obligations outstanding to New Jersey Alcoholic Beverage manufacturers, wholesalers, and distributors, and that either the transferee has assumed any such obligations or the obligations have been or will be satisfied by the transferor out of the proceeds of the sale of the licensed business. FOR PERSON TO PERSON TRANSFER OF A PLENARY RETAIL CONSUMPTION LICENSE HELD TUSCAN TAVERN, LLC WHEREAS, AARK Hospitality Sicklerville TK Inc. has made application for Person to Person transfer of a Plenary Retail Consumption License held by Tuscan Tavern, LLC, and WHEREAS, notice of said transfer has been duly published, and WHEREAS, no objections have been filed, and WHEREAS, the applicant has disclosed and the authority has reviewed the source of all funds used in the purchase of the license and the licensed business, and all additional financing obtained in connection with the licensed business, and WHEREAS, the Authority has received a written and sworn affidavit by an authorized representative of both the transferor and transferee, affirming that the transferee is aware of all obligations outstanding to New Jersey Alcoholic Beverage manufacturers, wholesalers, and distributors, and that either the transferee has assumed any such obligations or the obligations have been or will be satisfied by the transferor out of the proceeds of the sale of the licensed business. (In Pocket) for Person to Person transfer of a Plenary Retail Consumption License be and is hereby approved. Mr. Hutchison made a motion to adopt, seconded by Mr. Mercado. Roll call vote: All in favor. GT E-GOV ACCESS Mr. Lester Rickter of 334 Crestview Avenue inquired why the gun permits are taking a long time to process and what is doing done. Mr. Bianchini stated there is an increase in applications for firearm permits resulting in longer wait times to properly process applications. He also stated in his inquiry that he has contacted the Chief s office and has had no response to date. Mr. Bianchini asked if Captain Minosse could take this information to the Chief and ask for a response to the question. PUBLIC PORTION: Mr. Bianchini opened the public portion. Mr. DiBartola of Blackwood stated that he received his gun permit in 7 weeks and the time by law should not be much longer than that. Mr. DiBartola questioned the building of the Premium Outlets. He stated that construction was said to begin in the fall and it is now the fall and nothing has been started. He stated that he has heard rumors of sewerage problems and asked if Council was aware of these problems. Mr. Bianchini stated that Council has not heard anything concerning this. Mr. DiBartola stated that he feels this is important as Council has made this a campaign issue. Mr. Mercado will get an update on the timing for Mr. DiBartola. Mr. DiBartola also asked if police officers or appointed officials were permitted to back a particular political candidate. Mr. Carlamere stated that if it were on their own time, they could back whomever they wanted to. Mr. DiBartola also questioned where the Mayor was, and why he was not
13 attending the meeting. Mr. Carlamere stated that the Faulkner Act does not require the Mayor to be present at the meetings. Patricia Kline asked if Council had a relationship with the Mayor and why they did not know anything concerning the Premium Outlet. Mr. Mercado stated that the developer stated that ground breaking would be 2013 and opening in November of 2014 and if they did not do this, they would open in the spring of Tanya Brown of Sicklerville asked about GEMS landfill and what a cash call was. Mr. Carlamere explained that under the consent decree, it was stated that the trust could go back to the insurance companies and party defendant s for dollars to replenish the fund and the township as the owner has a responsibility. He stated that he thinks that the State will take over the landfill in She also discussed solar panels on the landfill. Mr. Bianchini stated that the council thought at one time to utilize the landfill but the township would have to guarantee that the cap would not be compromised. Ms. Brown also asked about the Connor Strong contracts. Mr. Bianchini stated that the township is self insured which costs less for the township. Joanne Carr of Timberbirch asked about the prior discussion of solar panels on the Owens Corning property on Somerdale Road. It was stated that this is still a consideration of the township. She also thanked Public Works for picking up shower doors placed curbside that were refused by Republic. She also stated that October 25 is the Ghost Seminar at the Gabreil Daveis Tavern, which will cost per adult. She stated that it was a great event sponsored by the Historical Commission. Ray Polidoro of Erial questioned the Faulkner Act and stated that there are inconsistencies with the protocol of Council. He asked why the Mayor has the privilege to speak at town functions but does not have to attend the council meetings. M r. Polidoro also spoke about the solar sites at the schools. Pete Heinbaugh of Morningstar Court spoke about the Connor Strong Contract and questioned the RFQ advertisement. He also questioned the Open Space tax. Paul DiBartola of Blackwood spoke about the grants that the township has received and stated that this was not free money. Mr. Bianchini stated that the township has applied for grants and would be criticized if they did not. He stated that it is their responsibility to apply for grants. Joseph Pauli of Erial asked how much debt the township is in and asked how the township will pay this back. Mr. Cardis explained what the township is doing to pay down the debt. He stated that the township is spending money recklessly. Mr. Cardis stated that the bonded money is for infrastructure, road projects, and projects such as drainage. Mr. Pauli also complained about the Premium Outlets. Mr. Cardis stated that the outlets are a multi-million dollar rateable for the township and that they would have their own service providers. He stated that everyone always wants rateables and now that there will be rateables, everyone is complaining. Mr. Pauli stated that the outlets are not doing well in other locations. Mr. Mercado stated that he visits the outlets in Rehoboth Beach as well as Jackson and those outlets are doing well. Mr. Pauli stated that the township should attract a bowling alley. Mr. Hutchison stated that big business wants to spend money in Gloucester Township because their perception of the town is a good one. He stated that he thinks Mr. Pauli s perception of Gloucester Township is not good. Andrew Gartner of Blackwood stated that he is concerned about the township debt and wanted to know how we are addressing the debt. Mr. Bianchini stated that the township evaluates the budget each year and that Council looks at fiscally sound and fiscally responsible options. He stated that he is upset about the $150,000 spent on two police cars. Mr. DiBartola asked how Preit found the property in Gloucester Township for the outlet mall. Joanne Carr asked for an update on Blackwood Lake. Mr. Cantwell stated that they found a leak and the state asked that the lake be lowered to investigate further. He stated that they are researching where the leak is generating from and still proceeding with the investigation. He stated that it is an ongoing process. There being no further comment, the public portion was closed. POLLING OF COUNCIL Mr. Hutchison stated the passing of Bob Richards was a significant loss to all those who knew him and stated he will be greatly missed. Mr. Schmidt congratulated the honorees of the evening and thanked Mr. Mercado for his efforts. Mr. Siler congratulated the honorees and residents for attending. Tracey Trotto congratulated the honorees and Mr. Mercado for his work with the presentation. Mrs. Winters thanked the residents for attending and the honorees of the evening. Mr. Mercado thanked Public Works and the Police Department for the work done for another successful Pumpkin Festival. He thanked the residents for their attendance and the honorees of the evening. He stated Mr. Richards will be missed and his dedication will not be forgotten.
14 Mr. Bianchini thanked the honorees and all residents for their input and attendance at the meeting. He also expressed his condolences for Bob Richard and said he was a very dedicated family man and will greatly be missed. He thanked Mr. Mercado for his efforts with the Hispanic Presentation.
