BACKGROUND: Jim Gimour hs submitted n ppiction, on behf of the Estte of Dvid Kerr, to mend the Township of South Frontenc Comprehensive Zoning By-w to permit commerci met shop nd other commerci uses to estbish on proposed 2.0 cre prce of nd octed in the Vige of Hrrowsmith. The rezoning is condition of consent ppiction S-55-7-P to crete the ot which woud hve 07 metres (35 ft.) of frontge on Rod #38. The retined nd woud sti be pproximtey 56 cres in size. Attchment # shows the oction of the proposed new ot nd Attchment #2 is copy of drft survey pn showing the configurtion of the proposed ot. ANALYSS: The nd is vcnt nd ft. t is without ny tree growth except ong its southern boundry where mture trees nd hedges exist. A residence buts the subject nd to the south nd other residenti uses exist to the west cross Rod #38. The butting retined nd to the north nd est is vcnt. Other commerci uses exist to the south on Rod #38. The Offici Pn designtes the subject nd Settement Ares where it is Counci s intention tht the mjority of new growth in the municipity wi be directed. The Pn further sttes tht commerci nd reti uses, profession offices, industri, residenti nd community fciity uses sh be permitted in Settement Ares on site specific bsis by mendment to the zoning by-w. The Pn requires tht these uses be octed genery on mjor rods nd on ots tht re be to ccommodte the use. The ot must be of sufficient size to contin privte wter suppy nd snitry sewge dispos subject to pprov of the pproprite uthority. t is so required tht there be sufficient prking, tht the use wi not crete trffic hzrd nd tht its impct on the residenti re wi be minim insofr s it retes to ighting, prking, dringe, noise nd trffic movement. The Pn so specifies tht such uses be zoned in seprte ctegory in the impementing zoning by-w. Regrding the bove-noted poicies of the Offici Pn, the proposed ot fronts on Rod #38 which is mjor rod providing ccess nd good sight ines in ccordnce with the intent of the Pn. Aso, the ot, t pproximtey two cres, woud be of sufficient size to ccommodte the uses. The new owner intends to reocte his existing met shop tht is presenty in commerci pz pproximtey 200 metres to the south (Gimour s Mets) on simir-sized ot (see Attchment #).

3 The Offici Pn notes tht Counci shoud be stisfied tht the nture nd sce of the new uses re pproprite nd, in this regrd, it is the opinion of the Pnning Deprtment tht the met shop nd the other simir commerci reti uses by their nture nd sce re pproprite uses for the subject nd. They re retivey non-offensive uses in terms of generting noise, dust or odour nd require no outside storge of mteri. Furthermore, though residenti use buts the subject property to the south nd there wi be some trffic generted from the proposed use, the nd is of sufficient size to effectivey mitigte ny dverse effects on the neighbour s privcy by octing the deveopment wy from the residence s my be required. Aso, s noted, row of mture trees nd other vegettion redy exist between the uses to ct s buffer nd screen. This screening cn be ugmented s the deveopment concept proceeds. No other potenti incomptibiity issues pper to be present. Athough no specific pns for the uses in the new buiding hve been worked out, the prospective new owner grees tht the new zoning shoud incude rnge of uses s noted bove. The mending zoning by-w woud, thus, be tiored to permit commerci uses tht re comptibe with the surrounding nd uses nd woud be simir to the uses permitted in the nerby commerci pz. The mending zoning by-w woud require site pn greement to be entered into nd registered on the tite of the property specifying the octions of the uses to give djcent nd owners the further ssurnce tht their privcy woud not be dversey ffected. t is importnt to know tht, when pns re prepred to proceed with construction on the property, by-w is required t tht time uthorizing the Myor nd Cerk to execute the site pn greement, thus, Counci wi utimtey hve the opportunity to review nd comment on the site pn before it is finized. The Pubic Works Deprtment dvises tht the entrnce to the property must be octed to directy ign with Centenni Prk Rod on the opposite side of Rod Pge 3 of 22

BACKGROUND: An ppiction hs been submitted to mend the Township of South Frontenc Comprehensive Zoning By-w to rezone residenti property in the District of Storrington to permit secondry dweing. Attchment # shows the oction of the subject property. The nd is 3.0 cres in size nd fronts on Mt. Chesney Rod. t is deveoped with residence nd detched grge. The propos is to dd 952 feet 2 onto the rer of the existing residence to ccommodte the secondry suite. This woud constitute seprte dweing unit with its own seprte entrnce. Attchment #2 is copy of site pn submitted by the ppicnt showing the existing nd proposed deveopment. ANALYSS: The subject property is designted Rur in the Offici Pn nd is zoned Rur (RU) in the Comprehensive Zoning By-w. Unti recenty, the Township s poicies genery ony permitted one dweing per ot but, s Counci is wre, the Provinci Poicy Sttement of 204 encourges the provision of secondry dweings in existing residences s form of ffordbe housing. Foowing from this, the revised Township Offici Pn incudes poicies for secondry ccommodtion. The Pn ws dopted by Counci in September 205 nd is witing fin pprov from the County. From the Township s perspective, secondry dweings my be viewed s both form of ffordbe housing nd s method of permnenty ccommodting retives who require speci cre nd who woud otherwise be forced to be institutionized. n the pst, the Township hs det with these types of ccommodtions through use of temporry use by-w which must be renewed periodicy nd which requires speci greement to be entered into which so requires the secondry dweing to be removed when it is no onger needed somewht cumbersome nd onerous method to ddress the need. However, bsed on the fct tht the new Pn hs been dopted by Counci with secondry dweings encourged in the document, the subject ppiction my now be considered for pprov subject to so meeting minimum septic cpcity nd buiding code requirements. Thus, the propos for the secondry suite on the subject property is supported by provinci egistion nd by the Township s revised Offici Pn - now dopted by Counci. The property ppers rge enough to ccommodte ny ddition required prking nd septic re. Regrding the septic system, KFL&A Pubic Heth ws circuted with the rezoning ppiction nd, by etter dted Februry 28, 208, dvised tht they hve no objection to the zoning on the condition tht new septic system is ppied for nd insted.
