6 Architecture, as practiced in the Philippines during the Spanish era, was not by virtue of an academic title. There were no architectural schools in the country and the only architects with academic degrees were Spaniards. However, the first Filipino recorded architect was Felix Roxas y Arroyo of Binondo, Manila. The closest the Filipino could aspire to practice as an architect was as Maestro de Obras or Master Builder. The first academic school to train these maestros was the Escuela Practica y Professional de Artes y Officio de Manila, founded by the Spanish government in In 1900 the first private school to offer an academic title for Maestro de Obras was the Liceo de Manila. From the early 1930s to the late 50s, associations of architects came and went, but three of these survived until the early 70s. These were: the League of Philippine Architects (LPA), the Association of Philippine Government Architects (APGA), and the Philippine Institute of Architects (PIA). The profession of Architecture was given its first separate statute on June 17, 1950 with the enactment of Republic Act 545, An Act to Regulate the Practice of Architecture in the Philippines. In December 1971 President Ferdinand E. Marcos officially declared the second week of December as Nationwide Architecture Week. President Marcos issued PD 223 in June 1973 creating the Professional Regulation Commission (PRC) with the duty of regulating all the professions and accrediting only one professional organization to represent each profession. Recognizing the need to formally integrate, the three architectural associations, APGA, LPA and PIA each appointed three representatives to form the Panel of Negotiators in May To implement the terms of integration agreed upon by the three architectural organizations, a 15-man Ad-Hoc Commission was authorized to prepare the Constitution and By-Laws of the newly integrated association. One year later, the respective Board of s of the three organizations on December 12, 1974 unanimously approved the Constitution and By-Laws. In order to effectively pursue the objectives and perform its task and duties under the joint resolution, the Ad-Hoc Commission was authorized to sit as an Interim Board to administer, implement and coordinate the various activities of the new organization until the first regular Board of s and Officers was duly elected. The new integrated society was called the United Architects of the Philippines (UAP). Members of the three organizations numbering a total of 1,300, automatically became members of the UAP and during its first year, 700 members officially registered for active membership. ON MARCH 26, 1975 THE UNITED ARCHITECTS OF THE PHILIPPINES REGISTERED WITH THE SECURITIES AND EXCHANGE COMMISSION. UAP BECAME THE FIRST ACCREDITED PROFESSIONAL ORGANIZATION WHEN ON MAY 12, 1975 THE PROFESSIONAL REGULATION COMMISSION ISSUED CERTIFICATE NO. 001 TO THE UAP AS THE DULY ACCREDITED PROFESSIONAL ORGANIZATION FOR ARCHITECTS IN THE PHILIPPINES CORPORATE DIRECTORY

7 On June 17, 1976, the UAP informed the Union Internationale des Architectes (UIA) of the integration of the three architectural organizations under the UAP and requested for recognition of the UIA as its National Section in the Philippines. On March 22-25, 1979, the UAP organized a National Conference on Architectural Education at the Development Academy of the Philippines in Tagaytay City. The Conference resulted in the endorsement of a new ladder-type curriculum for architectural education, which was approved by the Ministry of Education and Culture and adopted by schools and colleges of architecture in the Philippines. The same year saw the approval of the new Architects National Code by the PRC. This code was prepared by the UAP as a standard of ethics and practice for the practice of architecture in the Philippines. In recognition of UAP s involvement in government program and activities, the Metro Manila Commission appointed UAP members to constitute the Board of Advisers for urban design and development for Metro Manila. In September 1979, UAP became a founding members of the Architects Regional Council Asia (ARCASIA) and Arcasia Board of Architectural Education (ABAE), which was organized in Jakarta, Indonesia. Its primary objective is to foster friendly, intellectual, artistic, education and scientific relation among national institutes of Architects in Asia. {Later this was changed to Arcasia Council of Architectural Education (ACAE)}. In the same year, UAP also became a founding member of the ASEAN Association for Planning and Housing (AAPH). In December 1979, the UAP organized a four-month activity entitled Filipino Technology in the 80 s in collaboration with the five professional organizations, two ASEAN organizations, 14 government agencies and schools of architecture. During the closing of the Filipino Technology in the 80 s on March 20, 1980, President Marcos issued Letter of Instruction 1000 directing all government ministries and agencies to authorize and support only PRC accredited professional organizations like the UAP in organizing and hosting national and international conferences and to give priority to the members of the organizations in the hiring of employees and in the engagement of professional services. On March 28, 1981, the UAP initiated the preparation of the document entitled International Code of Ethics on Consulting Services during the Arcasia Workshop held in Manila. It was later formally adopted by ARCASIA in its meeting in Hongkong on August 6, UAP has submitted several documents to the Union Internationale des Architectes (UIA) concerning the laws of the Philippines and the status of the UAP as a follow up of its application to the UIA. During its meeting at Honolulu, Hawaii on June 4-5, 1982, the UIA Bureau concluded that legally according to the laws of the Philippines, the UAP is the only organization with the right to represent the Filipino architects either in the Philippines or internationally and particularly with regards to the UIA. History The result of this meeting was forwarded to the UAP and upon request of UIA, the UAP paid its annual dues on August 24, On January 24-26, 1983 during the meeting of the UIA Council at Santiago, Chile, the Council passed Resolution No. 9 stating that following the laws of the Philippines and the UIA Statutes, UAP legally became the National Section. A certification to this effect was issued to the UAP in April The meeting of ARCASIA in Lahore, Pakistan in August 1983 approved the proposal of UAP to host and organize the First Asian Congress of Architects (ACA-1) in Manila in October The Sixth Asian Congress of Architects (ACA-6) was also held in Manila in December Besides being the country s prime professional organization of architects, UAP is also strongly committed to social responsibility and has taken an active role in various sociocivic programs and projects. Its corporate savvy and socio-civic commitments have been recently recognized by the Philippine National Volunteer Service Coordinating Agency (PNVSCA) of the National Economic and Development Authority (NEDA) as the sole Regional Nominee (Region IV) to the 2005 Philippine s Search for Outstanding Volunteers in recognition of its exemplary volunteer work in addressing housing problems, urban degradation and environmental conservation and promotion of volunteerism for socio-economic development. UAP is the only accredited professional organization to receive such recognition. After the passage of Republic Act No. 9266, the PRC-BoA issued Resolution No. 03, series of 2004 recognizing UAP as the Integrated and Accredited Professional Organization of Architects (IAPOA). More importantly, UAP is the first and only Most Outstanding Accredited Professional Organization (APO) to receive the Most Outstanding APO Award four times (Years 2002, 2007, 2008 & 2011) in the award s eighteen-year history, and the first APO to win the award in consecutive years (Year 2007 and Year 2008). The Most Outstanding APO Award is the highest award that could be conferred upon an accredited professional organization by the PRC. It is presented annually to recognize the achievements, services and commitment of the APO to the profession. While this award marks a significant milestone in UAP s journey towards professional excellence, it is not the end of UAP s continuous improvements. Today, UAP aims to become a prime organization of professional architects and to be responsive to the needs of its professionals, profession, professional product while preserving the UAP-IAPOA s larger, enduring role as a vanguard of architecture profession where knowledge and innovation are created, transmitted, and preserved; and to be actively seeking balance in all of these roles, even in the face of the uncertainties and the rapidly changing forces that surround the Filipino architects. 9 Vision Statement UAP the prime organization of Filipino Architects Mission Statement The UAP as the Integrated and Accredited Professional Organization of Architects (IAPOA), the vanguard of the Architecture profession in the country, which shall serve as the catalyst of dynamism and unity among Filipino architects, promoting the highest ethical conduct, discipline, responsibility and values beneficial to man and society, culture and the environment in the delivery of its professional mandate for local and global practice. Corporate Objectives The Corporate Objectives of the United Architects of the Philippines are as follows: a) to cooperate with the Board of Architecture (BOA), Professional Regulation Commission (PRC) and other government agencies in discharging its functions, duties and responsibilities as the Integrated and Accredited Professional Organization of Architects (IAPOA) as follows: 1) nomination to the vacant positions to the BOA; 2) responsibility of preparing the program of Continuing Professional Development (CPD); 3) endorsement of practice of foreign nationals to be issued temporary special permit; 4) recommendation of compliance with liability insurance under a temporary special permit; 5) monitoring compliance and endorsing to/filing a complaint with the BOA and/or PRC for violation of the R.A and its Implementing Rules and Regulation (IRR), code of ethics, standard of professional practice and other policies of the Board and of the Commission and with other agencies for violations of other relevant laws, regulations and the like; and 6) some other functions, duties and responsibilities as may be prescribed by the BOA. b) to establish an appropriate organizational structure that will serve best the interest of its individual members and providing for among others a democratic process of election; c) to ensure good governance in all matters pertaining to the organization; d) to ensure active participation of all PRC-BOA registered architects in this IAPOA; e) to establish and promote the highest standards of ethical conduct and professional excellence in the practice and service of architecture, through strict adherence with the laws and codes that protect and govern it; f) to maintain the highest standards of architectural education and practice, through the conduct of research in architecture and architecture related subjects for the academic curricula in architecture and the continuing professional development program; g) to cooperate and coordinate with other local/ national and international organizations in the field of architecture, environmental design and other field of arts, science and technology to ensure participation of UAP global concerns; h) to cooperate and coordinate with other allied professions, trade and industry in developing progressive ideas in architecture and environmental concerns as well as their practical application for the welfare of the community and country; (Reference: Article 2 of the Amended Articles of Incorporation, as amended on October 26, 2009) Unity + Accountability + Professional Excellence 9

The Inauguration of the National President is the highlight of this event, a symbolic transition of authority, a solemn oath and a pledge to fulfill the highest standards and responsibilities put upon the able hands of the elected leader of the organization. I also promoted initiatives that were not supported on previous generations of leadership but I dare say otherwise, the actions and policies are necessary for the development of our organization. Such were the burden of the National Presidency, however it is necessary. The position entails an utmost degree of sensitivity, especially to issues affecting the architectural profession ; be aware of trends, whether detrimental or beneficial; be on the lookout for changes, in all manner, an active, not passive engagement, a diplomatic not adversarial approach and compassionate in terms of understanding issues that befall our membership and organization. In retrospect, the previous year had been very fruitful in terms of accomplishments for all. I want to cite the renewed ties of friendship established with our allied professional. I urge everyone to not only be good natured with other allied professionals, but also extend the right hand of friendship to those architects who have waning hearts, those who have strong principles, and those who feel helpless and without voice in our architectural community. Listen intently, be sincere in our engagements, be truthful in words and in action,be bold in ideas, be sincere in commitments, as we are all scrutinized by the public, whatever we do is under the lens of the world for there is nothing wrong in doing what is right and just. 20 Greetings to the new set of UAP Officers It is with great honor to commend the success of the operation of the last administration of the National Officers of the integrated organization of our country, the United Architects of the Philippines. New challenges no face the new set of Officers and those challenges can be meet with the continuation of the last administration theme: Unity, Accountability and Professional excellence. That is very appropriate with its new theme: `PADAYON, which means `to continue The continuation of the processes and new approaches in the handling of exiting and impending problems and concerns of the organization shall be addressed `now and not `never. It is unavoidable that there are those who are not members of the organization, that there are those who opted to join other organizations. Hence, the call for Unity in every aspect of the organization is imperative. The architect in his extensive and humble practice should be very much responsible and accountable to his client for the works and the services he rendered. That also include his responsibility to the concerns of the people and to the improvement of the community where he belonged. In addition, he should be responsible and accountable to himself by rendering honest services that would affect his integrity as member of one of the most knowledgeable profession. 52 Chapter y FY Introduction Up until 1978, when the National Board decreed that all members must affiliate themselves with a chapter, a majority of the UAP was members-at-large. From the very first chapter formed in 1976, UAP has thus far chartered 116 chapters throughout the country, to include four chapters taking root beyond Philippine shores. The task of chapter formation has seldom been easy, but the tales of how each chapter came to be, the struggle for survival and recognition, through mergers and splits, have made for interesting reading, and are undoubtedly as much a part of the organization s history as the achievements of the organization itself. 125 Duties and Responsibilities (as stated in the 2009 UAP Bylaws) Implements the CPE Program as required in the R.A or under any other law that may be passed, covering the practice of the architecture profession, and in support of the CPE Council of the PRC through the PRBoA; Committee on Continuing Professional Education (CPE) Devises the appropriate systems and procedures necessary to implement the accreditation system and the effective monitoring of CPE compliance; Undertakes all the necessary steps to ensure that programs are in place for the continuous education of a registered and licensed architects brought about by modernization, scientific and technological advances; raises and maintains the professional capability in delivering professional services; and instills and maintains the highest technical and ethical standards of the practice of the profession; Issues the CPE Primer that contain all the information, rules, regulations and policies with respect to CPE and its implementation; and Committee on Standards of Professional Practice Promotes CPE Program nationwide and shall devise a communication system through which all CPE queries and issues are addressed. 127 UAP Emergency Architects Architects' Unification Chairman Committee on History Book UAP Committee on Sports 16th UAP Golf Cup Tournament Architectural Code Council Specialty Councils The following are the Specialty Councils under, and report directly to the Office of the National President Specialty Council on Climate Change Specialty Council on Health Care Design Specialty Council on Building Construction Systems and Technologies Specialty Council on Transport Facility Planning and Human Settlements Duties and Responsibilities of the Specialty Councils are as follows: (as stated in the 2009 UAP Bylaws) The Specialty Committee shall be a chamber of the organization for the purpose of continuing professional development of its members and the professionals. It shall be the Council that shall establish specialization categories, professional qualifications on the post graduate level in coordination with the academe and the Professional Regulatory Board of Architecture. The Committee shall be headed by the National President, together with the Chancellor of the College of Fellows, the Executive on Professional Practice and the Executive on Education and a select group experts and specialists in the various fields in Architecture. The Committee shall see to it that continuing professional development will be a life- long endeavour among professionals for the purpose of maintaining, enhancing and increasing knowledge and capabilities. It must take the responsibility of ensuring that the professionals keep abreast of new technologies, methods of practice and the changing social and ecological conditions within the country and in the global arena.
