6 History Architecture, as practiced in the Philippines during the Spanish era, was not by virtue of an academic title. There were no architectural schools in the country and the only architects with academic degrees were Spaniards. However, the first Filipino recorded architect was Felix Roxas y Arroyo of Binondo, Manila. The closest the Filipino could aspire to practice as an architect was as Maestro de Obras or Master Builder. The first academic school to train these maestros was the Escuela Practica y Professional de Artes y Officio de Manila, founded by the Spanish government in In 1900 the first private school to offer an academic title for Maestro de Obras was the Liceo de Manila. From the early 1930s to the late 50s, associations of architects came and went, but three of these survived until the early 70s. These were: the League of Philippine Architects (LPA), the Association of Philippine Government Architects (APGA), and the Philippine Institute of Architects (PIA). The profession of Architecture was given its first separate statute on June 17, 1950 with the enactment of Republic Act 545, An Act to Regulate the Practice of Architecture in the Philippines. In December 1971 Ferdinand E. Marcos officially declared the second week of December as Nationwide Architecture Week. Marcos issued PD 223 in June 1973 creating the Professional Regulation Commission (PRC) with the duty of regulating all the professions and accrediting only one professional organization to represent each profession. Recognizing the need to formally integrate, the three architectural associations, APGA, LPA and PIA each appointed three representatives to form the Panel of Negotiators in May To implement the terms of integration agreed upon by the three architectural organizations, a 15-man Ad-Hoc Commission was authorized to prepare the Constitution and By-Laws of the newly integrated association. One year later, the respective Board of s of the three organizations on December 12, 1974 unanimously approved the Constitution and By-Laws. In order to effectively pursue the objectives and perform its task and duties under the joint resolution, the Ad-Hoc Commission was authorized to sit as an Interim Board to administer, implement and coordinate the various activities of the new organization until the first regular Board of s and Officers was duly elected. The new integrated society was called the United Architects of the Philippines (UAP). Members of the three organizations numbering a total of 1,300, automatically became members of the UAP and during its first year, 700 members officially registered for active membership. ON MARCH 26, 1975 THE UNITED ARCHITECTS OF THE PHILIPPINES REGISTERED WITH THE SECURITIES AND EXCHANGE COMMISSION. UAP BECAME THE FIRST ACCREDITED PROFESSIONAL ORGANIZATION WHEN ON MAY 12, 1975 THE PROFESSIONAL REGULATION COMMISSION ISSUED CERTIFICATE NO. 001 TO THE UAP AS THE DULY ACCREDITED PROFESSIONAL ORGANIZATION FOR ARCHITECTS IN THE PHILIPPINES. 4 United Architects of the Philippines

7 On June 17, 1976, the UAP informed the Union Internationale des Architectes (UIA) of the integration of the three architectural organizations under the UAP and requested for recognition of the UIA as its National Section in the Philippines. On March 22-25, 1979, the UAP organized a National Conference on Architectural Education at the Development Academy of the Philippines in Tagaytay City. The Conference resulted in the endorsement of a new ladder-type curriculum for architectural education, which was approved by the Ministry of Education and Culture and adopted by schools and colleges of architecture in the Philippines. The same year saw the approval of the new Architects National Code by the PRC. This code was prepared by the UAP as a standard of ethics and practice for the practice of architecture in the Philippines. In recognition of UAP s involvement in government program and activities, the Metro Manila Commission appointed UAP members to constitute the Board of Advisers for urban design and development for Metro Manila. In September 1979, UAP became a founding members of the Architects Regional Council Asia (ARCASIA) and Arcasia Board of Architectural Education (ABAE), which was organized in Jakarta, Indonesia. Its primary objective is to foster friendly, intellectual, artistic, education and scientific relation among national institutes of Architects in Asia. {Later this was changed to Arcasia Council of Architectural Education (ACAE)}. In the same year, UAP also became a founding member of the ASEAN Association for Planning and Housing (AAPH). In December 1979, the UAP organized a four-month activity entitled Filipino Technology in the 80 s in collaboration with the five professional organizations, two ASEAN organizations, 14 government agencies and schools of architecture. During the closing of the Filipino Technology in the 80 s on March 20, 1980, Marcos issued Letter of Instruction 1000 directing all government ministries and agencies to authorize and support only PRC accredited professional organizations like the UAP in organizing and hosting national and international conferences and to give priority to the members of the organizations in the hiring of employees and in the engagement of professional services. On March 28, 1981, the UAP initiated the preparation of the document entitled International Code of Ethics on Consulting Services during the Arcasia Workshop held in Manila. It was later formally adopted by ARCASIA in its meeting in Hongkong on August 6, UAP has submitted several documents to the Union Internationale des Architectes (UIA) concerning the laws of the Philippines and the status of the UAP as a follow up of its application to the UIA. During its meeting at Honolulu, Hawaii on June 4-5, 1982, the UIA Bureau concluded that legally according to the laws of the Philippines, the UAP is the only organization with the right to represent the Filipino architects either in the Philippines or internationally and particularly with regards to the UIA. The result of this meeting was forwarded to the UAP and upon request of UIA, the UAP paid its annual dues on August 24, On January 24-26, 1983 during the meeting of the UIA Council at Santiago, Chile, the Council passed Resolution No. 9 stating that following the laws of the Philippines and the UIA Statutes, UAP legally became the National Section. A certification to this effect was issued to the UAP in April The meeting of ARCASIA in Lahore, Pakistan in August 1983 approved the proposal of UAP to host and organize the First Asian Congress of Architects (ACA-1) in Manila in October The Sixth Asian Congress of Architects (ACA-6) was also held in Manila in December Besides being the country s prime professional organization of architects, UAP is also strongly committed to social responsibility and has taken an active role in various socio-civic programs and projects. Its corporate savvy and socio-civic commitments have been recently recognized by the Philippine National Volunteer Service Coordinating Agency (PNVSCA) of the National Economic and Development Authority (NEDA) as the sole Regional Nominee (Region IV) to the 2005 Philippine s Search for Outstanding Volunteers in recognition of its exemplary volunteer work in addressing housing problems, urban degradation and environmental conservation and promotion of volunteerism for socio-economic development. UAP is the only accredited professional organization to receive such recognition. After the passage of Republic Act No. 9266, the PRC-BoA issued Resolution No. 03, series of 2004 recognizing UAP as the Integrated and Accredited Professional Organization of Architects (IAPOA). More importantly, UAP is the first and only Most Outstanding Accredited Professional Organization (APO) to receive the Most Outstanding APO Award four times (Years 2002, 2007, 2008 & 2011) in the award s eighteen-year history, and the first APO to win the award in consecutive years (Year 2007 and Year 2008). The Most Outstanding APO Award is the highest award that could be conferred upon an accredited professional organization by the PRC. It is presented annually to recognize the achievements, services and commitment of the APO to the profession. While this award marks a significant milestone in UAP s journey towards professional excellence, it is not the end of UAP s continuous improvements. Today, UAP aims to become a prime organization of professional architects and to be responsive to the needs of its professionals, profession, professional product while preserving the UAP-IAPOA s larger, enduring role as a vanguard of architecture profession where knowledge and innovation are created, transmitted, and preserved; and to be actively seeking balance in all of these roles, even in the face of the uncertainties and the rapidly changing forces that surround the Filipino architects. 9 Vision Statement UAP the prime organization of Filipino Architects Mission Statement The UAP as the Integrated and Accredited Professional Organization of Architects (IAPOA), the vanguard of the Architecture profession in the country, which shall serve as the catalyst of dynamism and unity among Filipino architects, promoting the highest ethical conduct, discipline, responsibility and values beneficial to man and society, culture and the environment in the delivery of its professional mandate for local and global practice. Corporate Objectives The Corporate Objectives of the United Architects of the Philippines are as follows: a) to cooperate with the Board of Architecture (BOA), Professional Regulation Commission (PRC) and other government agencies in discharging its functions, duties and responsibilities as the Integrated and Accredited Professional Organization of Architects (IAPOA) as follows: 1) nomination to the vacant positions to the BOA; 2) responsibility of preparing the program of Continuing Professional Development (CPD); 3) endorsement of practice of foreign nationals to be issued temporary special permit; 4) recommendation of compliance with liability insurance under a temporary special permit; 5) monitoring compliance and endorsing to/filing a complaint with the BOA and/or PRC for violation of the R.A and its Implementing Rules and Regulation (IRR), code of ethics, standard of professional practice and other policies of the Board and of the Commission and with other agencies for violations of other relevant laws, regulations and the like; and 6) some other functions, duties and responsibilities as may be prescribed by the BOA. b) to establish an appropriate organizational structure that will serve best the interest of its individual members and providing for among others a democratic process of election; c) to ensure good governance in all matters pertaining to the organization; d) to ensure active participation of all PRC-BOA registered architects in this IAPOA; e) to establish and promote the highest standards of ethical conduct and professional excellence in the practice and service of architecture, through strict adherence with the laws and codes that protect and govern it; f) to maintain the highest standards of architectural education and practice, through the conduct of research in architecture and architecture related subjects for the academic curricula in architecture and the continuing professional development program; g) to cooperate and coordinate with other local/ national and international organizations in the field of architecture, environmental design and other field of arts, science and technology to ensure participation of UAP global concerns; h) to cooperate and coordinate with other allied professions, trade and industry in developing progressive ideas in architecture and environmental concerns as well as their practical application for the welfare of the community and country; (Reference: Article 2 of the Amended Articles of Incorporation, as amended on October 26, 2009) Protect the Profession, Promote the Practice, Serve the Members 7

14 Message National Commission for Culture and the Arts Developments in the country have been widely visible in the past few years and with these enhancements and growth, the Philippine landscape changes from time to time through the emergence of various buildings, infrastructures and scenery. One of the credits for these beautiful installments must be given to the Filipino architects who manage to produce these attractive creations. The United Architects of the Philippines (UAP), a fundamental organization in the field of architecture in the country, is one of the commendable groups responsible for these advancements. For the past years, UAP has been active in the promotion and improvement of Philippine architecture, as well as helping other architects in their endeavors whether they are still beginning on the field or already a veteran. It is also worthy to mention that it has been conducting programs to discuss issues in architecture and hone budding architectural talents. As the professionals of the Philippines gear for the impending scenario of regional integration and open competition, there is a need for the accredited professional organizations to step up to the challenge of disseminating to the professionals proactive longterm strategies for strengthening their global competitiveness. For the UAP, the Corporate y UAP charts the direction for such long-term strategies, thereby arming the architects of the Philippines with valuable guidance on how they can meet the forthcoming challenge of competing with their peers when the mobility of persons commences under the ASEAN Economic Community. 17 Message Professional Regulation Commission Board of Architecture I and the two members of the Professional Board of Architecture, Ar. Yolanda D. Reyes and Ar. Fidel Jose R. Siapno, extends our salutations to the United Architects of the Philippines (UAP) in coming up with the new UAP Corporate y which will connect the leadership of UAP to the members not only here but around the world. It will also serve as the link to our counterpart in the ASEAN region. The theme: Protect the Profession, Promote the Practice & Serve the Members, will direct us to our objective to raise the bar of professional excellence among our members. This publication will also assist us in highlighting our accomplishments and achievements and will aid our members in keeping abreast of the UAP policies and directions. The blue print of programs in this handbook is also aligned with the newly crafted Competitiveness Roadmap for Architecture, prepared by PRBoA and UAP. It is a directional tool which plots the way from where we are now, to where we want to be. In addition, it will guide us competitively towards the progressive liberalization of trade in services and the ultimate removal of all barriers on regulatory restrictions in architectural service trade in ASEAN Mutual Recognition Arrangement (MRA) in 2015, and the General Agreements on Trades in Services (GATS) in 2020 borderless practice. Thus, it is an opportune time for the PRBoA to challenge our members,to actively partake in international best practices and engage into specialization to enable us to compete with our international counterparts. It is indeed a great honor for me to be invited to write a message for this special publication and to share in the promotion of Architectural professional practice and development. My congratulation also to the United Architects of the Philippines, the Integrated and Accredited Professional Organization of Architects and the only Accredited Professional Organization (APO) in the Philippines for their impressive achievement to receive the prestigious Professional Regulation Commission s Most Outstanding APO Award for four years. Architecture is about people and the community. As Architects, our profession plays a very important part in shaping the society and the built environment. In addition to showcasing design excellence and our ability to create, it is also of paramount importance for us to constantly upgrade, elevate, and promote competency in professional practice and to advocate the highest level of professionalism and integrity. These are essential to ensure we remain in the forefront of the building industry and meet the expectations that are entrusted by the public to us. In recent years, the economic landscape of the world has transformed. The power and center of growth have migrated from the West to the East. Ramon Mendoza, we share the same joy and sense of fulfillment because the results of their hard work encouraged, inspired and compelled us to give ourselves for the service of our Organization. The hard start we faced last year DID NOT discourage us. It even became the SPARK to engage excellent members to serve without reservations. The UAP members who held the same dream, determined, sacrificed and worked hard to ensure that all we aspire will come to life. Many were called but those who responded, WE CALL THEM WARRIORS! The truth we uphold that if we want our Profession, our Practice, our Members to CHANGE for the BEST, WE should live and experience BEST! It is in our daily undertakings in life that we define excellence within ourselves and others. The past fiscal years, we saw a bright and service-oriented Administrative Year, a record period of possibilities realized, and magnanimous achievement for all of us; most importantly the members of the National Board, and the crown of the UAP Tree - the general membership. Today, we feel the widening acceptance that the UAP, the Integrated and Accredited Professional Organization of Architects in the Philippines is working really hard to be responsive to the needs of the professional, the professional organization, and the professional product, while continuing to preserve the UAP s larger, enduring role as the vanguard of the Architectural Profession. The Organization has also given much emphasis to its great responsibility in the Local and International Community. 47 UAP C hapter D irectory FY Introduction Up until 1978, when the National Board decreed that all members must affiliate themselves with a chapter, a majority of the UAP was members-at-large. From the very first chapter formed in 1976, UAP has thus far chartered 116 chapters throughout the country, to include 166 chapters taking root beyond Philippine shores. The task of chapter formation has seldom been easy, but the tales of how each chapter came to be, the struggle for survival and recognition, through mergers and splits, have made for interesting reading, and are undoubtedly as much a part of the organization s history as the achievements of the organization itself. Thus, the UAP leadership finds it necessary to incorporate this idea for the second year in its Thrusts, under the three significant clusters, to wit: PROFESSIONAL ORGANIZATION, PRACTICE AND PUBLIC. THE THRUSTS OF THE ADMINISTRATION Sustainability has been an often mentioned goal of businesses, nonprofits and governments in the past decade, yet measuring the degree to which an organization is being sustainable or pursuing sustainable growth can be difficult. John Elkington, an evangelist for corporate social and environmental responsibility long before it was fashionable, strove to measure sustainability during the mid-1990s by encompassing a new framework to measure performance. Professional Organization Cluster This is the planet component of sustainability of the UAP. Its focus shall be on streamlining internal processes. This cluster considers the internal operation of our organization to respond to the needs of its members. INTRODUCTION Based on the UAP 10-Year Long Range Plan, the Administration formulated Plans and Programs for the Fiscal Year and identified Strategies based on the 26 Priorities set during the said period. 1. PUBLIC CLUSTER A. Priorities i. Social Concerns (PO27). This concern aims to continue active participation in community development works. The UAP has been active in socio-economic and community-based activities. These programs enable UAP members to relate to the concerns as raised by the affected people, and in turn interact and provide appropriate solutions to problems. ii. country are increasingly in need of design professionals who have the ability to orchestrate innovative, pioneering and inventive design solutions and strategies necessary for a wide array of government-sponsored programs and projects. Open avenues for architects to avail of the opportunity to obtain graduate courses in architecture including the Open University concept of distance learning mode to facilitate and formalize postgraduate achievements. Despite the circumstances and workloads there should be prospects for an architect to take graduate courses despite the improbable distance from place of work. iv. Participation in Public Office (PR 15). Encourage architects to take active role and participation and involvement in the field of political leadership and public service to represent the architectural profession. Today s society is slowly accepting alternative forms and styles of leadership, and Architects are not an exception to this field. Some local officials today were once practicing architects prior to their election to public office. The nation s infrastructure developments, housing projects and city and regional planning are cleverly facilitated and implemented by local and national officials who have knowledge in design, planning and construction. v. Logbook (PL16). This priority aims to implement a system wherein the logbook becomes an effective indicator on the extent of the architect s training in diversified skills. Hands-on and office/ on-site training are the most effective methods by which architecture students gear up and prepare themselves for the professional world. The logbook should be a vital document in keeping track, recording and accounting for all the works and experiences completed by an architecture graduate. B. Heritage Tour 12. NCCA Project 3. PROFESSIONAL ORGANIZATION CLUSTER A. Priorities i. Membership Information (PO04). This concern intends to institute the continuous updating of membership profiles and information by issuance of directives requiring chapter officers to submit regularly and religiously its updated members profile and listings and remit membership dues to the UAP Secretariat. The Secretariat should be responsible for retrieving information from members and monitoring and coordinating activities with various Areas, Districts and Chapters nationwide. ii. UAP as clearing house and communication center (PO08). The objective of this priority is to maintain and reinforce the UAP as communications center for all types of data and information needs of members in technology, research and development. All roads lead to the UAP organization and headquarters. This is not the usual organization or office building where major transactions are being processed, but a prime coordination and management center wherein Filipino Architects depend upon for updates and major developments in the UAP. This functions as the lighthouse of professionals. iii. UAP Elections (PO14). The purpose of this priority is to institutionalize the democratic process of electing officers to national positions, ensuring the true expression of voter s mandate with the highest level of professionalism and integrity. The Organization sees to it that only competent and qualified personnel are elected. iv. Headquarters Building (PO15). This priority intends to create means to maximize the usage of the UAP headquarters building and to turn in into an income-generating asset of the organization. Its high-rise structure enables the organization among others, to maximize the use of the spaces such as housing the UAP Secretariat and allowing chapters to hold meetings at the headquarters as the extension of their activities. v. Organizational Work (PO18). This priority aims to encourage members to volunteer its services and serve the organization. UAP should also regularly conduct Officers Orientation Course modules to further enhance its members leadership skills. The art of leadership is well carried out by competent, knowledgeable and proficient members thereby generating an efficient, modernized and well-run professional Organization. B.
