3 ABOUT THE LOGO NUCLEUS is defined as the central and most important part of an object, movement, or group, forming the basis for its activity and growth. Inspired of this concept, UAP takes this role as the nucleus in relation to the architect and the architectural profession in the borderless environment called ASEAN. UAP, now, more than ever, equips the architects with the necessary skills and competencies, and concurrently empowers the profession through the provision of a stable foundation, for both to confidently move towards the fastapproaching and challenging greater global collaboration. The ten (10) petal-like images emanating from the nucleus represent the 10 ASEAN member-countries with UAP at the center, working in alliance with the other professional groups of the other member-countries. They likewise represent the architects, coming out strong from the nucleus. Finally, the green color symbolizes freshness, action, and healthy growth. The UAP and its strong membership come prepared to embrace the upcoming ASEAN integration, with the determination to ultimately make a mark given this development, and with the commitment to continuously better itself in anticipation of more challenges in the future. 8 UAP NATCON 41 Warm Greetings to the United Architects of the Philippines (UAP) as you celebrate your 41st Annual National Convention, entitled Empowering Architects Towards ASEAN Integration. The ASEAN Integration, with ASEAN Trade in Goods Agreement (ATIGA) and ASEAN Framework Agreement on Services (AFAS) being its core, had caused numerous opinions and inquisitive mindset for many Filipinos. The most dominant question asked was, IF WE ARE READY. Readiness however can easily be answered by the process in which our government has prepared for the challenges ahead. Both advantages and disadvantages are taken into account, to further improve our strengths and plans have been set to overcome weaknesses. The opportunities envisioned include the attraction of more Federal Direct Investments (FDI s), increased relationship and partnership with the Economic community, awareness of best practices in the different industries and enhancement of different skills through our Academe. Greater competition however must not be ignored, regardless of the vastness of opportunities. This is why, we recognize the need for conventions such as this to further increase the competencies of the professionals and eventually create a more competitive advantage. The Architect is one of the most highly valued Profession in the country today. It is but necessary that multiple measures and initiatives are taken to further enhance the knowledge of every individual to stay at par and keep every program by the UAP Organization aligned with the requirements of the ASEAN Economic Community (AEC). Creating a venue to discuss the effects of the opening of economic and trade borders, is a key step in solidifying what Philippine Architecture is all about. The professional Regulation Commission welcomes this forum as a fulfillment of the UAP s mission of spearheading continuing professional education in the architectural profession. This indeed is a demonstration of leadership, a point which is sufficiently reinforced by the chosen convention theme of, Empowering Architects Towards ASEAN Integration The UAP s adoption of this theme is congruent to the government s embarkation on an acceleration of infrastructure as an important component of the Philippine Development Plan. The cooperation and coordination between the public and the private sectors in forging programs and creating employment relative to infrastructure and public facilities which is evidenced by the ever-growing business process outsourcing (BPO) industry and an uprsurge in the field of real estate thus pointing to the rise of opportunities for architecture. At the same time, the profession is a pro-active witness and an active player to the transition from traditional to green architecture, giving rise to sustainable construction designs that maximize energy utilization and minimize environmental degradation. The United Architects of the Philippines has earned its prominence and eminence in spearheading actions and activities in promoting green architecture and keeping Philippine architecture in step with global developments (if not ahead) in the preservation of our environment. The integration opens a new gateway for professional excellence and challenges for the Filipino Architect, without doubt the opportunities for those who have diligently taken to heart their duties and responsibilities as architects will find little difficulty in adapting to this new climate of professional practice. But those who have only come to this realization, take heart: it is not too late. The United Architects of the Philippines, as the Integrated and Accredited Professional Organization of Architects, continues to assist and provide direction if not to shepherd its members towards achieving the level of competencies necessary so as not to be left behind. This year also marks the beginning of the ASEAN Economic Community where Malaysia acts as the inaugural secretariat. It promises a more active and liberal trade relationships among member states of ASEAN. Hence the initiatives of the UAP to hold a convention with this theme is commendable and fitting. It is my hope that Architects within this region, given the platform of ASEAN Architects, will be able to network actively and cooperate with their respective counterparts across borders. Through the UIA the ASEAN Architects can further establish connections with Architects from the rest of the globe. This is mobility endeavour one of the many programs that the UIA is also promoting. In this day of age, where borders brought about by Globalization are rapidly becoming unseen, liberalization becoming the norm; the demands and expectations in every aspect is being felt the strongest. The objectives of the integration of the 10 Southeast Asian Nations: economic growth, improvement of cultural relations, creation of more opportunities has been the heart of every conversation and it is only fitting that our theme for the 41st Annual National Convention, Empowering Architects Towards Asean Integration be aligned with these objectives. A good leader encourages competition; a better leader encourages healthy competition. The difference between that two is that the latter s main goal is to inspire the other for the benefit of the common good. The motive should always be for the greater good of the majority, for the continuous improvement of not only oneself but towards the development of one another. The activities set forth by the Organizing Committee encourage healthy competition by equipping the architects with the right tools to prepare for the integration and the inevitable challenges that lay ahead. There s the UAP Convention Exhibit, Arkilympics, General Assembly and Business meetings, Investiture of New Fellows, CPE Seminars, Architectural Tours and Fellowship Night. The ultimate intention is to create awareness of the different aspects required by the integration, the technologies to be used, the building of a stronger and affordable infrastructure, disaster resilient housing, whilst keeping sustainability in mind in every creative design, in every idea realized by every Architect. The Organization has experienced its share of adversities throughout the years, yet in every year we have managed to stay strong as one team. This strength comes from every member s unconditional service and continuing importance given to staying united regardless of the position in the organization. In UAP, all roles are valued, as each person is a representative of what the organization is all about. Let our vision be our guide in overcoming individual differences. Gabitan, uap National Executive Vice-President It is with great honor and privilege that I extend my warmest gratitude to the delegates, exhibitors, speakers and guests of the PRC s five (5) times Most Outstanding Professional Organization in the Philippines the United Architects of the Philippines, as we undertake the 37th National Convention of Architects and Convention Exhibits at the SMX Convention Center from April 16-18, This year marks a new era in the ASEAN region, the start of the ASEAN economic integration which is a prelude to the GATS 2020 implementation of cross-border practice. Indeed, the theme of this years convention UAP Beyond Borders: Empowering Architects Towards ASEAN Integration is very timely as we continue and enhance the programs and strategies aimed at equipping Filipino architects with the appropriate tools in view of a larger community of practicing professionals. Filipino professionals, including architects, would now have to develop their competencies to meet higher levels of expertise in various fields of specialized practice as a result of more diversified and complex services. This can be achieved through formal education by taking masters and doctorate degrees or through professional practice and continuing education in focused areas of practice. The United Architects of the Philippines, as the Integrated and Accredited Professional Organization of Architects (IAPOA), is committed to provide the needed support and training to develop Filipino architects to be competitive to the demands of the global market. The current administration has initiated a scholarship and thesis assistance program in order to attract more member architects to complete their higher levels of education. On the other hand, the creation of Specialty Councils in different fields of practice are being finalized to institutionalize the recognition of specialists or experts in various fields and formulate their respective non-formal mode of education or trainings that would be made available to those aspiring to be accredited as specialists. Let me extend my congratulations to the UAP 2015 National Convention Organizing Committee for choosing a very timely and relevant theme, and setting a line-up of seminars and activities that will bring forth the ideals of Filipino architects in the global scenario. National Vice President for Area A This year, 2015, is the 40th year of existence of our beloved organization, The UNITED ARCHITECTS OF THE PHILIPPINES! We praise and thank the Lord God Almighty, the Supreme Architect of the Universe for the blessings and guidance He has given UAP through thick and thin. It is with my great pride and pleasure to have serve this prestigious organization from its inception and birth way back in the early seventies as Regional Coordinator for Central and Northern Luzon reaching out to our colleagues to join and be united in this organization up to the present as Area Vice President for Area A, representing the same area of responsibility. At this juncture, I would like to extend my heartfelt thanks to our Vice Presidents of Area B, C and D, to all the District Directors, Chapter Presidents and members and most especially our Joint Area Assembly Organizing Committee for the invaluable support and overwhelming attendance as well as for the successful Joint Area Assembly in Cebu held last February, and to those who joined the Photography Contest on the Lighthouse as well. While the ASEAN Integration is expected to level the playing field among industries in the region, it is also expected that Philippine firms such as the architecture and construction industry should brace for an intense competition with their ASEAN counterparts. The National Convention for this year is theme Empowering Architects Towards ASEAN Integration. The seminars and activities for this convention are geared towards strengthening our preparations towards the coming integration. I believe that it is a great venue for us architects to equip ourselves with more knowledge that will prove to be pivotal in our practice. I am thrilled to witness how we Filipino architects will showcase our prowess in designing and building structures that will define the skyline and the landscape of the ASEAN Region. For me, this is the greatest advantage of the ASEAN Integration Some limiting factors are eliminated and we will be able to practice our profession not only in the Philippines but also in other ASEAN countries. We will be facing both challenges and opportunities that the ASEAN Integration 2015 will bring us. The competition will be steeper but it is also a great opportunity for us Filipino architects to demonstrate our skills in our field. It took one strong-willed man with a tenacious foresight to lead this Country and manage the spearheading of the Association of South East Asian Nations (ASEAN) making this integration naturally imminent. Ironically, the Filipino has been known as a follower that seems to be always short of being a leader; instead he would rather be the unsung hero of a very difficult project. One of the many aspects to fully commit to such integration is to belong to a strong and united organization that gives importance to an Architect s professional behaviour and contribution to the growth of its members. The United Architects of the Philippines (UAP), the Integrated and Accredited Professional Organization of Architects (IAPOA) shall remain to be for the Architects and will continue to inspire its members to become leaders. Let us give everyone the confidence that we are equipped to fair play in the industry towards a common goal of global development. No matter how much we were bombarded with the challenges and questions of our integrity as an Organization, the law is at our side. These are just normal tests for a strong UAP, nevertheless, we should not be weary being in the service. We should remain certain that no matter how they look for reasons to disengage us, or question the extent of our role in the field of infrastructure and national development, they are welcome to find that there are no skeleton in our closets. Our mutual commitment to the organization and with our individual capabilities as exceptional leaders are the reason why we always meet in this Annual Convention and I believe, will always be the greatest attributes that would bring our community to continuing excellence and at the same time provide the entire organization the boost of encouragement to move on despite the many challenges we face. The UAP s 41st National Convention simply because this convention caps the year long celebration of the 40th foundation of the *NO. 1 and 5 time **PRC-APO of the year awardee, the United Architects of the Philippines. Let me share a short odyssey I read on being against all odds and surviving; Sir Ernest Shackleton s Antarctic expedition of 1914 would ultimately fail, but the hardy crew he mustered would still win honor and recognition for its ability to survive against the odds. After their ship Endurance was crushed in pack ice, the crew abandoned the plan to cross Antarctica on foot and the aim became merely to survive. Over two years, Shackleton led the crew across ice floes, then in lifeboats to a camp on Elephant Island where for six months the main group would subsist on seal meat and blubber. Shackleton took five men around the island to the north and then across 800 miles of treacherous ocean to South Georgia Island. He then hiked with two others for 36 hours across the island s uncharted interior to a whaling station with another three months to go before he could safely reach the crew left on Elephant Island. He later wrote, We had suffered, starved and triumphed, grovelled down yet grasped at glory We had reached the naked soul of man. 26 Congratulations to all the HARDWORKING members of the organizing committee headed by no less than Arch. President, PFPA On behalf of the Philippine Federation of Professional Associations (PFPA), the umbrella organization of forty-three (43) Accredited Professional Organizations (APOs) recognized by the Professional Regulation Commission (PRC), allow me to convey my most cordial felicitations to the general membership, participants, organizers, exhibitors and sponsors of the 41st UAP National Convention and Conex 2015 to be held on April 16-18, 2015 with the theme: Empowering Architects Towards Asean Integration. The ASEAN Economic Community (AEC) plans steps toward full economic integration among its 10-member countries with 600 million residents and 285 million workers this year, including free mobility of professionals and highly skilled workers. To realize the full potential of the AEC to deliver more and better jobs, decisive action is necessary, including better management of structural change. Deeper regional integration offers immense economic prospects, but translating these gains into shared prosperity and equitable development requires robust labor market institutions. For us professionals, there are new realities, new opportunities, and new challenges in line with this integration. And we must have the resolve, the flexibility and the creativity to formulate new policies to take advantage of these new opportunities and meet these new challenges with regards to the ASEAN Integration. Through participative and interactive seminars integrated in this event, we will have an opportunity to engage in meaningful mutual exchange. And as we evaluate our strength and competitiveness, we hope to come up with appropriate programs that address the various needs of the architecture profession in the Philippines to arrive at a sense of the collective in synchronizing regional and national priorities and policies. As we face various changes, both within the Philippines and across the globe, I hope that we will take the opportunity offered by this UAP Annual Convention to learn from each other and freely debate the question of the direction for which we should aim at. Furthermore, I hope that this will culminate in meaningful outcomes and that the existence of the United Architects of the Philippines will come to be of even greater value as a result. The advent of ASEAN Economic Community this year is not going to result in immediate changes in the ASEAN labor market. As economic integration progresses overtime, the region may observe structural changes that enhance employment prospects. But those changes will take time. However, policy makers will need to start preparing for such changes now. Director, 41st National Convention The journey of being at the helm of our 41st UAP National Convention with the theme Empowering Architects Towards ASEAN Integration has given me great pleasure and a sense of accomplishment contributing to the UAP. What is overwhelmingly heartfelt was the collaboration and professionalism of the kind-hearted member-architects of the Organizing Committee, consistently inspiring each to bring out the best in every member. The desire to elevate the level of this convention was the real motivation and the shared feeling among the members. With this came the long hours of planning, designing and discussing our dreams for this convention to come to a reality. This may probably be the best way, should there be something higher, to describe the common objective of all. I will always remember this feeling with fondness and cherish all the memories I have and the new friends I have made. I feel so fortunate to have been of service to the UAP in this way and I am grateful to its present leadership, Ar. Ma. Benita Regala, for providing me this opportunity. I wish that everyone is able to have a good experience from the 41st National Convention and likewise be able to bring home good memories. For this year, the UAP will be delivering the 41st National Convention to a higher level to be able to be at par with its ASEAN partners. This year 2015, the Philippines will join the other 9 ASEAN member-nations in the process of integration, as part of the ASEAN Mutual Recognition Arrangement. Allow me to quote what the brilliant American writer James Baldwin said: Between 1917 and 1941, the ocean, inconceivably, had shrunk to the size of a swimming pool. As we open our doors so shall doors be opened for you. We are now going to be part of the movement towards globalization. The world will be slightly smaller with this Integration and the practice of our profession will transcend our geographical borders. As we open our doors to a broader horizon which we term as ASEAN, it is probably normal to have a sense of apprehension in relation to our professional practice. Actually, many foreign Architects who have specialized in various fields in architecture have practiced in the Philippines for quite some time now, likewise, for Filipino architects who have worked in foreign countries. Some of these fields, which we, practicing architects in the Philippines may also engage in, include facade design, building traffic specialist, sound and acoustic specialist,certified LEED specialist, Quantity Surveyor, Project management, Materials Specialist, and many others. With the ASEAN integration, 10 ASEAN countries including the Philippines, will open its doors to architects from all over the region. It is best that we, as architects, be globally competitive by equipping ourselves with the knowledge and skills required by our profession. This may be a sort of Baptism of Fire for many of us, but as the old folks say: You will be better for it. Warm regards to all. 29

39 Esa Mohamed UIA President Malaysian architect and town-planner Esa Mohamed has been elected UIA President during the UIA General Assembly, which took place in Durban, South Africa from 7 to 9 August Esa Mohamed will undertake the presidency of the International Union of Architects for the triennial period He succeeds French architect Albert Dubler. He is the founder and director of Akitek Jururancang (Malaysia) Sdn Bhd (AJM), an architectural and planning firm in Kuala Lumpur. He is the author of prestigious architectural projects in Malaysia, such as the Subang Jaya township, the masterplans for the city of Kuala Lumpur and for the administrative capital of Putrajaya. He has also launched large-scale works in China, Pakistan, India, Australia and Saudi Arabia. Esa Mohamed received numerous awards among them The Aga Khan Award for Architeture in 2001 for the Datai Resort, Langkawi. Between 2008 and 2011, Esa Mohamed has been a UIA Council member, and then Vice-President of the Union from 2011 to He is a member of the UIA Commission for Professional Practice. 55 JONATHAN V. MANALAD, uap Arch. Jonathan Manalad has an extensive professional practice both as an architect and academician that spans to twenty years, from 1994 to present. He holds a Master s Degree in Architecture, major in Community Architecture and minor in Housing from the University of the Philippines. He obtained his Bachelor s Degree in Architecture from the University of Santo Tomas in 1993 within which, he had been sent as an international exchange student to the University of Greenwich in Kent, England that exposed him to British-based architecture curriculum and brought him to key cities in Europe and explored its major built environment wonders. His early exposures to international design practices has been his tool to be an effective design practitioner and academician. From 2000 up to present, he is actively involved as Assistant Professor at the University of Santo Tomas College of Architecture where he is currently serving as the Architectural Design Coordinator. His position calls for him to conceptualize programs within the department and oversee its implementation to provide effective delivery of the Design courses all in its five levels (1st year to 5th year), which is considered to be the backbone of the Program. As an architect and environmental planner, he heads an independent architectural firm J.V. Manalad Design, Planning and Construction. His project involvement ranges from commercial, institutional, academic and residential undertakings. Currently, he is heavily involved with major academic institutions in their redevelopment and modernization efforts as its architect and design consultant. Ana S. Aside from being a professional basketball player, he is a also a TV host, commercial model, politician and entrepreneur. He is the host of the TV show IBILIB: Wonders of Horus televised in one of the major TV channels. Chris earned his Bachelor of Science in Management Engineering degree and Minor in Chinese Studies from Ateneo de Manila University in Quezon City. Being well informed of the current & future color directions, Serene is actively involved in the fields of color marketing and consultancy. Florentino3+ Associates, is a product of the Mapua Institute of Technology, which recognized him as the Outstanding Mapuan in Architecture in Later, he attended postgraduate studies at the University of the Philippines, as an honorific scholar crossenrolled in Civil Engineering on Structural Sciences. He was Member of the Board of Architecture from and was chosen the Outstanding Professional of the year 2002 in the field of Architecture by the Philippine Regulation Commission. Today he is an Accredited Arbitrator and Mediator of the Construction Industry Arbitration Commission. Ar. Florentino is past Chancellor of the College of Fellows of UAP. As President of the League of the Philippines Architects, he was part of the Negotiating Panel that formed the UAP; he is a Past President of UAP-Quezon City Chapter and has been continuously involved in legislation for the profession, having worked towards the legislative approval of Architecture Act of Aside of being an architect of note, he is also a registered Environmental Planner, and holder of fourteen (14) approved patents on building technology. 63 MARIE STEPHANIE N. GILLES, uap, piep Architect MARIE STEPHANIE N. GILLES is a registered architect and licensed environmental planner. Soon after taking the Licensure Board Exam for Architects, she took a 3-year course in Italy at the Centro Internazionale di Studi under a scholarship from a German Foundation, where she was appointed professor while finishing her academic coursework, similar to her task as Teaching Associate at the UP College of Architecture while doing her masteral course. In 2008 during the Diamond Jubilee celebration of St. Joseph s College QC, she was awarded as the Most Outstanding Alumna in the Field of Architectural Design by her alma mater, where she graduated as class valedictorian in both elementary and high school. In April of 2013 she obtained her Master s Degree in Architecture at the University of the Philippines -Diliman, where she is currently taking a graduate course at the School of Urban and Regional Planning, hoping to pursue a PhD specialization on Environmental Management. In June 2014, she successfully passed the licensure board exam for Environmental Planners, her PRC license being #911. She is currently the Principal Architect of SNG Design Enterprise, a dynamic service-oriented design firm that has had projects all over the country and even abroad during its more than 2 decades of service. At the United Architects of the Philippines-Diliman, she holds the position of Continuing Professional Education Director and is the Head of the Capacity Building Group of the UAP Emergency Architects. Her corporate social outreach involvement has led her to devastated areas such as Tacloban & Roxas, assisting in organizing seminars to architects on disaster-resilient design and in Bohol, where she is helping to restore churches destroyed by the recent earthquake. As Chairman of the UP Planners Organization, she spearheaded the collaborative work of UP PLANO with Workshop Architecture, a European-based technical team that is helping to provide shelter to homeless street children in Tacloban. She has collaborated with several professionals in the field of planning, addressing the requirements of cities and municipalities such as Comprehensive Land Use Plans with focus on mainstreaming DRR/ CCA, Comprehensive Development Plans, Urban Master Plan, Tourism Master Development Framework, and the like. Most outstanding contribution in the field of architecture, was my 17-years dedication in uplifting the quality of education and alleviating the conditions of the deprived, disadvantaged and depressed public elementary & secondary schools in the remote barangays of the archipelago through designing, quality control and construction supervision of effective school facilities that are properly site-adopted, built under quality construction procedures, with a certain level of typhoon-resistance and durable compared to the normal government school buildings which are designed to serve as places for refuge during natural calamities. Working with SOM since 1999, she has been collaborating with multi-disciplinary design teams on large scale mixed use developments and urban districts. Ame creatively addresses challenges and opportunities emerging from established and developing cities in Asia. He has 20 years experience practicing in Indonesia and Australia. Prasetyoadi is certified architect (Indonesia Architects Association) and planner (Planning Institute of Australia), he is also one of the founder of Green Building Council Indonesia. He is recently country leader of Council on Tall Building and Urban Habitat in Indonesia. Abstract: Next Level - Public Transport & Density Jakarta, with more than 10 million populations, has grown rapidly since 1970s. However, it the metropolitan area, Jabodetabek (consists of 14 municipalities) has more than 28 million population sprawling into the area of 6,000km2. The main problem of Jakarta metropolitan area is the lack of public infrastructure, one of them is public transport. Jakarta doesn t have adequate public transport and mass rapid transport. The Governor, inaugurated in October 2012, restarted two most important transport infrastructure projects, Jakarta MRT and Jakarta Monorail (private investment). These new infrastructures will provide development opportunity to Jakarta s future. These are the basic infrastructure that should have been built 30 years ago as the city now is in dire need of proper transportation infrastructure. The paper will discuss the opportunities and challenges, as the result of the investment in infrastructure. The private investor is aiming to benefit from air rights development from the monorail station that will serve Jakarta s CBD, connecting the city from east to west. The new typology of real estate is also expected to enrich Jakarta s skyline. The progress of the infrastructure project will also be discussed as the Jakarta government is also investing on elevated bus rapid transit infrastructure. SEMINAR SPEAKERS David Chan & MunInn Chan Design Collective Architects (DCA) together with their associate interior design practice Essential Design Integrated (EDI) are a young and vibrant architectural practice based in Malaysia, whose projects thrive on the close collaboration between architects, interior designers, landscapers and home owners. DCA s design philosophy focuses on the issues and processes concerning customization, creating BESPOKE architecture. As a practice, DCA is process based. The process begins with accumulating a synthesis of site, programme and people. The source of inspiration for a house normally comes from a special relationship between DCA, their clients and their clients relationship with their personal circumstances. This presentation will address issues concerning the complexity of home owner requirements today which extends beyond the simple need of just having shelter. Peter is currently a member of the City of Sydney Design Advisory Panel, the Victorian Design Review Panel, the South Australian Capital City Design Review Panel, the Sydney Olympic Park Design Review Panel, the Sydney Opera House Eminent Architects Panel, the Sydney Opera House Conservation Council, the Walsh Bay Arts Precinct Committee and is Chair of the Built Environment Advisory Committee, UNSW. Rosal received his degree of Bachelor of Science in Architecture from National University in 1985 and Executive Masters in Business Administration at the International Academy of Management and Economics. He has been a versatile, staunch, knowledgeable, and respected voice on advocacy issues that are of critical import to architects and others in the design and construction industry at the national, and local levels. In more than two decades of service in UAP until the time when he became UAP National President for Fiscal Year , he made his mantra the positioning of architects as the authoritative source on the built environment. Ar. Rosal never rested on his accomplishments, but rather has been spurred forward because of them, confronting new criteria and establishing new parameters within which innovative solutions to the architecture profession could be developed. Ar. Rosal is currently in the United States of America, where he also attended a meeting with the American Institute of Architects; one of the matters discussed is the situation of the Typhoon Yolanda Victims in the Southern Philippines.

AR. CARMELO T. CASAS, uap Ar. Casas earned his degree in Architecture from the University of Santo Tomas in 1976, placing 7th in overall ranking in the 1978 Architects Licensure Examination on the same year.
