There is also a fifth structure used as a Manager s leasing office on the upper floor, and as common area laundry service on the lower level. Situated directly in front of the Manager s office is a seasonal outdoor pool. Construction: The buildings are wood frame with reinforced concrete slab foundations. The interiors are wood framed partitioning. The flooring is concrete slab structure on the main floor with wood panel subfloor over wood truss on the second and third floors. The exterior walls are T1-11 wood panel with wood trim, newly painted in August, Recent Improvements: The owner has remodeled approximately 50 of the 65 units, and the units with the most dated interiors receiving the greatest degree of remodel. Renovated apartments have had the wood-burning fireplaces sheet rocked over the fire box for a finished look. The fireplace chimneys have all been removed from the roofs, creating a much more appealing, streamlined look. Quality upgrades to the unit interiors include replacing carpeting and flooring, painting kitchen cabinets and installing new cabinet hardware, new appliances, new floor trim, light fixtures, electrical switches and receptacles, new interior doors and trim, updating restroom vanity and mirrors, and refinishing countertops. Additionally, the baseboard electric heaters have been removed and replaced with an electric Cadet-style in-wall heater in each room. Above average materials were used such as the vinyl wood textured flooring and painted countertop finishes.

7 Roof Type: Gable roof truss system with composition shingle roofing finish. Windows & Patio Doors: All of the windows and sliding patio doors have been updated since 2015 with new insulated dual pane vinyl windows and doors. Apartment Entry Doors: Steel entry doors into each unit with deadbolt lock. Interior doors are hollow wood, with new interior 6-panel doors being included in remodeled units. Heat: Electric Baseboard heat and thru-wall A/C in the units, and wall mounted Cadet-style electric heaters in remodeled units. Both systems are electrical, with electric being the only utility paid for by the tenant. Parking: There are 86 parking spaces total (1.32 spaces per unit) comprising 64 carport spaces and 22 off-street open parking spaces. The parking area has two accesses to Colton Street, with a driveway that wraps around the exterior of the site. The parking area is asphalt. Landscaping: Mature, moderate landscaping includes a central courtyard area with irrigated lawn and mature pine trees, shrubs, security gate access, concrete curbing and sidewalks throughout. The landscaping is attractive and presents good curb appeal.

8 Property Location The subject property is located in the Hill n Dale neighborhood, which is less than seven miles north of Spokane city center. Its location is in an area, of mixed zoning accommodating commercial uses along primary arterials, with multifamily and single family residential uses extending beyond these commercial zones. Spokane Transit Authority bus service has adequate routes along the primary arterials serving the subject property s location. The neighborhood is adequately served by public education facilities for K-12 education, and is in close proximity to private college campuses including Gonzaga University, Eastern Washington Spokane Campus, and the Spokane Community College. The neighborhood trend exhibits sustainable growth, consistent demand both residentially and commercially, and good synergies between a complementary mix of land uses for continued and sustainable growth. While market rents are increasing, median household income has remained fairly stagnant. Median household income is stable, but does not appear to be keeping pace with inflation. The trend of declining home ownership rates will continue to place downward pressure on vacancy rates and upward pressure on rental rates into the near future. Aerial Map

10 Spokane Multi-Family Market Overview Vacancy Rates Runstad Center for Real Estate Studies, at the University of Washington, reported that the vacancy rate in Spokane County as of spring 2017 was 1.4 percent. Their previous report in fall 2016 stated 1.6 percent, down from 3.3 percent a year earlier and from 4.3 percent five years ago, according to apartment-market surveys conducted twice annually. Rental Rates Rent growth in Spokane has improved significantly since the beginning of the cycle in 2010, culminating in increases of over 4% in These gains have been bolstered by tight vacancies and job additions in high-paying job sectors like education and health services. Supply Annual demand has outpaced supply for five consecutive years as of the end of Up until 2017, deliveries fell below historical levels, with annual absorption outpacing deliveries as of the end of Q Home Ownership Rates Home ownership rates in Spokane County continue to decline from the peak at 59.2% in 2009, and are most recently reported in July of 2016 at 54.74% for Spokane County by the US Census Bureau. Median household income is stable, but does not appear to be keeping pace with inflation.
