County Housing Policy (HPC) Committee considers PACE programs At the 5/13 meeting, the HPC members heard presentations from PACE program providers, Home Energy Renovation Opportunity (HERO) and Ygrene. According to a county staff memo, supervisors and county staff have received calls from county residents interested in using Property Assessed Clean Energy (PACE) programs to finance energy efficiency home improvements. The memo also states that Ygrene has partnered with Golden State Finance Authority, which is affiliated with Rural County Representatives of California (RCRC), to launch a state-wide PACE program for residential, commercial and agricultural property owners. Legislation signed into law in 2008 and amended in 2010 authorized local jurisdictions to opt in to PACE programs for local homeowners by passing a resolution. After a lengthy discussion of the benefits and issues with PACE programs, the committee voted to continue the discussion to the 6/10 HPC meeting. Committee members agreed to send remaining questions to Sheila Shanahan, County Housing Program Coordinator. Kathie Burby, HPC alternate representing T.C.A.R., recommended that a representative from a lender be invited to attend the next meeting. C.A.R. Legal staff have provided detailed information regarding issues with PACE programs, which can be found on the C.A.R. website. PACE programs use the homeowner s equity to finance the purchase and installation of energy efficiency home upgrades through a user friendly loan process. The PACE program records a lien/notice of assessment which is applied to the property tax. Since the loan is attached to the property tax, it becomes a first priority lien. According to information from C.A.R. Legal staff, uniform security instruments used for deeds of trust for Fannie Mae and Freddie Mac backed loans (which represent the majority of conventional home mortgages) prohibit the borrower from creating liens which take priority over the lender s lien without the consent of the lender. In other information offered by our legal staff, as of 7/6/10, the Federal Housing Finance Agency (FHFA), the conservator and regulator of Fannie Mae and Freddie Mac, directed Fannie and Freddie to make sure all loan documents require approval or consent for a PACE lien. This FHFA policy may complicate or compromise sale transactions and attempts by homeowners to refinance existing mortgages when there is a PACE lien on the property. Kathie and I would like to hear from members who have opinions about PACE or experience with PACE programs. The HPC meetings are open to the public TCEDA staff can provide connectivity information for members Larry Cope, Tuolumne County Economic Development Authority Executive Director, can research on a house by house address basis the amount of internet speed and who provides service to the address. At our recent LGR Committee meeting with Larry, we discussed the need for business people, who are moving here or purchasing a second home, to have current information on the connectivity benefits for certain properties. Larry states I am doing this so we can have happy homeowners who can get the internet they need and the Realtors can sell the house they are listing. 6 From the MLS Director s Desk: Ofelia Ontiveros MLS Director Do you use Parcel Quest via the TCR MLS system? If so, you will want to NOTE the information below. May 20, 2015 In January, the TCAR Board polled the membership regarding use of Parcel Quest. There were 99 responses to the 3 question survey. Two thirds of the respondents indicated they used Parcel Quest on a regular basis. However, when asked if they would be willing to pay $50 per year for the continued use of Parcel Quest the answer was overwhelmingly NO (66 of the 99 respondents answered they would be willing to pay 0$). In April the Executive Committee met with Parcel Quest representatives to discuss the renewal of the Parcel Quest contract. Under the current contract with Parcel Quest, TCAR pays $19,200 per year. This payment has been made by drawing on TCAR reserve funds. After much discussion the Executive Committee felt that the Association could no longer take from reserves to fund Parcel Quest. The Exec Committee recommended the Board not renew the contract with Parcel Quest. The Board voted not to renew the contract. Parcel Quest will phase out at the end of June There are many free options available to members; ReInsight Tax (currently an option within Paragon), Realtors Property Resource (RPR), and MyFirst AM (offered by First American Title). The board is also working with the Assessor/Recorders office to see if it is possible to integrate the tax data from the Assessor/Recorders office via a link within Paragon.
